$10-a-day child care for families in Nunavut

Every child deserves the best possible start in life, and all parents should have the ability to build both a family and career. Yet, too many families across Canada lack access to affordable, inclusive, and high-quality child care. The COVID-19 pandemic has also made it clear that without access to child care, too many parents – especially women – cannot fully participate in the workforce.

That is why the Government of Canada has laid out a plan to provide Canadian parents with, on average, $10‑a‑day child care spaces for children under six years old. This plan to build a Canada‑wide, community‑based early learning and child care system will make life more affordable for families, create new jobs, get parents back into the workforce, and grow the middle class, while giving every child a real and fair chance at success.

The Prime Minister, Justin Trudeau, virtually joined the Premier of Nunavut, P.J. Akeeagok, today to announce an agreement that will support an average of $10‑a‑day licensed child care in the territory by March 2024, two years ahead of the federal target. By the end of 2022, parent fees for licensed child care will be reduced by 50 per cent on average, saving families hundreds of dollars per month. This would mean a family in Iqaluit would save an estimated total of up to $14,000 per year on child care fees. This will apply to parents with children up to six years old in licensed child care spaces.

Through the agreement, the governments of Canada and Nunavut will work together to improve access to quality, affordable, flexible, and inclusive early learning and child care programs and services. This includes creating 238 new licensed early learning and child care spaces by the end of March 2026, with federal funding of $66 million over five years.

This agreement will fund critical services, and grow a strong and skilled workforce of early childhood educators, including through the creation of a wage grid and greater opportunities for training and professional development. Nunavut is also proposing to invest up to 25 per cent of the federal funding on increased wages for early childhood educators. Additionally, the agreement will support a child care system that is fully inclusive of children with disabilities and children needing enhanced or individual supports, and ensures all families have equitable access to high-quality, affordable child care no matter where in the territory they live.

The agreement also includes a clear commitment to continue to work collaboratively with representative Inuit organizations to ensure that all children in the territory have access to Inuit-specific Indigenous early learning and child care.

Since 2015, the federal government has been helping make life more affordable for families. This includes programs like the Canada Child Benefit (CCB), which is increased annually to help families keep up with the costs of living and raising their children. The CCB puts more money into the pockets of nine out of 10 Canadian families with children and has helped lift 435,000 children out of poverty. The time for a Canada-wide early learning and child care system is now. The Government of Canada will continue to work with territories, provinces, and Indigenous partners across the country to make life easier and more affordable for families, grow the middle class, create jobs, help parents return to the workforce, and give children across the country a better start in life.

• In addition to today’s announcement, the Government of Canada has reached early learning and child care agreements with the governments of British Columbia, Nova Scotia, Yukon, Prince Edward Island, Newfoundland and Labrador, Manitoba, Saskatchewan, Alberta, New Brunswick, and the Northwest Territories. The governments of Canada and Quebec also reached an asymmetric agreement last year to strengthen the early learning and child care system in the province.
• The 238 new licensed spaces in Nunavut will be among licensed not-for-profit and family-based child care providers.

La pandémie de COVID-19 a mis en évidence le fait que, lorsqu’ils n’ont pas accès à des services de garde, trop de parents, particulièrement les femmes, ne peuvent pas participer pleinement au marché du travail.

C’est pourquoi le gouvernement du Canada a élaboré un plan visant à offrir aux parents canadiens des places en garderie, à raison de 10 $ par jour en moyenne, pour leurs enfants de moins de six ans. Ce plan, qui prévoit la mise en place d’un réseau communautaire pancanadien d’apprentissage et de garde des jeunes enfants, rendra la vie des familles plus abordable et créera de nouveaux emplois. Il permettra également aux parents de réintégrer le marché du travail, fera croître la classe moyenne et donnera à chaque enfant une chance véritable et équitable de réussir.

