Although there is no legal definition of a 'smart village' within EU legislation, there are a number of distinguishing features associated with the smart village concept, with the involvement of the local community and the use of digital tools being seen as core elements. The concept implies the participation of local people in improving their economic, social or environmental conditions, cooperation with other communities, social innovation and the development of smart village strategies. Digital technologies can be applied to many aspects of living and working in rural areas. The smart village concept also suggests the adoption of smart solutions in both the public and private sectors over a wide range of policy fields such as improving access to services, developing short food supply chains and developing renewable energy sources. The smart village concept is gaining traction on the rural development agenda, coinciding with the ongoing reform of the common agricultural policy (CAP). A key element of this reform will be a new delivery model based on each Member State developing a CAP strategic plan. In December 2020, the Commission published its recommendations for each Member State on the direction their plans need to take to achieve the CAP objectives and the European Green Deal targets. The Commission's analysis highlight the gaps Member States must address if the Green Deal target of 100 % access to fast broadband internet in rural areas by 2025 is to be met. Much will depend on how Member States respond to these recommendations in drawing up their CAP strategic plans. The European Parliament has made a significant contribution to the smart village concept, taking part in a pilot project on smart eco-villages and supporting the European Commission's 2017 action plan for smarter villages. The European Committee of the Regions and the European Economic and Social Committee have meanwhile both indicated their support for the concept through events, opinions and communications.

The marketing standards for fishery and aquaculture products are covered by the Common Market Organisation (CMO) Regulation (regulation 1379/2013), one of the pillars of EU’s Common Fisheries Policy (CFP). The marketing standards for FAPs have remained unchanged for more than 20 years and in 2018 they were submitted to an evaluation process by the European Commission. The expected outcome is the release of a new legislative proposal by the first half of 2021, in line with the European Commission's Farm to Fork strategy.

Young adults whose highest level of education is at or below lower secondary school level are considered early leavers from education and training. Policy efforts have brought down their numbers to ratios that are very close to the EU target. Nevertheless all those who fall into this category suffer considerable disadvantage as they are more likely to be out of employment and less likely to engage in further education and training than others of their age group with a higher level of education. The EU supports Member States through policy coordination, and programmes such as the Youth Guarantee.

Vice-President Dombrovskis and Commissioner Gentiloni have been invited to an Economic Dialogue on the fiscal part of the European Semester autumn package adopted by the Commission in November 2020. The fiscal elements of the package include the Commission Opinions on euro area 2021 Draft Budgetary Plans, the fiscal policy recommendation for the euro area and some elements of the 2021 Alert Mechanism Report. In March 2020, the general escape clause of the Stability and Growth Pact was activated and the Commission and the Council are expected to reassess its duration soon. The Commission has announced that it will publish on 3 March guidance for the related discussions (“One year since the outbreak of COVID-19: fiscal policy response”).

The European Union remains severely hit by the coronavirus crisis, whose impact extends far beyond public health. The economic, social and psychological consequences of the pandemic are at the forefront of Member States’ and EU institutions’ concerns. Employment and working conditions have undergone major upheavals, raising the issue of a possible reversal of progress on gender equality. This infographic aims to shed light on the socioeconomic and psychological impacts of the pandemic on women, through the lens of the transformation of the labour market, work-life balance and well-being. It is based on Eurostat data and a study conducted by Eurofound on living and working in the times of Covid-19.

Bauhaus, arguably the most influential art and design movement in history, celebrated its centenary in 2019. While many of the avant-garde genres that helped shape modern art focused on painting, the Bauhaus movement encompassed a wide array of media, materials, and disciplines, ranging from the fine arts to architecture and design. Bauhaus is renowned for its smart use of resources, simplicity, effectiveness and polished, smooth lines. Its principles still influence the design of contemporary architecture and everyday objects, embodied in the belief that 'Less is more'. In an era when women had no access to public education in many fields, Bauhaus director Walter Gropius proclaimed that the institution would be open to 'any person of good repute, regardless of age or sex'. However, although the movement was largely populated by women, the names recorded in history are mainly those of men, while female Bauhaus creators are mostly remembered as their wives or assistants. Indeed, these pioneering creators were tolerated, rather than welcomed. By many accounts, the early years of the Bauhaus restricted women to areas deemed proper for their gender, such as textiles and weaving, while discouraging them from indulging in architecture, sculpture or painting. Similarly, no matter how talented, women had very little opportunity to teach at the school and did not receive apprenticeship certificates, which prevented them from acquiring master's diplomas and ultimately placed limits on their careers. In spite of these difficulties, women Bauhauslers arguably turned such constraints into an advantage. Under the direction of Gunta Stölzl, the Bauhaus weaving department became one of the school's most successful fields, with fabrics from the weaving workshop being very successful commercially. Architect Lilly Reich, metal designer Marianne Brandt, wood sculptor Alma Siedhoff Buscher and photographer Lucia Moholy are just some of those iconic Bauhaus figures. In recent years, an increasing number of museums pays tribute to their pioneering work and legacy.

