On Tuesday, MEPs gave their final approval to two pieces of legislation implementing EU tariff commitments under the August 2025 EU-US joint statement.

Sunset clause: tariff preferences set to expire on 31 December 2029, unless renewed

Clear conditions set on tariff reductions on steel and aluminium derivatives

Safeguard mechanism to protect EU industry and agricultural sector

The main proposal for a regulation, adopted by 440 votes to 151 with 50 abstentions, eliminates tariffs on all US industrial goods and provides preferential market access for a wide range of US seafood and agricultural goods.

The second proposal for a regulation, endorsed by 444 votes to 152 with 54 abstentions, concerns the prolongation of tariff-free imports of lobster, and now also includes processed lobster.

Both proposals were previously agreed by Parliament and Council negotiators, who introduced several elements strengthening the Commission’s original proposal.

Sunset clause

The main regulation on industrial and agri-food imports will expire on 31 December 2029. By 30 June 2029, the Commission will make a comprehensive assessment of its trade effects on EU industry, agriculture and small and medium-sized enterprises, and of changes in trade patterns with third countries, accompanied by a legislative proposal to prolong the regulation’s duration, if appropriate.

Steel and aluminium derivatives

In August 2025, the US added 407 product categories to the list of derivative steel and aluminium products subject to tariffs. Parliament considered that these new tariffs increased the level of trade instability and pushed for this issue to be addressed in the main regulation. As a consequence of this, the Commission will now be able to suspend tariff preferences if by 31 December 2026 the US continues to apply a tariff rate higher than 15% on EU steel and aluminium derivatives. The Commission will report to the European Parliament and to the Council, by 1 December 2026, on the tariff treatment of steel and aluminium derivatives.

Strengthened suspension clause

The Commission will also be able to suspend tariff preferences if the United States fails to address the EU’s concerns regarding the tariff treatment of Union exports which until 24 February 2026 benefitted from the 15% all-inclusive tariff ceiling.

Safeguard mechanism

Parliament and Council also agreed to establish a safeguard mechanism should tariff preferences granted to the US lead to increases in imports that threaten to cause serious injury to EU industry, including the agricultural sector. The Commission will be able to start an investigation on its own initiative, or on the basis of information provided by one or more member states or by the European Parliament. The Commission will also report to the Parliament and the Council on a quarterly basis on changes in trade volumes and values of US exports of the goods covered by this legislation.

Quote

Bernd Lange (S&D, DE), International Trade Committee Chair and standing rapporteur for the US, said: “Despite the pressure, Parliament stood its ground throughout these negotiations. Our determination has paid off, delivering a stronger agreement for European businesses and citizens and far more robust guardrails than originally envisaged."

“By translating the EU’s commitments in the joint statement into law, this regulation becomes part of the EU’s defensive toolbox: it not only strengthens and stabilises EU-US trade relations, but it also gives the EU the ability to respond if the United States fails to uphold its side of the bargain. Thanks to Parliament’s firm stance, the final text now contains a far stronger safety net, including a robust suspension clause, a sunset clause, a safeguard clause, enhanced review mechanisms and stronger democratic oversight."

“Having the right tools are only half of the job. Political will is also needed. We will continue to closely watch the implementation of this agreement. If the US side breaches either the letter or the spirit of the Turnberry agreement, Parliament will insist that the Commission makes full and timely use of every instrument provided by this regulation and the wider EU toolkit. A stable and prosperous transatlantic partnership can only succeed if both sides remain committed to it.”

Next steps

Once approved by the Parliament, it will be the Council’s turn to formally approve the agreed texts. The new legislation will then enter into force on the day after its publication in the EU’s Official Journal.

Background

On 27 July 2025, in Turnberry, Scotland, US President Donald Trump and European Commission President Ursula von der Leyen reached a deal on tariff and trade issues, outlined in a joint statement.

On 28 August 2025, the Commission published two legislative proposals aimed at implementing the tariff-related aspects of the statement.

