Ukraine: Council approves swift release of cohesion resources to help refugees

The measure will also reinforce member states’ ongoing efforts to tackle the extended impact of the COVID-19 pandemic. "The European Union has already welcomed nearly three million displaced persons, mostly women and children, fleeing Russia's invasion of Ukraine. A place to stay, essential necessities, access to healthcare, transport, education and employment – Europe has to abide by its values for the Ukrainian people. The swift release of cohesion resources for the displaced persons will allow member states, especially those on the frontline of the crisis, to urgently allocate funding to help the displaced Ukrainians as much as possible. This was the strong commitment made by the EU leaders when they met at Versailles on 10 and 11 March, and now we are proud to live up to this commitment." Joël Giraud, French minister for territorial cohesion and relations with territorial communities The proposal on Cohesion’s Action for Refugees in Europe (CARE) amends two legislative acts to provide for exceptional and targeted changes to the overall 2014-2020 legal framework governing the European Structural and Investment Funds (ESIF) and the Fund for European Aid for the Most Deprived (FEAD). It also introduces extra flexibility in reallocation of funding and extends by one accounting year the 100% financing from the EU budget for cohesion programmes, a measure initially introduced in 2020 to help the COVID-19 recovery. This means that member states will be able to speed up the deployment of all unprogrammed funding under the 2014-2020 period. Additionally, they can use the €10 billion 2022 tranche under REACT-EU, one of the largest post-pandemic EU public investment programmes. The main elements of the proposal include: additional flexibility to transfer resources between programmes under the European Regional Development Fund and the European Social Fund for addressing the migratory challenges due to Russia’s military aggression; new flexibility to amend programmes under the Fund for European Aid for the Most Deprived (FEAD); the start date for the new measures eligible for funding under CARE is set at 24 February 2022, the date of the Russian invasion; extension of 100% financing from the EU budget for the 2021-2022 accounting year. In order to comply with the payment ceilings in years 2022 and 2023, the total additional payments will be capped at €5 billion in 2022 and €1 billion in 2023. Bearing in mind the urgency of the human and economic impact of the refugee inflow, the Council decided to endorse the text of the proposal without amendment. Background and next steps On 8 March the European Commission proposed the CARE regulation. The proposal aims to alleviate the burden on national and regional budgets from the unprecedented migratory pressure, especially in the EU’s eastern regions, resulting from the unprovoked Russian aggression against Ukraine. It also takes into account the extended economic impact of the COVID-19 pandemic on the EU as a whole. Following today’s endorsement by the Council, the European Parliament is expected to use the urgent procedure for the approval of the proposal. The legislative act is expected to be adopted in early April and will enter into force with immediate effect. Το Διοικητικό Συμβούλιο της Ομοσπονδίας Εμπορίου και Επιχειρηματικότητας Πελοποννήσου, Νοτιοδυτικής Ελλάδος, Ζακύνθου, Κεφαλληνίας & Ιθάκης (Ο.Ε.ΕΣ.Π.), κατά τη συνεδρίαση που πραγματοποίησε στις 12 & 13 Μαρτίου 2022 στον Πύργο Ηλείας, συζήτησε, μεταξύ άλλων θεμάτων, για την αναγκαιότητα υλοποίησης του οδικού άξονα Πύργος – Καλό Νερό – Τσακώνα.

Στη συνεδρίαση συμμετείχαν τοπικοί και παραγωγικοί φορείς, μεταξύ των οποίων:  ο Βουλευτής ΝΔ Ηλείας Ανδρέας Νικολακόπουλος, ο Βουλευτής ΣΥΡΙΖΑ Ηλείας Διονύσιος Καλαματιανός, ο Αντιδήμαρχος Προγραμματισμού – Τουρισμού – Αγροτικής Οδοποιίας Πύργου Ιωάννης Σπηλιωτόπουλος, ο Πρόεδρος της Δημοτικής Επιχείρησης Πύργου Α.Ε. ΟΤΑ Βασίλειος Σεϊντής, το Μέλος του Δ.Σ. του Επιμελητηρίου Ηλείας Εκάβη Σαλπέα, ο Πρόεδρος του Επιχειρηματικού Συλλόγου Ηλείας Γεώργιος Μαραγκός καθώς και μέλη του Δ.Σ. του συλλόγου, ο Πρόεδρος του Εμπορικού Συλλόγου Ήλιδας Νικόλαος Σιαψάλης καθώς και μέλη του Δ.Σ. του συλλόγου και η Πρόεδρος του Συλλόγου Επαγγελματιών Κατακόλου «Η ΑΛΛΗΛΕΓΓΥΗ» Βασιλική Καλαμπόκα καθώς και μέλη του Δ.Σ. του συλλόγου.

Κατόπιν διαλογικής συζήτησης το Δ.Σ. εξέδωσε το παρόν ψήφισμα:

Η αναγκαιότητα συνέχισης του νέου αυτοκινητόδρομου Πάτρα – Πύργος, που είναι προ των πυλών της κατασκευής, μέχρι και την Τσακώνα πρέπει άμεσα να μπει σε προτεραιότητα. Πρέπει να βρεθούν κονδύλια μέσα από χρηματοδοτικά προγράμματα προκειμένου να καταστεί εφικτή αυτή η κατασκευή που θα ολοκληρώσει τον Δυτικό Οδικό Άξονα της χώρας μας και θα αποτελέσει τη νότια απόληξη της Αδριατικής Οδού.

