Meetings Council of the EU Informal video conference of education ministers, 16 March 2022 Main results European education ministers, in the presence of Mariya Gabriel, European Commissioner for Innovation, Research, Culture, Education and Youth, attended a video conference chaired by the French Minister for National Education, Jean-Michel Blanquer, on Wednesday 16 March in order to exchange views on how the European Union can provide concrete assistance to Ukrainian pupils, teachers and education staff. Since 24 February, more than three million Ukrainians have left Ukraine, half of them children. In view of the influx of refugees, a coordinated response by education ministers is being set in motion. At the invitation of the presidency, the Ukrainian Minister for Education and Science, Sherhiy Shkarlet, opened the meeting. European education ministers expressed their solidarity with the Ukrainian people and more specifically with children and all education staff. While the European education area is being strengthened, there is a need to establish real European coordination to promote the exchange of good practices and thus provide a joint response for the schooling of Ukrainian children in the EU. Keen to foster the link between these children and their country, the 27 wish to propose tailor-made solutions in cooperation with the European Commission and the Ukrainian Ministry of Education. The member states and the Commission have discussed closer cooperation among national authorities to better coordinate initiatives in order to connect all EU ministries as soon as possible. First work strand: this focuses on the sharing and pooling of digital educational content to facilitate continuity of education in Ukraine and within the European Union. Second work strand: to ensure pupils’ wellbeing at school and support teachers taking responsibility for them in a crisis situation, countries have also agreed on the need to have common arrangements in place for welcoming Ukrainian pupils. This work strand will also cover the best educational practices for approaching the situation in Ukraine in the classroom. Third work strand: using the experience gained during the health crisis in terms of remote learning, the member states will be able to work on making best use of existing platforms. The eTwinning programme will also be used to support teachers. The ministers will meet on 5 April at the Council of education ministers in Luxembourg to discuss how they can continue to collectively support Ukraine. This amendment, put forward through a fast-track process, will provide extra resources for the reception of persons fleeing the war in Ukraine. The proposed text will extend by one year the implementation period of the 2014-2020 home affairs funds and unlock access to unspent amounts in the asylum and migration fund which had previously been earmarked for other purposes. This will enable member states to urgently use the remaining funds to help address the mass influx of persons fleeing the war and is expected to release around €420 million in additional support from unused funds. The text also provides member states and other public or private donors with the possibility to make additional financial contributions under the 2021-2027 fund as external assigned revenue. This external assigned revenue will allow to finance asylum and migration activities in member states during crises, including those arising from the invasion of Ukraine. Background On 24 February 2022, Russian armed forces launched a large-scale invasion of Ukraine. As a result, substantial areas of Ukrainian territory now constitute areas of armed conflict from which thousands of persons are fleeing. On that same day, the European Council condemned Russia’s unprovoked and unjustified military aggression against Ukraine in the strongest possible terms and demanded Russia’s full respect for Ukraine’s territorial integrity, sovereignty and independence. The EU has shown, and will continue to show, its resolute support for Ukraine and its citizens. On 4 March the Council unanimously adopted an implementing decision introducing temporary protection for persons fleeing the war. On 8 March the Commission presented, among other measures, a proposal to amend the home affairs funds to unlock extra resources for member states to ensure adequate reception facilities and effective procedures.

Finance Officials Focus on Sustainability and Digital Economy

Finance and central bank deputies are convening to deliberate on policy recommendations to support the transition to sustainable finance and commit to more sustainable economic growth.

Under the 2022 Finance Ministers’ Process theme of “Advancing Digitalization, Achieving Sustainability,” member economies recognized the risk of climate change and the role of sustainable finance in achieving global targets to curb carbon emissions. 

“In the last two years, authorities around the world have diverted their priorities to saving people’s lives and protecting livelihoods, and rightfully so,” said Krisada Chinavicharana, chair of 2022 APEC Finance and Central Bank Deputies Meeting. “Today, as we navigate life with COVID-19, many of us have realized that sustainability is an integral part of the recovery, crucial in building a better future for our people.” 

The meeting, held virtually on Wednesday and Thursday, heard member economies’ views and best practices on policy instruments for supporting sustainable finance, given economies’ fiscal limitations and budget constraints from the pandemic.