Aujourd’hui, le premier ministre Justin Trudeau s’est joint virtuellement au premier ministre du Nunavut, P.J. Akeeagok, pour annoncer une entente visant à appuyer la mise en place de services de garde d’enfants accrédités à 10 $ par jour en moyenne sur le territoire d’ici mars 2024, soit deux ans avant l’objectif fédéral. D’ici la fin de 2022, les parents pourront bénéficier d’une réduction de 50 % en moyenne des frais de garde d’enfants accrédités, ce qui leur permettra d’économiser des centaines de dollars par mois. Ainsi, une famille à Iqaluit pourra épargner jusqu’à environ 14 000 $ par année en frais de garde d’enfants. Cette mesure s’appliquera aux parents ayant des enfants de moins de six ans qui fréquentent des services de garde d’enfants accrédités.

Dans le cadre de cette entente, les gouvernements du Canada et du Nunavut travailleront de concert en vue d’améliorer l’accès à des programmes et services d’apprentissage et de garde des jeunes enfants abordables, souples, inclusifs et de qualité. L’entente prévoit notamment la création de 238 places dans des centres d’apprentissage et de garde des jeunes enfants accrédités d’ici la fin de mars 2026, grâce à un financement fédéral de 66 millions de dollars sur cinq ans.

L’entente permettra de financer des services essentiels et de grossir les rangs d’une main-d’œuvre solide et qualifiée d’éducateurs de la petite enfance, notamment grâce à la création d’une échelle salariale et de meilleures possibilités de perfectionnement professionnel et de formation. Le Nunavut propose également d’investir jusqu’à 25 % du financement fédéral dans des augmentations de salaire pour les éducateurs de la petite enfance. Par ailleurs, l’entente favorise l’établissement d’un réseau d’apprentissage et de garde des jeunes enfants pleinement inclusif pour les enfants en situation de handicap et les enfants ayant besoin d’une aide accrue ou individuelle. De plus, elle offrira à toutes les familles un accès équitable à des services de garde abordables et de qualité, peu importe l’endroit où ils vivent sur le territoire.

Statement by the Prime Minister on World Day for African and Afrodescendant Culture

The Prime Minister, Justin Trudeau, today issued the following statement on the World Day for African and Afrodescendant Culture:

“Today marks the World Day for African and Afrodescendant Culture, an opportunity to reflect on and celebrate the rich cultures, heritage, and achievements of Africans and African diasporas in Canada and around the world.

“Africans and people of African descent have made numerous economic, social, and spiritual contributions worldwide, shaping many spheres, including science, medicine, and art. Although recognition of and appreciation for African and Afrodescendant culture have been limited in the past, this day calls on us to honour the richness of African and Afrodescendant cultures and reflect on how essential they are to the world’s shared culture. Today, and every single day, we must protect and promote cultural diversity as a catalyst for dialogue, peace, and prosperity for Africans, people of African descent, and humanity as a whole.

“Inclusion and respect for diversity are cornerstones of Canadian identity and at the heart of our democracy. We must reject all forms of racism and discrimination, and eliminate inequalities and inequities by demonstrating leadership and empowering communities. That is why the Government of Canada officially recognizes the United Nation’s International Decade for People of African Descent, which spans from 2015 to 2024 and focuses on the themes of recognition, justice, and development. We reiterate our commitment to taking a whole-of-government approach that builds upon the framework of the Decade, by developing policies and projects that tackle anti-Black racism, discrimination, and bias in public and private institutions. We will continue to be guided by the Decade’s principles to develop concrete measures to ensure equality before the law, eradicate poverty and social exclusion, and eliminate racism and discrimination for people of African descent in Canada.

“With Canada’s Anti-Racism Strategy, through the Federal Anti-Racism Secretariat, the government is demonstrating leadership by addressing issues of systemic racism across the country. In 2020, we launched Canada’s first-ever Black Entrepreneurship Program to support Black Canadian business owners and entrepreneurs – for whom barriers were exacerbated during the COVID-19 pandemic – help them grow their businesses, and empower them to succeed into the future. As part of the program, in 2021 we announced that the Black Entrepreneurship Loan Fund is accepting applications to loans that will provide funding to Black entrepreneurs and business owners to help them face the challenges that come with running a business. We also launched new partnerships to establish the Black Entrepreneurship Knowledge Hub, which will conduct research and identify barriers and opportunities to further develop an inclusive market economy that values and amplifies the contributions of under-represented groups.

