Presidency press release - Informal meeting of justice and home affairs ministers (Home Affairs)
On 11 July 2022, Prague hosted an Informal Meeting of Home Affairs Ministers of EU Member States. Ministers discussed security consequences of the war in Ukraine as well as enhancing the fight against child sexual abuse.

Convention on the recognition of judgements: Council adopts decision on EU accession
The Council today adopted a decision on the accession of the EU to the convention on the recognition and enforcement of foreign judgements in civil or commercial matters. This convention was elaborated under the framework of the Hague conference on private international law.
The convention will promote effective access to justice for all and facilitate international trade, investment and mobility by reducing the risks and costs of cross-border litigation. It will allow EU citizens and businesses to have rulings by a court in the EU recognised and enforced in non-EU participating countries. It will also ensure that third country judgements are recognised and enforced in the EU only where fundamental principles of EU law are respected.
"This morning the Council adopted the decision concerning the EU accession to the Convention on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters. I would like to thank my Slovenian and French colleagues for effective negotiations of the accession. The Convention was elaborated in the Hague conference on private international law and will enable the recognition and enforcement of the judicial decisions from the EU Member States in all contracting States. And, reciprocally, under the condition of respecting EU law prerequisites, it will enable recognition and enforcement of judicial decisions from the non-EU States within the EU."

The new convention will complement the existing instruments for recognition of judgements between EU member states (Brussels Ia regulation) and with EFTA countries (Lugano convention), as well as the 2005 Hague convention on choice of court.
So far Costa Rica, Israel, Russia, Ukraine, the United States and Uruguay have signed the convention, but they have not yet ratified it. The EU will be the first party to accede to the convention, following swift negotiations in the Council and the consent of the European Parliament. The convention will enter into force only after 2 parties have ratified/acceded. Once in force, all EU member states except Denmark (which does not take part in measures relating to the area of freedom, security and justice) will be bound by the convention.

Croatia set to join the euro area on 1 January 2023: Council adopts final required legal acts
Today, the Council adopted the final three legal acts that are required to enable Croatia to introduce the euro on 1 January 2023. This completes the process in the Council which will enable Croatia to become a member of the euro area and to benefit from using the EU’s common currency, the euro, as of next year.

Adopting the euro is not a race, but a responsible political decision. Croatia has successfully completed all the required economic criteria and they will pay in euros as of 1 January 2023."

One of the three legal acts sets the conversion rate between the euro and the Croatian kuna at 7.53450 kuna per 1 euro. This corresponds to the current central rate of the kuna in the exchange rate mechanism (ERM II).
