$10-a-day child care for families in Alberta

Every child deserves the best possible start in life, and all parents should have the ability to build both a family and career. Yet, too many families across Canada lack access to affordable, inclusive, and high-quality child care. The COVID-19 pandemic has also made it clear that without access to child care, too many parents – especially women – cannot fully participate in the workforce.

That is why the Government of Canada has laid out a plan to provide Canadian parents with, on average, $10‑a‑day child care spaces for children under six years old. This plan to build a Canada‑wide, community‑based early learning and child care system will make life more affordable for families, create new jobs, get parents – especially women – back into the workforce, and grow the middle class, while giving every child a real and fair chance at success.

The Prime Minister, Justin Trudeau, and the Premier of Alberta, Jason Kenney, today announced that both governments have reached an agreement that will support an average of $10‑a‑day care in the province, significantly reducing the price of child care for families. The agreement includes creating 42,500 new regulated early learning and child care spaces by the end of March 2026. With federal funding of almost $3.8 billion over the next five years, Alberta will also see a 50 per cent reduction in average parent fees for children under the age of six in regulated child care by the end of 2022.

This agreement will fund critical services, and grow a strong and skilled workforce of early childhood educators, including through greater opportunities for professional development. The agreement will also support a child care system that is fully inclusive of children with disabilities and children needing enhanced or individual supports, and ensures all families have equitable access to high-quality, affordable child care.

The agreement also includes a clear commitment to continue to work collaboratively with Indigenous organizations in Alberta to develop an approach that will support Indigenous children in the province in having access to culturally-appropriate, quality, and affordable child care.

Since 2015, the government has been helping make life more affordable for families. This includes programs like the Canada Child Benefit, which puts more money into the pockets of nine out of 10 Canadian families and has helped lift more than 400,000 children out of poverty. The Government of Canada continues to work with provinces, territories, and Indigenous partners across the country to make life easier and more affordable for families, grow the middle class, create jobs, help parents return to the workforce, and give children across the country a better start in life.

• Earlier this year, the Government of Canada reached similar agreements with the governments of British Columbia, Nova Scotia, Yukon, Prince Edward Island, Newfoundland and Labrador, Manitoba, and Saskatchewan. The governments of Canada and Quebec also reached an asymmetric agreement to strengthen the early learning and child care system in the province.
• The 42,500 new regulated spaces in Alberta will be among licensed not-for-profit, public, and family-based child care providers.
• In addition to the federal contribution, Alberta currently invests nearly $400 million in early learning and child care annually.
• Recognizing Alberta’s mixed market system, the governments of Canada and Alberta will also create a Canada-Alberta Implementation Committee which will develop and propose an expansion plan and cost control framework to support the growth of additional regulated spaces by licensed providers.
• The Canada-Alberta Implementation Committee will also monitor progress on child care commitments in consultation with stakeholders. The Government of Canada will be represented on this committee by the Federal Secretariat on Early Learning and Child Care.
• Budget 2021 provides new investments to build a high-quality, affordable, flexible, and inclusive early learning and child care system across Canada. These investments total up to $30 billion over five years, and combined with previous investments announced since 2015, $9.2 billion every year, permanently.
• Through previous investments in early learning and child care, the Government of Canada helped to create over 40,000 more affordable child care spaces across the country prior to the pandemic, including over 2,500 in Alberta.
• Investments in child care will benefit all Canadians. Studies show that for every dollar invested in early childhood education, the broader economy receives between $1.50 and $2.80 in return.
• To promote greater gender equality at home and in the workplace, the Government of Canada has also introduced the Parental Sharing Benefit in 2019. This new measure provides an additional five weeks of Employment Insurance parental benefits when parents – including adoptive and same-sex parents – agree to share parental benefits.

Services de garde d’enfants à 10 $ par jour pour les familles de l’Alberta

Chaque enfant mérite le meilleur départ possible dans la vie, et tous les parents devraient être en mesure d’élever leur famille tout en bâtissant leur carrière. Pourtant, trop de familles à travers le Canada n’ont pas accès à des services de garde abordables, inclusifs et de qualité. La pandémie de COVID-19 a mis en évidence le fait que lorsqu’ils n’ont pas accès à des services de garde, trop de parents, particulièrement les femmes, ne peuvent pas participer pleinement au marché du travail.