Plenary session   DEVE

Coherent approach combining development cooperation and migration management essential

Should focus on preventing the instrumentalisation of migration

Cooperation key to ending smuggling and human trafficking

On Tuesday, MEPs adopted a report on reinforcing development cooperation to address irregular population movements and their root causes in EU partner countries.

The report, adopted in plenary on Tuesday with 344 votes in favour, 237 against and 66 abstentions, argues that a holistic approach combining development cooperation and migration management is essential to deliver security and solidarity both within the EU and in countries of origin and transit.

Coherent EU policy

MEPs restate the connections between migration and development cooperation, calling on the Commission and EU member states to extend their commitment to policy coherence for development to migration policies, in full respect of human rights and the Sustainable Development Goals (SDGs). They argue EU development policy should continue to prioritise poverty eradication, inequality reduction and sustainable development, in line with the SDGs, while also focusing on long-term investments based on the needs of partner countries - including when addressing the root causes of irregular migration and forced displacement.

The EU’s approach must, MEPs say, be prepared and implemented in a fully coherent manner, with a pragmatic and mutually beneficial, results-oriented approach aimed at bringing stability and economic opportunities to partner countries, including migration flow countries of origin and transit.

Root causes

MEPs pinpoint issues where the EU can provide tailored support for partner countries, such as on fragile geopolitical contexts, the impact of climate change, the role of agriculture, empowering young people, promoting and supporting sustainable economic development, and capacity-building to support education, healthcare, and democratic consolidation.

Cooperation

MEPs say the EU should promote cooperation with partner countries on migration, based on solidarity, shared responsibility, and respect for human rights. Cooperation is also essential in the fight against human trafficking and smuggling, and it should also focus on preventing the instrumentalisation of migration.

They argue that strict border controls without alternative legal pathways for migration shift the routes, introducing different steps in the journey and new transit countries, thus increasing the precariousness of the journey and the exposure of migrants to smuggling networks, extortion and violence.

Quote

Speaking after the vote, rapporteur Lukas Mandl (EPP, AT), said: “Europe is the world’s largest investor in development cooperation, surpassing any other global actor. Europe's soft power must not be underestimated in promoting universal values such as human dignity and individual freedom. Development cooperation also plays an important role in addressing Europe's own challenges. The European Parliament has now clearly stated that the EU's international partnerships should contribute to tackling irregular migration and help address the demographic crisis through labour migration.”

Background:

In recent years, farmers have been facing an increasingly challenging operating environment, leading to protests in EU member states. In response, the European Commission proposed amendments to a number of EU legal acts. The compromise reached on the farmers’ position between the Council and the Parliament aims to make written contracts a general rule, reinforce the bargaining power of producer organisations, simplify their recognition, and establish an incentive framework for voluntary schemes and social sustainability initiatives. following a push by Parliament, the agreement protects the denominations of meat and certain meat products, and excludes lab-grown alternatives labelled as 'meat' to ensure consumer transparency and fair competition.

Cosmetics containing carcinogenic, mutagenic, and reprotoxic substances must be taken off the market faster than the Commission is proposing

Labels must remain legible for consumers

Simplification of fertiliser rules to benefit EU producers and farmers

The changes will introduce greater flexibility to chemicals rules while maintaining high levels of protection for human health and the environment.

On Tuesday night, Council and Parliament negotiators reached a political agreement on the Commission’s “omnibus VI” package to simplify provisions relating to cosmetics products, the classification, packaging, and labelling of chemicals (CLP), and fertilising products.

Cosmetics

The co-legislators agreed to phase out cosmetics containing prohibited CMR (carcinogenic, mutagenic and reprotoxic) substances faster than the Commission had proposed. Where a substance is not defended for continued use, companies will have — once the ban takes effect — 6 months to stop placing affected products on the market and 12 months before they can no longer be made available — as opposed to the Commission's 12 and 24 months, though still longer than the current rules, which set no staggered transition.

