Ο Πρωθυπουργός Κυριάκος Μητσοτάκης συναντήθηκε σήμερα με διακομματική αντιπροσωπεία του Κογκρέσου των Ηνωμένων Πολιτειών, στο περιθώριο των εργασιών της Διάσκεψης Ασφαλείας του Μονάχου.

Κατά τη διάρκεια της συνάντησης, η οποία έγινε για δεύτερη, διαδοχική χρονιά,
έγινε ανταλλαγή απόψεων για διεθνή και περιφερειακά ζήτημα, με έμφαση στις συνέπειες της ρωσικής εισβολής στην Ουκρανία και τη στήριξη που έχει παράσχει η Ελλάδα από την πρώτη στιγμή.

Ο Πρωθυπουργός επισήμανε τη σταθερή στήριξη της Ελλάδας στην Ουκρανία, ενώ ανέλυσε τον αναβαθμισμένο ρόλο της χώρας μας ως πυλώνα γεωπολιτικής και ενεργειακής ασφαλείας και σταθερότητας στην ευρύτερη περιοχή της νοτιοανατολικής Ευρώπης. Συζητήθηκε ακόμη το μεταναστευτικό και ο ρόλος της Ελλάδας στην προστασία των εξωτερικών συνόρων της Ευρωπαϊκής Ένωσης.

Ανταλλαγή απόψεων έγινε και για τους καταστροφικούς σεισμούς που έπληξαν την Τουρκία και τη Συρία. Ο Κυριάκος Μητσοτάκης υπογράμμισε την άμεση ανταπόκριση της Ελλάδας και του ελληνικού λαού, τόσο με την αποστολή σωστικών συνεργείων όσο με τη συγκέντρωση ανθρωπιστικής βοήθειας, προσθέτοντας ότι η ελληνική αρωγή θα συνεχιστεί.

Τονίστηκε τέλος, ενόψει και του Δ΄ Γύρου του Στρατηγικού Διαλόγου Ελλάδας – ΗΠΑ την ερχόμενη Τρίτη στην Αθήνα, ότι οι διμερείς σχέσεις βρίσκονται σε εξαιρετικό επίπεδο.

Στη αντιπροσωπεία του Κογκρέσου, της οποίας ηγείται ο Γερουσιαστής Lindsey Graham, συμμετέχουν μεταξύ άλλων ο Πρόεδρος της Επιτροπής Εξωτερικών Σχέσεων της Γερουσίας Robert Menendez, ο Πρόεδρος της Επιτροπής Προϋπολογισμού της Γερουσίας Sheldon Whitehouse, ο Πρόεδρος της Επιτροπής Δικαστικών Υποθέσεων της Γερουσίας Richard J. Durbin και ο Γερουσιαστής Chris Van Hollen.

Ο Πρωθυπουργός είχε επίσης συναντήσεις με τον Πρόεδρο της Σερβίας Aleksandar Vučić και τον Πρωθυπουργό της Αλβανίας Edi Rama.

“Today, I join Canadians across the country and around the world to celebrate the National Flag of Canada. On this day in 1965, one of our country’s most well-known symbols – the maple leaf – was raised on Parliament Hill for the first time.

“The flag has since been launched into space and brought to the highest point on earth. For 58 years, it has flown at ports, airports, schools, and libraries across the country and at Canada’s diplomatic missions around the world. Wherever it flies, the Maple Leaf Flag stands for the values we embody as Canadians: peace, freedom, openness, generosity, and diversity.

“The maple tree, with its vibrant autumn colours, is a prominent feature of the landscape in many parts of Canada. Long before the arrival of settlers, many First Nations used the maple tree for its sweet sap and its versatile wood. Over the years, the maple leaf became a symbol of Canada and in the 19th century, it became synonymous with Canadian identity. Whether depicted in books or songs, or carved on the headstones of the Canadian service men and women who gave their lives for their country, the maple leaf is a powerful symbol that unites us.

