Limit Summary:

Three (3) as described below. Potential PIs are advised to contact their institutional office of research regarding processes used to select proposals for submission.

The MRI program requires that an MRI-eligible organization may, as a performing organization, submit or be included as a significantly funded[3] subawardee in no more than three MRI proposals. Beginning with this competition, each performing organization is now limited to a maximum of three proposals in revised “Tracks” as defined below, with no more than two submissions in Track 1 and no more than one submission in Track 2. Any MRI proposal may request support for either the acquisition or development of a research instrument. Within their submission limit, NSF strongly encourages organizations to submit proposals for innovative development projects.

Any MRI proposal may request support for either the acquisition or development of a research instrument.
Track 1: Track 1 MRI proposals are those that request funds from NSF greater than or equal to $100,0001 and less than $1,000,000.
Track 2: Track 2 MRI proposals are those that request funds from NSF greater than or equal to $1,000,000 up to and including $4,000,000.

Note: The 30% cost-sharing requirement applies to only the portion of the total project cost budgeted to non-exempt organizations, including those participating through subawards. When required, cost-sharing must be precisely 30%. Cost sharing is required for Ph.D.-granting institutions of higher education and for non-degree-granting organizations. Non-Ph.D.-granting institutions of higher education are exempt from cost-sharing and cannot provide it. National Science Board policy is that voluntary committed cost sharing is prohibited. See section V.B. for specific information on cost-sharing calculations and the solicitation text for definitions of organizational types used for the MRI program.

[3]An unfunded collaboration does not count against the submission limit. Inclusion as a funded subawardee on a development proposal at a level in excess of 20% of the total budget requested from NSF, or as a funded subawardee, when allowed, on any acquisition proposal, will be counted against an organization's proposal submission limit. Separately submitted linked collaborative proposals count against the submission limit of each of the submitting organizations. However, if a subaward to an organization in a development proposal is 20% or less of the proposal's total budget request from NSF, the subawardee's submission limit will not be affected. For subawards within a linked collaborative proposal, the 20% threshold applies to the budget request from NSF in the proposal containing the subaward(s), not to the combined budget request from NSF for the collaborative project.

Blended learning can be defined as taking more than one approach to the learning process, combining school site and other physical environments away from the school site as well as digital (including online learning) and non-digital learning tools. "In the past one and a half year, home schooling and distance learning became a new reality for many pupils, teachers and parents. While we all hope we can overcome this pandemic as quickly as possible we should keep some of the learnings of this period in mind when looking at the future of education. I encourage us all to explore how blending different teaching environments as well as learning tools such as face-to-face and digital learning can make our education better equipped for the future." Simona Kustec, Slovenian minister of Education, Science and Sport The recommendation puts forward both short-term measures as a direct response to the crisis as well as long-term actions. Among other things, member states are recommended to support learners to remediate the learning loss caused by partial school closures and boost the development of their (and their families') digital skills and competences. The recommendation also proposes that member states embed blended learning approaches in teacher education and their continued professional development programmes, invest in high-speed internet connectivity for school-site and distance learning environments and make full use of EU funds and expertise for reforms and investment in infrastructure, tools and pedagogy.