Companies wanting to keep using a substance will have up to 12 months from its new classification to request a derogation, and the phase-out clock starts only once that request is decided. If the derogation is refused on safety grounds, the company will then have 3 months to stop placing products on the market and 9 months before they can no longer be made available. If it is refused due to the availability of a suitable alternative, 24 and 36 months.

The co-legislators also decided against exempting CMR substances based on oral or inhalation exposure as otherwise proposed by the Commission and reintroduced the requirement for cosmetic products containing nanomaterials to be notified to the Commission prior to being placed on the market, but not 6 months prior as currently.

To accelerate the replacement of hazardous substances in cosmetic products, the Commission will develop guidance specifying the analysis of alternatives one year after entry into force of this legislation.

Classification, labelling and packaging of chemicals

Co-legislators agreed on revisions to the recently amended CLP Regulation, to allow for more flexible rules for the classification and labelling of chemicals, including easy-to-read labels, wider use of digital labelling, and the easing of advertising rules to reduce costs and complexity, while ensuring consumer protection

It was agreed that the label elements shall be legible for consumers. Where the substance is placed on the market for the public, the text of the label shall use a font size where the x-height is equal to or greater than 1.2 mm. When the contents of the package of the substance do not exceed 125 ml, the x-height must be equal to or greater than 0.9 mm.

To address practical labelling challenges while ensuring that full hazard information remains available on the outer packaging, co-legislators agreed that, for chemical products in containers of 10 ml or less, some label elements — though not the hazard pictograms — may be provided on a digital label.

To bring regulatory clarity and address possible public health concerns, co-legislators introduced a specific 15-month deadline for suppliers to update labels when a new evaluation leads to a more severe classification, instead of "without undue delay" as proposed by the Commission.

To prevent fragmented implementation timelines, Parliament last year postponed application of most parts of the revised regulation on the classification, labelling, and packaging of chemicals to 1 January 2028.

Fertilisers

Co-legislators agreed to simplify the EU fertilising products regulation ((EU) 2019/1009) to support EU farmers and innovation and competitiveness in the EU fertilising products sector without compromising the protection of human health and the environment.

While the Commission had proposed replacing the extended REACH registration requirement for substances used in fertilising products with the standard REACH regime, the co-legislators chose to retain a registration obligation for substances with a harmonised classification as particularly harmful.

Quotes

The rapporteur for the Environment, Climate and Food Safety Committee Dimitris Tsiodras (EPP, Greece) said: “With this agreement, we have demonstrated that simplification and a high level of protection can go hand in hand. We have reduced unnecessary burdens for businesses, strengthened the visibility of safety information for consumers and delivered greater legal certainty for industry, while fully preserving Europe’s high standards for health and environmental protection.”

The rapporteur of the Internal Market and Consumer Protection Committee Piotr Müller (ECR, Poland) said: “We welcome this trilogue agreement as a meaningful step forward for European industry. Our shared goal was to cut red tape and support growth across the chemical, cosmetics, and fertiliser sectors. Could we have gone further? Certainly. There are issues we will continue to push in future reviews. But today's outcome is a genuine win for EU competitiveness.”

Next steps

The informal agreement must now be endorsed by both Parliament and Council. It will then enter into force 20 days after it has been published in the EU Official Journal.

Background

The “chemicals omnibus” is part of a wider effort to simplify EU laws and ease administrative burdens, helping businesses innovate and grow in line with the Draghi report on EU competitiveness.

The chemical industry consists of 29,000 companies providing 1.2 million direct jobs and supporting 19 million people across supply chains. According to the Commission, the proposed measures to reduce compliance costs and ease the administrative burden should save the industry at least €363 million a year. In July 2025, the Commission also presented a European chemicals industry action plan.

