The Prime Minister and Premier reiterated their commitment to work together to improve the health care system for Islanders and all Canadians and spoke about the additional federal funding which will help deliver concrete outcomes. This includes prioritizing investments in mental health, long-term care, and community care, and promoting greater transparency and accountability on results for Canadians.
The two leaders discussed Prince Edward Island’s Climate Adaptation Plan and post-Hurricane Fiona recovery. The Prime Minister commended the Premier on his leadership on climate change. They also highlighted the collaboration on projects that will increase the resilience of P.E.I.’s infrastructure and mitigate against the impacts of future hurricanes and other extreme weather events.
The Prime Minister and the Premier also spoke about support for P.E.I.’s clean technology sector and bioscience sector as well as making meaningful investments in infrastructure and housing. The leaders discussed affordability issues, notably tolls on the Confederation Bridge and Wood Islands ferry as well as programs to support those most in need.
Prime Minister Trudeau and Premier King agreed to stay in close contact on these important priorities.
Working together to improve health care for Canadians
February 7, 2023 Ottawa, Ontario
As Canadians, we place a lot of value in our universal, public health care system. Unfortunately, it hasn’t been living up to expectations. Across the country, patients seeking emergency care are finding their emergency rooms overwhelmed or even closed. People are waiting for surgeries that are postponed or cancelled. The health care system and the workers who uphold it are under enormous strain, a situation that was exacerbated by the pandemic, and needs immediate action to deliver better health care for Canadians.
Today, the Prime Minister, Justin Trudeau, and his provincial and territorial counterparts met to work together on improving Canada’s health care system. Prime Minister Trudeau and premiers discussed shared health priorities to deliver real results for Canadians as well as the importance to uphold the Canada Health Act to protect Canada’s publicly funded health care system. Canadians must have equitable access to medical care based on their needs, not their ability to pay.
At the working meeting with premiers, the federal government announced it will increase health funding to provinces and territories by $196.1 billion over 10 years, including $46.2 billion in new funding. This funding includes the following elements:
An immediate, unconditional $2 billion Canada Health Transfer (CHT) top-up to address immediate pressures on the health care system, especially in pediatric hospitals and emergency rooms, and long wait times for surgeries. This builds on previous CHT top-ups that total $6.5 billion provided throughout the pandemic.
A 5 per cent CHT guarantee for the next five years, which will be provided through annual top-up payments as required. This is projected to provide an additional $17.3 billion over 10 years in new support. The last top-up payment will be rolled into the CHT base at the end of the five years to ensure a permanent funding increase, providing certainty and sustainability to provinces and territories. With this guarantee, the CHT is projected to grow by 33 per cent over the next five years, and 61 per cent over the next 10 years.
$25 billion over 10 years to advance shared health priorities through tailored bilateral agreements that will support the needs of people in each province and territory in four areas of shared priority:
family health services;
health workers and backlogs;
mental health and substance use; and
a modernized health system.
These additional federal investments will be contingent on continued health care investments by provinces and territories. This funding builds on the $7.8 billion over five years that has yet to flow to provinces and territories for mental health and substance use, home and community care, and long-term care.
$1.7 billion over five years to support hourly wage increases for personal support workers and related professions, as federal, provincial, and territorial governments work together on how best to support recruitment and retention.
$150 million over five years for the Territorial Health Investment Fund in recognition of medical travel and the cost of delivering health care in the territories.
In addition, the government will work with Indigenous partners to provide additional support for Indigenous health priorities:
$2 billion over 10 years to address the unique challenges Indigenous Peoples face when it comes to fair and equitable access to quality and culturally safe health care services. The government will work with Indigenous partners to prioritize investments.
These investments, on top of already significant funding, will help build a health care system that includes:
access to high-quality family health services when they need them, including in rural and remote areas, and for underserved communities;
a resilient and supported health care workforce that provides high-quality, effective, and safe health care services;
access to timely, equitable, and quality mental health, substance use, and addictions services to support Canadians’ well-being;
access to a patient’s own electronic health information that is shared between the health professionals they consult; and
access to home care and safe long-term care so Canadians can age safely and live in dignity.
While provinces and territories are already taking steps to advance work on these shared priorities, Canadians expect more concrete actions to improve health care services. The funding announced today can help accelerate progress.