29/11/2021 11:21 | Statements and remarks | Remarks by President Charles Michel at the Special session of the World Health Assembly   First, I would like to congratulate you for your courage and for your ambition in organising this special session of the World Health Assembly. This is only the second time in the history of the World Health Organisation that an extraordinary session takes place. Today I hope we will make history. The situation in the world demands it. As we speak, the world faces yet another wave of Covid-19, a clear reminder of our duty to our citizens and to each other. It is our collective responsibility to never let another pandemic find us unprepared, uncoordinated, or working in isolation from one another. The outcome of this session – and your decisions today – are vital to how we will cooperate in the future and how we will prevent, prepare for, detect, and respond to health threats in the future. As you know, I have been a strong advocate for an international treaty or legally binding instrument on pandemic preparedness. We need an incremental change in our global health architecture. I want to warmly and sincerely thank you, Dr Tedros, for our excellent cooperation. And I would also like to thank the many leaders and countries that have joined us. All of us – political leaders and leaders of international organisations – must be at the forefront of these global efforts. We must show the world that we can cooperate, build bridges, and find joint solutions. There is no silver bullet. No single way out. And there are no easy solutions in managing the massive challenges of global health threats. But we have already shown that, when we do work together, human ingenuity knows no bounds. Developing vaccines in just ten months is a perfect example. It is nothing short of a miracle. Now it is time for you, the World Health Assembly, to provide the legal framework for these sustainable solutions. We must guarantee that, if another pandemic strikes, we have the vaccines we need along with all other counter-measures. And just as crucially, we must ensure equitable access to these counter-measures. We simply cannot allow the same inequality we have seen and continue to see to repeat itself in future pandemics. That is why we must act. We have a unique opportunity to go to the heart of prevention. And I am referring to One Health. This is not just a concept. We must translate it into concrete action and tangible instruments. Scientists expect that 70% of future pandemics will stem from zoonotic diseases, so we must better understand the links between human, animal, and environmental health. The One Health approach is not a luxury. It is a “must-have” for future global health. Thank you again for your dedication and your efforts to improve global health governance and for your hard work during this pandemic, and your commitment to prevent the next one. The world is counting on you. Together let’s take bold and decisive action. Ο Αντιπρόεδρος της Βουλής και Βουλευτής Δυτικής Αττικής, Θανάσης Μπούρας, παρευρέθηκε στην άσκηση ετοιμότητας για την αντιμετώπιση επιπτώσεων από πλημμυρικά φαινόμενα, με την κωδική ονομασία «Δήμητρα 2021» που έλαβε χώρα στη Συνοικία Ποντίων στην Ελευσίνα.

Στην εκδήλωση έδωσαν το παρών ο Υπουργός Κλιματικής Κρίσης και Πολιτικής Προστασίας, κος Χρήστος Στυλιανίδης, ο Υφυπουργός Πολιτικής Προστασίας και Διαχείρισης Κρίσεων, κος Ευάγγελος Τουρνάς, ο Εθνικός Διοικητής Πολιτικής Προστασίας, κος Θεοδόσιος Δημακογιάννης, ο Γενικός Διευθυντής Συντονισμού ΓΓΠΠ, κος Φοίβος Θεοδώρου, και η ηγεσία του Πυροσβεστικού Σώματος.

Η άσκηση είχε στόχο την αξιολόγηση της επιχειρησιακής ετοιμότητας όλων των εμπλεκόμενων φορέων. Ο κ. Μπούρας παρακολούθησε από κοντά τα πέντε διαφορετικά σενάρια και συνεχάρη τον Υπουργό και τα στελέχη της Πυροσβεστικής, το Προσωπικό της ΕΜΑΚ, αλλά και τους εμπλεκόμενους φορείς για την αποτελεσματικότητα των διαδικασιών και την άριστη συνεργασία μεταξύ τους.

Στην ομιλία του ο κ. Μπούρας δήλωσε τα εξής: «Η βία κατά των γυναικών αποτελεί σοβαρή παραβίαση των ανθρωπίνων δικαιωμάτων. Είναι καθήκον όλων μας, και πρωτίστως όσων από εμάς έχουμε και το θεσμικό ρόλο να το πράξουμε, να προστατεύσουμε τα κορίτσια και τις γυναίκες από τέτοια φαινόμενα, να δουλέψουμε για την κατάρριψη των κοινωνικών στερεοτύπων, να φροντίσουμε για την τιμωρία των θυτών, για την προστασία των θυμάτων και την κοινωνική τους επανένταξη. Η ελληνική κυβέρνηση έχει θέσει την εξάλειψη της βίας κατά των γυναικών σε προτεραιότητα. Στο πλαίσιο του Εθνικού Σχεδίου Δράσης 2021-2025 έχουν ήδη ξεκινήσει να υλοποιούνται δράσεις, ενώ νέα μέτρα θα τεθούν άμεσα σε εφαρμογή. Το μήνυμα της ημέρας είναι ένα: Καμία δικαιολογία στην έμφυλη βία, καμία ανοχή στη βία».