Members also reflected on the opportunities and costs of adopting more ambitious measures and considered further integrating disaster risk financing into government budgets and a sustainable finance framework.

“As governments, we have the potential to do more, to mobilize resources and make structural changes,” added Krisada, who is also the Permanent Secretary of Thailand’s Finance Ministry. “We cannot afford to stand still and wait for the private sector to make a move. A collaboration and close partnership between the two is ideal.”

The vast growth on the digital front prompted member economies to look into deepening the role of digital technologies for fiscal policy and in inclusive finance.

“During the pandemic, when we were on lockdown, governments have learned to utilize data in order to better allocate and target government assistance or stimulus packages, which are then delivered through digital channels, such as mobile applications or electronic payment platforms,” Krisada explained.

“We must continue to ride the wave of technology and extend its role in supporting areas such as payment and remittance services, as well as revenue collection for government.”

Given that the Asia-Pacific is the largest contributor to global payments revenues, Krisada urged member economies to seize the momentum and discuss how this trend can be captured for the benefits of financial inclusion while addressing challenges in cross-border transactions. 

“This will greatly benefit not only people across the region, but also our micro, small and medium enterprises who can benefit from the transparency, openness and connectivity across the region,” he concluded.

Members also heard from international organizations who raised the impact of sanctions and geopolitical tensions, increasing commodity prices and inflationary pressures, which will have spillover effects on the region’s economy, and has prompted adjustment of monetary policies. 

The discussion from the two-day finance and central banks deputies’ meeting will be brought forward to the APEC Senior Finance Officials’ Meeting scheduled for June this year.  Their recommendations will be provided to APEC Finance Ministers when they meet in October.

Ukraine: Council approves swift release of cohesion resources to help refugees

● Council of the EU   16/03/2022 18:21 | Press release | Ukraine: Council approves swift release of cohesion resources to help refugees   The Council today endorsed a legislative proposal that will mobilise cohesion policy funding to assist refugees fleeing Russia’s military aggression. The measure will also reinforce member states’ ongoing efforts to tackle the extended impact of the COVID-19 pandemic. "The European Union has already welcomed nearly three million displaced persons, mostly women and children, fleeing Russia's invasion of Ukraine. A place to stay, essential necessities, access to healthcare, transport, education and employment – Europe has to abide by its values for the Ukrainian people. The swift release of cohesion resources for the displaced persons will allow member states, especially those on the frontline of the crisis, to urgently allocate funding to help the displaced Ukrainians as much as possible. This was the strong commitment made by the EU leaders when they met at Versailles on 10 and 11 March, and now we are proud to live up to this commitment." Joël Giraud, French minister for territorial cohesion and relations with territorial communities The proposal on Cohesion’s Action for Refugees in Europe (CARE) amends two legislative acts to provide for exceptional and targeted changes to the overall 2014-2020 legal framework governing the European Structural and Investment Funds (ESIF) and the Fund for European Aid for the Most Deprived (FEAD). It also introduces extra flexibility in reallocation of funding and extends by one accounting year the 100% financing from the EU budget for cohesion programmes, a measure initially introduced in 2020 to help the COVID-19 recovery. This means that member states will be able to speed up the deployment of all unprogrammed funding under the 2014-2020 period. Additionally, they can use the €10 billion 2022 tranche under REACT-EU, one of the largest post-pandemic EU public investment programmes. The main elements of the proposal include: additional flexibility to transfer resources between programmes under the European Regional Development Fund and the European Social Fund for addressing the migratory challenges due to Russia’s military aggression; new flexibility to amend programmes under the Fund for European Aid for the Most Deprived (FEAD); the start date for the new measures eligible for funding under CARE is set at 24 February 2022, the date of the Russian invasion; extension of 100% financing from the EU budget for the 2021-2022 accounting year. In order to comply with the payment ceilings in years 2022 and 2023, the total additional payments will be capped at €5 billion in 2022 and €1 billion in 2023. Bearing in mind the urgency of the human and economic impact of the refugee inflow, the Council decided to endorse the text of the proposal without amendment. Background and next steps On 8 March the European Commission proposed the CARE regulation. The proposal aims to alleviate the burden on national and regional budgets from the unprecedented migratory pressure, especially in the EU’s eastern regions, resulting from the unprovoked Russian aggression against Ukraine. It also takes into account the extended economic impact of the COVID-19 pandemic on the EU as a whole. Following today’s endorsement by the Council, the European Parliament is expected to use the urgent procedure for the approval of the proposal. The legislative act is expected to be adopted in early April and will enter into force with immediate effect. ΨΗΦΙΣΜΑ

