‍Στην αιτιολογική έκθεση (Ανάλυση Συνεπειών Ρύθμισης) της τροπολογίας που κατέθεσαν οι συναρμόδιοι υπουργοί για τη μεταχείριση των εισερχόμενων στη χώρα «παράνομα με οποιοδήποτε πλωτό μέσο που προέρχεται από την Βόρεια Αφρική», περιλαμβάνεται η ακόλουθη δήλωση :
