This briefing describes the legislation in place, the system of guardianship of minors in Spain, the Majorcan Institute of Social affairs, the Natzaret Foundation, the timeline of events and the Report of the Commission of Experts on cases of sexual abuse and exploitation and Sexual Exploitation of Children of minors with a legal measure of protection of Mallorca.

In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities. The current precautionary measures do not affect work on legislative priorities.
Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions.
Following these decisions, the next AGRI Committee meetings will take place in Brussels on:

On 20-21 April, AGRI Members will discuss the impact of the war in Ukraine on fertilizers prices, and the financial support to the agricultural sector in this country.
Members will also discuss the sugar sector adaptation to the end of sugar quotas, the drought in the Iberian Peninsula and South-West Europe, and the production regulations of ecological and organic salt. The Committee will also exchange with the EESC on extensive livestock farming and organic fertilisers in the context of the European Green Deal, and will consider amendments to the draft report on the new EU Forest Strategy.

Μελέτη - Green Bonds: An assessment of the proposed EU Green Bonds Standard and its potential to prevent greenwashing - 31-03-2022

This study analyses the Commission proposal for a Regulation on European green bonds. It compares the proposal with existing EU legislation on sustainable finance and financial regulation and contextualises it in the EU green bond market. The assessment covers key regulatory aims, advantages of voluntary and mandatory options, different types of sustainable bonds, alignment with the Taxonomy Regulation, corporate and sovereign bonds, transparency requirements, review and supervision, enforcement and sanctions, and international aspects. On each aspect it provides policy recommendations to the co-legislators. This document was provided by the Policy Department for Economic, Scientific and Quality of Life Policies at the request of the committee on Economic and Monetary Affairs (ECON).

The impact on EU food markets of Russia's war on Ukraine is likely to be multi-faceted, with many companies already struggling with shortages of food ingredients and packaging materials. Using alternative ingredients requires altering labels, but this could mean months of testing recipes and waiting for new packaging with accurate labels. EU and global food prices are rising, but so are production costs, and transport and energy prices.

As set out in Article 285 of the Treaty on the Functioning of the European Union (TFEU), the European Court of Auditors (ECA) shall consist of one national of each Member State. Article 286 (2) TFEU further specifies that each Member State has the right to propose its candidate. The Council then adopts the list of Members as proposed by the Member States. Often, this is a partial renewal of the Court - only one or a few Members are appointed, as the mandates of the Members may expire at different points in time. The Council can only act after consulting the European Parliament; in practice, the Committee on Budgetary Control (CONT) is responsible and the Member-designate of the ECA makes a statement before the committee and has to answer its questions. CONT then votes on the nomination and thus issues a recommendation to plenary, which votes within two months of receipt of the nomination. In case of an unfavourable opinion, the President shall ask the Council to withdraw its nomination and to submit a new nomination (Rule 129 of the EP’s Rules of Procedure). However, Parliament’s opinion is not binding for the Council. .

In the midst of war, human rights and international law institutions have responded with unprecedented speed to the unfolding crisis, not least due to the strong engagement of the Ukraine government in multilateral fora. While these institutions can deliver little immediate relief for Ukraine citizens, the initiatives have important political functions: they show the political and legal alternatives to the logic of war chosen by the Russian government; they contribute to formalising international consensus and providing independent legal assessments of the attack; and, most importantly, they prepare the ground to ensure accountability for crimes committed in the context of the war. .