Canadians deserve to know what progress is being made. That is why to access their share of the federal funding, including the 5 per cent CHT guarantee, provincial and territorial governments are asked to commit to improving how health information is collected, shared, used, and reported to Canadians to promote greater transparency on results, and to help manage public health emergencies. Canadians should be able to access their own health information and benefit from it being shared between health workers, across health settings, and across jurisdictions. That is why provinces and territories are also asked to agree to adopt common standards and policies related to data.
The Government of Canada recognizes that provinces and territories have their own unique circumstances. As such, bilateral agreements are intended to be flexible, and provinces and territories will have options to tailor these agreements to address the unique needs of their populations and geography. As part of these agreements, provincial and territorial governments are asked to develop action plans that will outline how funds will be spent and how progress will be measured. Investments are to be centered around the following four shared health priorities: family health care; health workforce and backlogs; mental health and substance use; and modernizing the health care system with standardized information and digital tools. Each province and territory will have flexibility in designing their action plans, including the addition of targeted results with indicators that are tailored to their realities.
During the COVID-19 pandemic, we showed that we can work together to tackle big challenges. The Government of Canada will continue to work in collaboration with provinces and territories on next steps, in the best interest of Canadians, their families, and health care workers. We will work to deliver concrete outcomes for Canadians and improve the health care system that Canadians value and depend on.
Quotes
“Today’s announcement is about strengthening our health care system to address existing challenges and provide Canadians with the safe, high-quality care they need and deserve, including when it comes to mental health. Building on the lessons of the pandemic, we will continue to take a Team Canada approach to deliver the best results for patients, support our health care workers, and protect our health care system now and into the future.”
“It is clear to Canadians that we need to invest in strengthening Canada’s public health care system and ensure better health care outcomes for Canadians across the country. The investments we are prepared to make today will help Canadians access the high quality, public, and timely health care they deserve.”
“Canadians deserve better health care and we need immediate actions to address current and future challenges. These investments will support those actions so that people have timely access to family health services and that we have less people waiting for treatments, diagnosis, and surgeries, and more mental health and substance use services across the country. We must also work together to collect, share, and use health information to strengthen and improve the delivery of health care while continuing to support our health care workers.”
“Our government continues to work with our partners across the country to build a better health care system. Today’s working meeting builds on our shared objective of ensuring all Canadians, regardless of where they live or their ability to pay, can access the care they need, when they need it. I look forward to working with our provincial and territorial partners in the coming weeks to deliver on Canadians’ priorities.”
“Mental health is health, and through these bilateral agreements, we are working with provinces and territories to integrate mental health and substance use care as a full and equal part of our universal health care system. These agreements will work to provide greater access to mental health services, reduce substance use harms, and lower stigma. Together, we must ensure that all Canadians have access to supports and services for their mental health and well-being – when they need them, wherever they need them.”
Quick Facts
The Canada Health Transfer (CHT) is the largest major federal transfer to provinces and territories. It provides long-term, predictable funding for health care and supports the principles of the Canada Health Act. CHT payments are made on an equal per capita basis to provide comparable treatment for all Canadians, regardless of where they live. The CHT grows in line with a three-year moving average of nominal gross domestic product, with total funding guaranteed to increase by at least 3 per cent per year. In 2023-24, the federal government will provide a total of $49.4 billion to provinces and territories under the CHT, an increase of 9.3 per cent, or $4.2 billion, from 2022-23.
The funding outlined today is in addition to $11 billion in existing funding ($6 billion remaining) through the 2017 bilateral agreements on Home Care and Mental Health (to 2026-27), and $3 billion for long-term care provided in Budget 2021.
As part of today’s announcement, the Government of Canada will provide $505 million over five years to the Canadian Institute for Health Information, Canada Health Infoway, and federal data partners to work with provinces and territories on developing new health data indicators, and to support the creation of a Centre of Excellence on health workforce data and underpin efforts to use data to improve health care.
The CHT, along with historical tax point transfers for health to provinces and territories dating back to the 1970s, accounts for nearly one third of all the money provinces and territories spend on health care. The value of these tax points is $25 billion in 2022-23.
In addition to the CHT, the Government of Canada has made significant targeted investments to support health systems, including more than $72 billion over the course of the COVID-19 pandemic to protect the health and safety of Canadians. More than eight out of every 10 dollars provided to fight COVID-19 and support Canadians was provided by the federal government.
