The following GAIN reports were released on February 5, 2023. _______Nigeria: Nigeria Becomes Second African Country to Approve Biotech Corn for Commercial PlantingIn January 2024, Nigeria approved the commercial release of four TELA maize varieties, which have been genetically engineered for improved insect-resistance and drought-tolerance. In addition to South Africa, Nigeria has become the second country in Africa to approve the commercialization of genetically engineered corn. In marketing year 2022/2023, Nigeria produced an estimated 12.7 million metric tons (MMT) of corn, with an average yield of 2.2 tons per hectare. According to the African Agriculture Technology Foundation (AATF), yields of TELA maize could reach up to 10 tons per hectare if grown under good agronomic practices. Thailand: Grain and Feed UpdateMY2023/24 rice and corn production forecasts remain unchanged. MY2023/24 wheat imports are revised up to 3.0 MMT. Turkiye: Pet Food Sales in Turkiye Are Expected to Double by 2027Pet food demand in Türkiye continues to rocket higher as pet ownership, especially for dogs and cats expands. Sales of dog and cat food soared to $127 million in 2022 and are set to more than double to $300 million by the end of 2027. About two-thirds of pet food consumption is produced in Türkiye and the remainder is imported mostly from Europe. As pet ownership increases, domestic pet food production is set to grow in the future. This growth is expected to spur increased demand for pet food ingredients, such as animal by-products and rendered oils. There may even be new opportunities for U.S. rendered products as ingredients.

Algeria: Grain and Feed Update
Based on below average rain and soil moisture conditions, Post projects lower than average wheat and barley production for the 2024/25 season. As a result, Post projects wheat imports to remain elevated. Post 2023/24 wheat import estimate aligns with the USDA figure of 8.7 MMT, the highest since 2016/17 season. Russian wheat has taken market share from other origins on the Algerian market, based on traders’ reports. Post also anticipates storage capacities to increase in MY 2024/25, though stocks might not rise immediately.
Canada: Exporter Guide
Canada continues to be the top international market for U.S. consumer-oriented products, accounting for approximately 24 percent of the United States' total global consumer-oriented agricultural exports. Regulatory cooperation, sophisticated transportation logistics and financial markets, geographic proximity, similar consumer preferences, and relatively affluent consumers are the reasons Canada continues to offer excellent export opportunities for new-to-export small- and medium-sized U.S. companies. Turkiye: Turkish Government Establishes Feeder Cattle Quota for 2024
In January 2024 the Turkish government established an import quota for feeder cattle at 600,000 head. This number may be increased during the year as determined by the Ministry of Agriculture & Forestry and the Turkish Milk and Meat Board (ESK) depending on market conditions. While this change in the Turkish government's involvement is sudden, it appears to reflect a desire within the Turkish government to shift imports to lower cost sources. As a result of this change, Turkish livestock producers will not be able to choose their own animals, as ESK will choose and distribute animals to farms following quarantine testing.
Ukraine: Grain and Feed Quarterly
Ukraine’s MY2023/24 harvest features higher grain production volumes across the board than the previous year. By the end of 2023, Ukraine independently resumed operations of its major marine ports on the Black Sea, Chornomorsk, Odesa, and Pivdennyi. It increased the throughput of the Danube River export routes. December’s exports show sufficient export bandwidth to export MY2023/24 beginning stocks down to average historical levels alongside shipping out nearly the entire MY2023/24 crop of major grains. This report features higher MY2023/24 export estimates and lower MY2023/24 ending stocks for all grains compared to estimates made in October 2023.

USDA Goes the Distance to Connect Tennessee Dairy Exporter with New Buyers
Sometimes, even the most successful and experienced entrepreneurs need a little extra help navigating ways to diversify and expand their business model. For dairy products and ingredients company, Tedford/Tellico, Inc. in Knoxville, Tennessee, that was the case in 2022, when its Global Sales Director Matthew Tedford attended his first-ever USDA-sponsored agribusiness trade mission more than 8,500 miles away in the Philippines.
Tedford/Tellico, Inc. had already successfully established itself as a global supplier of U.S. dairy products, including nonfat dry milk, whole milk powder, whey powders, whey and milk protein concentrates/isolates, cheeses (including cream cheese), lactose, butter, buttermilk powder, sweetened condensed milk, and cream, to bakeries, ice cream manufacturers, cheese processors, snack food companies, health supplement providers, spice blenders, beverage and chocolate makers, breweries, veal and swine feed manufacturers, and calf milk replacer companies.
“Tedford/Tellico, Inc. was founded as a domestic endeavor in 1982, and first entered the ranks of exporter 10 years later when we started shipping whey powder to Mexico,” explained Tedford. “We expanded into China in the late 1990s, which has since become our largest export market.”

South Korea: Grain and Feed Update
In the final month of 2023, Korea finally completed allocating its country specific quota (CSQ) for rice imports totaling 408,000 MT (milled basis) under its 2023 tariff rate quota (TRQ) scheme. However, with most tenders fulfilled in the second half of calendar year (CY) 2023, deliveries will take place in CY 2024 instead of marketing year (MY) 2022/23. Touting the success of its new Strategic Crop Direct Payment Plan in 2023, the Ministry of Agriculture, Food, and Rural Affairs (MAFRA) announced it will expand the program by 66 percent in its 2024 budget plan, allocating 186 billion Korean won (U.S. $143 million) in subsidies for farmers who switch from growing table rice to an expanded list of substitute crops. This report also includes updates to the total consumption of rice in MY 2020/21 from the MAFRA statistics yearbook.