“Last year, we co-sponsored a resolution at the United Nations General Assembly to declare August 31 as the International Day for People of African Descent. This observance seeks to bring justice for and awareness of the struggles, hopes, and resilience of Africans and people of African descent. We also welcomed the United Nations General Assembly establishing the Permanent Forum of People of African Descent, which will serve as an advisory body to the Human Rights Council and encourage the full political, economic, and social inclusion of Africans and people of African descent as equal citizens around the world. Here at home, the Government of Canada has recognized more than 40 people, places, and events of national historic significance that reflect the importance of Black Canadians to our country’s shared heritage. Designations, such as Africville, Richard Pierpoint, and Mary Ann Shadd, acknowledge past tragedies and injustices while highlighting the perseverance, resistance, resilience, and strength of Black Canadians. Telling these stories allows us to create platforms to discuss the ways people of African descent continue to unite, impact, and shape our country – and most importantly, our future.

“We have made progress in recognizing Africans and people of African descent, but there is still a lot of work ahead of us. The Government of Canada will continue to engage with partners across the country to ensure that federal programs and services for Black Canadians reflect the realities and needs of Black Canadians. We will also work with the African Union and other international partners to advance and strengthen peace and security, human rights, humanitarian assistance, trade, democratic governance, and development initiatives with countries in Africa. Together, we can remove barriers to inclusion and ensure everyone has a chance at getting ahead, regardless of who they are and where they come from.

« Aujourd’hui, nous marquons la Journée mondiale de la culture africaine et afro-descendante, qui nous donne l’occasion de réfléchir et de rendre hommage à la richesse des cultures, du patrimoine et des réalisations des Africains et des membres des diasporas africaines au Canada et dans le monde.

« Sur les plans économique, social et spirituel, les contributions que les Africains et les personnes afro-descendantes ont apportées aux quatre coins du monde sont multiples. Ils ont façonné de nombreuses sphères d’activités, notamment les sciences, la médecine et les arts. Même si les occasions de reconnaître et d’apprécier la culture africaine et afro-descendante étaient limitées dans le passé, cette journée nous invite à rendre hommage à toute la richesse des cultures africaines et afro-descendantes et à prendre conscience de leur caractère indispensable pour la culture commune du monde. Aujourd’hui et tous les jours, nous devons protéger et promouvoir la diversité culturelle en tant que catalyseur du dialogue, de la paix et de la prospérité pour les Africains, les personnes afro-descendantes et l’humanité dans son ensemble.

En 2021, dans le cadre du programme, nous avons annoncé que les demandes de prêts étaient acceptées par le biais du Fonds de prêts pour l’entrepreneuriat des communautés noires afin de fournir aux entrepreneurs et propriétaires d’entreprise noirs le financement nécessaire pour surmonter les défis liés à la gestion d’une entreprise. Nous avons également noué de nouveaux partenariats pour créer le Carrefour du savoir pour l’entrepreneuriat des communautés noires, où des travaux de recherche seront menés pour cerner des obstacles et déceler des opportunités d’accentuer la mise en place d’une économie de marché inclusive qui valorise et amplifie les contributions des groupes sous-représentés.

