Global food security: Council adopts conclusions
|
|
|
The Council adopted conclusions on global food and nutrition security, which constitutes a major global challenge in the fight against poverty and growing inequality. The Council is extremely concerned that after decades of decline, global hunger has been on the rise for the last three years, with 821 million people suffering from hunger and malnutrition. The Council recalls the EU's and its member states' firm commitment to end hunger and all forms of malnutrition.
The Council also notes worrying global dietary trends and in this context the worsening problem of overweight and obesity. In many food insecure countries, overweight and obesity coexist with undernutrition and other forms of malnutrition. The Council acknowledges the need to accompany the transition towards sustainable agri-food systems that safeguard people's health.

Gender action plan: Council adopts conclusions
|
|
|
The Council adopted conclusions on the implementation of the EU gender action plan II in 2017.
The goal of the EU gender action plan is to strengthen gender equality and women's empowerment in EU external action. The Council recognises the progress made globally towards achieving gender equality, while also acknowledging the remaining challenges.
In almost all countries women are still not on an equal footing with men regarding income, quality education, vocational training and access to health or technology. Conflict, the impact of climate change, natural disasters and forced displacement exacerbate the situation. Sexual and gender-based violence is used for political, economic and military ends. In this context, the Council strongly welcomes the 2018 Nobel Peace Prize awarded to those working to end the use of sexual violence as aweapon of war and armed conflict.
The Council reaffirms the EU's and member states' commitment to promote women's and girls' full enjoyment of all human rights, gender equality and the empowerment of women and girls as a priority across all areas of action. The EU gender action plan is an essential tool to contribute to achieving these goals.

European Solidarity Corps: Council agrees its position
|
|
|
On 26 November 2018 the Council agreed its position (partial general approach) on the European Solidarity Corps (ESC) for 2021-2027. Over the course of the next financial period, the ESC should provide opportunities for hundreds of thousands of young people to engage in solidarity activities across Europe either by volunteering or in the form of jobs and traineeships for the benefit of society. These include activities such as helping children and the elderly, assisting in centres for asylum seekers or helping to prevent natural disasters or rebuild afterwards.
"Young people are eager to show their solidarity with others and enthusiastic about learning new skills. The European Solidarity Corps provides young Europeans with opportunities to use their energy helping people in need, while at the same time enabling them to acquire valuable professional experience and enhance their personal development."
Juliane Bogner-Strauss, Federal Minister for Women, Families and Youth of Austria
Today's agreement does not cover the budgetary aspects of the draft regulation, since the final amounts will depend on the agreement reached on the next multiannual financial framework. The European Solidarity Corps 2021-2027 is expected to be a stand-alone programme, separate from the budget for Erasmus and other EU programmes.

European Council (Art. 50) conclusions, 25 November 2018
|
|
|
1. The European Council endorses the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community. On this basis, the European Council invites the Commission, the European Parliament and the Council to take the necessary steps to ensure that the agreement can enter into force on 30 March 2019, so as to provide for an orderly withdrawal.
2. The European Council approves the Political Declaration setting out the framework for the future relationship between the European Union and the United Kingdom of Great Britain and Northern Ireland. The European Council restates the Union's determination to have as close as possible a partnership with the United Kingdom in the future in line with the Political Declaration. The Union's approach will continue to be defined by the overall positions and principles set out in the previously agreed European Council's guidelines. The European Council will remain permanently seized of the matter.
3. The European Council thanks Michel Barnier for his tireless efforts as the Union's chief negotiator and for his contribution to maintaining the unity among EU27 Member States throughout the negotiations on the withdrawal of the United Kingdom from the European Union.

Invitation letter by President Donald Tusk to the members of the European Council (Art. 50) ahead of their special meeting on 25 November 2018
|
|
|
We are meeting in the European Council (Art. 50) tomorrow to finalise and formalise the outcome of the Brexit negotiations.
At the very beginning of these talks, almost two years ago, we agreed the EU27 negotiating guidelines. They set the following objectives:
- to minimise the uncertainty and disruption caused by Brexit for our citizens, businesses and Member States;
- to settle the status of EU citizens who live, work and study in the UK with reciprocal guarantees;
- to make sure that the UK honours all financial commitments and liabilities;
- to avoid a hard border between Northern Ireland and Ireland;
- to prevent a legal vacuum for our companies.
The EU negotiator has achieved these objectives. The Withdrawal Agreement ensures that the rights of our citizens are fully protected, the peace process in Northern Ireland should not be affected, the UK will continue its payments to the EU budget during the transition period and legal certainty will be secured. Our negotiator has thereby managed to reduce the risks and losses resulting from the United Kingdom's withdrawal from the European Union.
The Political Declaration sets the direction as regards the future relations. We intend to work resolutely towards building the best possible relationship with the UK after Brexit, as friends and partners. And we will have around two years to work out and agree a precise framework for such cooperation. And if, in spite of our best efforts, additional time is needed to negotiate the future relationship, an extension of the transition period by up to two years will be possible.
During these negotiations, no-one wanted to defeat anyone. We were all looking for a good and fair agreement. And I believe that we have finally found the best possible compromise. Given all of the above, I will recommend that on Sunday we approve the outcome of the Brexit negotiations. And although no-one will have reasons to be happy on that day, there is one thing I would like to stress: at this critical time, the EU27 has passed the test of unity and solidarity.
The meeting of the 27 Leaders will start at 9.30 with an exchange of views with European Parliament President Tajani. We will then hold an EU27 working session to endorse the Withdrawal Agreement and approve the Political Declaration for the future relationship. Finally, we will meet with Prime Minister May to jointly consider the next steps.

Remarks by President Donald Tusk after the special meeting of the European Council (Art. 50) on 25 November 2018
|
|
|
"Today, the European Council endorsed the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community. On this basis, the European Council invited the Commission, the European Parliament and the Council to take the necessary steps to ensure that the agreement can enter into force on 30th March 2019, so as to provide for an orderly withdrawal.
The European Council approved the Political Declaration setting out the framework for the future relationship between the European Union and the United Kingdom of Great Britain and Northern Ireland. The European Council restated the Union's determination to have as close as possible a partnership with the United Kingdom in the future."
I quote this passage of today's conclusions, as it contains the essence of our meeting. Ahead of us is the difficult process of ratification as well as further negotiations. But regardless of how it will all end, one thing is certain: we will remain friends until the end of days, and one day longer.