Final vote on migrant returns policy reform

MEPs will vote at 12.30 on the provisional political agreement reached with the Council on EU returns policy. The reform introduces new obligations for non-EU nationals without the right to stay in the EU to cooperate with return authorities, allows detention for up to 24 months – and potentially longer under certain conditions, strengthens the mutual recognition of return decisions across the EU, and allows the possibility to use “return hubs” in non-EU countries. The rapporteur will speak to journalists after the vote, at 13.30.

New genomic techniques split into two categories (NGT-1 and NGT-2), with different legal obligations

NGT-2 plants will continue to be covered by the existing rules on genetically modified organisms (GMOs)

NGTs can be patented but safeguards to ensure affordability and fair access for farmers

Reducing farmers’ dependency on imports and improving their competitiveness

Parliament has adopted new rules facilitating access to new plants that are climate and pest resistant, give higher yields and require fewer pesticides.

The amended rules for new genomic techniques (NGTs) were provisionally agreed between Parliament and Council in December 2025.

The new EU rules mark a shift towards regulating plants on the basis of what they finally look like genetically and not how they were made. NGT-altered plants are to be split into two categories with different legal obligations.

NGT-1 — This category is for plants with a limited number and type of changes that could have occurred through conventional breeding. Once it has been verified that they meet the criteria for NGT-1 status, they will be treated like conventional plants.

Based on a request by Parliament, plants engineered for herbicide-tolerance or to produce insecticidal substances cannot become NGT-1 plants.

NGT-2 — This category is for plants that have undergone more extensive or complex genetic modifications. These are covered by the existing strict GMO rules and will be subject to risk assessment. They must obtain an authorisation before being commercialised in the EU.

The rules will apply both to plants originating in Europe and to those imported. Several products made from NGT plants are already available on the market or in advanced development outside the EU. Examples include low-gluten wheat, pathogen-resistant potatoes, and drought-tolerant maize.

Traceability, labelling and opt-outs for member states

Full traceability and labelling will remain obligatory for NGT-2 plants and EU countries may restrict or prohibit their cultivation even if authorised for cultivation in the EU. Plant varieties containing or derived from an NGT-1 plant will be listed in a public EU database and all seed bags and reproductive material must be labelled NGT-1, to allow farmers to make an informed choice.

To steer the use of NGTs towards developing plants with sustainability features (e.g. climate and pest resistance), the regulation makes it mandatory to monitor the sustainability impacts of NGT plants.

Organic plants

No NGTs will be allowed in organic production but the technically unavoidable presence of NGT-1 plants would not constitute non-compliance. The Commission will assess whether this regulation creates any administrative, economic, or practical burdens for organic operators, including relating to their own perception and that of consumers.

Intellectual property rights and patents

It will be possible to patent NGTs, except for those traits or sequences occurring in nature or produced by biological means. MEPs inserted safeguards to prevent market concentration, and to ensure affordability and fair access for farmers, so they retain the right to save and replant seeds.

Quote

Rapporteur Jessica Polfjärd (EPP, SE) said: “This is a historic victory for Europe's farmers and Europe's future. By approving the use of NGTs, we have chosen innovation, competitiveness, and food security. European farmers have long been calling for access to these modern breeding tools, to help them develop crops that are more resilient and less dependent on pesticides. By making these safe, science-based breeding technologies available, Parliament is delivering for European farmers, safeguarding our food security, and building a more competitive and innovative Europe.”

A press conference with the rapporteur, scheduled for 14.00, can be viewed here.

Next steps

The regulation will enter into force 20 days after it has been published in the EU Official Journal and will apply two years later.

Plenary session

On Wednesday, Belarusian journalist Andrzej Poczobut, imprisoned in 2021 before being released in April 2026, addressed MEPs in a formal sitting.

Parliament President Roberta Metsola conferred the 2025 Sakharov Prize for Freedom of Thought to Andrzej Poczobut, before the latter spoke to MEPs in a formal plenary sitting. The prize was originally awarded to him (and Georgian journalist Mzia Amaglobeli) in December 2025, when both journalists were still in prison in their respective countries.