On the International Women’s Day, let us recall the context in which the current event is taking place. Just about a year ago, the World Health Organisation proclaimed the COVID 19 as the global pandemics. In the scope of several weeks, it has affected all the countries in the world and persists until this day, in spite of the existence of vaccines. Hence, further societal developments are uncertain and more changes within it are to be expected. In the sections below, the Policy Department tries to address the selected sectors of society affecting women and girls by changes resulting from the effects of the COVID 19 pandemics.

The debate on the participation and role of women in foreign affairs and international security is a timely and relevant one, and is being raised with increasing frequency at both national and international levels. In particular, there is growing attention to the imbalances in the representation of women in leadership and other key positions in the area of foreign and security policy, as well as to the growing body of evidence regarding the positive effect of including women in several key areas of foreign and security policy. While gaps persist, women's representation at management and ministerial levels in the areas of foreign affairs and security has increased whether in the European Union (EU), the United States (US) or at the United Nations (UN) level. Among these issues, women's role in peacekeeping receives particular attention, as research has consistently shown that gender equality contributes to peace, and that peace negotiations involving women have a better chance of being sustainable and effective. Gender-equal societies enjoy better health, stronger economic growth and higher security. The UN and the EU have put pronounced emphasis on the issue in the past two decades. UN Security Council Resolution 1325 established the 'women, peace and security' (WPS) agenda in 2000. Since then, more WPS-related resolutions have been adopted, widening the scope and breadth of gendered peace and security. These resolutions have been instrumental in changing the philosophy and rhetoric focused on conflict and gender equality, thereby challenging the international community to do more. Several initiatives are also being implemented at EU level, including through the 2018 EU strategic approach to WPS. However, critics underline that a lot remains to be done, as women continue to be under-represented in the field of foreign and security policy across the world. This is an update of an EPRS briefing published in September 2019.

On 26 February 2021, EU leaders met for a second videoconference session to discuss security and defence and the southern neighbourhood. They reaffirmed their commitment to implement the 2019-2024 Strategic Agenda by increasing the EU's ability to act autonomously and strengthening its resilience by taking 'more responsibility for its security'. They also expressed their wish to deepen the transatlantic bond with the US and through NATO. In line with past meetings dedicated to security and defence, the Secretary General of NATO, Jens Stoltenberg, joined the EU leaders to discuss EU-NATO cooperation.

The rules governing the provision of digital products and services in the EU have remained largely unchanged since the adoption of the e-Commerce Directive in 2000, while digital technologies and business models continue to evolve rapidly and new societal challenges are emerging, such as the spread of counterfeit goods, hate speech and disinformation online. Against this backdrop, in December 2020, the European Commission tabled a new legislative proposal on a digital services act to amend the e-Commerce Directive and set higher standards of transparency and accountability, to govern the way platform service providers moderate content, advertising and algorithmic processes. Parliament has already voiced strong support for revision of the EU rules applicable to online actors. EU lawmakers will now assess whether the Commission's proposal is an appropriate response to the challenges identified and will work towards defining Parliament's own position on the proposal, which is the first step in the EU's interinstitutional legislative process. The report covers the final year of Emily O'Reilly's first mandate as Ombudsman before her re election for a second term in late December 2019.

Fisheries control aims to ensure compliance with the Common Fisheries Policy (CFP), and is therefore a key condition for its success. The EU control system is currently under revision, with a European Commission proposal intended to modernise the monitoring of fisheries activities, improve enforcement and update the rules in line with the latest CFP reform. Parliament's vote on the revision is scheduled for the March I part-session.