Prime Minister strengthens ties with the Caribbean, announces new support for the Haitian people

The Prime Minister, Justin Trudeau, today concluded his visit to Nassau, The Bahamas, where he worked with leaders of the Caribbean Community (CARICOM) to continue advancing support for the Haitian people amidst the crisis in their country, while also strengthening ties with the region, driving economic growth, creating good jobs, and fighting climate change.

While in Nassau, the Prime Minister worked closely with leaders to help address the political, security, and humanitarian crisis in Haiti. He announced $10 million in new funding to protect Haitian women and children along the Haiti-Dominican Republic border.

Canada has also committed $12.3 million to address the food and nutrition needs of vulnerable populations, help meet the safety and emergency sexual and reproductive health needs of vulnerable women and girls, prevent and respond to gender-based violence, and provide water, sanitation and hygiene to address and prevent cholera.

Prime Minister Trudeau also announced that Canada has imposed additional sanctions against two Haitian elites who provide financial or operational support to gangs and are inflicting violence on the Haitian people. Canada will continue to provide support to bolster the capacity of the Haitian National Police to respond to the crisis, including by delivering three additional Haitian-purchased Mine-Resistant Ambush Protected (MRAP) vehicles. Today, Canada announced that we will deploy two Royal Canadian Navy Kingston-Class ships to Haiti in the coming weeks in response to Haiti’s request for assistance as violence continues to escalate in the country. As a steadfast partner of Haiti, Canada will continue to support an inclusive political dialogue in Haiti, lay the foundation for free and fair elections, and help Haitians restore peace and security in their country. During his bilateral meeting with the Prime Minister of Haiti, Prime Minister Trudeau urged Prime Minister Henry to bolster political consensus around the High Transitional Council.

In Nassau, Prime Minister Trudeau also announced $44.8 million in new initiatives to help support CARICOM in addressing the climate crisis by protecting more biodiversity, and improving climate resilience and disaster preparedness. Canada will continue to advocate for small island and low-lying states in the Caribbean, who are particularly vulnerable to the impacts of climate change like rising sea levels and extreme weather events.

The Prime Minister also announced $1.8 million in new initiatives to help tackle escalating regional security challenges, including by targeting illicit drugs, the opioid crisis, irregular migration, and strengthening border and maritime security.

Prime Minister Trudeau also announced $11.48 million in new initiatives, including $2.5 million in Maternal, Newborn and Child Health (MNCH) services for Indigenous people and other communities residing in the remote hinterland lacking access to quality health care and $8.98 million to the Empowering the Next Generation: Agency and Gender Equality for Youth (ENGAGE) project to support the foundation of a more empowered and equal generation of young people in Guyana.

While at the 44th Meeting of the Conference of Heads of Government of CARICOM, which he attended as special guest, Prime Minister Trudeau signaled Canada’s commitment to keep working with the region. He announced that Canada will be taking on the role of Chair of Caribbean Development Bank’s (CDB) Board of Governors in June 2023 and will host the Board’s Annual Meeting in Canada in 2024.

Prime Minister Justin Trudeau meets with Prime Minister of Jamaica Andrew Holness

Today, Prime Minister Justin Trudeau met with the Prime Minister of Jamaica, Andrew Holness.

The two leaders discussed strengthening the bilateral relationship and their shared priorities, which include clean economic growth, climate resilience and biodiversity, access to concessional finance, disaster preparedness, and regional defence and security cooperation.

As co-chairs of the United Nations Financing for Development in the Era of COVID-19 and Beyond Initiative, the prime ministers highlighted the importance of mobilizing international cooperation on financing for development to achieve the United Nations Sustainable Development Goals.

The prime ministers discussed the ongoing crisis in Haiti and underscored the need for continued support for the Haitian people, including through convening inclusive political dialogue and strengthening the capacity of the Haitian National Police.

The two leaders agreed to remain in touch on these important priorities.