Το παρών έδωσαν 21 παλαιστικοί σύλλογοι, 250 αθλητές, προπονητές, συνοδοί και πλήθος επισκεπτών. Την εκδήλωση τίμησαν με την παρουσία τους ο Δήμαρχος Φυλής, κος Χρήστος Παππούς, ο Πρόεδρος Ν.Π.Δ.Δ. Πολιτισμού κι Αθλητισμού «Η Πάρνηθα», κος Γιώργος Μαυροειδής, ο Ολυμπιονίκης, Κώστας Θάνος, καθώς και εκπρόσωποι της Ελληνικής Ομοσπονδίας Πάλης.

 Ο κ. Μπούρας δήλωσε: «Χαίρομαι ιδιαιτέρως που βρίσκομαι σε αυτό το σημαντικό γεγονός για το Τουρνουά Πάλης, διότι τιμάται ο Ντίνος Παπαγεωργίου, ένας ξεχωριστός δάσκαλος και άνθρωπος που αφιέρωσε με ανιδιοτέλεια τη ζωή του στον αθλητισμό και βοήθησε ποικιλοτρόπως στην ανάδειξη της πάλης». Ο κ. Μπούρας εξήρε το έργο τόσο του Δημάρχου, όσο και του Προέδρου «Η Πάρνηθα» για τις επιτυχημένες δράσεις τους στους τομείς του Πολιτισμού και του Αθλητισμού.

President of Russia Vladimir Putin: Colleagues,

To conclude our trilateral meeting, I would like to thank again my colleagues, the President of Azerbaijan and the Prime Minister of Armenia, for agreeing to come to Russia today and to discuss the situation taking shape in the region in general and as regards the settlement of the Karabakh problem.

I should say from the start that our talks today were very constructive. It was an in-depth analysis of the current situation. We gave credit to the efforts of the Russian peacekeepers, border guards and those specialists who conduct mine clearing and ensure people’s return to their homes.

I also want to stress that we agreed on a number of issues which I consider vital. The first of them is the establishment of mechanisms for border demarcation and delimitation between the two states, and we agreed to complete this work by the end of the year. I hope it will happen as soon as possible. There are no obstacles to establishing such mechanisms.

Second, I would like to mention a very important and sensitive point related to humanitarian issues, and we have also made good progress here.

Finally, we held an in-depth discussion on economic issues, on developing economic ties, and spoke about unblocking transport corridors as the first step. This concerns both railway and road traffic.

I think we ought to thank our deputy prime ministers who have been working on this issue for a long time, and we agreed that next week they will meet in Moscow to sum up some of the results and announce the decisions we approved today.

Thank you very much once again for today’s work. I want to thank both the President of Azerbaijan and the Prime Minister of Armenia.

President of the Republic of Azerbaijan Ilham Aliyev: Thank you very much, Mr President.

To begin with, let me once again express my gratitude for today’s meeting as well as for your efforts to create a favourable atmosphere in resolving issues between Azerbaijan and Armenia.

A year has passed since the trilateral Statement put an end to the war between the two countries, and we generally view this year as a positive one. I would like to use this opportunity to thank you again, Mr President, and the Russian Defence Ministry for the peacekeeping efforts in Karabakh. There have been no serious incidents in the zone of responsibility of the Russian peacekeeping forces.

There have been many important events during this year. This is our second meeting in this format; the first one was held at the beginning of the year and this one is to finish the year. I do not want to repeat what the President of Russia said about delimitation, demarcation and unblocking of transport arteries. Today we have had a very detailed and I would say sincere talk on all these issues. We openly discussed our plans that cause concern of both parties, and I think the key is that the decisions we made regarding settling arguments and disputes will contribute to making the situation in the South Caucasus safer and more predictable.

Also, as the President of Russia noted, humanitarian issues were discussed. Azerbaijan always consistently advocated the observance of all humanitarian norms, be it during hostilities or afterwards. I must say that after the hostilities ended, over 100 Armenian servicemen were returned to Armenia, including one today who had been wounded and was treated by Azerbaijani doctors, as well as a civilian who got lost on our territory. It means we have always proceeded from the primacy of the principle of humanism and we are set to proceed in that direction. We see the same commitment from the Armenian side to build conditions for the situation in the region to be more predictable.

