APEC is on Track to Meet Aspirational Energy Goals

APEC is on track to meet its aspirational goals to reduce energy intensity by 45 percent by 2035, relative to 2005 levels, and to double the share of modern renewables by 2030, relative to 2010 levels, according to a newly launched energy report.

According to the APEC Energy Demand and Supply Outlook, energy intensity in APEC has been improving at an average annual rate of 1.9 percent since 2005 or cumulatively at 22 percent from 2005 to 2018. In the current scenario, where existing trends in technology development and deployment and current government programs and policies continue, APEC will reach its goal to reduce energy intensity one year earlier than expected, in 2034.

Energy intensity refers to the energy needs of an economy. Reducing energy intensity means to use less energy to produce a product or a service.

APEC’s share of modern renewables increased from 6.1 percent in 2010 to 8.7 percent in 2018. The region is expected to meet the goal of doubling renewables four years ahead of schedule, in 2026. This suggests that APEC economies are well on their way to significantly accelerating the deployment of renewables. 

“The progress that we are seeing now has been achieved mainly through structural reform efforts in improving energy efficiency in the industry, transport and building sectors,” explained Kazutomo Irie, the President of the Asia-Pacific Energy Research Centre (APERC), which produced the report. 

“APEC economies have also increased their direct consumption of renewables in end-use sectors and increased in the share of electricity generated by wind and solar technologies,” he added.

Based in Tokyo, the center was established in 1996 following the directive of APEC Leaders to foster a common understanding of, and solutions to, the energy challenges facing APEC member economies.

Since then, the center has been conducting studies and analysis of each APEC member economy’s energy demand and supply trends, future energy demand and supply outlook, the development of their energy markets and responses to policy challenges. 

The report highlights the significant decoupling trend between energy demand and economic activity, that even with much higher economic output, end-use energy demand would only grow by a modest amount—around 14 percent from 2018 to 2050. Decoupling refers to efforts made to ensure economic growth is achieved with less energy dependency.

“This increase in energy demand will support a more than doubling in economic activity. It shows that the decoupling story is influential in all APEC economies,” Irie explained. “Decoupling is driven by continued improvements to energy efficiency, at the same time, there is a shift away from more carbon-intensive fossil fuels such as coal and oil, supported by a growth in electrification.”

In her remarks at the report launch in Tokyo, APEC Secretariat Executive Director, Dr Rebecca Sta Maria, emphasized that while climate change is a global threat, its effects are especially felt in the Asia-Pacific region, “where thousands of vulnerable communities are exposed to extreme weather events.” 

“It is interesting to note at this point that, since the last Outlook was published in 2019, before COVID, the APEC region’s energy demand, supply, production, electricity generation, and CO2 emissions have all grown,” Dr Sta Maria added. “But it is also encouraging to see that APEC is pushing through its ambitious goal to reduce energy and increase the use of renewables through structural reforms and energy efficiency programs.”

APEC accounts for 56 percent of world energy demand, 58 percent of world energy supply and 68 percent of world electricity generation. APEC accounts for 60 percent of global CO2 emissions. 

Dr Sta Maria reiterated that more work needs to be done to accelerate progress and that the massive post-pandemic stimulus resources deployed by governments to accelerate recovery could be used, in part, to further integrate environmental sustainability. “Supporting a green, sustainable recovery is particularly important for APEC economies,” she concluded.

● Council of the EU   29/09/2022 20:30 | Press release | Council and Parliament reach provisional political agreement on access to Union waters, extending the current rules for fishermen for another ten years   The Czech Presidency of the Council of the European Union and the European Parliament reached a provisional political agreement as regards the regime for access of fishing vessels to member states’ territorial waters. The provisional agreement extends the rules of the access to Union waters - which were about to expire at the end of the year - for another ten years. If adopted, it shall enter into force on 1 January 2023. The agreement ensures the current restrictions will not expire at the end of the year and will not lead to the unrestricted access to member states’ waters. "This was a very urgent agreement. We managed to avoid chaos in territorial waters of the member states and at the same time to guarantee the continuity, certainty and stability for all fishing fleets and fishermen. The balance developed in the Union under the current regime will not be disrupted, which is definitely great news." Jaroslav Zajíček, Czech Deputy Permanent Representative As emphasized by the provisional agreement, these restrictions to access are an integral part of the Common Fishery Policy (CFP). The duration and the scope of this extension may be revised in the framework of any future review of the CFP, after a prior assessment of the functioning of the policy. The Commission will assess the general rules on access to waters before the expiry of the current derogations, by 30 June 2031. The provisional agreement further clarifies the access for Italian vessels’ to the 6 to 12 nautical miles area of the Greek territorial waters in the Ionian Sea and in the Greek EEZ, and maintains the existing conditionalities as regards the reciprocal access of Croatian and Slovenian fleets to their respective waters.

