PBGC Releases FY 2021 Annual Report Multiemployer Program Finances Substantially Improved; Single-Employer Program Continues Improvement FOR IMMEDIATE RELEASE November 16, 2021  WASHINGTON, D.C. — The Pension Benefit Guaranty Corporation (PBGC) today released its Fiscal Year (FY) 2021 Annual Report. The Multiemployer Insurance Program’s positive net position of $481 million at the end of FY 2021 is in sharp contrast to the agency’s deep deficit of $63.7 billion at the end of FY 2020, a dramatic improvement of $64.2 billion. The agency’s Multiemployer Insurance Program — which was expected to run out of money in FY 2026 — is now likely to remain solvent for more than thirty years, due to the enactment of the American Rescue Plan Act of 2021 (ARP). PBGC’s Single-Employer Program remains financially healthy with a positive net position of $30.9 billion at the end of FY 2021, compared to $15.5 billion at the end of FY 2020, an improvement of $15.4 billion. “For the first time in twenty years, PBGC’s insurance programs are both reporting positive net financial positions,” PBGC Director Gordon Hartogensis said. “The solvency of PBGC’s Multiemployer Insurance Program — which was facing a near-term crisis — has been extended by decades into the future. We are working expeditiously on implementing the Program to ensure that over three million of America’s workers, retirees, and their families receive the pension benefits they earned through many years of hard work.”  Multiemployer Program Finances Significantly Improves  The Multiemployer Program’s net financial position shifted from a negative net position of $63.7 billion as of September 30, 2020, to a positive net position of $481 million as of September 30, 2021, a dramatic improvement of $64.2 billion. The significant increase in net position is due to the enactment of ARP — the historic law passed by Congress and signed by President Biden on March 11, 2021 — which created the Special Financial Assistance (SFA) Program. PBGC estimates that the SFA Program will provide funding to over 250 severely underfunded pension plans and will ensure that over three million of America’s workers, retirees, and their families receive the pension benefits they earned through many years of hard work. Prior to the enactment of ARP, PBGC’s Multiemployer Program was projected to become insolvent in FY 2026, jeopardizing the retirement security of millions of workers and retirees. ARP significantly extends the solvency of PBGC’s Multiemployer Program. The dramatic improvement in net position results from a significant reduction in program liabilities due to the “unbooking” of the liability for plans that were expected to fail and call on PBGC for assistance in the next decade.  During FY 2021, the agency provided $230 million in regular financial assistance to 109 multiemployer plans, up from the previous year’s payment of $173 million to 95 plans. Single-Employer Program Continues Improvement The Single-Employer Program had assets of $150.7 billion and liabilities of $119.8 billion as of September 30, 2021. The positive net position of $30.9 billion reflects an improvement of $15.4 billion in FY 2021, compared to $15.5 billion in FY 2020. During FY 2021, the agency paid over $6.4 billion in benefits to nearly 970,000 retirees in terminated single-employer plans. PBGC also assumed responsibility for the benefit payments of nearly 34,000 workers and retirees in 47 single-employer plans that were trusteed during FY 2021. About PBGC’s FY 2021 Financial Report PBGC’s financial statements are prepared in accordance with generally accepted accounting principles in the U.S. For FY 2021, PBGC received an unmodified audit opinion on its financial statements, as well as an unmodified audit opinion on internal control over financial reporting. Ernst & Young LLP performed the audit under contract with PBGC’s Office of Inspector General, which oversaw the audit. Separately, PBGC publishes a Projections Report each year that illustrates the possible future financial condition of the agency’s two insurance programs. About PBGC PBGC protects the retirement security of over 33 million American workers, retirees, and beneficiaries in both single-employer and multiemployer private sector pension plans. The agency’s two insurance programs are legally separate and operationally and financially independent. PBGC is directly responsible for the benefits of more than 1.5 million participants and beneficiaries in failed pension plans. The Single-Employer Insurance Program is financed by insurance premiums, investment income, and assets and recoveries from failed single-employer plans. The Multiemployer Insurance Program is financed by insurance premiums. Special financial assistance for financially troubled multiemployer plans is financed by general taxpayer money.  — ### —

On Tuesday 16 November 2021, EU tourism ministers held an informal meeting via an audio-video link. The debate focused on the transition pathway for a green and digital transformation of the European tourism ecosystem by 2030.