On 28 May 2020, the European Commission adopted a proposal for a regulation on the establishment of a programme for the Union's action in the field of health for the 2021-2027 period (EU4Health programme). Interinstitutional negotiations between the European Parliament and the Council were concluded on 14 December 2020 with a provisional agreement on the programme, including a budget of €5.1 billion. Parliament's Committee on the Environment, Public Health and Food Safety endorsed the final compromise on 15 January 2021. Parliament's first-reading vote is expected during the March I plenary session.

The markets in crypto assets (MiCA) proposal intends to adapt to the latest technological trends in the FinTech sector. The briefing analyses the strengths and weaknesses of the impact assessment (IA) accompanying the MiCA and DLT proposals. The IA is quite technical and difficult to read for a non-expert. The policy options were compared against the criteria of effectiveness, efficiency and coherence, but not against proportionality, which is required by the better regulation guidelines. The preferred option is a mix of various options, and one of the preferred options is transferred into another, new legislative proposal, i.e., on the DLT. The IA foresees cost reduction for business due to the use of DLT, which saves costs compared to the traditional trading activities, with new entrants facing one-off costs similar to multilateral trading facilities (MTFs).

A responsible TPLF regulatory framework should aim at lowering costs, simplifying unnecessary procedures, increasing the predictability of costs, and delivering efficient services at costs that are proportionate to the amounts in dispute. We explored additional effective safeguards and a number of policy options regarding the contractual, ethical and procedural aspects of TPLF. We then estimated the European added value (EAV) for two alternatives, namely a moderate and a strong regulatory approach scenario using a standard benefits-costs analytical conceptual framework.

Supply chains are increasingly international, but many of EU's trade partners fail to meet both the labour standards of the International Labour Organization (ILO) and international human rights norms. EU trade policy is designed to ensure that economic development complies with World Trade Organization (WTO) rules, while upholding human rights and high labour standards. WTO rules require members to comply with a set of basic free trading principles, in particular national treatment and most-favoured nation status. When a member wishes to take a trade-affecting measure that departs from WTO rules, they can justify the action on the basis of general exceptions. Whereas there is no specific provision in the WTO rules on human rights, according to case law and precedents, the general exception can sometimes allow trade-restricting measures based on human rights concerns. Yet, the open nature of WTO-rules means that members must devise trade-restrictive measures carefully, and that the dispute settlement process can involve complex legal interpretation if litigation arises. The uncertainty surrounding the compatibility between WTO rules and human and labour rights is attracting growing attention, generating calls for WTO reform. Another WTO framework that has been the subject of a long-standing debate on whether its flexibility provisions are sufficient to protect human rights and in particular the right to health is the Agreement on Trade-related Aspects of Intellectual Property Rights (TRIPS). In the context of the coronavirus pandemic, the debate has refocused on the need to waive some TRIPS provisions. This briefing provides an overview of complex issues relating to human rights and WTO rules. It does not argue for a specific interpretation or position, and does not attempt to bring final clarification on aspects still disputed among legal experts.

During the March I part-session, Parliament is expected to vote on the European Commission's proposal to revise the fisheries control system, centred on the amendment of the Control Regulation 1224/2009. The Committee on Fisheries has adopted a report that supports the proposal on major aspects, such as tracking of all EU fishing vessels, reporting of all catches, monitoring of recreational fisheries and improving traceability along the supply chain for all fishery and aquaculture products, whether from EU fisheries or imported. The report also backs the proposal on harmonising sanctions for infringements of fisheries rules across the EU, and requires the creation of a 'Union register' of infringements centralising Member States' information. In the same line of harmonised control, the report introduces uniform formats throughout the EU for a wide range of documents. The PECH report departs from the proposal as regards the mandatory use of on-board CCTV cameras to control the landing obligation, only allowing it on a voluntary basis (if associated with incentives such as quota increases), or as an accompanying sanction for vessels that commit repeated infringements. The report amends the proposal to exempt vessels under 10 m in length from the obligation to keep electronic logbooks, and to introduce derogations to the weighing of fishery products upon landing. It increases the margin of tolerance in estimates recorded in the fishing logbook, in particular for small pelagic and tuna species. It also limits the continuous monitoring of the engine power to vessels exceeding 221 kilowatts that operate under fishing effort regimes.