Argentina: Grain and Feed Update
Argentine wheat production for marketing year (MY) 2023/2024 is estimated at 15.4 million tons, 400,000 tons higher than USDA official as yields were higher in the final phase than earlier expected. Corn production for MY 2023/2024 is projected at 57 million tons, 2 million tons higher than USDA official mainly on a larger planted area. Crop conditions to date are very good with beneficial weather forecast in the months to come. Sorghum production for MY 2023/2024 remains the same as USDA, but exports are forecast at 900,000 tons, 400,000 tons lower than USDA official. The final volume will depend significantly on demand from China. Rice production in MY 2023/2024 is projected at 1.1 million tons rough base, significantly lower than USDA official due to smaller harvested area and lower yields. The El Niño weather pattern has so far produced the loss of 5,000 hectares of rice in Corrientes and yields are expected to be lower than USDA official.
Indonesia: BPJPH Mandates Registration of Foreign Halal Certificates for Imports
Indonesia’s Halal Product Assurance Agency (BPJPH) recently promulgated a new decree requiring imported products’ halal certificates issued by foreign halal certifying bodies be registered with BPJPH prior to the importation and distribution of the products within Indonesia. This report describes the registration process.
Turkiye: Grain and Feed Update
Wheat, corn, and barley production in MY 2023/24 are forecast at or near record levels due to favorable weather during much of the growing season. Consequently, import demand for these three grains is projected lower year-to-year. Similarly, rice imports are expected to contract, but this is because of larger-than-usual carryover stocks. On the export side, the Turkish government temporarily authorized exports of domestic corn and durum because of an oversupply of these grains. Meantime, it is unclear whether the situation in the Red Sea will have any noticeable impact on overall export volumes of pasta and flour.

China: Decree 248 Product List Update - January 2024
The General Administration of Customs of the People's Republic of China (GACC) Bureau of Import and Export Food Safety (BIEFS) recently updated the list of products and codes subject to Decree 248. The PRC has not notified these changes to trade partners. Between September 20, 2023 and January 25, 2024, BIEFS added 56 products and removed 74 products.
China: Feed Additives and Ingredients Catalogues Updates
On January 12, 2024, the People’s Republic of China (PRC) Ministry of Agriculture and Rural Affairs (MARA) announced its approval of one new feed variety, three new varieties of feed additives, and the addition of five feed additives and five feed ingredients into its feed catalogs. This report contains an unofficial translation of the announcement and the revised parts of the catalogs for feed additives and ingredients. U.S. exporters should note that the original catalog in Chinese is the final authority for interpretation. Stakeholders should conduct their own review of the regulation. Of note for U.S. industry was the inclusion of Almond Hulls along with Almond Hulls with Shells in the catalogs.
China: PRC Calls for Comments on Addition of Liquid Formula Milk to Food Safety Law
On January 19, 2024, China’s State Administration for Market Regulation (SAMR) released a letter soliciting public comments on an update to the Food Safety Law. The revision added new registration requirements for liquid formula milk for infants and young children. Among the major revisions, the product formulas must now be registered with SAMR. The draft revision has not been notified to the WTO as of January 30, 2024. This report contains an unofficial translation of the revised draft law for comments. Stakeholders should conduct their own review of the regulation and provide comments before the February 19, 2024 due date.
China: Revised Draft Oilseed Species Standard Published for Comment
On January 4, 2024, the Ministry of Agriculture and Rural Affairs (MARA) published a revised “National Standard for Seed of Economic Crops - Part 2: Oil Species (Draft for Comments)." The revised draft standard pertains to seeds for sowing/planting and incorporates quality requirements for flax seeds for oil use, and modifies quality indicators for rapeseed hybrids, conventional sunflower seeds, and peanut seeds. This report provides an unofficial translation of the draft standard. Stakeholders should conduct their own review of the unofficial translation. The deadline for submitting public comments on the revised draft is March 5, 2024. Revisions to the draft standard have not been notified to the World Trade Organization (WTO).
Morocco: Morocco's 2024 FTA Tariff Schedule
On January 1, 2024, the Government of Morocco (GOM) published Circular # 6519/222, announcing the required tariff changes under the U.S.-Morocco Free Trade Agreement (FTA) for Calendar Year 2024. The circular includes tariffs, tariff-rate quotas (TRQs), tariff-rate quota administration, agricultural safeguard measures, products covered by the preference clause, and allocation procedures. The most significant change impacting agricultural products are additional safeguard measures for frozen or chilled chicken legs and wings.
Thailand: Rice Price - Weekly
Rice export prices decreased one percent despite the strengthening of the Thai baht.

USDA Identifies 2024 McGovern-Dole Priority Countries
USDA, through its administration of the McGovern-Dole International Food for Education and Child Nutrition (McGovern-Dole) Program, is the largest global donor to school feeding efforts, providing U.S. agricultural commodities, funding, and technical assistance to reduce hunger, support nutrition, and improve literacy and primary education, especially for girls, around the world. The McGovern-Dole Program is also an integral part in advancing U.S. diplomatic interests and strengthening alliances.
For Fiscal Year 2024, USDA has identified the following as priority countries for new McGovern-Dole cooperative agreements: Angola, Bangladesh, El Salvador, Ethiopia, Guatemala, GuineaBissau, Laos, Malawi, and Rwanda. Recommended priority areas within the nine countries have also been identified and posted online.
These priority countries have demonstrated significant need, a national government commitment to school feeding programs, and shared views on global food security, agricultural sustainability, and key international initiatives (such as the School Meals Coalition). Proposals for McGovern-Dole projects in non-priority countries also remain eligible for consideration.