C’est pourquoi le gouvernement du Canada a élaboré un plan visant à offrir aux parents canadiens des places en garderie, à raison de 10 dollars par jour en moyenne, pour leurs enfants de moins de six ans. Ce plan, qui prévoit la mise en place d’un réseau communautaire pancanadien d’apprentissage et de garde de jeunes enfants, rendra la vie des familles plus abordable et contribuera à créer des emplois. Il permettra également aux parents, particulièrement aux femmes, de réintégrer le marché du travail, fera croître la classe moyenne et donnera à chaque enfant une chance véritable et équitable de réussir. 

Le premier ministre Justin Trudeau et le premier ministre de l’Alberta, Jason Kenney, ont annoncé aujourd'hui la conclusion d’une entente pour appuyer la mise en place de services de garde à 10 dollars par jour en moyenne dans la province, ce qui réduira considérablement les frais de garde d’enfants pour les familles. L’entente prévoit notamment la création de 42 500 nouvelles places en services d’apprentissage et de garde réglementés avant la fin mars 2026. Grâce à un financement fédéral de 3,8 milliards de dollars sur cinq ans, les frais de garde des parents de l’Alberta seront réduits de 50 %, en moyenne, d’ici la fin de 2022 pour leurs enfants de moins de six ans qui fréquentent une garderie réglementée.

Cette entente permettra de financer des services essentiels et de grossir les rangs d’une main-d’œuvre solide et qualifiée d’éducateurs de la petite enfance, notamment grâce à de meilleures opportunités de perfectionnement professionnel. L’entente favorise également l’établissement d’un réseau de garde d’enfants pleinement inclusif pour les enfants en situation de handicap et les enfants ayant besoin d’une aide accrue ou individuelle. De plus, elle offrira à toutes les familles un accès équitable à des services d’apprentissage et de garde abordables et de qualité.

L'entente comprend également un engagement clair à poursuivre la collaboration avec les organisations autochtones de l'Alberta afin d'élaborer une approche qui aidera les enfants autochtones de la province à avoir accès à des services de garde abordables, de qualité et adaptés à leur culture.

Depuis 2015, le gouvernement a contribué à rendre la vie des familles plus abordable. Il l’a notamment fait grâce à des programmes comme l’Allocation canadienne pour enfants, qui met plus d’argent dans les poches de neuf familles canadiennes sur dix et qui a aidé à sortir plus de 400 000 enfants de la pauvreté. Le gouvernement du Canada continuera de travailler avec les provinces, les territoires et ses partenaires autochtones à travers le pays afin de rendre la vie des familles plus facile et plus abordable, de faire croître la classe moyenne, de créer des emplois, d’aider les parents à réintégrer le marché du travail et de donner à tous les enfants du pays un meilleur départ dans la vie.

• Plus tôt cette année, le gouvernement du Canada a conclu des accords similaires avec les gouvernements de la Colombie-Britannique, de la Nouvelle‑Écosse, du Yukon, de l'Île-du-Prince-Édouard, de Terre-Neuve-et-Labrador, du Manitoba et de la Saskatchewan. Les gouvernements du Canada et du Québec ont également conclu une entente asymétrique visant à renforcer le réseau d'apprentissage et de garde des jeunes enfants dans la province.

«Διορισμός τακτικών και αναπληρωματικών μελών στην Επιτροπή Επαγγελματικού Αθλητισμού (Ε.Ε.Α.)»