« L’an dernier, devant l’Assemblée générale des Nations Unies, nous avons coparrainé une résolution visant à faire du 31 août la Journée internationale des personnes d’ascendance africaine. Cette journée commémorative vise à rendre justice aux Africains et aux personnes d’ascendance africaine, ainsi qu’à faire connaître leurs luttes, leurs espoirs et leur résilience. Nous avons également salué la création par l’Assemblée générale des Nations Unies de l’Instance permanente des personnes d’ascendance africaine. Celle-ci servira d’organe consultatif auprès du Conseil des droits de l’homme et encouragera la pleine intégration politique, économique et sociale des Africains et des personnes d’ascendance africaine en tant que citoyens égaux dans le monde entier. Ici, au pays, le gouvernement du Canada a désigné plus de 40 personnes, lieux et événements d’importance historique nationale qui reflètent toute la place des Canadiens noirs dans le patrimoine commun de notre pays. Ces désignations, comme celles d’Africville, de Richard Pierpoint et de Mary Ann Shadd, reconnaissent des tragédies et injustices passées tout en mettant en valeur la persévérance, la résistance et la force des Canadiens noirs. Le fait de raconter ces histoires nous permet de créer des plateformes pour discuter des aspects sous lesquels les personnes d’ascendance africaine continuent d’unir, d’influencer et de façonner notre pays – et surtout notre avenir.

Σε πλήρη λειτουργία το νέο τεχνολογικό hub της Sitecore στην Αθήνα

 

Η πολυεθνική υλοποιεί πλάνο εκτεταμένης ανάπτυξης, με τριπλασιασμό των νέων θέσεων εργασίας για προγραμματιστές και μηχανικούς λογισμικού στην περιοχή

 

Αθήνα, 24 Ιανουαρίου 2022 – Πιστή στη δέσμευσή της για πρόγραμμα επενδύσεων άνω των 1,2 δις ευρώ τα επόμενα χρόνια, η Sitecore^, ο παγκόσμιος ηγέτης παροχής λογισμικού διαχείρισης ψηφιακής εμπειρίας, ανακοινώνει τη λειτουργία του νέου τεχνολογικού της hub στην Αθήνα. Μετά την εξαγορά της Moosend τον περασμένο Μάιο, η Sitecore αναπτύσσει ακόμη περισσότερο το αποτύπωμά της στην Ελλάδα με την επέκταση των δραστηριοτήτων της και την ενίσχυση του hub με περίπου 100 νέες θέσεις εργασίας που αναμένεται να δημιουργηθούν μέσα στο 2022.

 

Στόχος του technology hub είναι να στηρίξει το φιλόδοξο πλάνο επέκτασης και ανάπτυξης προϊόντων με όραμα να διαταράξει τον κλάδο της ψηφιακής εμπειρίας, προσφέροντας μια end-to-end, content to commerce προϊοντική σουίτα στο cloud, μαζί με τη δημιουργία νέων και καινοτόμων τεχνολογικών λύσεων και την αύξηση των θέσεων εργασίας. Η Sitecore επενδύει διαρκώς στην ανάπτυξη νέων τεχνολογιών σε ανεξερεύνητους τομείς, όπως το product development, ενώ εστιάζει στο cloud (Azure και AWS) και στο cloud automation, και το λογισμικό και οι λύσεις που θα αναπτυχθούν από την ομάδα της Αθήνας θα αξιοποιηθούν από το υπάρχον και το μελλοντικό πελατολόγιο της εταιρείας σε όλο τον κόσμο.

Higher and more efficient spending could reduce socioeconomic gaps, mitigate economic scarring, and foster an inclusive recovery.