I repeatedly said that we in Azerbaijan are ready to turn the page after many years of confrontation with Armenia and start the stage of normal interaction. I think in this format we are approaching our goals. Russia is a friend and strategic partner for Azerbaijan, I would even say, more than a strategic partner, and the level of trust-based relations between Azerbaijan and Russia also contributed to finding a solution to the most sensitive issues with Armenia.

I think our meeting will yield good results, which will be visible very soon and the situation in the region will become safer and more predictable.

Mr President, thank you again for the invitation and for today’s meeting.

Prime Minister of the Republic of Armenia Nikol Pashinyan: Mr President, allow me to thank you again for the invitation and, of course, for creating a positive working atmosphere.

I want to stress that we had a very positive meeting, a positive conversation. We discussed practically all the issues on the agenda. It was not a meeting meant to conceal problems. It was a meeting where we openly discussed all issues. I want to note that it is very positive that we clarified our positions and it turned out that we do not have disagreements on some issues which seemed to exist prior to the meeting.

I want to say that indeed, regarding reopening of all transport and economic routes in the region we stated that we have a common understanding of how the routes will operate.

The topic of delimitation, demarcation and the start of this process is not new, and we discussed it as well. We also adopted a trilateral Statement, which says that conditions need to be established for that, which means some sort of security and stability mechanisms on the border between Armenia and Azerbaijan must be created.

Obviously, humanitarian issues were also discussed.

I generally hold a very positive view of today’s talks and today’s meeting. I want to thank our strategic ally, the Russian Federation, for the initiative. I think that if our talks gain momentum based on this meeting, we can expect real results.

I reaffirm the readiness of Armenia and the Government of Armenia, which got its mandate from the people of Armenia, to usher in the era of peaceful development for our country and for our region. We are committed to that and today’s meeting clearly contributed to the implementation of this agenda.

Vladimir Putin: To conclude, I want to stress again that the meeting was highly useful and timely. As has been said, we signed a Statement on the results of our today’s work. The public and the media can read that statement. It gives a more detailed account of what we worked on and what we agreed on.

You can see to my left our present to both our Armenian and Azerbaijani friends: an olive branch, a symbol of peace and wellbeing. I sincerely hope that today’s agreements will be followed on and will create conditions for further steps in normalising relation in the entire South Caucasus.

Κούρεμα της προσωπικής διαφοράς και λογιστική αύξηση της σύνταξης από 50 ως 88 ευρώ θα δουν στα νέα ενημερωτικά σημειώματα συντάξεων πάνω από 550.000 παλαιοί πριν από τον Μάιο του 2016 συνταξιούχοι, οι οποίοι αποχώρησαν με 35 ως 40 έτη ασφάλισης και οι συντάξεις τους επανυπολογίστηκαν με τα ποσοστά αναπλήρωσης του Νόμου 4670/2020.

Τα νέα ποσά σύνταξης και προσωπικής διαφοράς που θα έχουν οι 550.000 παλαιοί συνταξιούχοι θα τα δουν όταν αναρτηθούν στον ΕΦΚΑ τα νέα ενημερωτικά τους σημειώματα που έχουν καθυστερήσει και αναμένεται να φανούν Δεκέμβριο ή Ιανουάριο.

Το ένθετο «Ασφάλιση και Συντάξεις» έρχεται σήμερα με νέα στοιχεία αυτών των επανυπολογισμών να δώσει μια εικόνα για το πόσο μειώθηκαν οι προσωπικές διαφορές με τις λογιστικές αυξήσεις που πήραν στις συντάξεις τους οι παλαιοί συνταξιούχοι με 35 ως 40 έτη ασφάλισης από τον επανυπολογισμό του νόμου Βρούτση. Κυρίως, δε, μέσα από τα στοιχεία αυτά βγαίνουν και οι συνταξιούχοι που θα έχουν πραγματικές αυξήσεις από το 2023-2024.

