Agriculture Committee discusses Bali and Nairobi Ministerial decisions, farm policies and COVID-19 impact
At a meeting of the Committee on Agriculture on 21-23 September, WTO members examined their respective agriculture policies and continued their follow-up to the 2013 Bali Decision on Tariff Rate Quotas and the 2015 Nairobi Decision on Export Competition. Members also discussed COVID-19’s impact on agriculture, with the aim of improving transparency and members’ policy responses to the pandemic. Samoa was added to the WTO list of net food-importing developing countries.
Estonia donates EUR 20,000 to help developing countries enhance trading capacities
Estonia has contributed EUR 20,000 (CHF 21,000) in 2020 to enhance the trading capacities of developing countries and least-developed countries (LDCs). This donation to the WTO’s DDA Global Trust Fund will finance training workshops for government officials to help them better understand and implement WTO agreements and improve their negotiating skill-set.

NEWS ITEM Agriculture discussions to enter new phase this month A new phase of discussions on agriculture will begin at the WTO this month. WTO members will discuss, in the Committee on Agriculture, the impact of COVID-19 on the agricultural sector and will exchange information on their agricultural policies. Meeting in special session, they will seek to advance negotiations on agriculture, with a view to achieving a successful outcome by the 12th Ministerial Conference scheduled for 2021. Meetings will also take place on cotton and in the Sanitary and Phytosanitary Measures Committee and the Standards and Trade Development Facility.
WTO members discuss participation of developing countries in world trade
The WTO Committee on Trade and Development (CTD) started its autumn schedule of meetings on 14 September with an informal session dedicated to Aid for Trade. A formal CTD meeting on regional trade agreements will be held on 29 September along with a separate meeting on technical assistance and training for developing countries.

WTO issues new report regarding impact of COVID-19 crisis on agricultural trade
The WTO Secretariat has published a new information note examining the impact of the COVID-19 pandemic on world agricultural trade. The paper notes that agricultural trade has fared better than other sectors, and that initial measures focused on guaranteeing the immediate availability of food have been followed by a second phase of policies seeking to mend broken supply chains and help producers to cope with the “new normal” situation.

Heads of WTO and development banks voice support for trade finance amid COVID-19 crisis
The heads of the WTO and six multilateral development banks on 1 July issued a joint statement promising to address shortages in trade finance, so that financial market stresses arising from the COVID-19 crisis do not prevent otherwise-viable trade transactions, including for essential goods such as food, drugs and medical equipment. They committed to do more to support trade finance providers in the coming months, and urged other institutions to join their ongoing efforts to provide vital financing support for cross-border trade.

Η έκθεση του ΠΟΕ για την ομάδα G20 δείχνει κινήσεις για τη διευκόλυνση των εισαγωγών, ακόμη και όταν οι εμπορικοί περιορισμοί παραμένουν διαδεδομένοι
Ενώ τα μέτρα περιορισμού των εισαγωγών που εισήχθησαν από τις οικονομίες του Ομίλου των 20 (G20) συνεχίζουν να καλύπτουν ένα αυξανόμενο μερίδιο του εμπορίου, η τελευταία διετής έκθεση παρακολούθησης του ΠΟΕ για τα εμπορικά μέτρα - η πρώτη που καλύπτει μια χρονική περίοδο που συμπίπτει με την πανδημία κοραναϊού - δείχνει σημαντικές κινήσεις για τη διευκόλυνση των εισαγωγών, συμπεριλαμβανομένων προϊόντων που σχετίζονται με το COVID-19. Κατά την περίοδο επανεξέτασης από τα μέσα Οκτωβρίου 2019 έως τα μέσα Μαΐου 2020, οι οικονομίες της G20 εφάρμοσαν 154 νέα μέτρα σχετικά με το εμπόριο και το εμπόριο, 95 από αυτά διευκόλυναν τις εισαγωγές και 59 περιοριστικά στις εισαγωγές. Από αυτά τα μέτρα, 93 (περίπου 60 τοις εκατό) συνδέθηκαν με την πανδημία COVID-19.
WTO goods barometer flashes red as COVID-19 disrupts world trade
The volume of world merchandise trade is likely to fall precipitously in the first half of 2020 as the COVID-19 pandemic disrupts the global economy, according to the WTO Goods Trade Barometer released on 20 May. The index currently stands at 87.6, far below the baseline value of 100, suggesting a sharp contraction in world trade extending into the second quarter. This is the lowest value on record since the indicator was launched in July 2016.
Services trade growth weakens as COVID-19 crisis hits global economy
World services trade growth continued to weaken toward the end of 2019 and into the first quarter of 2020 according to the WTO’s Services Trade Barometer, released on 11 March 2020. The latest reading of 96.8 is down from the 98.4 recorded last September and well below the baseline value of 100 for the index, suggesting below-trend growth in world services trade. The indicator does not yet fully capture the economic impact of the COVID-19 virus and is likely to decline further in the coming months.
Goods barometer signals further weakening of trade in first quarter of 2020
World merchandise trade growth is likely to remain weak in early 2020, according to the WTO Goods Trade Barometer released on 17 February. The real-time measure of trade trends now reads 95.5 — less than the 96.6 recorded last November and well below the index’s baseline value of 100. This below-trend performance could be reduced further by a new global health threat.