The meeting was chaired by the Minister of Economic Development and Technology, Zdravko Počivalšek, who opened the meeting by saying that the European Union had managed to take the first emergency measures in 2020 and 2021 to help the tourism industry in the wake of the COVID-19 pandemic. "This helped the tourism ecosystem overcome the first shock. However, it is essential that these short-term measures are followed by longer-term ones". He stressed: "The tourism ecosystem needs to be transformed in a way that makes it more resilient, sustainable and ready for the new market challenges and for changing patterns of behaviour of tourism consumers."

At the meeting, the ministers discussed key actions to prepare a concrete set of measures for the recovery of the tourism ecosystem. These measures will facilitate the "transition pathway for recovery", with a focus on promoting the green and digital transition of the tourism ecosystem.

They agreed that tourism recovery must be at the heart of the green and digital transition and that we need to build a sustainable and resilient tourism ecosystem. In this context, they stressed the need to strengthen the resilience of European businesses and industry, also in the light of future crises. They further drew attention to the need to restore safe tourism travel and to rebuild consumer confidence in it. They recalled the importance of an open and well-functioning single market that will ensure open transport routes, and highlighted the importance of financing the recovery of the tourism sector.

The ministers also stressed the importance of education and training, as well as the relevant re-skilling and up-skilling in the tourism ecosystem. This is important to ensure that people have the right skills to meet the challenges of digitalisation and the green transition.
An important part of the recovery and twin transition is the provision of suitable databases and common data spaces for data sharing. Innovation for the tourism ecosystem needs to be strengthened and business processes need to be accelerated. In their discussions, the ministers called for the differences in development between EU member states and regions to be taken into account, as remote and island regions are a specific type of region that also requires sustainable and digital solutions. The ministers also called for the involvement of all stakeholders in the recovery process at all levels. They stressed the importance of sharing best practices and the need to ensure sufficient time to prepare recovery measures.

The ministers concluded the discussion by agreeing that the transition pathway provides a good basis for the preparation of the European Tourism Agenda 2030–2050. In conclusion, the minister chairing the meeting said that this discussion would make an important contribution to the continuation of efforts to complete the transition pathway for the recovery of the tourism ecosystem. "Given the Presidency's vision of a safe, green, smart, responsible, inclusive European tourism of the future, I am proud that Slovenia has already committed to green and sustainable tourism before the COVID-19 crisis. It is essential that the EU also embarks on the twin transition if we are to maintain Europe's global competitiveness and be the number one tourist destination in the world. This must be our common goal!" he said, concluding today's meeting.

Το Dogs' Voice είναι ένας μη κερδοσκοπικός οργανισμός που στηρίζει το έργο 112 φιλοζωικών οργανώσεων σε όλη την Ελλάδα. Έχει πρωτοστατήσει τα τελευταία χρόνια στη διάσωση και περίθαλψη ζώων κατά τη διάρκεια φυσικών καταστροφών. Πραγματοποιεί εκπαιδευτικά προγράμματα για την ευαισθητοποίηση μαθητών σχετικά με τα αδέσποτα, τις υποχρεώσεις που συνοδεύουν τους κηδεμόνες κατοικιδίων καθώς και τους τρόπους με τους οποίους οφείλουμε να συμπεριφερόμαστε στα ζώα. Παράλληλα, υλοποιεί ένα εθνικής εμβέλειας πρόγραμμα στείρωσης σκύλων και προωθεί αδέσποτα ζώα σε υπεύθυνες υιοθεσίες. Ο Γραμματέας της Πολιτικής Επιτροπής της Νέας Δημοκρατίας Γιώργος Στεργίου, αφού συζήτησε με την ιδρύτρια του Dogs’ Voice κ. Ελένη Δέδε, δήλωσε: «Ο Κυριάκος Μητσοτάκης προσωπικά και η κυβέρνηση της Νέας Δημοκρατίας, με στοχευμένες νομοθετικές πρωτοβουλίες αλλά και πράξεις σημειολογίας, υπηρετούν με συνέπεια το όραμα “Κανένα ζώο αδέσποτο, κανένα ζώο κακοποιημένο”. $10-a-day child care for families in Alberta

Every child deserves the best possible start in life, and all parents should have the ability to build both a family and career. Yet, too many families across Canada lack access to affordable, inclusive, and high-quality child care. The COVID-19 pandemic has also made it clear that without access to child care, too many parents – especially women – cannot fully participate in the workforce.