Από μια πρώτη εικόνα για τον μέσο όρο των λογιστικών αυξήσεων που προκύπτουν για τους συνταξιούχους 26 Ταμείων φαίνεται ότι στην κατηγορία από 35 ως 40 έτη οι πρώτοι που θα δουν να μηδενίζεται η προσωπική διαφορά με αυξήσεις το 2023 και 2024 είναι οι συνταξιούχοι του ΙΚΑ και του ΝΑΤ, όπου κατά μέσο όρο τους μένει υπόλοιπο προσωπικής διαφοράς 72 ευρώ και 51 ευρώ.

Κοντά σε αυξήσεις από το 2025 είναι και οι συνταξιούχοι του ΤΑΠ-ΟΤΕ, του Ταμείου Νομικών, ενώ για το Δημόσιο οι πραγματικές αυξήσεις για όσους δεν έχουν περάσει τον πήχυ της προσωπικής διαφοράς θα έρθουν από το 2026.

Τα δεδομένα αυτά ισχύουν κατά μέσο όρο για τους επανυπολογισμούς από τα 35 ως τα 40 έτη. Αν ο μέσος όρος των προσωπικών διαφορών υπολογιστεί για όσους έχουν 38, 39 και 40 χρόνια, τότε οι συνταξιούχοι θα μπουν νωρίτερα στη λίστα των αυξήσεων γιατί όσο ανεβαίνουν τα έτη ασφάλισης τόσο περισσότερο αυξάνεται η σύνταξη στον επανυπολογισμό και η προσωπική διαφορά χαμηλώνει μέχρι να μηδενιστεί.

Με το Νόμο 4670 που έφερε και ψήφισε στη Βουλή η κυβέρνηση της Ν.Δ. τον Φεβρουάριο του 2020 αντικαταστάθηκαν από τα 30 έτη ασφάλισης και άνω οι συντελεστές υπολογισμού και επανυπολογισμού συντάξεων που προέβλεπε ο Νόμος 4387, ο οποίος είχε ψηφιστεί από τον ΣΥΡΙΖΑ τον Μάιο του 2016.

Με τον νέο νόμο (γνωστός και ως νόμος Βρούτση επειδή ψηφίστηκε επί υπουργίας του στο Εργασίας) αποκαταστάθηκαν εν μένει οι μειώσεις που είχε προκαλέσει ο Νόμος 4387 (γνωστός και ως νόμος Κατρούγκαλου) στις συντάξεις που εκδόθηκαν από 13/5/2016 και μετά, οι οποίες επανυπολογίζονται και παίρνουν αυξήσεις.

Από τους νέους συνταξιούχους αυξήσεις έχουν πάρει μέχρι στιγμής περίπου 65.000 συνταξιούχοι και περιμένουν άλλοι τόσοι λόγω καθυστερήσεων στη διαδικασία επανυπολογισμού.

Επανυπολογισμός γίνεται και στους παλαιούς συνταξιούχους, αλλά για να πάρουν αυξήσεις θα πρέπει να μηδενίσουν την προσωπική διαφορά που τους «κληροδότησε» ο επανυπολογισμός που είχαν με τα ποσοστά του νόμου Κατρούγκαλου.

Μέχρι στιγμής αυξήσεις πληρώθηκαν ήδη σε 140.000 συνταξιούχους που μηδένισαν την προσωπική διαφορά και είναι σε αναμονή άλλοι 50.000 που θα δουν αυξήσεις μέσα στο 2022.

Για πάνω από 550.000 παλαιούς συνταξιούχους όμως οι αυξήσεις είναι λογιστικές γιατί δεν μηδένισαν την προσωπική διαφορά, αλλά τη μείωσαν.

Το κέρδος για όσους έχουν πάρει λογιστική αύξηση τώρα είναι ότι θα μηδενιστεί πιο γρήγορα η προσωπική διαφορά στον επόμενο γύρο αυξήσεων και θα δουν πιο σύντομα αυξήσεις στην τσέπη, που δεν θα τις έβλεπαν για μια 10ετία αν έμενε σε ισχύ ο νόμος Κατρούγκαλου.