  Today, Prime Minister Justin Trudeau met with the Prime Minister of Barbados, Mia Mottley.

  The leaders discussed their ambitions for mobilizing the international community to make progress on the United Nations Sustainable Development Goals (SDGs), in their roles as co-chairs of UN Secretary-General’s SDG Advocates group.

  The prime ministers talked about Prime Minister Mottley’s Bridgetown Initiative to modernize the global financial architecture. Prime Minister Trudeau said that Canada would continue to champion the interests of CARICOM and Small Island and Low-Lying Coastal Developing States (SIDS), particularly on shared interests such as climate resilience and access to concessional finance. Prime Minister Mottley thanked Prime Minister Trudeau for Canada’s leadership in helping to strengthen financial governance in the Caribbean region.

  The leaders discussed the ongoing crisis in Haiti and underscored the need for continued support for the Haitian people, including through convening inclusive political dialogue and strengthening the capacity of the Haitian National Police.

  The two leaders agreed to continue working closely together over the coming year.

    Today, Prime Minister Justin Trudeau met with the Prime Minister of Haiti, Ariel Henry.

    Prime Minister Trudeau conveyed his deep concern about the crisis in Haiti, where Haitians continue to face gang violence, including indiscriminate attacks, sexual and gender-based violence, destruction of homes, and mass displacement. Prime Minister Henry thanked Canada for providing much-needed security equipment and assistance to bolster the Haitian National Police’s capacity to combat armed gangs.

    The two leaders discussed Prime Minister Henry’s political accord of December 21, 2022, and the establishment of the High Transition Council. Prime Minister Trudeau underscored the need for inclusive political dialogue to pave the way for free and fair elections and foster democratic stability.

    Prime Minister Trudeau and Prime Minister Henry discussed the important role of CARICOM, of which Haiti is a member, in helping to convene political dialogue in support of a Haitian-led solution to the crisis.

    The two leaders agreed to remain in contact.