Issue 157: September 2022 EMCDDA4Georgia  EMCDDA–Georgia cooperation On 6 September, Deputy Minister of Justice of Georgia, Tornike Cheishvili, and EMCDDA Director, Alexis Goosdeel, signed a Working Arrangement between the EMCDDA and Georgia, confirming their collaboration in the field of drugs and drug addiction. The new agreement will allow for knowledge transfer and capacity-building in the areas of drug monitoring and reporting and for the exchange of experience on health and social responses to drug problems. Georgia is currently participating in two EU-funded projects: EMCDDA4Georgia (EMCDDA4GE) and EU4Monitoring Drugs (EU4MD). The new agreement will be translated into action via joint three-year work programmes, the first covering the period 2022–2024. "Σύσταση και οργάνωση νομικού προσώπου δημοσίου δικαίου με την επωνυμία «ΕΝΩΣΗ ΤΕΧΝΟΛΟΓΩΝ ΑΚΤΙΝΟΛΟΓΙΑΣ - ΑΚΤΙΝΟΘΕΡΑΠΕΙΑΣ ΕΛΛΑΔΑΣ» (Ε.Τ.Α.Α.Ε.), ρυθμίσεις για την αντιμετώπιση της πανδημίας του κορωνοϊού COVID-19 και την προστασία της δημόσιας υγείας και λοιπές διατάξεις"

«Κυρίες και κύριοι Βουλευτές, άκουσα διάφορα σε όλο αυτό το διάστημα και προσπάθησα να μην αντιδράσω, παρά μόνο όταν προσωποποιήθηκε στο θέμα του πόθεν έσχες και της μητέρας μου.

Άκουσα και χαρακτηρισμούς από ανθρώπους που πραγματικά αισθάνομαι πολύ άνετα όταν με υβρίζουν, διότι η άποψή μου και από τη γνώμη τους και την εκτίμησή τους είναι τέτοια που θα ανησυχούσα αν ποτέ μιλούσανε θετικά για εμένα, όπως είναι ο κύριος Πολάκης.

Ο οποίος βέβαια δεν είναι εδώ πέρα να πάρει απαντήσεις. Ελπίζω να τις ακούσει και το βράδυ σε κανένα τραπέζι να βρίσκεται και να δώσει και τις αντίστοιχες απαντήσεις μέσω του Facebook αφού δεν μπορεί να βρίσκεται στη Βουλή και να ακούσει τις απαντήσεις.

Σήμερα βέβαια όλοι μας αδικούμε ένα νομοσχέδιο το οποίο είναι πολύ σημαντικό και αυτό το νομοσχέδιο έχει να κάνει με το γεγονός ότι άνθρωποι, τεχνολόγοι ακτινολόγοι που πλέον των 40 ετών θέλουν να έχουν ένα φορέα νομικού προσώπου δημοσίου δικαίου και δεν έγινε ποτέ, γίνεται τώρα.

 

Ανοίγει η πλατφόρμα για τα επικαιροποιημένα εμβόλια Pfizer BA 4/5

Ενημερώνουμε ότι έχουν παραληφθεί στη χώρα μας τα επικαιροποιημένα εμβόλια Pfizer BA 4/5.

Η πλατφόρμα για όλους τους δικαιούχους της αναμνηστικής δόσης θα ανοίξει τις απογευματινές ώρες σήμερα 27/09/2022 και οι πρώτοι εμβολιασμοί με τα επικαιροποιημένα εμβόλια θα ξεκινήσουν τη Δευτέρα 03/10/2022.

