France: Retail FoodsIn 2022, the agri-food market in France was strongly impacted by inflation, recorded at 5.3 percent. This price increase has impacted the most modest strata of society and has cut into their ability to buy. Consumers are moving away from big brands to less expensive distributor brands. At the same time, the industry is also adjusting to new environmental regulations that prioritize high value, high quality food that is produced and marketed more sustainably. New packaging laws are phasing out single-use plastics in favor of more recyclable materials. The French retail network is diverse and very sophisticated, offering a wide range of opportunities for U.S. food products provided they conform to French and EU regulations.

India: India Forecasts Normal 2023 Southwest MonsoonIndia’s Meteorological Department (IMD) continues to forecast a normal 2023 southwest monsoon, according to a second forecast report issued on May 26, predicting that June through September rainfall will likely reach 96 percent of the long period average (LPA)/fifty-year average of 870 millimeter (mm). However, the one-week delayed onset resulted in a 10 percent rain deficit for June. As of June 30, kharif crop sowing is on pace, as farmers have switched from rice to less water intensive coarse cereals and oilseeds. IMD forecasts above normal rainfall in July in most parts of central India, which should increase water availability and positively impact the pace of sowing. However, deficit monsoon rains in June reduced reservoir storage levels below previous year levels in western and southern India.
India: India Increases Fair and Remunerative Price for Sugarcane Marketing Year 2023-24Report highlights: On June 28, 2023, the Cabinet Committee on Economic Affairs updated its Fair and Remunerative Price (FRP) for sugarcane marketing year (MY) 2023/2024 from INR 305 per quintal (USD $3.72/quintal) to a new high of INR 315 per quintal (USD $3.84/quintal). The new FRP will take effect starting October 1, 2023.
Philippines: Baking Ingredients Market BriefIn 2022, the Philippine baking industry spent roughly $1.5 billion on ingredients, with 77 percent ($1.2 billion) imported. The United States supplied more than 55 percent or $845 million worth of ingredients, mostly wheat. The baking industry is projected to grow at a compound annual growth rate of five percent and reach $2.5 billion in retail sales by 2027. Traders believe the United States is well-positioned to increase its exports of baking ingredients to the Philippines in the coming years by leveraging the Filipino consumers’ general preference for high-quality U.S.-origin products.

Canada: Canada Consults on Pesticides Strategy
On June 20, 2023, the Government of Canada announced next steps in their sustainable approach to pesticides management. As part of the announcement, Canada will restart the process of evaluating pesticide residue limits for increases, following a pause of this activity since August 2021. The announcement also included an announced ban of pesticides used for cosmetic purposes on federal lands as part of the Greening Government Strategy. Additionally, a Notice of Intent was published regarding strengthening the regulations of pest control products in Canada. The consultation remains open from June 20, 2023 to August 19, 2023.
Colombia: Update Sodium Regulation Compliance with Mandatory Third Party Certifications in Colombia
Starting July 13, 2023, a third-party certification issued by accredited certifying bodies will be mandatory to certify maximum sodium levels in processed products listed in Colombian Resolution 2013 of 2020. Since Resolution 2013 came into force in November 2022, listed processed products such as cheese, sauces, sausages, and ham were subject to a supplier's self-declaration in order to be admitted to Colombia. The purpose of this report is to help guide U.S. exporters of how to work with accredited certifying bodies to issue third-party certificates on sodium, the services they render, and prices.
India: Cotton and Products Update June 2023
FAS Mumbai estimates marketing year (MY) 2023/24 India cotton production at 26 million 480 lb. bales on 12.7 million hectares planted, a decrease from the previous year on the expectation that farmers will shift cotton acreage to higher return crops such as oilseeds and pulses. MY 2023/24 cotton sowing is 14 percent lower than last year, predominately in central and southern India due to delayed southwest monsoon rains. The Government of India has increased their MY 2022/23 production estimate to 26.8 million 480 lb. bales, validating that farmers have improved their storage and holding capacity as evident by significant volumes of market arrivals late in the season. However, the recent announcement of a 10 percent increase in the MY 2023/24 minimum support price for long staple cotton may prompt farmers to hold arrivals till new rates are effective from October onwards.
Japan: Updated Guide to New Phytosanitary Certificate Requirements of Japan
From August 5, 2023, Japan will begin to strictly require phytosanitary certificates (PC) for a broad range of previously exempted agricultural imports. This report aims to provide further details of Japan’s new PC requirements.