Although the COVID-19 pandemic has likely exacerbated these problems, an increase in social program spending helped lessen the negative impact on employment, retail sales, and poverty. Our recent staff paper argues that higher and more efficient spending on social programs, education, and health would reduce socioeconomic gaps, mitigate economic scarring from the pandemic, and foster an inclusive recovery. Longstanding social vulnerabilities According to the National Council for the Evaluation of Social Development Policy (CONEVAL), about 42 percent of the Mexican population lived in poverty in 2018, with large variation across states. The pandemic could worsen social vulnerabilities owing partly to Mexico’s limited social protection. Forty percent of households with children or adolescents did not have access to social protection prior to the pandemic, a share above the Latin American average. Another factor has been low spending on public health and education, which is below the OECD average. Steps toward more inclusive social programs Recognizing the poverty challenge, the government introduced important changes to social programs (social assistance and active labor market programs) in 2019, focusing on universal coverage and social (non-contributory) pensions, as well as  support to indigenous people, the elderly, and people with special needs. These changes resulted in an increase of overall social assistance spending, from 1.8 percent of GDP in 2018 to 2.1 percent of GDP in 2019. Notably: Social pensions related to the Pensión para el Bienestar de las Personas Adultas Mayores program increased more than three-fold between 2018 and 2020, motivated by the prevalence of old-age poverty and limited pension coverage. In education, there are now three programs according to different education levels. One of them, Programa de Becas de Educación Básica para el Bienestar Benito Juárez, is for families living in poverty and with children under 15 years of age. Unlike Prospera, the discontinued conditional cash transfer program that paid per student, the payment is now per family and is not conditional on regular student health checks. The impact of this change should be monitored to ensure that school dropout rates do not increase and that student health and nutrition are not negatively affected. The pandemic’s impact The government had already budgeted for increases in social program spending in 2020 before the pandemic. Moreover, the government responded to the pandemic by increasing health spending and direct budget support to households and firms by 0.7 percent of GDP—a modest amount compared to other emerging market economies. Our state-level analysis suggests that the social program spending increases in 2020 mitigated, to some extent, the pandemic’s negative impact on employment, retail sales, and labor poverty (the percent of population with labor income lower than the cost of the food basket). Nevertheless, social vulnerabilities increased with the pandemic. The poverty rate increased from 41.9 percent to 43.9 percent between 2018 and 2020, while those lacking access to health services shot up by 12 percentage points of the population. CONEVAL finds that absent social transfers, poverty indicators would have worsened even further to 45.9 percent. In other words, social transfers prevented a further 2.5 million people from falling into poverty. Poor families are likely to be more affected by prospective economic scarring from the pandemic (for example, learning losses due to large gaps in internet access across income groups). The need for more social spending Higher and more efficient social spending remains essential to narrow socioeconomic gaps and secure an inclusive recovery, especially if coupled with reforms that improve employment and reduce informality. Closing coverage gaps and limiting fragmentation in social assistance programs remains a priority. A single registry of beneficiaries and strengthened administrative capacity could reduce overlaps and improve the targeting of spending. Given the large variation across states in education and health, priority should be given to more access to programs in poorer states and among the more disadvantaged populations. In education, investment in equipment, facilities, information technology, and modern infrastructure would help keep up with evolving labor demands. To alleviate fiscal concerns, the higher social spending could be supported by higher tax collections over the medium term to ensure public debt declines over time. In the medium term, we estimate that tax reforms could finance spending of around 2 percent of GDP on social programs, education, and health, and 1 percent of GDP on infrastructure and other public investment. ***** Swarnali Ahmed Hannan is a Senior Economist in the IMF Western Hemisphere Department.

