Think Tank Review - October 2022
- 25 October 2022
EU POLITICS AND INSTITUTIONS
Several papers analyse the policy making procedure in the EU from different angles, focusing on subsidiarity as an administrative principle, including some positive examples where it has been successful, and how to strengthen the role of science in European governance. The crises that the EU has been facing in recent years are considered in a global context so as to foresee the challenges that the EU will have to overcome dealing with climate change, hybrid warfare, the energy crisis or the defence of democracy. Reports not only look at the future of democracy, but also at the past and how the narratives of peace and prosperity that the EU evoked have been affected.

EU POLICIES
The current crisis in the energy markets and how EU should tackle it is observed in many articles, as well as the interplay of the energy crisis, climate change and the green transition. Sustainability is considered in most policy areas, especially how to achieve it in a highly competitive context when the EU is still recovering from COVID-19 and faces new challenges, such as those related to the Russian aggression in Ukraine. Articles explore the consequences of the resulting inflation in the Eurozone and how to secure the stability of the currency area, also considering EU fiscal policy. In relation to the digital transition, several articles consider how technology might influence the markets and economy - whereas some see it as an opportunity for Europe, others question how this transition may make inequality grow. In this area, cybersecurity poses a challenge and given the newness of AI, some reports question what to expect in the regulation from the EU.

FOREIGN AND SECURITY POLICY / DEFENCE
The value of the unity of the EU is highlighted in face of the war in Ukraine and hybrid threats, with consideration also being given to the emerging European Defence Union. In a context where the EU needs to adapt, several reports advocate further integration and giving substance to the European political community. Europe’s external actions are assessed with suggestions being made for improving the competition against other powers and the influence on developing countries in an increasingly globalised world. Some of the reports look at the Mediterranean as a space of global geopolitical competition.

GLOBAL AFFAIRS
Looking at how old challenges such as energy transition or migration policies have been aggravated by the Russian war in Ukraine, reports consider the impact on the global economy and trade and how fragile peace might be in other parts of the world as well. Other papers analyse the growing interconnectedness of the economy and call for new and enhanced reforms in trade policies and systems. Reports also analyse the impact of the war in Ukraine across the world and Russia’s relations with other countries such as China or Iran and its intervention in regional conflicts in other parts of the globe.
