Statement by the Prime Minister on the National Day of Remembrance for Victims of Air Disasters
January 8, 2024
Ottawa, Ontario
The Prime Minister, Justin Trudeau, today issued the following statement on the National Day of Remembrance for Victims of Air Disasters:
“On this National Day of Remembrance for Victims of Air Disasters, we stand in solidarity with Canadians at home and around the world who have lost loved ones to these tragedies.
“We solemnly remember the victims of all air disasters, including Ukraine International Airlines Flight 752 (Flight PS752), Air Ontario Flight 1363, Ethiopian Airlines Flight 302, and Air India Flight 182.
“Exactly four years ago today, the downing of Flight PS752 by the Islamic Republic of Iran shocked the world. This heartbreaking incident resulted in the loss of 176 lives, including Canadian citizens, Canadian permanent residents, and many others with ties to Canada. We are taking concrete action, along with our international partners, to hold Iran accountable for this senseless tragedy. We continue to fight for justice and accountability for families as members of the International Coordination and Response Group for the victims of Flight PS752.
“Today, we are announcing our next step in holding the Islamic Republic of Iran accountable for violating international law by jointly filing our case before the International Civil Aviation Organization (ICAO) Council pursuant to Article 84 of the Chicago Convention. This is an important step in our commitment to ensuring that the families of the victims impacted by this tragedy get the justice they deserve.
“We are also committed to strengthening the safety and security of air travel for all Canadians, at home and abroad. Last year, as part of our Safer Skies Initiative, Canada partnered with the Netherlands to co-host the third annual Safer Skies Forum, where we joined our international partners in renewing our commitment to better protect civil aircraft from the risks posed by conflict zones. We also continue to advocate for the ICAO to review its aircraft accident investigation framework, to enhance transparency and credibility of investigations.
“We continue to stand with and support the families and loved ones affected by air disasters. Through the Commemorative Scholarship Program launched last October, we will disburse 176 scholarships over five years to honour the memory of victims of Flight PS752. This year, we will award 32 scholarships, including six to candidates with close family ties to the victims of Flight PS752. Last March, we also provided funding to ten organizations through the Commemoration Fund for the Victims of the Ethiopian Airlines Flight 302 Tragedy to support the development of commemorative projects in memory of the victims.
“As we pay tribute to the victims of air disasters, we offer our deepest condolences to the families and friends who have lost loved ones. We will continue to work with our partners to create a safer, more peaceful world, where everyone can travel in security.”

Statement by the Prime Minister on National Ribbon Skirt Day
January 4, 2024
Ottawa, Ontario
The Prime Minister, Justin Trudeau, today issued the following statement on National Ribbon Skirt Day:
“Today, I acknowledge all those across Canada who are marking the second National Ribbon Skirt Day and the significance that ribbon skirts represent during ceremonies and special events throughout the year.
“Observed for the first time last year, National Ribbon Skirt Day commemorates the experience of Isabella Kulak, a member of Cote First Nation in Saskatchewan who was shamed for wearing a handmade ribbon skirt to a formal day at her elementary school. Ribbon skirts have been worn by First Nations and Métis women, girls, and gender-diverse people for generations. With their vibrant colours, bold patterns, and intricate designs, they are a symbol of pride and offer a deep connection to Mother Earth. Isabella’s story – and the stories of so many others – reminds us of the ongoing challenges Indigenous Peoples face, including racism and inequity, and of the work we need to continue doing, together, on the shared path of reconciliation. Today, we see women, girls, and gender-diverse people wearing ribbon skirts both formally and informally – like when they cross the stage to receive their degrees or when they are passing on traditional knowledge to the next generations at home or in classrooms. Thanks to their resilience, that history has not been and will never be lost.
“Reconciliation is a journey we must all take together, and we know there is more work ahead. That is why, last June, we released the United Nations Declaration on the Rights of Indigenous Peoples Act Action Plan. Developed in consultation and collaboration with Indigenous partners, the Action Plan serves as our roadmap to advance reconciliation in a meaningful way, including by helping preserve, promote, and revitalize First Nations, Inuit, and Métis languages, cultures, and traditions. We are also working to put an end to the national crisis of missing and murdered Indigenous women, girls, and 2SLGBTQI+ people. This includes working in partnership with Indigenous Peoples to implement the Federal Pathway and to explore a public alert system for missing Indigenous women, girls, and 2SLGBTQI+ people. We remain committed to building a better future in partnership with Indigenous Peoples.
“On National Ribbon Skirt Day, I invite all Canadians to learn more about Isabella’s story and Indigenous Peoples’ histories, cultures, and diversity – from exploring century-long traditions, to engaging in cultural activities, to reading their stories online – and to celebrate the ongoing contributions of First Nations, Inuit, and Métis to Canada.”

Statement by the Prime Minister on Haiti’s Independence Day
January 1, 2024
Ottawa, Ontario
The Prime Minister, Justin Trudeau, today issued the following statement on Haiti’s Independence Day:
“Today, we join the people of Haiti and Haitian communities in Canada and around the world to celebrate Haiti’s Independence Day.
“On January 1, 1804, the people of Haiti overcame over a decade of revolts and three centuries of colonial rule to set the country on an independent path. With this historic victory, Haiti became the first country to be founded by former slaves, inspiring hope for other nations striving for freedom and independence.
“Today, Canada is home to over 165,000 Canadians of Haitian ancestry who are deeply woven into our cultural fabric and make our country a more prosperous, diverse, and inclusive place. As we prepare to mark 70 years of diplomatic relations this year, we look forward to continuing to strengthen the bonds between our countries and our peoples.
“Sadly, over the last year, Haiti has suffered from worsening humanitarian, security, and political crises. Canada is deeply concerned about the expansion of armed gangs and the resulting violence and instability, which is causing great suffering to the Haitian people. That is why we continue to work with the Caribbean Community and other international partners to support the efforts of Haitians to restore peace and security in the country, to meet the needs of its people, and to set a path toward a brighter and stronger future. Canada will continue to advocate for Haitian-led solutions to restore stability in Haiti.
“Today, as we extend our best wishes to everyone celebrating Haiti’s Independence Day, we recognize the Haitian people’s bravery and determination in the face of challenges. Canada stands with them as they work to build a better future.”