The federal government works collaboratively and in partnership with Indigenous partners and communities to support improved access to high quality, culturally appropriate health services, greater Indigenous control of health services, and improved health outcomes. Each year, the government invests approximately $5 billion in Indigenous health. This includes important new investments announced since 2021 to support further progress, including:
$354 million over five years to increase the number of nurses and other medical professionals in remote and isolated First Nations communities;
$250 million over five years to further support recruitment and retention of health professionals on reserve;
$825 million over three years for distinctions-based mental health and wellness strategies;
$127 million over three years to foster health systems free from racism and discrimination; and
$107 million over three years to continue efforts to transform how health services are designed and delivered by First Nations communities.
People across the world worry about climate change, but that concern alone doesn’t translate into support for climate mitigation policies.
That’s our finding based on a recent survey designed to better illustrate how people perceive the risks from climate change and their support for government climate actions.
Responses also show that those who were more concerned about climate change tend to be female, more educated, followers of news, and more accepting of government’s role in regulating the economy. Data shows that public transport users and those that rely less on cars are also more concerned about climate change.
Our survey of almost 30,000 people in 28 countries was conducted in July and August by market researcher YouGov. The survey covered advanced and emerging economies and included 20 of the top 25 emitters as well as nine of the 25 countries most exposed to climate change.
This novel survey of climate mitigation beliefs offers policymakers a better understanding of how to address the urgent challenge of climate change. While governments have ambitious goals, the world is not yet on track to contain global warming to 1.5 to 2 degrees Celsius. According to scientists, failing to get emissions on the correct course by 2030 may lock global warming above 2 degrees and risk a catastrophic tipping point at which climate change becomes self-perpetuating.
Our survey shows that providing even small amounts of information on policy efficacy and benefits—including co-benefits, such as improved air quality and better health—can engender greater support. This support, however, may be short-lived if policy tradeoffs are not made explicit, highlighting the importance of ensuring the public understands the relative costs and benefits of available policy options.
Some of the most economically efficient policies, such as carbon pricing based on the content of fuels or their emissions, often face political resistance. Importantly, the survey highlights that climate concern alone doesn’t translate into broad support for carbon pricing policies such as carbon taxes or emissions trading systems.
Carbon pricing is more acceptable when presented along with information about the impact of climate change, how pricing works, and options for using the revenue it generates. Notably, people are more supportive of the policy if the revenues it generates are used to shield economically vulnerable groups from the adverse impact of climate policies.
Subsidizing green investments finds large support across all countries, while opponents often cite concerns about corruption and policy ineffectiveness even as proponents can sometimes fail to recognize the costs associated with these policies for the public budget. This suggests that public spending and investment efficiency matters in enhancing support for greening the economy.
Support for multilateral action
The survey points to broader support for collective action and larger common ground for crafting international agreements than expected. A majority of respondents across all countries think that climate change policy will only be effective if most countries adopt measures to reduce carbon emissions.
Moreover, most respondents in both advanced and emerging market economies think that all countries, not only rich ones, should pay to address climate change. In addition, a large share of respondents in most countries say burden sharing should be based on current rather than historical emissions. The public is likely to back costly climate policies if other countries do so, both because this increases the odds of reaching global net-zero emissions goals and because those efforts resonate as fair.
Knowledge of climate mitigation policies remains patchy, and many people still have no opinion when it comes to supporting or opposing climate policy actions in their country. Here’s how governments can better support the urgent need for green transitions:
Educate the public about the causes and consequences of climate change and the costs of inaction
Talk about the costs of inaction, such as pollution, and the benefits of addressing these, like improvements for air quality, health, and protection of low-income households
Emphasize that the policies work, so the trade-offs are worth it
Underscore the shared spirit of solidarity and need for strong climate policies in a broad range of economies
President Charles Michel of the European Council and President Volodymyr Zelenskyy of Ukraine met in Brussels on 9 February in the margins of the European Council meeting which President Zelenskyy attended on President Michel's invitation.
The Presidents discussed the latest developments in Ukraine, including on the battlefield, and all aspects of the EU's support to Ukraine as it continues to counter Russia's brutal war of aggression which has lasted almost a year.
President Michel expressed the EU's firm commitment to stand by Ukraine for as long as it takes and to support the country as it defends its sovereignty and territorial integrity within its internationally recognized borders. He also stressed the EU's commitment to hold Russia and all those responsible for war crimes, crime of aggression and other most serious crimes accountable.
President Zelenskyy expressed gratitude for the EU's military support to Ukraine, which has amounted to some EUR 12 billion. He detailed Ukraine's continued needs in this field, including long-range artillery and ammunition, air defence systems, missiles, fighter jets and battle tanks.