That is why the Government of Canada has laid out a plan to provide Canadian parents with, on average, $10‑a‑day child care spaces for children under six years old. This plan to build a Canada‑wide, community‑based early learning and child care system will make life more affordable for families, create new jobs, get parents – especially women – back into the workforce, and grow the middle class, while giving every child a real and fair chance at success.

The Prime Minister, Justin Trudeau, and the Premier of Alberta, Jason Kenney, today announced that both governments have reached an agreement that will support an average of $10‑a‑day care in the province, significantly reducing the price of child care for families. The agreement includes creating 42,500 new regulated early learning and child care spaces by the end of March 2026. With federal funding of almost $3.8 billion over the next five years, Alberta will also see a 50 per cent reduction in average parent fees for children under the age of six in regulated child care by the end of 2022.

This agreement will fund critical services, and grow a strong and skilled workforce of early childhood educators, including through greater opportunities for professional development. The agreement will also support a child care system that is fully inclusive of children with disabilities and children needing enhanced or individual supports, and ensures all families have equitable access to high-quality, affordable child care.

The agreement also includes a clear commitment to continue to work collaboratively with Indigenous organizations in Alberta to develop an approach that will support Indigenous children in the province in having access to culturally-appropriate, quality, and affordable child care.

Since 2015, the government has been helping make life more affordable for families. This includes programs like the Canada Child Benefit, which puts more money into the pockets of nine out of 10 Canadian families and has helped lift more than 400,000 children out of poverty. The Government of Canada continues to work with provinces, territories, and Indigenous partners across the country to make life easier and more affordable for families, grow the middle class, create jobs, help parents return to the workforce, and give children across the country a better start in life.

• Earlier this year, the Government of Canada reached similar agreements with the governments of British Columbia, Nova Scotia, Yukon, Prince Edward Island, Newfoundland and Labrador, Manitoba, and Saskatchewan. The governments of Canada and Quebec also reached an asymmetric agreement to strengthen the early learning and child care system in the province.
• The 42,500 new regulated spaces in Alberta will be among licensed not-for-profit, public, and family-based child care providers.
• In addition to the federal contribution, Alberta currently invests nearly $400 million in early learning and child care annually.
• Recognizing Alberta’s mixed market system, the governments of Canada and Alberta will also create a Canada-Alberta Implementation Committee which will develop and propose an expansion plan and cost control framework to support the growth of additional regulated spaces by licensed providers.
• The Canada-Alberta Implementation Committee will also monitor progress on child care commitments in consultation with stakeholders. The Government of Canada will be represented on this committee by the Federal Secretariat on Early Learning and Child Care.
• Budget 2021 provides new investments to build a high-quality, affordable, flexible, and inclusive early learning and child care system across Canada. These investments total up to $30 billion over five years, and combined with previous investments announced since 2015, $9.2 billion every year, permanently.
• Through previous investments in early learning and child care, the Government of Canada helped to create over 40,000 more affordable child care spaces across the country prior to the pandemic, including over 2,500 in Alberta.
• Investments in child care will benefit all Canadians. Studies show that for every dollar invested in early childhood education, the broader economy receives between $1.50 and $2.80 in return.
• To promote greater gender equality at home and in the workplace, the Government of Canada has also introduced the Parental Sharing Benefit in 2019. This new measure provides an additional five weeks of Employment Insurance parental benefits when parents – including adoptive and same-sex parents – agree to share parental benefits.

Chaque enfant mérite le meilleur départ possible dans la vie, et tous les parents devraient être en mesure d’élever leur famille tout en bâtissant leur carrière. Pourtant, trop de familles à travers le Canada n’ont pas accès à des services de garde abordables, inclusifs et de qualité. La pandémie de COVID-19 a mis en évidence le fait que lorsqu’ils n’ont pas accès à des services de garde, trop de parents, particulièrement les femmes, ne peuvent pas participer pleinement au marché du travail.

C’est pourquoi le gouvernement du Canada a élaboré un plan visant à offrir aux parents canadiens des places en garderie, à raison de 10 dollars par jour en moyenne, pour leurs enfants de moins de six ans. Ce plan, qui prévoit la mise en place d’un réseau communautaire pancanadien d’apprentissage et de garde de jeunes enfants, rendra la vie des familles plus abordable et contribuera à créer des emplois. Il permettra également aux parents, particulièrement aux femmes, de réintégrer le marché du travail, fera croître la classe moyenne et donnera à chaque enfant une chance véritable et équitable de réussir. 