Welcoming Mr Poczobut, President Metsola said: “It is our honour to welcome Andrzej Poczobut to the European Parliament as a free man. The Sakharov Prize we awarded him last year recognised not only his courage, but the values he refused to abandon despite years of unjust imprisonment. His release gives hope, but it must also strengthens our resolve: wherever people are persecuted for speaking the truth, defending democracy or exercising their fundamental freedoms, Europe will not look away."

Mr Poczobut said: "I want you to know that your voice is not only heard in the free world. It crosses the prison walls. (…) I learnt about being awarded the Sakharov Prize and about the European Parliament’s earlier statements whilst I was in prison. I also saw that your concern for my fate influenced the behaviour of the guards;. Thank you for that!"

The people of Belarus silenced

Referring to the multiple attacks on the Polish minority in Belarus, Mr Poczobut said these actions were part of "the anti-European crusade led by Alexander Lukashenka for decades. The regime strives to instil in the next generations of Soviet values, totalitarian patterns of behaviour, strives to unify the society of Belarus."

He then highlighted the complete absence of freedom of expression and of press in Belarus, the ban on critical international correspondents from staying in the country, and the stalking of critical voices on social media by government authorities. He also referred to the fate of the 854 political prisoners still detained in the country, including 21 journalists, before speaking more generally about the rise of authoritarianism in the world, calling for the immediate release in Georgia of his fellow 2025 Sakharov Prize laureate, Mzia Amaglobeli.

Mr Poczobut concluded: "The situation in Belarus is extremely dramatic.(…).I believe that it is precisely long-term efforts to promote democracy and human rights, active support for all grassroots initiatives in authoritarian states, and support for independent media – that will bring about the moment when the European continent is finally united and Belarus is part of Europe in more than just a geographical sense."

Background

A representative of the Union of Poles in Belarus, the only Polish organisation still active in the country, and a historian and journalist working for more than 20 years, Andrzej Poczobut was imprisoned for several years, under difficult conditions, both for his activities in defence of the Polish language and culture, and for his journalism.

The Sakharov Prize for Freedom of Thought is named after the Soviet physicist and political dissident Andrei Sakharov. Since 1988, Parliament has awarded this prize annually to individuals, groups or organisations for their outstanding work in support of human rights, freedom of expression and democratic values. In 2020, the European Parliament had already awarded the Sakharov Prize to the democratic opposition in Belarus.

Any further EU engagement with Georgia should depend on the government reversing its anti-European path

Accession process with Türkiye stays at a standstill, but the country remains strategically important for the EU

MEPs warn of continued democratic backsliding in both countries and call for reforms and a stronger EU response.

Georgia

With serious continued democratic backsliding in Georgia, MEPs regret that the ruling Georgian Deam party has not taken any steps to reverse the negative trends. The report highlights that EU and member states’ engagement with the Georgian authorities should be strictly conditional on their taking tangible and verifiable steps to reverse the course of democratic regression, restrictions and fierce Russian-style anti-EU-disinformation. The resolution, adopted on Wednesday by 436 votes in favour and 145 against, with 47 abstentions, expresses full solidarity with the Georgian people, who continue their struggle for a European and democratic Georgia in the face of democratic backsliding. The report maintains, however, Parliament’s previous position regarding non-recognition of the legitimacy of Georgia's parliament and the president appointed by it.

Quote

"The Georgian Dream regime continues to dismantle democratic institutions, silence independent media and hold one of the highest numbers of political prisoners in the region, including Sakharov prize laureate Mzia Amaglobeli. This is unacceptable for an EU candidate country. We must now move towards imposing coordinated EU-wide sanctions against those responsible for repression and state capture.", said the rapporteur Rasa Juknevičienė (EPP, Lithuania).

Türkiye

Although EU enlargement policy is currently regaining momentum, Türkiye is missing this window of opportunity due to a lack of democratic reforms, MEPs conclude in the resolution adopted on Wednesday by 381 votes in favour and 107 against, with 171 abstentions.

