Treasury Targets Facilitators for Procuring Sensitive Navigational Systems for Iran 12/18/2024 U.S. Department of the Treasury Office of Public Affairs   Press Release:             FOR IMMEDIATE RELEASE December 18, 2024   Contact:                      Treasury Public Affairs; Press@Treasury.gov              Treasury Targets Facilitators for Procuring Sensitive Navigational Systems for Iran WASHINGTON — Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) is sanctioning two entities and two individuals for their role in developing and procuring components for sensitive navigational systems for the Iranian military. The Islamic Revolutionary Guard Corps Aerospace Force Self-Sufficiency Jihad Organization (IRGC ASF SSJO) and other Iranian organizations rely on these strategic components that are necessary for the production and proliferation of unmanned aerial vehicles (UAVs) and missiles. Concurrent with this action, the U.S. Department of State is designating one individual and two entities involved in Iranian UAV and missile development. Treasury’s action was taken in coordination with the Department of Commerce and the Department of Justice, the latter of which charged and helped coordinate the arrest of one of the individuals OFAC is sanctioning today. “Iran continues to try to acquire these critical components covertly to facilitate the production of its ballistic missile and UAV weapon systems,” said Acting Under Secretary of the Treasury for Terrorism and Financial Intelligence Bradley T. Smith. “The United States will continue to disrupt Iran’s attempts to provide its deadly weapons to Russia, its terrorist proxies, and other destabilizing actors around the globe.” Today’s action was taken pursuant to Executive Order (E.O.) 13382, which targets proliferators of weapons of mass destruction (WMD) and their means of delivery. The Department of State designated the IRGC ASF SSJO pursuant to E.O. 13382 on July 18, 2017 for engaging, or attempting to engage, in activities or transactions that have materially contributed to, or pose a risk of materially contributing to, the proliferation of weapons of mass destruction or their means of delivery. UAV NAVIGATIONAL SYSTEM PROCUREMENT Iran-based Sanat Danesh Rahpuyan Aflak Company Ltd (SDRA or SADRA) consults, designs, manufactures, and supplies navigation, automation, and instrumentation systems, including those for use in cruise and ballistic missiles, UAVs, unmanned underwater vehicles, and unmanned surface vessels. One of SDRA’s primary systems is the SEPEHR navigation system that is equipped with a tactical MEMS (micro-electromechanical systems) sensor, global positioning system, and an inertial measurement unit, which makes the SEPEHR appropriate for aircraft and UAVs. From 2022 to 2023, SDRA sold over one thousand SEPEHR navigational systems to the IRGC ASF SSJO, which constituted a significant portion of SDRA’s net income for the time period. The IRGC ASF SSJO is involved in Iranian ballistic missile research and development and manages Iran’s production of Shahed-series UAVs.

Assistant Secretary for Arms Control, Deterrence, and Stability, Mallory Stewart will travel to London, United Kingdom, and Helsinki, Finland, from November 18-22. During her visit, Assistant Secretary Stewart will participate in key discussions on arms control, nuclear deterrence, emerging threats, and regional stability.

In London, Assistant Secretary Stewart will engage in a Track 1.5 dialogue hosted by the Center for a New American Security (CNAS), alongside representatives from NATO, the U.S. government, and non-governmental experts. The discussion will focus on NATO’s efforts to advance arms control in the current security environment, with an emphasis on strengthening multilateral arms control regimes.

In Helsinki, Assistant Secretary Stewart will hold bilateral meetings with senior officials and participate in a roundtable discussion held by the Finnish Institute of International Affairs (FIIA) on the importance of international norms, with a focus on space security and responsible military use of AI.

This visit underscores the U.S. commitment to strengthening international partnerships and advancing global security through diplomacy, arms control, and strategic deterrence.

FinCEN Joins Public-Private Partnership to Combat Fraud and Scams Impacting Innocent Americans

The U.S. Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN) has joined a multi-sector national task force dedicated to the prevention of fraud and scams. The National Task Force on Fraud and Scam Prevention, convened by the Aspen Institute’s Financial Security Program, brings together key stakeholders including the financial services sector, technology companies, consumer advocacy groups, information sharing and analysis centers, and federal government agencies to develop a comprehensive national strategy for combating fraud and scams.

The following GAIN reports were released on November 7, 2024. _______     Canada: Fresh Deciduous Fruit Annual Canadian apple production is forecast to see a five percent growth in MY 2024/25, driven by a larger Quebec crop and average Ontario crop. Pear production is forecast to be down nine percent on 2023 numbers as a result of cold impacts to the crop in British Columbia. A larger Ontario crop will only partially offset losses in British Columbia. Production of table grapes is forecast to decline sixteen percent due to adverse weather events impacting Ontario and British Columbia. Imports of apples and pears are forecast to be down slightly in MY 2024/25 driven by shifting consumer preferences and a reduction in U.S. production. Exports of apples are forecast up eight percent on the larger forecasted crop. Imports of table grapes are forecast two percent higher.   Colombia: FAIRS Export Certificate Report Annual This report outlines Colombia’s requirements for import permits and export certificates for agricultural products intended for human and animal consumption. It also provides a list of the Colombian government agencies involved in the entry of imported food products.
