Russian aggression against Ukraine
The Foreign Affairs Council will hold a discussion on the conflict that erupted after the Russian military aggression against Ukraine on 24 February 2022.
The Council will be chaired by the EU High Representative for Foreign Affairs and Security Policy, Josep Borrell and will discuss in particular the latest developments on the ground and the next steps.
EU foreign affairs ministers will hold an informal exchange with:
US Secretary of State, Antony Blinken
Minister of Foreign Affairs of Canada, Mélanie Joly
The Foreign Secretary of the United Kingdom, Liz Truss
The Secretary General of NATO, Jens Stoltenberg
Ukrainian Foreign Minister, Dmytro Kuleba (via video conference)
The EU strongly condemns Putin’s decision to recognise the non-government controlled areas of Donetsk and Luhansk and the unprovoked and unjustified military aggression against Ukraine. It also condemns Belarus' involvement in Russia's aggression.
EU response to Russia's invasion of Ukraine (background information)Restrictive measures
Since the Russian recognition of the non-government controlled areas of the Donetsk and Luhansk oblasts of Ukraine, and the beginning of the Russian military aggression against Ukraine, the EU has reacted with three packages of restrictive measures.
The first package includes:
targeted restrictive measures
restrictions on economic relations with the non-government controlled areas of the Donetsk and Luhansk oblasts
financial restrictions
The second package includes:
individual sanctions against, among others Vladimir Putin and Sergey Lavrov
economic sanctions
A third package includes:
provisions of equipment and supplies to the Ukrainian Armed Forces through the European Peace Facility
ban on the overflight of EU airspace and on access to EU airports by Russian carriers of all kinds
a ban on the transactions with the Russian Central Bank
the swift ban for certain Russian banks
the prohibition for state-owned media Russia Today and Sputnik' to broadcast in the EU
individual and economic sanctions against Belarus
The EU stands firmly by Ukraine and its people in this unparalleled crisis and will provide further political, financial and humanitarian assistance.