 

Στο πλαίσιο του θεσμικού της ρόλου, η Ειδική Μόνιμη Επιτροπή Θεσμών και Διαφάνειας της Βουλής των Ελλήνων, υπό την προεδρία  του Αντιπρόεδρου της Βουλής και Βουλευτή Δυτικής Αττικής, κ. Θανάση Μπούρα, συνεδρίασε για ακρόαση και  διατύπωση γνώμης επί του διορισμού των προτεινομένων επτά τακτικών και επτά αναπληρωματικών μελών, από τον Υφυπουργό Πολιτισμού και Αθλητισμού, κ. Ελευθέριο Αυγενάκη, στην Επιτροπή Επαγγελματικού Αθλητισμού (Ε.Ε.Α.).

Η ΕΕΑ συστήθηκε με τον 4809/2021 (ΦΕΚ 102/Α'/19.6.2021) προκειμένου να ελέγχει τις Ανώνυμες Αθλητικές Εταιρείες, τα Τμήματα Αμειβόμενων Αθλητών και κάθε συνδεόμενο φυσικό ή νομικό πρόσωπο. Η Επιτροπή διενεργεί –μεταξύ άλλων- τακτικούς ή έκτακτους διαχειριστικούς και λογιστικούς ελέγχους, έλεγχο της χρήσης των ποσών επιχορήγησης, χορηγεί άδειες, επιβάλλει  πρόστιμα και εγκρίνει τα προβλεπόμενα πιστοποιητικά πριν την έναρξη κάθε αγωνιστικής περιόδου. Ο πρόσφατος νόμος αντικατέστησε παλαιότερες διατάξεις του 1999 προκειμένου να ενισχυθούν οι ελεγκτικές αρμοδιότητες της ΕΕΑ και αν ενισχυθεί με ανθρώπινους και υλικούς πόρους η Επιτροπή.

Ο κ. Μπούρας συντόνισε αποτελεσματικά τη συνεδρίαση, δίνοντας τη δυνατότητα σε όλα τα μέλη να τοποθετηθούν επί του βιογραφικού τους και επί θεσμικών θεμάτων που άπτονται της λειτουργίας της Επιτροπής. Παράλληλα, δεσμεύτηκε να ορίσει μελλοντική συζήτηση με θέμα τον ετήσιο απολογισμό του έργου της ΕΕΑ.

Η Ειδική Μόνιμη Επιτροπή Θεσμών και Διαφάνειας διατύπωσε κατά πλειοψηφία θετική γνώμη για το διορισμό των προτεινόμενων από τον Υπουργό μελών.

Ο Αντιπρόεδρος της Βουλής ευχαρίστησε τον Υπουργό, τα μέλη της Επιτροπής Θεσμών και Διαφάνειας και τα υπό διορισμό στην ΕΕΑ μέλη για την γόνιμη συζήτηση που προηγήθηκε και ευχήθηκε καλή επιτυχία στους τελευταίους, καθώς καλούνται να υπηρετήσουν μια πολύ σημαντική για τον αθλητισμό Επιτροπή, από την οποία ο φίλαθλος κόσμος, και ειδικά ο κόσμος του ποδοσφαίρου, περιμένει πολλά.

We Can Improve Antibiotic Prescribing & Use

Kick off U.S. Antibiotic Awareness Week (USAAW) with CDC this Thursday, November 18!

Antibiotics can save lives and are critical tools for treating infections, including those that can lead to sepsis. However, any time antibiotics are used—in people, animals, or crops—they can cause side effects and contribute to antibiotic resistance (AR).

Spread the word about the importance of improving antibiotic and prescribing to:

Effectively treat infections
Protect patients from side effects caused by unnecessary and inappropriate use, such as Clostridioides difficile (or C. diff)
Combat AR, which can develop when antibiotics are used

AR continues to be a global public health threat during the COVID-19 pandemic. Healthcare professionals and partners can improve antibiotic use as the pandemic continues and beyond by taking dedicated action. We all have a role to play to keep patients safe and combat antibiotic resistance.

Main results
New EU forest strategy for 2030

The EU’s agriculture ministers adopted Council conclusions on the new EU forest strategy for 2030. This strategy is one of the flagship elements of the European Green Deal, builds on the EU’s biodiversity strategy and will form a key part of efforts to reduce greenhouse gas emissions by at least 55% by 2030.

