Prime Minister concludes productive G7 Leaders’ Summit in France

The Prime Minister, Justin Trudeau, today concluded his participation at the G7 Leaders’ Summit in Biarritz, France.

In discussions on the global economy with G7 leaders, Prime Minister Trudeau stressed the need for leaders to work together to build economies that work for everyone and strengthen the middle class. He underscored the importance of the rules-based international order in supporting growth and opportunities for people around the world to share in a better future.

The G7 leaders also agreed to Prime Minister Trudeau's initiative to task their Finance Ministers to report back to their leaders on the state of the global economy, so countries can take concerted action to address signs of risk and ensure stable, sustained growth for people.

G7 leaders agreed to work in partnership with African leaders to support transformation, growth, shared prosperity in Africa. The Prime Minister announced several initiatives, including funding in support of the Affirmative Finance Action for Women in Africa initiative to help women entrepreneurs succeed by providing them with access to financing to start their own businesses.

During the Summit, leaders discussed the importance of advancing gender equality and women’s empowerment. Canada joined the Biarritz Partnership on Gender Equality which highlighted the progress being made by Canada on policy and legislative measures needed to further address inequalities in Canada and abroad. Leaders agreed to concrete actions in response to the recommendations of the G7 Gender Equality Advisory Council, which was launched for the first time by Canada in 2018, and continued by France in 2019.

Prime Minister Trudeau also announced $179.2 million in investments to support quality education for women and girls living in crisis, conflict-affected and fragile states. This funding completes Canada’s commitment as part of the $3.8 billion mobilized at the G7 Summit in Charlevoix, Quebec in 2018 – the largest in history.

A key theme of the Summit was the importance of addressing climate change, biodiversity and oceans. The Prime Minister stressed the urgent need for collective action to tackle the climate crisis and protect our shared environment. He announced an important set of projects to support global climate action including continued strong support for the Green Climate Fund. He also underscored Canada’s leadership to safeguard our world’s oceans, coasts, and coastal communities, and called on others to come together to protect these shared resources. Canada welcomed France’s work to encourage coalitions on environmental issues.

During the Summit, leaders discussed the opportunities that artificial intelligence offers our economies and societies. The Prime Minister spoke about the importance of the responsible development of human-centric approaches to artificial intelligence, The Prime Minister advanced a new Global Partnership on AI, an initiative created by Canada and France, and developed in partnership with other countries and the OECD.

The Prime Minister announced $15 million to help fight the fires in the Amazon.

In addition to the discussion regarding the wildfires in the Amazon, the Prime Minister and his G7 counterparts also discussed efforts to address key regional and global challenges, including Russia and ongoing reform efforts in Ukraine, as well as the crisis in Venezuela. The Prime Minister thanked the Leaders for their support in advocating for the release of the detained Canadians Michael Spavor and Michael Kovrig in China.

Here are a few of the biggest takeaways from the trip:   A message of unity. President Trump and President Emmanuel Macron of host nation France held a joint press conference earlier today. Over the weekend, they worked together to achieve progress on a number of fronts, including global security, fair trade practices, and better economic opportunity for all. “I want to thank you very much, Mr. President, for the incredible job you did. This is a truly successful G-7,” President Trump said.   Securing a billion-dollar trade deal. One of the biggest wins from the summit was President Trump’s announcement of locking in a trade agreement with Prime Minister Shinzo Abe of Japan. The deal secures market access for a number of American agricultural goods, and Japan has agreed to purchase large sums of our farmers’ corn.   Promoting USMCA. With Canadian Prime Minister Justin Trudeau by his side, President Trump talked about the importance of expanding America’s trading partnership with our neighbors by passing the U.S.–Mexico–Canada Agreement. With both Canada and Mexico having essentially finalized it, President Trump noted that it’s time for American lawmakers to do the same. “Our farmers love it, the unions love it, the workers love it, manufacturers love it . . . hopefully that’ll be put to a vote very soon.”   Developing stronger trade with Europe. While meeting with Chancellor Angela Merkel of Germany, President Trump discussed how best to meet global and regional security challenges and previewed even better trade relations to come with Germany and the European Union. Germany is “a great trading partner,” he said. “And we probably think we’re going to be upping the trade over a very short period of time.”   Helping to reduce India-Pakistan tensions. In his meeting with Prime Minister Narendra Modi of India, President Trump reaffirmed the need for dialogue between India and Pakistan and also worked to build on the great economic relations between our nations. The G7 Summit organized by France in Biarritz has successfully produced agreements by the Heads of State and Government themselves on several points summarized below: Trade The G7 is committed to open and fair world trade and to the stability of the global economy. The G7 requests that the Finance Ministers closely monitor the state of the global economy. Therefore, the G7 wishes to overhaul the WTO to improve effectiveness with regard to intellectual property protection, to settle disputes more swiftly and to eliminate unfair trade practices. The G7 commits to reaching in 2020 an agreement to simplify regulatory barriers and modernize international taxation within the framework of the OECD. Iran We fully share two objectives: to ensure that Iran never acquires nuclear weapons and to foster peace and stability in the region. UkraineFrance and Germany will organize a Normandy format summit in the coming weeks to achieve tangible results. LibyaWe support a truce in Libya that will lead to a long-term ceasefire. We believe that only a political solution can ensure Libya’s stability. They also tasked the G7 finance ministers to closely monitor the state of the global economy. The reform of the World Trade Organisation (WTO) was also on the agenda, following the commitment made at the G20 summit in Osaka to modernise the WTO. "The G7 wishes to overhaul the WTO to improve effectiveness with regard to intellectual property protection, to settle disputes more swiftly and to eliminate unfair trade practices." Africa G7 leaders endorsed a new framework between the G7 and Africa. They worked together to find ways of cooperating with African partners to develop tools to support sustainable economic development across the continent. In addition, a specific G7 action plan on the Sahel was endorsed to improve development and security cooperation. The EU also announced financial support for the African Development Bank's Affirmative Finance Action for Women in Africa (AFAWA) programme. The EU's contribution of over €85 million will help develop 100 000 businesses run by women. As regards financial commitments, the EU announced a contribution of €550 million to the replenishment of the Global Fund to fight AIDS, Tuberculosis and Malaria. "This means that our overall involvement will exceed €1 billion," said President Donald Tusk at the beginning of the summit. The EU will also contribute an initial €1 million to the International Fund for Survivors of Conflict-Related Sexual Violence, which Nadia Murad and Doctor Denis Mukwege, winners of the 2018 Nobel Peace Prize, presented to G7 leaders during the summit in Biarritz. Climate change and oceans On climate change, the EU and other G7 partners reaffirmed their commitment to the full and effective implementation of the Paris Agreement. Leaders followed up on the G7 Ocean Plastics Charter agreed last year at their summit in Canada and discussed further initiatives to reduce plastic pollution. G7 leaders also endorsed a charter on biodiversity, as adopted by the G7 environment ministers in May 2019. The charter aims to boost efforts to halt biodiversity loss and to sustain a healthy planet. Digital transformation Leaders also discussed the digital transformation and how to ensure that it is open, free and secure. The discussion focused on ways to defend our democratic societies and institutions – and our electoral processes – from foreign threats.