View as a webpage  /  Share News and Media Release PBGC Approves Special Financial Assistance Application Local 408 Plan Participants’ Benefits to be Restored FOR IMMEDIATE RELEASE January 24, 2022 WASHINGTON, D.C. — The Pension Benefit Guaranty Corporation (PBGC) announced today that it has approved the application submitted to the Special Financial Assistance (SFA) Program by the Local 408 International Brotherhood of Teamsters, Chauffeurs, Warehousemen and Helpers of America Pension Plan (Local 408 Plan). The Local 408 Plan, based in Union, New Jersey, covers 1,058 participants in the transportation industry. The Local 408 Plan became insolvent in September 2021. At that time, PBGC started providing financial assistance to the plan. As required by law, the Local 408 Plan reduced participants’ benefits to the PBGC guarantee levels, which was roughly 60 percent below the benefits payable under the terms of the plan. PBGC’s approval of the SFA application enables the plan to restore all benefit reductions caused by the plan’s insolvency and to make payments to retirees to cover prior benefit reductions. SFA will enable the plan to pay retirement benefits without reduction for many years into the future. The plan will receive $100.5 million in SFA, including interest to the expected date of payment to the plan. “Without this Special Financial Assistance, these 1,058 transportation workers would not receive the retirement benefits they have earned through years of hard work,” said U.S. Secretary of Labor Marty Walsh, chair of the Pension Benefit Guaranty Corporation’s Board of Directors. “With funding from President Biden’s American Rescue Plan, these workers now have the assurance of the secure retirement they deserve.” In addition, PBGC’s Multiemployer Insurance Program will be repaid $520,832, which is the amount of the plan’s outstanding loans for the financial assistance PBGC provided beginning in September 2021. About the Special Financial Assistance Program  The SFA Program was enacted as part of the American Rescue Plan Act of 2021 (ARP). The program is expected to provide funding to over 250 severely underfunded multiemployer pension plans and will ensure that over three million of America’s workers, retirees, and their families receive the pension benefits they earned through many years of hard work. The SFA Program requires plans to demonstrate eligibility for SFA and to calculate the amount of assistance pursuant to ARP and PBGC’s regulations. A plan may use the funds only to pay plan benefits and administrative expenses. SFA and earnings thereon must be segregated from other plan assets and plans are not obligated to repay SFA to PBGC. Plans receiving SFA are also subject to certain terms, conditions and reporting requirements, including an annual statement documenting compliance with the terms and conditions. PBGC is authorized to conduct periodic audits of multiemployer plans that receive SFA.  The SFA Program operates under an Interim Final Rule which was published in the Federal Register on July 12, 2021. The Interim Final Rule included a request for public comments, with an emphasis on feedback where any additional guidance may be needed. PBGC is currently reviewing those comments and may incorporate changes in the Final Rule in response to comments that PBGC received. About PBGC PBGC protects the retirement security of over 33 million American workers, retirees, and beneficiaries in both single-employer and multiemployer private sector pension plans. Η πανδημία έχει προκαλέσει τεράστιο κοινωνικο-οικονομικό κόστος. Πριν ακόμη κλείσει τον κύκλο της, οι εθνικές κυβερνήσεις καλούνται πάλι να λάβουν έκτακτα μέτρα με σκοπό τη μείωση της επιβάρυνσης των νοικοκυριών λόγω του πληθωρισμού, εν μέσω ενός δύσκολου χειμώνα.

Η κρίση ακρίβειας οξύνει τις ήδη έντονες ανισότητες, διότι πλήττει τα πιο ευάλωτα στρώματα, που αναγκάζονται να ξοδεύουν μεγαλύτερο μέρος από το διαθέσιμο εισόδημά τους σε ανελαστικές δαπάνες (θέρμανση, τρόφιμα, καύσιμα). Σύμφωνα με την Ευρωπαϊκή Κεντρική Τράπεζα, ο πληθωρισμός στην Ευρωζώνη άγγιξε τον Νοέμβριο το 4,9% όπου οι 3,5 ποσοστιαίες μονάδες της αύξησης των τιμών οφείλονται άμεσα ή έμμεσα στην αλματώδη άνοδο του κόστους της ενέργειας.

Στη χώρα μας, ο πληθωρισμός εκτινάχτηκε τον Δεκέμβριο στο 5,1%. Κατά την ΕΛΣΤΑΤ, οι καταναλωτές επιβαρύνονται ιδιαίτερα από τις αυξήσεις στο φυσικό αέριο (+135,7%), στο πετρέλαιο θέρμανσης (+34,1%), στα καύσιμα (+21,7%) και στο ηλεκτρικό (+37,8%). Την κρίση επιτείνει η αυξανόμενη αναλογία του φυσικού αερίου στο ενεργειακό μείγμα, που καθιστά τη χώρα μας ιδιαίτερα ευάλωτη στις διακυμάνσεις του. Η Ελλάδα μάλιστα είναι η μόνη χώρα στην Ευρώπη που αυξήθηκε η ηλεκτροπαραγωγή από φυσικό αέριο μέσα στην κρίση κόστους.