In its conclusions, the Council acknowledged the essential role played by forests in the EU’s transition to a green, climate-neutral and competitive circular bio-economy. Ministers welcomed the new strategy’s emphasis on promoting sustainable wood-based products and the proposal to set up a new partnership for forestry research and innovation.

Nevertheless, the Council also stressed the need to strike a balance between the environmental, social and economic aspects of sustainable forest management and the importance of respecting national competences in the area of forestry and forest management. The importance of including an international dimension aimed at curbing global deforestation was also highlighted.



As one of the most densely forested countries in Europe, Slovenia has always appreciated the importance of sustainable forest management. Market situation

Based on information provided by the Commission and member states, ministers held an exchange of views on the market situation for agricultural products. Although the EU’s agri-food sector was performing well on the whole, member states highlighted a number of concerns, in particular the impact on agriculture of rising energy, input and feed costs. The Lithuanian delegation also took the floor to present a common declaration on behalf of fourteen delegations requesting urgent exceptional EU support measures for the pigmeat sector under the Common Market Organisation Regulation. Other topics discussed included the impact of weather conditions, veterinary diseases such as African swine fever and avian influenza, and potential future disruptions to trade relations with non-EU countries.
Market situation – exchange of views

Ministers held an exchange of views on progress made in consultations on fishing opportunities for stocks shared with the United Kingdom for 2022, based on information provided by the Commission. The ministers provided political guidance to the Commission on the position to be taken by the EU during these ongoing negotiations.

Following the UK’s withdrawal from the EU, consultations between the EU and the UK on shared fish stocks will take place annually in line with the EU-UK Trade and Cooperation Agreement. The role of the Council is to provide guidance to the Commission on the EU’s position in the consultations, while also receiving regular updates on the progress of the negotiations.

EU Pollinator Week

The presidency informed ministers about 2021’s EU Pollinator Week, which took place on 27-30 September. This four-day event brought together speakers from the Commission, the European Parliament and the member state administrations, as well as academics and NGO representatives. The event explored ways to step up EU action to reverse the decline of pollinators by 2030. Among the recommendations put forward was the need to enhance communication and cross-sectoral dialogue at EU and national level, including by engaging key stakeholders and civil society.

As part of this event, the Commission organised a workshop entitled ‘EU actions for pollinators in agricultural landscapes’, which involved key stakeholders from farming, environmental bodies, public authorities and civil society. The workshop generated a number of concrete policy proposals that have the potential to inform member states’ CAP strategic plans.


Protection of bees and wild pollinators is an important priority of the Slovenian presidency and we are pleased with the positive outcome of this workshop. Over the course of the meeting, ministers received information from the Commission about the recent farm to fork conference, the contingency plan for ensuring food supply and food security, and the 12th WTO ministerial conference. Delegations also provided information about volcanic activity on La Palma, issues dealing with populations of brown bears and wolves in certain regions, and the CAP strategic plans.

Tuesday 16 November 2021   ● Council of the EU   16/11/2021 00:48 | Press release | Agreement reached on 2022 EU budget   The Council has reached an agreement with the European Parliament on the 2022 EU budget, setting total commitments at €169 515,8 million and payments at €170 603,3 million. Next year’s budget strongly reflects the EU’s main priorities: economic recovery, fighting climate change, and the green and digital transitions. It also leaves enough resources under the expenditure ceilings of the 2021-2027 multiannual financial framework to allow the EU to react to unforeseeable needs. "We reached a well-balanced deal today, which is great news for the citizens. Next year’s EU budget dedicates enough resources to our priorities, and at the same time ensures sufficient fiscal space for unforeseen circumstances. The funding we agreed on today will underpin the recovery that is under way and strongly support our climate and digital targets. Along this path, the 2022 budget will be complemented by the Next Generation EU funds. Ensuring that a properly functioning budget for the next year is agreed on in time and that taxpayers receive the best possible value for their money has been a priority for the Slovenian Presidency of the Council. Together with the Parliament and the Commission, we have worked long and hard to get it over the finish line." The Council is expected to approve it on 23 November and the Parliament on 25/26 November.