In the first decade of the 21st century, loans denominated in or indexed to foreign currencies, in particular the Swiss franc, became very popular in a number of EU Member States, including Greece, Croatia, Hungary, Austria, Poland, Romania, and Slovenia, and also in two non-EU countries, Montenegro and Serbia. For a certain period, in some Member States these loans became the most popular type of loan issued to consumers. By pegging loans to a stable foreign currency, banks could lend more money to the same consumer by virtue of interest rates being lower than those for the same type of loan expressed in the national currency. However, when, as a result of the global economic crisis, the rate of exchange between the Swiss franc and these national currencies (zlotys, forints, kunas, etc.) soared, consumers found themselves trapped. Often, they had to repay as much as twice the value of the loan taken, and could not escape the unfavourable contract by simply selling the property they had bought, as this would cover only a fraction of their debt. While certain Member States implemented mechanisms aimed at protecting consumers and bringing the situation under control, the case law of the European Court of Justice (ECJ), based on dynamic interpretation of the Unfair Terms Directive (93/13), has proved to be a significant factor in securing effective consumer protection. This briefing explains the legal significance of the relevant ECJ judgments, against the backdrop of the Swiss franc loan situation in Europe.

Even though the past 50 years have seen a significant advance in women's living conditions and status in society as a whole, their depiction on screen has continued to reflect patriarchal stereotypes. Accordingly, female characters are in general younger than their male counterparts and more likely to be reduced to the role of wife, mother or girlfriend. One way to help guarantee that stories and perspectives portrayed on the screen are more true to life would be to encourage and support the presence of women in key positions in the film industry. However, even though almost as many female (44 %) as male (56 %) directors graduate from film schools, the average proportion of female directors in the industry is just around 20 %, with results varying from 5 % in Latvia to 30 % in Sweden, thus leaving gender equality still a long way off.

In response to the COVID-19 pandemic and the severe recession it has produced, the ECB Governing Council has adopted, since March 2020, an extraordinary set of monetary policy measures aimed at preserving favourable financing conditions and safeguarding price stability in the face of high uncertainty. The monetary policy instruments were recalibrated in the course of 2020, lastly in December 2020. Four papers were prepared by the ECON Committee’s Monetary Expert Panel, discussing the effectiveness and side effects of the monetary policy instruments employed as well as interactions between them. On 14 February 2017, the European Commission adopted a proposal amending Regulation (EU) No 182/2011 (the 'Comitology Regulation') in order to increase the transparency and accountability of the decision-making process leading to the adoption of implementing acts. The main elements of the proposal include amending the voting rules for the Appeal Committee (AC) in order to reduce the risk of a no opinion scenario and to clarify the positions of the Member States, providing for the possibility of a further referral to the AC at ministerial level if no opinion is delivered, and increasing the transparency of the comitology procedure by making public the votes of the Member States' representatives in the AC. Following the opinions of a number of committees, submitted in the previous and current terms, on 12 October 2020, Parliament's Committee on Legal Affairs adopted its report. It proposes to oblige Member States' representatives to give reasons for their vote, abstention or for any absence from the vote, and where particularly sensitive areas are concerned (consumer protection, health and safety of humans, animals or plants, or the environment), also case-specific detailed reasons for their vote or abstention. Other amendments concern better accessibility to the comitology register to increase transparency for citizens, and empowering Parliament and Council to call on the Commission to submit a proposal amending the basic act, where they deem it appropriate to review the implementing powers granted to the Commission. A partial first-reading report was adopted on 17 December 2020 in plenary and the file was referred back to the Legal Affairs Committee for interinstitutional negotiations. First edition. As the second wave of the coronavirus passes, numbers of new infections and the death rate are currently both in decline globally. At the same time, countries across the world have begun vaccination programmes. In parallel, fears that the impact of the disease will continue, as some new, highly contagious mutations of the virus have spread, have lead governments to adopt additional preventive border restrictions and lockdowns. Among many debates on the subject, two stand out – the slower vaccination rate in the EU compared to the UK and US, and the imbalance between rich and poor countries in the availability of vaccines, with a third debate, on vaccination passports, emerging rapidly. This note offers links to recent commentaries, studies and reports from international think tanks on the pandemic and related issues. A previous item from this series on the coronavirus was published in February 2021.