After COVID: "Adapt and Learn" is In, "Regulate and Forget" is Out Agile governance and cross-border cooperation is a vital pandemic lesson Trust has emerged as the most valuable currency for cooperation in the post-pandemic world – whether it is cooperation between governments and the public, between agencies, or across economies. It is a component of social capital, which is of vital importance with regard to social and economic relations, legal frameworks, and, ultimately, economic development, according to a recent APEC policy brief. As governments across the region work together to emerge stronger from the pandemic, regulations have become an integral part of recovery for strengthening the economy. A transparent, accountable and certain regulatory environment not only sends positive signals to the international business community and invites foreign investment, it also builds trust between stakeholders, policymakers and the public. Acknowledging the fact that regulatory frameworks have been heavily tested during the pandemic, APEC member economies reiterated the importance of adopting Good Regulatory Practices (GRPs), a technical term for processes or methods to promote good governance in the regulatory process – a sort of quality standard. “The COVID-19 pandemic has made us realize that the world is more complex and more connected than in the past,” said Dr Veerathai Santiprabhob, a former governor of the Bank of Thailand, who opened an APEC conference in Chiang Mai late last year focused on regulatory practices in relation to the pandemic experience. “A problem or crisis that originated in one place, one region, could easily and quickly spread out to all parts of the world,” he said. “To overcome future crises, which are likely to become more and more challenging, we need cooperation and determination among all parties to find possible ways forward.” “One of the mechanisms that APEC has encouraged its member economies to enhance cooperation and cross-border trade is the use of GRPs,” said Dr Veerathai. “By implementing GRPs, APEC members are required to review their laws and regulations with a view to facilitating trade by reducing trade barriers created by the differences in legal requirements of each member.” “Having said that, the clear benefits of GRPs are not confined to cross-border trade only, but we can also utilize GRPs to enhance the efficiency and efficacy of the government in addressing problems,” he continued. “During the COVID-19 pandemic, the governments of many economies which have implemented GRPs when issuing laws and regulations were able to handle the crisis more effectively and lessen negative impacts on their people.” The pandemic revealed numerous challenges for implementing GRPs by member economies. Governments were under pressure to respond quickly to keep pace with the fast-evolving pandemic, said Dr Manuel Gerardo Flores, Coordinator of the Regulatory Policy Program in Latin America of the Organization for Economic Co-operation and Development (OECD), who spoke at the same GRP conference. Regulations are born out of a problem that society needs to tackle, he said, and their formulation should be based on evidence, which is a product of a cycle of study, implementation and testing results. The pandemic left no time for any of it. “There was no evidence,” said Dr. Flores, “The world was full of uncertainty. It was a new virus. It was a new situation.” “So, the name of the game was: there is incomplete evidence, the government needed to act, so let’s shorten all processes,” he explained. To enable timely policies and actions, member economies came up with a variety of regulatory responses, ranging from waivers or exemptions of regulatory requirements, shortening administrative processes, the inclusion of sunset clauses in crisis-related regulations, and adoption of digital technologies in regulation. “Was this the right response?” asked Dr Flores. “Time will tell.” The main crisis is largely over and Dr Flores predicted usual practices would return soon, but he also advocated for the need to adopt more agile regulatory governance for eventual future crises, not just within borders but through international regulatory cooperation. “If anything, the pandemic showed that there are really no borders. All borders are, as the lawyers say, fictional,” he said. “In global crisis, we need global responses.” The two-day conference gathered experts, business representatives and policymakers from all over the APEC region, leading to recommendations and conclusions that benefitted from a multitude of perspectives. There was general consensus that GRP and principles such as transparency, public consultation, and stakeholder engagement that have been in place for some time should return or remain relevant despite changing operating environments. At the same time, however, gaps in existing GRPs need to be addressed as economies emerge from the crisis. Several critical elements need to be incorporated into good regulatory practices. Recommendations for APEC members which emerged from the conference can be summarized as follows: A review and evaluation of COVID-19 responses Policies and measures in force should be reviewed and updated in accordance with the evolution of the pandemic. There is also a need to conduct an impact assessment of legacy regulations from COVID-19, as well as evaluate their effectiveness to inform future decisions. Adapting traditional tools to better accommodate unprecedented circumstances Traditional management tools such as regulatory impact assessments, stakeholder engagement, and ex-post evaluations are proven applications in fast-changing environments. However, they were underutilized during the past crisis. They also need to be tweaked in terms of their flexibility and adaptability, which calls for a need to shift towards more agile and forward-looking approaches. Embedding international regulatory cooperation into domestic frameworks There is a spectrum of international regulatory options that economies can tailor to specific domestic situations, ranging from the unilateral adoption of good regulatory practices or international standards to various cooperative efforts that provide for the development of common regulatory positions and instruments. Enabling greater experimentation through regulatory sandboxes To harness the benefits of innovation and technology while upholding protection for people, many economies have adopted the concept of a regulatory sandbox which allows innovators to conduct live experiments in a controlled environment under a regulator’s supervision. Promoting the use of digital technologies in regulatory affairs The COVID crisis has accelerated digital transformation across the public sector. Governments should capitalize on this trend to promote the use of digital technologies. Several cases from APEC economies have demonstrated how these can be used to improve regulatory processes—platforms that gather inputs from businesses to improve regulations, for example, and digital applications and online platforms for public service delivery. APEC has a long history of advocating ongoing dialogue on good regulatory practice and developing resources to facilitate international regulatory cooperation to tackle transboundary issues. These discussions will continue in 2023 when the United States, as host of APEC, will steer conversations towards policies ensuring transparency and ethics in the process of policymaking. In fact, the APEC Sub-Committee on Standards and Conformance will further the forum’s GRP work in Palm Springs, this week, outlining specific policies, institutional arrangements, processes, technologies and tools that will advance the implementation in the APEC region. The forum is an ideal platform in keeping regulations and regulators effective, nimble and always relevant whatever crisis the region may face.