Στο δυσμενές αυτό πλαίσιο, οι ευρωπαϊκές κυβερνήσεις προσανατολίστηκαν σε πολιτικές αντιμετώπισης της ακρίβειας, άμεσες και μακροπρόθεσμες. Η ενεργειακή κρίση πρέπει να αντιμετωπιστεί με δημόσια παρέμβαση, ρυθμιστικές και αναδιανεμητικές πολιτικές, για να εξασφαλιστούν αξιοπρεπείς όροι διαβίωσης για όλους τους πολίτες και να αποφευχθούν φαινόμενα ενεργειακής φτώχειας.

Σε ό,τι αφορά τις βραχυπρόθεσμες παρεμβάσεις, τα περισσότερα κράτη νομοθέτησαν μέτρα στήριξης για την καταβολή επιδόματος θέρμανσης στις πιο αδύναμες ομάδες του πληθυσμού. Στην Ελλάδα όμως, οι εξελίξεις βρήκαν απροετοίμαστη την κυβέρνηση. Κινούμενη στη λογική του εφησυχασμού, η ΝΔ έλαβε το προηγούμενο διάστημα οριζόντια μέτρα στήριξης των νοικοκυριών, ενώ στον προϋπολογισμό του 2022 δεν περιλήφθηκαν σημαντικές παρεμβάσεις για τη συγκράτηση των τιμών στην ενέργεια.

Παράλληλα, οι τιμές καταναλωτή αυξάνονται πάνω από τρεις φορές συγκριτικά με τις προβλέψεις του κυβερνητικού επιτελείου, ενώ η Τράπεζα της Ελλάδος προβλέπει πως η ακρίβεια θα είναι παρούσα ολόκληρο το 2022 – και όχι μόνο τους πρώτους μήνες, όπως ισχυρίζεται η κυβέρνηση. Έτσι, η ΝΔ εξαναγκάστηκε να λάβει εκ των υστέρων νέα έκτακτα μέτρα επιδοματικού χαρακτήρα. Η επιδοματική πολιτική όμως στην ενέργεια δεν μπορεί να είναι οριζόντια, αλλά στοχευμένη, με κοινωνικά και εισοδηματικά κριτήρια και διαρκή αξιολόγηση από τις ρυθμιστικές αρχές.

Χώρες όπως η Ιταλία, η Γερμανία, η Ισπανία, το Βέλγιο, η Πορτογαλία και η Κύπρος, νομοθέτησαν επιπλέον τη μείωση φόρων κατανάλωσης και του ΦΠΑ στην ενέργεια. Παρά τις αντιφατικές δηλώσεις μελών της κυβέρνησης, η Νέα Δημοκρατία επιλέγει να μην ακολουθήσει ανάλογες πολιτικές μείωσης φόρων και ΦΠΑ σε βασικά αγαθά διατροφής και ενέργεια. Ωστόσο, το κόστος είναι ήδη μεγάλο: η Ελλάδα βρίσκεται σταθερά ανάμεσα στις πιο ακριβές χώρες της Ευρώπης στη χονδρεμπορική τιμή ηλεκτρικής ενέργειας. Στην εγχώρια αγορά υπάρχουν σημαντικές στρεβλώσεις ολιγοπωλιακού χαρακτήρα. Όσο δεν αντιμετωπίζονται, τόσο διαβρώνουν το εισόδημα των πολιτών και μειώνουν την ανταγωνιστικότητα των επιχειρήσεων.

Εκτός λοιπόν από επιδοματικά μέτρα, χρειάζονται μακροπρόθεσμες πολιτικές ρύθμισης της αγοράς, που δεν έχουν δημοσιονομικό κόστος. Για παράδειγμα, η Πορτογαλία παρουσιάζει σήμερα ένα από τα χαμηλότερα επίπεδα πληθωρισμού στην ΕΕ, ακριβώς επειδή θωράκισε εγκαίρως την οικονομία της. Η σοσιαλδημοκρατική κυβέρνηση έδωσε έμφαση στον θεσμικό ρόλο της πορτογαλικής Ρυθμιστικής Αρχής Ενέργειας, η οποία μείωσε τo 2019 τις τιμές του ηλεκτρικού κατά 3,5%, ενώ και για το 2022 προβλέπονται σημαντικές μειώσεις στα τιμολόγια ηλεκτρικού δικτύου για τα νοικοκυριά και τη βιομηχανία.