Le premier ministre Justin Trudeau et le premier ministre de l’Alberta, Jason Kenney, ont annoncé aujourd'hui la conclusion d’une entente pour appuyer la mise en place de services de garde à 10 dollars par jour en moyenne dans la province, ce qui réduira considérablement les frais de garde d’enfants pour les familles. L’entente prévoit notamment la création de 42 500 nouvelles places en services d’apprentissage et de garde réglementés avant la fin mars 2026. Grâce à un financement fédéral de 3,8 milliards de dollars sur cinq ans, les frais de garde des parents de l’Alberta seront réduits de 50 %, en moyenne, d’ici la fin de 2022 pour leurs enfants de moins de six ans qui fréquentent une garderie réglementée.

Cette entente permettra de financer des services essentiels et de grossir les rangs d’une main-d’œuvre solide et qualifiée d’éducateurs de la petite enfance, notamment grâce à de meilleures opportunités de perfectionnement professionnel. L’entente favorise également l’établissement d’un réseau de garde d’enfants pleinement inclusif pour les enfants en situation de handicap et les enfants ayant besoin d’une aide accrue ou individuelle. De plus, elle offrira à toutes les familles un accès équitable à des services d’apprentissage et de garde abordables et de qualité.

L'entente comprend également un engagement clair à poursuivre la collaboration avec les organisations autochtones de l'Alberta afin d'élaborer une approche qui aidera les enfants autochtones de la province à avoir accès à des services de garde abordables, de qualité et adaptés à leur culture.

Depuis 2015, le gouvernement a contribué à rendre la vie des familles plus abordable. Il l’a notamment fait grâce à des programmes comme l’Allocation canadienne pour enfants, qui met plus d’argent dans les poches de neuf familles canadiennes sur dix et qui a aidé à sortir plus de 400 000 enfants de la pauvreté. Le gouvernement du Canada continuera de travailler avec les provinces, les territoires et ses partenaires autochtones à travers le pays afin de rendre la vie des familles plus facile et plus abordable, de faire croître la classe moyenne, de créer des emplois, d’aider les parents à réintégrer le marché du travail et de donner à tous les enfants du pays un meilleur départ dans la vie.

Faits saillants

• Plus tôt cette année, le gouvernement du Canada a conclu des accords similaires avec les gouvernements de la Colombie-Britannique, de la Nouvelle‑Écosse, du Yukon, de l'Île-du-Prince-Édouard, de Terre-Neuve-et-Labrador, du Manitoba et de la Saskatchewan. Les gouvernements du Canada et du Québec ont également conclu une entente asymétrique visant à renforcer le réseau d'apprentissage et de garde des jeunes enfants dans la province.
• Les 42 500 nouvelles places en services de garde réglementés seront parmi des fournisseurs de services agréés sans but lucratif, publics et en milieu familial.
• En plus de la contribution fédérale, l’Alberta investit tous les ans près de 400 millions de dollars dans les services d’apprentissage et de garde des jeunes enfants.
• Compte tenu du système de marché mixte de l'Alberta, les gouvernements du Canada et de l'Alberta mettront également sur pied un comité de mise en œuvre Canada-Alberta qui élaborera et proposera un plan d'expansion et un cadre de contrôle des coûts pour augmenter le nombre de places en services de garde réglementés offertes par des fournisseurs agréés.
• Le comité de mise en œuvre Canada-Alberta surveillera également les progrès liés aux engagements en matière de garde d’enfants en consultation avec des intervenants. Le gouvernement du Canada sera représenté au sein de ce comité par le Secrétariat fédéral responsable de l'apprentissage et de la garde des jeunes enfants.
• Le Budget 2021 prévoit de nouveaux investissements pour la mise en place d’un réseau d’apprentissage et de garde des jeunes enfants abordable, souple, inclusif et de qualité à travers le Canada. Ces investissements pourront atteindre 30 milliards de dollars sur une période de cinq ans et, combinés aux investissements précédents annoncés depuis 2015, 9,2 milliards de dollars chaque année, en permanence.
• Dans le cadre d’investissements précédents dans l’apprentissage et la garde des jeunes enfants, le gouvernement du Canada a contribué à la création de plus de 40 000 places plus abordables en garderie à travers le pays avant la pandémie, dont plus de 2 500 en Alberta.
• Les investissements dans la garde d’enfants seront profitables pour tous les Canadiens. Les études montrent que pour chaque dollar investi dans l’éducation de la petite enfance, l’ensemble de l’économie touche entre 1,50 $ et 2,80 $ en retour.
• Afin de favoriser une plus grande égalité entre les sexes à la maison et au travail, le gouvernement du Canada a également créé la Prestation parentale partagée en 2019. Cette nouvelle mesure prévoit cinq semaines supplémentaires de prestations parentales de l'assurance-emploi lorsque les parents – y compris les parents adoptifs et les parents de même sexe – acceptent de partager les prestations parentales.