ΣΥΣΤΑΣΗ ΕΕΕ ΓΙΑ ΤΗ ΧΟΡΗΓΗΣΗ ΑΝΑΜΝΗΣΤΙΚΗΣ ΔΟΣΗΣ ΜΕ ΤΑ ΕΠΙΚΑΙΡΟΠΟΙΗΜΕΝΑ ΔΙΔΥΝΑΜΑ ΕΜΒΟΛΙΑ ΕΝΑΝΤΙ ΤΟΥ ΚΟΡΩΝΟΪΟΥ 

Τα επικαιροποιημένα διδύναμα εμβόλια έχουν πρόσφατα εγκριθεί από τους αρμόδιους ρυθμιστικούς οργανισμούς και χορηγούνται αποκλειστικά ως αναμνηστική δόση. Ως εκ τούτου, πριν τη χορήγηση του επικαιροποιημένου διδύναμου εμβολίου απαιτείται η ολοκλήρωση του βασικού εμβολιασμού

1 . Συστήνεται η χορήγηση αναμνηστικής δόσης με τα επικαιροποιημένα διδύναμα εμβόλια έναντι του κορωνοϊού που περιλαμβάνουν και την παραλλαγή Όμικρον (ΒΑ.1, ΒΑ.4/ΒΑ.5) σε χρονικό διάστημα τουλάχιστον 3 μηνών μετά την τελευταία δόση του εμβολίου ή τη νόσηση από κορωνοϊό σε

: • όλα τα άτομα ηλικίας 60 ετών και άνω

 • άτομα ηλικίας 12-59 ετών που ανήκουν σε ομάδες αυξημένου κινδύνου (βλ. Πίνακες 1 και 2) σύμφωνα με τις οδηγίες του θεράποντα ιατρού

 • διαμένοντες και εργαζόμενους σε μονάδες φροντίδας ηλικιωμένων ή άλλες μονάδες φροντίδας χρονίως πασχόντων

 • επαγγελματίες υγείας

 • διαβιούντες με άτομα σε ανοσοκαταστολή ή άλλο υποκείμενο νόσημα (βλ. Πίνακες 1 και 2)

• φροντιστές ατόμων που πάσχουν από νοσήματα που αυξάνουν τον κίνδυνο επιπλοκών από κορωνοϊό 

Ειδικότερα: 

-Άτομα που έχουν ήδη εμβολιαστεί με τη δεύτερη αναμνηστική δόση των μονοδύναμων εμβολίων μπορούν να εμβολιαστούν με τα επικαιροποιημένα διδύναμα εμβόλια (εφόσον έχει παρέλθει χρονικό διάστημα τουλάχιστον 3 μηνών μετά την τελευταία δόση του εμβολίου).

 -Άτομα που νόσησαν μετά τη χορήγηση της δεύτερης αναμνηστικής δόσης των μονοδύναμων εμβολίων μπορούν να εμβολιαστούν με τα επικαιροποιημένα διδύναμα εμβόλια (εφόσον έχει παρέλθει χρονικό διάστημα 3 μηνών μετά τη νόσηση). 

1 Ο βασικός εμβολιασμός περιλαμβάνει δύο δόσεις των μονοδύναμων mRNA εμβολίων ή του πρωτεϊνικού εμβολίου ή μια δόση του μονοδοσικού εμβολίου Johnson & Johnson για το γενικό πληθυσμό και 3 δόσεις των μονοδύναμων mRNA εμβολίων για τους ανοσοκατασταλμένους ασθενείς

Επιπλέον, παρέχεται εξατομικευμένα η δυνατότητα αναμνηστικού εμβολιασμού με διδύναμα επικαιροποιημένα εμβόλια σε άτομα ηλικίας 30 ως 59 ετών που δεν ανήκουν στις παραπάνω κατηγορίες με τη σύμφωνη γνώμη του θεράποντα ιατρού. 

 Τονίζεται εκ νέου ότι ο έγκαιρος εμβολιασμός των παραπάνω ομάδων με τα επικαιροποιημένα διδύναμα εμβόλια είναι σημαντικότερος από τον τύπο του εμβολίου που θα χορηγηθεί.
