Bangladesh: Biweekly Price and Policy Update Week of 29 May 2023
The price of medium-quality rice dropped to BDT 55 ($0.51) per kilogram, down about 2 percent from last month, while the price of high-quality rice remained at BDT 75 ($0.70) per kilogram, the same as the previous month.
European Union: Delegated Act Published for Article 118 of the EU Veterinary Medicinal Products Regulation
The European Commission published Delegated Act 2023/905 in the Official Journal on May 4, 2023. This Act addresses the rules under Article 118 of the EU Veterinary Medicinal Products Regulation 2019/6 for the use of certain antimicrobial medicinal products in animals or products of animal origin exported from third countries to the European Union. Additional Implementing Acts will follow enforcing the third country list and certification. Once published, the Implementing Acts are expected to enter into force 24 months later.

Ghana: Ghana Climate Change Report
The impacts of climate change are beginning to manifest on the entire globe and particularly on developing countries like Ghana. The country is vulnerable to rising sea levels, droughts, increasing temperatures and erratic rainfall which adversely impacts infrastructure, hydropower production, food security and coastal and agricultural livelihoods. To address these challenges, Ghana will need to rely on international donors to fund climate change interventions as the current economic climate in the country will not allow for Ghana to self-fund activities to address climate change.

Malaysia’s retail sales are projected to grow to US$1.8 billion in 2023. The Malaysian food and beverage retail market is a competitive landscape and is highly fragmented. New food retailers are entering the market and small premium retail stores are expanding into high-density neighborhoods, towns, and cities. Top prospective U.S. products for the Malaysian food retail market include dairy, fresh and processed fruits, vegetables, seafood, wine, pork, and beef.
Spain: Grain Supply Chain Actors Agree on Drastic Crop Decline in Spain
Several Spain grain supply chain actors have released their first estimates for grain production for MY 2023/24 and concur with the poor crop prospects. The initially good crop projections following the abundant rains in December were negated by dry conditions and above average temperatures registered throughout the grain growing season. Late May precipitation was not sufficient to counter the drop in production, although it may ultimately help restore soil moisture and alleviate the tight water storage levels.
Spain: Spain Soybean and Products Market Outlook
This report presents an overview of Spain’s soybean and products market. Imports of soybean and soybean products to Spain amount on average to nearly 6 million metric tons (MT) per year. The robust, dynamic, and export-oriented livestock sector drives the country’s feed ingredients demand. This combined with the limited in-country oilseeds production makes Spain one of the European Union’s (EU) largest oilseeds and products importers. Although Spain’s soybean meal import market is largely dominated by Argentina, most of the supply of soybeans for crushing is sourced from Brazil, followed by the United States.
Sri Lanka: Sri Lanka Introduces Special Commodity Levy on Imported Eggs
On February 20, 2023, Sri Lanka’s Minister of Finance, Economic Stabilization and National Policies issued an Extraordinary Gazette Notification, introducing a Special Commodity Levy on imported fresh eggs of fowls of the species Gallus domesticus, harmonized tariff system (HS) code 0407.21, for three months effective from February 21, 2023. This new regulation has now been extended for an additional three months, effective May 21, 2023. As per the new regulation, an imported egg is subjected to LKR 50.00 (~$0.16) levy. However, this levy is reduced to LKR 1.00 (~$0.003) for the eggs imported by the Sri Lanka State Trading (General) Corporation on the recommendation of the Secretary, Ministry of Trade, Commerce and Food Security. The new regulation discourages egg imports by other parties.

Brazil: Coffee Annual
Post forecasts the Brazilian coffee production for Marketing Year 2023/24 (July-June) at 66.4 million 60-kg bags, an increase of 3.8 million bags compared to the previous crop. Post forecasts arabica production at 44.7 million bags, an increase of 12 percent from the previous season due to favorable weather conditions in growing regions. Post forecasts robusta production at 21.7 million bags, a 5 percent decrease from the previous season due to a decrease in productivity caused by weather conditions in Espirito Santo. Coffee exports for 2023/24 are forecasted at 45.35 million bags, an increase of twenty six percent relative to the previous season due to available supplies.
Thailand: Biofuels Annual
Thailand is likely to lower biofuel consumption targets in the new AEDP 2022 due to expected lower fuel demand after 2027. The Thai government anticipates more electric vehicles on the road and increased rapid mass transit system, as well as double-track railway routes. FAS Bangkok expects biofuel consumption in 2023 to increase 6 percent. The Thai government is likely to increase the mandatory biodiesel blending rate as palm oil prices have eased.

China: Three New Foods and Their Applicable Food Safety Standards Published
On May 10, 2023, the People’s Republic of China (PRC) National Health Commission (NHC) released a Catalog of new food ingredients, new varieties for food additives, and new food related products which were announced during 2009 to 2021 with the applicable corresponding food safety standards. This report provides an unofficial translation of the Catalogue and corresponding requirements.
Ukraine: Sugar Annual
MY2023/24 sugar production is forecast at 1.5 MMT, a 13 percent increase compared to the previous MY estimate, as Ukraine returns to pre-war (CY2021) production areas of sugar beets. A hike in global prices could stimulate Ukraine's exports for MY2023/24 to recoup losses caused by Russia's full-scale invasion and a drop in domestic consumption caused by refugee outflow. The EU is becoming the single largest market destination for Ukrainian sugar.