Despite the Turkish government’s repeated statements reaffirming its commitment to EU membership, key shortcomings affecting the accession process remain unaddressed, the report says. MEPs call on the Turkish government to tackle persistent deficiencies in the areas of the rule of law, human rights, democratic standards, freedom of the press and other fundamental freedoms, as well as to respect good neighbourly relations and international law. The Parliament deplores the fact that Türkiye continues to violate the sovereign rights of EU member states, such as Greece and Cyprus. The report also criticises the limited response of other EU institutions and many member states to these developments, urging them to take a stronger stance in defence of democratic standards and the rule of law in Türkiye.

Although the accession process has been at a standstill since 2018, Türkiye remains a country of strategic and geopolitical importance and a NATO ally, says the report.

Quote

The rapporteur Sancho Nachez Amor (S&D, Spain) said: “Türkiye continues to move rapidly towards a fully authoritarian model. The recent case targeting the main opposition party, CHP, and its legitimate leadership is the latest example of a broader erosion of democratic pluralism and the rule of law, highlighting the role of a judiciary which is weaponized for political purposes. In the face of such a grave situation, we are deeply concerned by the muted response of the Commission, the EEAS and the Member States, which continue to turn a blind eye to the ongoing dismantling of democracy in Türkiye. This silence undermines the EU’s image and credibility and further alienates the most pro-European and pro-democratic segments of Turkish society, with consequences that may take years to reverse.”

Montenegro aims to become an EU member by 2028, Albania wants to conclude accession negotiations by 2027

Lack of progress in North Macedonia and Kosovo since the previous report

Political leaders in Bosnia and Herzegovina urged to end obstructionism and renew their commitment to EU membership

On Wednesday, Parliament reviewed the EU accession progress of Albania, Bosnia and Herzegovina, Kosovo, North Macedonia and Montenegro.

Albania

In a report adopted by xx votes in favour, xx against and xx abstentions, MEPs welcome Albania’s swift progress in recent years, calling on the authorities to ensure legislation adopted is implemented fully. Despite its progress, Parliament says that Albania still faces several challenges, such as overcoming internal political polarisation and improving the country’s political culture, strengthening the rule of law and consolidating anti-corruption reforms. Noting Albania’s ambition to close membership negotiations by the end of 2027, the report warns that the quality of the country's reforms will determine the country’s accession timetable.

Bosnia and Herzegovina

With xx votes in favour, xx against and xx abstentions, MEPs reaffirm their support for Bosnia and Herzegovina's EU accession on the basis of unity, sovereignty and territorial integrity. They call for reforms to strengthen the country’s democratic institutions, uphold the rule of law, fight corruption and organised crime, and guarantee fundamental rights for all citizens. Parliament urges Bosnia and Herzegovina’s political leaders to renew their commitment to EU membership and implement long-overdue reforms without delay. It also calls for an end to obstructionism, politically motivated vetoes and divisive rhetoric, which hinder the country’s EU aspirations.

Kosovo

In a report adopted xx votes in favour, xx against and xx abstentions MEPs commend Kosovo’s continued commitment to the country’s EU membership application, while showing concern about its inability to form a functioning legislature and government for more than a year. They want Kosovo’s government to accelerate EU-related reforms, particularly in the areas of rule of law, fundamental freedoms, and the fight against corruption. The text stresses that the normalisation of relations with Serbia and the implementation of the Brussels and Ohrid agreements remain essential for Kosovo’s EU ambitions.

Montenegro

With xx votes in favour, xx against and xx abstentions, MEPs welcome Montenegro’s steady progress on EU-related reforms, underpinned by its ambition to complete negotiations by the end of 2026 and become the EU’s 28th member state by 2028. Alongside technical reform benchmarks, MEPs say that a strategic European orientation and unwavering commitment by Montenegro’s political representatives to the country’s independent statehood remain key political criteria in its EU accession process.