 

Το Διοικητικό Συμβούλιο της Ομοσπονδίας Εμπορίου και Επιχειρηματικότητας Πελοποννήσου, Νοτιοδυτικής Ελλάδος, Ζακύνθου, Κεφαλληνίας & Ιθάκης (Ο.Ε.ΕΣ.Π.), κατά τη συνεδρίαση που πραγματοποίησε στις 12 & 13 Μαρτίου 2022 στον Πύργο Ηλείας, συζήτησε, μεταξύ άλλων θεμάτων, για την αναγκαιότητα υλοποίησης του οδικού άξονα Πύργος – Καλό Νερό – Τσακώνα.

Στη συνεδρίαση συμμετείχαν τοπικοί και παραγωγικοί φορείς, μεταξύ των οποίων:  ο Βουλευτής ΝΔ Ηλείας Ανδρέας Νικολακόπουλος, ο Βουλευτής ΣΥΡΙΖΑ Ηλείας Διονύσιος Καλαματιανός, ο Αντιδήμαρχος Προγραμματισμού – Τουρισμού – Αγροτικής Οδοποιίας Πύργου Ιωάννης Σπηλιωτόπουλος, ο Πρόεδρος της Δημοτικής Επιχείρησης Πύργου Α.Ε. ΟΤΑ Βασίλειος Σεϊντής, το Μέλος του Δ.Σ. του Επιμελητηρίου Ηλείας Εκάβη Σαλπέα, ο Πρόεδρος του Επιχειρηματικού Συλλόγου Ηλείας Γεώργιος Μαραγκός καθώς και μέλη του Δ.Σ. του συλλόγου, ο Πρόεδρος του Εμπορικού Συλλόγου Ήλιδας Νικόλαος Σιαψάλης καθώς και μέλη του Δ.Σ. του συλλόγου και η Πρόεδρος του Συλλόγου Επαγγελματιών Κατακόλου «Η ΑΛΛΗΛΕΓΓΥΗ» Βασιλική Καλαμπόκα καθώς και μέλη του Δ.Σ. του συλλόγου.

Κατόπιν διαλογικής συζήτησης το Δ.Σ. εξέδωσε το παρόν ψήφισμα:

Η αναγκαιότητα συνέχισης του νέου αυτοκινητόδρομου Πάτρα – Πύργος, που είναι προ των πυλών της κατασκευής, μέχρι και την Τσακώνα πρέπει άμεσα να μπει σε προτεραιότητα. Πρέπει να βρεθούν κονδύλια μέσα από χρηματοδοτικά προγράμματα προκειμένου να καταστεί εφικτή αυτή η κατασκευή που θα ολοκληρώσει τον Δυτικό Οδικό Άξονα της χώρας μας και θα αποτελέσει τη νότια απόληξη της Αδριατικής Οδού.

Ο οδικός άξονας Πύργος – Καλό Νερό - Τσακώνα είναι κυρίαρχης σημασίας για την ανάπτυξη της Περιφέρειας Πελοποννήσου, της Περιφέρειας Δυτικής Ελλάδας αλλά και της Περιφέρειας Ιονίων Νήσων.  Η κατασκευή του θα αποτελέσει έργο πνοής για τις τοπικές κοινωνίες αλλά και θα προσδώσει μεγάλα αναπτυξιακά οφέλη στις ταχέως αναπτυσσόμενες τουριστικά εκεί περιοχές. Θα πρέπει επίσης να τονιστεί ότι η κατασκευή του εν λόγω οδικού άξονα θα προσδώσει και αυξημένη οδική ασφάλεια σε όλο το μήκος του οδικού δακτυλίου της Πελοποννήσου.

 

Για τους λόγους αυτούς:

Καλούμε την κυβέρνηση να εξασφαλίσει άμεσα τη χρηματοδότηση για την κατασκευή του οδικού άξονα Πύργος – Καλό Νερό – Τσακώνα.