EPRS invites leading experts and commentators to share their thinking and insights on important features of the European Union as a political and economic system. In this paper, David O'Sullivan, former Secretary General of the European Commission and EU Ambassador to the United States, reflects on the Union's contribution to and standing in the multilateral system which it has done so much to support and pioneer, as well as on some of the issues that confront Europe if it is to maximise its influence in international economic fora of various kinds. Over the years, the European Union has become a key player on the international scene in many areas, from its role in economic and financial affairs to the importance of its development policy, its commitment to fight climate change and its engagement to defend human rights. The 2003 European Security Strategy, a milestone in the development of an independent EU foreign and security policy, already dedicated an entire section to the importance of 'an international order based on effective multilateralism'. This chapter of the strategy argued that regional organisations, such as the EU, are key actors in the multilateral system and strengthen global governance. As such, multilateralism is not only a cornerstone of the European external policy, as emphasised again by the 2016 EU Global Strategy, but it is a real 'identity factor' for the EU. The integration of the EU in the multilateral order has never been easy in a world dominated by state actors. Today, a complex international landscape poses many challenges to the Union, from the risk of collapse of the multilateral trading system to new strategies endorsed by key global players such as the United States and China. The very essence of the EU is to promote structures and systems which favour the gradual elaboration and implementation of common rules in all areas of economic activity. In that sense, the EU was moving with the Zeitgeist of the second half of the 20th century. Yet, the recent re-emergence of more traditional great power politics and a more transactional approach to both bilateral and multilateral negotiations threaten to change the rules of the game. The sui generis nature of the EU has long been recognised by both scholars and practitioners. For decades, the EU has been a puzzle to traditional diplomatic and international law approaches. Precisely defining this 'objet politique non identifié', to use the words of Jacques Delors, remains still today a complex task. Far from being a mere theoretical issue, the uniqueness of the EU has, in fact, very practical implications in the world of international politics. In particular, the complex nature of the EU directly challenges key multilateral fora such as the United Nations (UN), the World Trade Organization (WTO), the G7/G20 or the international financial institutions. These different institutions alternately seek to integrate the EU as an economic giant and growing political power and to relegate it to a secondary role as a simple regional organisation. As a result, the EU is forced to juggle between different political roles and institutional arrangements across the full breadth of the multilateral landscape. This paper looks at how the EU's singularity is overcome in practice. It also reflects on what are the perspectives for future developments, taking account of a particularly challenging multilateral context.

Although the European Commission exercises its right to withdraw a legislative proposal sparingly, doing so may become a contentious issue, particularly where a legislative proposal is withdrawn for reasons other than a lack of agreement between institutions or when a proposal clearly becomes obsolete – such as a perceived distortion of the purpose of the original proposal. Closely connected with the right of legislative initiative attributed to the Commission under the current Treaty rules, the European Court of Justice issued a judgment on the matter in case C 409/13. The Court spelled out the Commission's power to withdraw a proposal relative to the power of the two co-legislators, and also indicated the limits of this power. In this sense, the Court considers the Commission's power to withdraw proposals to be a corollary of its power of legislative initiative, which must be exercised in a reasoned manner and in a way that is amenable to judicial review. However, the Court's judgment does not solve all the issues connected to this matter. Whilst the judgment develops the Court's arguments along the lines of the current institutional setting, academia has expressed some concern as to whether the judgment is truly in line with the recently emerged push for a higher democratic character in institutional dynamics. The forthcoming Conference on the Future of Europe may provide the opportunity to rethink some of the issues surrounding the exercise of legislative initiative; which remains a matter of a constitutional and founding nature.

Traditionally they were muses of male artists or amateur performing artists, and arts education for them was very limited. Despite good progress, there is still a lot to do to ensure women fully and freely contribute their artistic vision, hold positions of responsibility, and to recover the works of courageous women artists from the dusty archives of museums.

Several European Union (EU) initiatives aim at boosting consumption of fruit and vegetables and strengthening sector operators.