Ο οδικός άξονας Πύργος – Καλό Νερό - Τσακώνα είναι κυρίαρχης σημασίας για την ανάπτυξη της Περιφέρειας Πελοποννήσου, της Περιφέρειας Δυτικής Ελλάδας αλλά και της Περιφέρειας Ιονίων Νήσων.  Η κατασκευή του θα αποτελέσει έργο πνοής για τις τοπικές κοινωνίες αλλά και θα προσδώσει μεγάλα αναπτυξιακά οφέλη στις ταχέως αναπτυσσόμενες τουριστικά εκεί περιοχές. Θα πρέπει επίσης να τονιστεί ότι η κατασκευή του εν λόγω οδικού άξονα θα προσδώσει και αυξημένη οδική ασφάλεια σε όλο το μήκος του οδικού δακτυλίου της Πελοποννήσου.

 

Για τους λόγους αυτούς:

Καλούμε την κυβέρνηση να εξασφαλίσει άμεσα τη χρηματοδότηση για την κατασκευή του οδικού άξονα Πύργος – Καλό Νερό – Τσακώνα.

Στο πλαίσιο του θεσμικού της ρόλου, η Ειδική Μόνιμη Επιτροπή Θεσμών και Διαφάνειας της Βουλής των Ελλήνων, υπό την προεδρία  του Αντιπρόεδρου της Βουλής και Βουλευτή Δυτικής Αττικής, κ. Θανάση Μπούρα, συνεδρίασε με θέμα τη «Συζήτηση επί των Ετήσιων Εκθέσεων Απολογισμού της Εθνικής Αρχής Διαφάνειας (ΕΑΔ), ετών 2019 και 2020 και ακρόαση του Διοικητή της Αρχής, κ. Άγγελου Μπίνη».

Η ΕΑΔ συστήθηκε με τον Ν4622/2019 και ενσωμάτωσε τις αρμοδιότητες πέντε βασικών ελεγκτικών δημόσιων φορέων. Με κύριο στόχο την πρόληψη, τον εντοπισμό και την πάταξη της διαφθοράς, η Αρχή έχει αφήσει έντονα το αποτύπωμά της στην κοινωνία, ειδικά, τον καιρό της πανδημίας. Κατά την τελευταία διετία, σύμφωνα με όσα ανέφερε ο Διοικητής της, η ΕΑΔ αναβάθμισε την επιχειρησιακή λειτουργία της και την αποδοτικότητά της. Συγκεκριμένα, εκπονήθηκαν 25 Κώδικες, Πολιτικές, Κανονισμοί, Εγχειρίδια και Διαδικασίες προς όφελος του ελεγκτικού έργου. Το αποτέλεσμα ήταν η άμεση μείωση του χρόνου ολοκλήρωσης των υποθέσεων.

Εν συνεχεία, ο κ. Μπίνης, αναφέρθηκε εκτενώς σε αριθμητικά δεδομένα των ετών 2019 και 2020 που αφορούν τους πυλώνες: ελεγκτικό έργο (αντικαπνιστική νομοθεσία, πειθαρχικές υποθέσεις, προανακριτικό έργο, καταπολέμηση της απάτης, Πόθεν Έσχες), ευαισθητοποίηση της κοινωνίας, συνεργασίες για ανταλλαγή πληροφοριών, ψηφιακός μετασχηματισμός.

Ακολούθως της ακρόασης του Διοικητή της ΕΑΔ, ο κ. Μπούρας σημείωσε ότι η ενοποίηση των διαφόρων ελεγκτικών φορέων, με τις οικονομίες κλίμακας που δημιουργούνται, οδηγούν άμεσα στη βελτίωση του ελεγκτικού έργου. Το διακύβευμα, όπως τόνισε ο κ. Μπούρας, είναι η αλλαγή της κουλτούρας της κοινωνίας συνολικά, προκειμένου να περιοριστεί η ανάπτυξη φαινομένων κακοδιοίκησης και διαφθοράς. Ο Αντιπρόεδρος της Βουλής διαβεβαίωσε τον κ. Μπίνη ότι θα συνεργάζεται στενά με την Αρχή, στο πλαίσιο του θεσμικού τους ρόλου, στην κατεύθυνση της αναβάθμισης της ποιότητας του δημόσιου βίου και της δημοκρατίας στη χώρα μας.

The recommendations of the Panel on ‘A stronger economy, social justice and jobs / education, culture, youth and sport / digital transformation', which were finalised in Dublin (Ireland) in February, can be found here. In each European Citizens' Panel, around 200 Europeans of different ages and backgrounds, from all Member States, met (in person and remotely) to discuss and adopt recommendations on the challenges facing Europe now and in the future. The Conference Plenary comprises representatives from the European Parliament, the Council, the European Commission, national Parliaments, and citizens. The Committee of the Regions and the Economic and Social Committee, the social partners, and civil society are also represented. The Plenary will, based on consensus, put forward its proposals to the Executive Board, for the latter to draw up the Conference's conclusions in full collaboration and transparency with the Plenary. The main objective of this environmental measure is to avoid carbon leakage. It will also encourage partner countries to establish carbon pricing policies to fight climate change.