Πιο μακρόπνοα, είναι απαραίτητο να αξιοποιήσουμε την ευκαιρία του Ταμείου Ανάκαμψης, με σκοπό τη διάχυση της παραγωγής ενέργειας από ΑΠΕ και την ενεργειακή αυτονομία. Μέσω της δημιουργίας ενεργειακών κοινοτήτων παντού, με χιλιάδες φωτοβολταϊκά στις στέγες, είναι εφικτό οι αγρότες, οι κτηνοτρόφοι, οι μικροπαραγωγοί αλλά και οι πιο ευάλωτοι Έλληνες να παράγουν μεγάλο μέρος της ενέργειας που καταναλώνουν. Η πράσινη μετάβαση πρέπει να είναι και δίκαιη και συμμετοχική.

Τέλος, ιδιαίτερη σημασία για την ενίσχυση του διαθέσιμου εισοδήματος των πολιτών έχει η αύξηση του κατώτατου μισθού, όπως κάνουν ήδη πολλές χώρες (Πορτογαλία, Τσεχία, Αγγλία, Ρουμανία κ.ά.). Άμεσα, όχι σε βάθος χρόνου για να κρατάει η κυβέρνηση όμηρους τους εργαζομένους σε προεκλογικούς σχεδιασμούς.

Η χώρα μας είναι το μόνο κράτος-μέλος της ΕΕ στο οποίο ο καθαρός μέσος μισθός είναι χαμηλότερος απ’ ό,τι το 2010.

Η άμεση αύξηση του κατώτατου μισθού αποτελεί ένα εξαιρετικά σημαντικό μέτρο στήριξης της μισθωτής εργασίας, ειδικά για τους χαμηλόμισθους. Άλλωστε, η ευρωπαϊκή εμπειρία δείχνει ότι η θεσμοθέτηση και η σταδιακή αύξησή του μπορεί να συμβάλει τόσο στην καταπολέμηση της φτώχειας, όσο και στην αναβάθμιση του παραγωγικού μοντέλου. Χαρακτηριστικό παράδειγμα η Γερμανία, όπου παρά τις ανησυχίες για απώλεια θέσεων εργασίας, η απασχόληση συνέχισε να αυξάνεται και μετά τη θεσμοθέτηση του κατώτατου ωρομισθίου το 2015.

Μετά από δέκα και πλέον χρόνια αλλεπάλληλων κρίσεων, η σοσιαλδημοκρατία είναι η πιο αξιόπιστη πολιτική δύναμη που μπορεί να εγγυηθεί ένα βιώσιμο παραγωγικό μοντέλο, μαζί με την αποτελεσματική ρύθμιση των αγορών και ένα ισχυρό κοινωνικό κράτος.

This charter provides clear and easily understandable information, taking into account the situations and the needs of the entire French population and is consistent with the Manifeste pour un État inclusif (Manifesto for an Inclusive State) adopted by the 2019 Interministerial Committee for Disability.

Concretely, as stated in the Sustainable Development Reference Framework, the French Presidency makes every effort to ensure that everyone can access the necessary information to understand its work in the EU over the next six months.

The europe2022.fr website is 76.47% compliant with the requirements of the French General Accessibility Improvement Framework (RGAA). The audit conducted in December 2021 shows that the site largely follows the accessibility rules, in particular concerning adaptations for persons with visual impairments, such as the systematic inclusion of alternative text for illustrations.

Particular consideration was also given to the accessibility of texts. As well as generally using simple and clear language as much as possible, easy-to-read versions of around 10 pages have been published on the website. These pages were prepared by specialists and proofread by members of the target audience to ensure that they are fit for purpose. These same texts were also provided in easy-to-read English and German for our international audience.