North Macedonia

In a report adopted by xx votes in favour, xx against and xx abstentions, Parliament underlines its full support for North Macedonia’s commitment to EU membership, stressing that progress on accession negotiations continues to depend on lasting and in-depth reforms. MEPs regret the lack of progress since 2025’s report, especially on the rule of law, judicial reform and the fight against corruption, and stress that renewed political commitment and cross-party cooperation are urgently needed, not least to adopt the necessary constitutional amendments that would allow the opening of the first negotiation cluster.

MEPs deplore the use of water as a tool for coercion and conflict

Stronger EU action on international water management needed

Accountability for attacks on water infrastructure and supplies

Today, 2.2 billion people lack access to safe drinking water, 3.5 billion to sanitation services

On Wednesday, MEPs called on the EU to strengthen its external action on water governance and integrate water-related risks into conflict prevention and peacebuilding efforts.

In a report adopted in plenary with 431 votes in favour, 111 against, and with 103 abstentions, MEPs urge the EU to step up its response to the growing use of water as a tool for political pressure, coercion and warfare.

Strengthening water diplomacy and cooperation

The MEPs agree that water cooperation remains insufficient despite growing pressure on shared water resources. While share transboundary waters, only 43 agreements are currently in place. They call on the EU to support partner countries in negotiating and implementing such arrangements, arguing that effective transnational water governance can help reduce tensions, and promote regional cooperation and the sustainable management of natural resources.

Funding and resources

The MEPs ask for adequate funding for water governance under the next long term EU budget, including through the Global Europe and Global Gateway programmes. It also supports increased EU investment, and public and private partnerships in climate-resilient water management and sanitation infrastructure, particularly in fragile and conflict-affected regions where reliable access to water can help reduce the risk of displacement and violence.

Justice and accountability

Russia's destruction of Ukraine’s water infrastructure and the imbalances in the control of water resources in the Middle East affecting Palestinian communities, are among the reported examples of how water can become a source of conflict and instability, MEPs say.

The MEPs stress the need for accountability for the deliberate targeting, destruction or denial of access to water infrastructure and supplies in conflict situations. They also back legal initiatives to ensure justice and compensation for affected communities, underlining the importance of strengthening international law and the role of competent criminal courts.

Quote

“Access to water is a human right and a prerequisite for stability and peace. Yet it is coming under increasing pressure: more than half of the world’s freshwater resources cross national borders, and their management is often inadequately regulated. Overexploitation, pollution, population growth and climate change are causing severe water scarcity in many regions and fuelling crises, inequalities, instability, migration and armed conflicts, in which access to water can even become a weapon. The report sets out proposals for action to prevent crises and conflicts in the long term and calls for existing foreign policy instruments to be strengthened and better integrated. European leaders and institutions should ensure that the transnational governance of water resources is recognised as a strategic, diplomatic and security priority within the EU’s foreign policy”, said rapporteur Leoluca Orlando (Greens/EFA, Italy).

Background

Growing pressure on water resources, caused by population growth, unsustainable industrial development, poor wastewater management, and unsustainable water use, is contributing to water scarcity, food insecurity and conflict. Today, around 2.2 billion people lack access to safe drinking water, 3.5 billion lack safely managed sanitation services, and around 4 billion people experience severe water scarcity for at least one month each year.

Statement by Prime Minister Carney on Easter

Statement by Prime Minister Carney on Easter
Statement by Prime Minister Carney on Easter April 5, 2026 Ottawa, Ontario “Today, I join millions of Christians in Canada and around the world in celebrating Easter. Easter is a time to commemorate the resurrection of Jesus Christ and the enduring promise of renewal and redemption. We are reminded that compassion is stronger than hate, that light follows darkness, and that hope endures – even in the face of despair. On this holy day, we carry forward the example and the blessings of Jesus with optimism for the future. Happy Easter, Canada, from my family to yours.”
