EU politics and institutions
Reports point to the neutrality principle that several European states have renounced following the Russian invasion of Ukraine on 24 February 2022 asking if it is outdated and if the strategic positions of neutral countries are today in rapid evolution pushing them to choose sides and close ranks. Commenting on the Conference of the Future of Europe, papers note that the Conference offered an added value to the existing deliberative process by enabling the expression of an endless variety of personal opinions and views on key aspects of European democratic governance by academics and members from organized civil society. The extraterritoriality concept is analysed in depth and especially how the EU by using law, compliance and strategic intelligence can respond to challenges posed by superpowers. In that context, the general data protection regulation is an example of tangible EU action to protect its citizens and its industries. Reports also examine what the future of the EU's economic, social and territorial cohesion will look like in view of the green and digital transition which is fundamentally changing Europe's economy.

Celebrating in 2023 its 30th anniversary, the European single market is commented on as one of the greatest achievements of the European integration project, bringing 56 million additional jobs in Europe. Reports explore the state of economic convergence in the euro area, and if the redefinition of the Stability and Growth Pact will result in a more effective policy for achieving convergence, after more than 20 years since the introduction of the euro. They also look at how to make the Capital Markets Union work given that Europe has a high rate of savings and how to use those savings to increase productive investment. They discuss the ‘hidden’ impact of digitalisation on employment, particularly on the invisible conditions of some jobs, as perceived by workers, especially in the aftermath of the financial crisis and the Covid-19 pandemic; the main challenges faced by EU institutions in their response to Covid-19, and the role of the Health Emergency Preparedness and Response Authority (HERA). Papers note that digitalisation could be an enabler for the clean energy transition taking into account that the coming years will require a massive scale-up of renewable energy across the EU and a tremendous effort by European businesses and households to cut their energy consumption; they also highlight the need for a European digital sovereignty as Europe faces issues of sovereignty in this area.
