Strategy on Intergenerational Fairness In this opinion, the EESC stresses that intergenerational fairness must be made aeur cross-cutting principle applied to all EU policies and all age groups, with specific and ongoing attention paid to people in vulnerable situations – especially young people and older people affected by poverty, job insecurity or discrimination, persons with disabilities, women, people with a migrant background, and those living in rural, remote or deprived areas.

Key points Recommends that the Commission ensure that the implementation of the strategy explicitly takes into account that its central objective is to reduce social, economic, gender, age and territorial inequalities between generations, and to strengthen solidarity and social cohesion across generations to achieve democratic, resilient, inclusive and sustainable societies. The strategy should set long-term objectives with specific and measurable targets and indicators, clear accountability mechanisms, and arrangements to make intergenerational fairness a formal part of all EU policies; Recommends that in order to achieve the objective of intergenerational fairness, the Commission use all existing and upcoming policies as levers, and explicitly align the implementation of the strategy with current frameworks, avoiding duplication, strengthening coherence and promoting intergenerational fairness in the implementation of existing rules, laws and programmes; Recommends that the Commission ensure that both young people and older people are fully recognised as organised stakeholders in the framework of the civil dialogue structures. The implementation of the strategy could support the creation of appropriate supportive structures and must ensure that all the processes of involving young people are meaningful. The opinion recognises that violent extremism in all its forms poses a serious threat to democratic societies and requires a comprehensive response. Rapporteur: Christian MOOS Referral COM(2026) 101 final SOC/867 Plenary Session: 608 / 23-24/09/2026 Key points States that violent extremism in all its forms – be it right wing, left wing, religious or hybrid – poses a serious threat to democratic societies and requires a comprehensive response. Highlights that democracy, the rule of law, fundamental rights and an active civil society are not only values to be protected but also essential instruments for preventing radicalisation, strengthening societal resilience and enhancing Europe’s security. The EESC is concerned that current EU approaches are relying too heavily on repressive measures and do not do enough to address root causes or to boost prevention and civil society participation. Therefore calls for a balanced, comprehensive strategy that places prevention, democratic resilience and civil society engagement on an equal footing with security measures.