«Διορισμός τακτικών και αναπληρωματικών μελών στην Επιτροπή Επαγγελματικού Αθλητισμού (Ε.Ε.Α.)»

 

Στο πλαίσιο του θεσμικού της ρόλου, η Ειδική Μόνιμη Επιτροπή Θεσμών και Διαφάνειας της Βουλής των Ελλήνων, υπό την προεδρία  του Αντιπρόεδρου της Βουλής και Βουλευτή Δυτικής Αττικής, κ. Θανάση Μπούρα, συνεδρίασε για ακρόαση και  διατύπωση γνώμης επί του διορισμού των προτεινομένων επτά τακτικών και επτά αναπληρωματικών μελών, από τον Υφυπουργό Πολιτισμού και Αθλητισμού, κ. Ελευθέριο Αυγενάκη, στην Επιτροπή Επαγγελματικού Αθλητισμού (Ε.Ε.Α.).

Η ΕΕΑ συστήθηκε με τον 4809/2021 (ΦΕΚ 102/Α'/19.6.2021) προκειμένου να ελέγχει τις Ανώνυμες Αθλητικές Εταιρείες, τα Τμήματα Αμειβόμενων Αθλητών και κάθε συνδεόμενο φυσικό ή νομικό πρόσωπο. Η Επιτροπή διενεργεί –μεταξύ άλλων- τακτικούς ή έκτακτους διαχειριστικούς και λογιστικούς ελέγχους, έλεγχο της χρήσης των ποσών επιχορήγησης, χορηγεί άδειες, επιβάλλει  πρόστιμα και εγκρίνει τα προβλεπόμενα πιστοποιητικά πριν την έναρξη κάθε αγωνιστικής περιόδου. Ο πρόσφατος νόμος αντικατέστησε παλαιότερες διατάξεις του 1999 προκειμένου να ενισχυθούν οι ελεγκτικές αρμοδιότητες της ΕΕΑ και αν ενισχυθεί με ανθρώπινους και υλικούς πόρους η Επιτροπή.

Ο κ. Μπούρας συντόνισε αποτελεσματικά τη συνεδρίαση, δίνοντας τη δυνατότητα σε όλα τα μέλη να τοποθετηθούν επί του βιογραφικού τους και επί θεσμικών θεμάτων που άπτονται της λειτουργίας της Επιτροπής. Παράλληλα, δεσμεύτηκε να ορίσει μελλοντική συζήτηση με θέμα τον ετήσιο απολογισμό του έργου της ΕΕΑ.

Η Ειδική Μόνιμη Επιτροπή Θεσμών και Διαφάνειας διατύπωσε κατά πλειοψηφία θετική γνώμη για το διορισμό των προτεινόμενων από τον Υπουργό μελών.

Ο Αντιπρόεδρος της Βουλής ευχαρίστησε τον Υπουργό, τα μέλη της Επιτροπής Θεσμών και Διαφάνειας και τα υπό διορισμό στην ΕΕΑ μέλη για την γόνιμη συζήτηση που προηγήθηκε και ευχήθηκε καλή επιτυχία στους τελευταίους, καθώς καλούνται να υπηρετήσουν μια πολύ σημαντική για τον αθλητισμό Επιτροπή, από την οποία ο φίλαθλος κόσμος, και ειδικά ο κόσμος του ποδοσφαίρου, περιμένει πολλά.

Kick off U.S. Antibiotic Awareness Week (USAAW) with CDC this Thursday, November 18!

Antibiotics can save lives and are critical tools for treating infections, including those that can lead to sepsis. However, any time antibiotics are used—in people, animals, or crops—they can cause side effects and contribute to antibiotic resistance (AR).

Spread the word about the importance of improving antibiotic and prescribing to:

Effectively treat infections
Protect patients from side effects caused by unnecessary and inappropriate use, such as Clostridioides difficile (or C. diff)
Combat AR, which can develop when antibiotics are used

AR continues to be a global public health threat during the COVID-19 pandemic. Healthcare professionals and partners can improve antibiotic use as the pandemic continues and beyond by taking dedicated action. We all have a role to play to keep patients safe and combat antibiotic resistance.
