Syria: Council extends sanctions against the regime for another year

● Council of the EU   31/05/2022 19:17 | Press release | Syria: Council extends sanctions against the regime for another year   The Council extended EU restrictive measures against the Syrian regime for an additional year, until 1 June 2023, in light of its continued repression of the civilian population in the country. The Council also removed from the list three persons. The list now includes 289 persons targeted by both an assets freeze and a travel ban, and 70 entities subject to an assets freeze. Sanctions in place against Syria were introduced in 2011, in response to the violent repression of the civilian population. They also target companies and prominent business people benefitting from their ties with the regime and the war economy. Restrictive measures also include a ban on the import of oil, restrictions on certain investments, a freeze of the assets of the Syrian Central Bank held in the EU, and export restrictions on equipment and technology that might be used for internal repression, as well as on equipment and technology for the monitoring or interception of internet or telephone communications. As part of the EU’s targeted approach to the use of sanctions, Syria sanctions are designed to avoid impeding the supply of humanitarian assistance. Consequently, the export of food, medicines or medical equipment are not subject to EU sanctions, and a number of specific exceptions are foreseen for humanitarian purposes. The EU keeps developments in the Syrian conflict under constant review and can decide to renew sanctions and amend the list of targeted entities or persons based on developments on the ground. The EU remains committed to finding a lasting and credible political solution to the conflict in Syria on the basis of the UN Security Council resolution 2254 and of the 2012 Geneva Communiqué. Press material Tuesday 31 May 2022   ● European Council   31/05/2022 23:04 | Statements and remarks | Statement by the spokesperson of Charles Michel, President of the European Council, regarding Armenia and Azerbaijan - 31 May 2022   In the context of the past days' tensions between Armenia and Azerbaijan, President Michel reiterated the EU’s commitment to deepen its cooperation with both countries to promote a South Caucasus that is secure, stable, peaceful and prosperous for the benefit of all people living in the region. He welcomed the first historic meeting of both countries' Border Commissions on 24 May and stressed the paramount importance of ensuring stability and security along the state border between Armenia and Azerbaijan as delimitation will be pursued. More broadly, President Michel stressed that for a sustainable normalization of relations between Armenia and Azerbaijan, it is important to address all outstanding issues at hand, including advancing discussions on the future peace treaty and addressing the root causes of conflict. In President Michel's opinion, all core issues that had led to the first Nagorno-Karabakh war as well as to the renewed hostilities in 2020 will need to be addressed by all stakeholders to create conditions for lasting and equitable peace. As with any legacy of conflict - terminology is particularly sensitive in this context. President Michel's statement on outcomes of the leaders meeting on 22 May should not be interpreted as favouring a pre-determined outcome of discussions either way. What ultimately matters most is that all issues are comprehensively addressed; this includes rights and security of all populations. Connectivity was specifically discussed in Brussels on 22 May to advance opportunities for unblocking the region. In this context, both parties confirmed there were no extraterritorial claims with regard to future transport infrastructure. Speculation to the contrary is regrettable. Finally, President Michel stressed the need to prepare populations for peace and the paramount role public rhetoric plays in this regard. He welcomed Yerevan and Baku's leadership and stated intentions to engage in good faith in ensuring a conducive atmosphere for the continuation of the talks and expressed the EU's readiness to step up its support to confidence building measures. EU Special Representative Klaar will be traveling to the region in the next days to follow up on all aspects under discussion.

The EU Youth Test

On 8 June 2022, the EESC will hold a remote public hearing on "The EU Youth Test". The EESC is organising a virtual public hearing which will feed into its own-initiative opinion on “The EU Youth Test”. This opinion will look at how youth engagement can be fostered to bring a youth perspective into policy-making at all levels.The aim of the hearing is to find out more about the experience of Member States already implementing the Youth Test and to look at youth participation in the context of Europe's future. Your participation and input are most welcome! The draft agenda and the registration form are available on the EESC web site. Afin de préparer son avis sur “L'évaluation d'impact de l'UE du point de vue des jeunes”, le Comité économique et social européen (CESE) organise une audition publique à distance le 8 juin 2022. Cet avis examinera comment l'engagement des jeunes peut être encouragé afin d'intégrer leur perspective dans l'élaboration des politiques à tous les niveaux.L'objectif de l'audition est d'en savoir plus sur l'expérience des États membres qui mettent déjà en œuvre cette évaluation, et d'examiner la participation des jeunes dans le contexte de l'avenir de l'Europe.