President Michel stressed the EU's commitment to providing military equipment and highlighted the need for deliveries to be as speedy as possible, stressing that it was essential for the EU and for all of Ukraine's partners to step up military support to Ukraine, particularly now that the risks of a renewed Russian offensive were on the rise.
In its session with President Zelenskyy on 9 February the European Council will also address the EU's support to strengthening Ukraine's ability to defend its territory and people.
The Presidents discussed Ukraine's initiative for a comprehensive, just and lasting peace based on full respect for Ukraine's territorial integrity and sovereignty.
President Michel recalled the principles of the UN Charter and reiterated the EU's support for President Zelenskyy's Peace Formula and the EU's commitment to work actively with Ukraine on the 10 point peace plan.
The Presidents also discussed the need for EU coordination efforts in order to advance on the work under the peace plan on each of its 10 points.
President Michel and President Zelenskyy both stressed the need to work closely with international partners to ensure the widest possible support of the relevant UNGA resolution and international participation in a future Global Peace Formula Summit.
Recalling the European Council's decision to recognise Ukraine's European perspective and grant Ukraine the status of candidate country, the Presidents discussed Ukraine's accession path.
President Michel commended Ukraine's impressive reform progress, especially in the current conditions of war. He acknowledged the considerable efforts that Ukraine demonstrated in recent months towards meeting the objectives underpinning its candidate status for EU membership.
President Zelenskyy reiterated Ukraine's determination to meet the necessary conditions in order to start accession negotiations already this year.
Turkey’s ongoing effort to purchase F-16 modernization kits has as much to do with the $20 billion transfer of military hardware as it does with its hopes of blackmailing the US and the NATO alliance. The Order of AHEPA sees Turkey’s misguided pursuits as a high-stakes maneuver that will test whether the West has the willingness to uphold its laws and principles in the long-term interest of its international reputation and strategic defense.
Turkey is attempting to coerce the United States into an entirely unacceptable position of either abandoning its long-held support of international cooperation or being held at the mercy of Turkey’s veto power, which would prevent the inclusion of Sweden and Finland into NATO. This attempt to usurp international laws and prevent the logical inclusion of the Scandinavian countries only exposes the Erdogan administration for what they are – an authoritarian theocratic government that has no interest in accepting the rules-based order of the democratic world. He uses his nation’s geographic location as a bargaining chip and repeatedly dangles the false hope that he will somehow be an honest broker in a volatile region. And somehow, he gets a pass; even though he is the largest impediment to progress and stability in the Eastern Mediterranean.
Time and time again, Turkey has shown its unwillingness to accept established laws and Western principles. In just the past few years, Turkey has: 1) rejected the 100-year-old Treaty of Lausanne; 2) purchased Russian S-400 missile systems, which subjects Turkey to sanctions by the United States under CAATSA and disqualifies them immediately from the F-16 upgrade; 3) supported an oil for gold scheme, which hampered anti-terrorist efforts; 4) further supported terrorist organizations by hosting Hamas and others; 5) initiated daily military overflights of sovereign Greek airspace, numbering in the tens of thousands last year alone; 6) threatened that an invasion of Greece could come ‘suddenly one night’; 7) suggested that the occupied portion of Cyprus be annexed by Turkey; and 8) bizarrely claimed a Blue Homeland, which seems to ignore the physical existence of Crete (Europe’s 5th largest island).
Turkey shows a complete inability to uphold the international laws and practices of those whom it calls allies. And at the same time, Turkey claims indignation when the US and NATO hold it accountable for these gross violations and countless domestic abuses that are too numerous to mention here.
The F-16 is more than a plane. It is Turkey’s attempt to impose its will on the US and our strategic allies in the region. Fortunately, Senator Bob Menendez and other seasoned policymakers have America’s long-term interests in mind and realize that US foreign policy cannot be held at the mercy of such bellicose rhetoric for the sake of expediency. If the US capitulates and authorizes the sale of F-16s to Turkey in the hopes that the Turkish government will not veto Sweden and Finland’s entry into NATO or that somehow it will only use the weapons for peaceful defensive purposes, the West will have lost more than just their principles. They will have encouraged similar confrontational behaviors, promoted more hostility towards Greece, Syria, and Armenia, and weakened the Western alliance. AHEPA promotes the democratic interests of the free world by informing and educating its tens of thousands of active members around the world. As a powerful voice in the US Capitol, AHEPA remains a trusted resource for policy decision-makers and plays a crucial role in promoting Western values and interests throughout the world.
