Briefing - Russia's war on Ukraine: Forcibly displaced Ukrainian children - 14-04-2023

On 17 March 2023, the International Criminal Court (ICC) issued an arrest warrant for Russian President Vladimir Putin and Maria Alekseyevna Lvova-Belova, Russian Presidential Commissioner for Children's Rights. The pair are accused of the 'war crime of unlawful deportation of population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation'. According to the ICC, there are reasonable grounds to believe that President Putin 'committed the acts directly, jointly with others and/or through others,' or that he failed to properly control 'civilian and military subordinates who committed the acts, or allowed for their commission, and who were under his effective authority and control, pursuant to superior responsibility'. Since the start of Russia's full-scale invasion of Ukraine, evidence has been collected about core international crimes committed against Ukrainian children. Multiple reports consider Russia to be in breach of the obligations set in several international treaties and instruments to which Russia is party, as well as of customary international law. It is well documented that, since the start of the invasion, certain categories of individuals, including women and children, have been disproportionately affected by the conflict. International organisations, institutional actors and civil society organisations have repeatedly warned about the great burden on children, including but not limited to, trafficking, sexual exploitation, abduction and illegal adoption. Beyond the strictly legal consequences of the arrest warrant, some commentators argue that the arrest warrant against Putin may help to undermine the Russian leader's war efforts, as the international community universally sees the abduction of children as unacceptable. No matter what the geopolitical arguments are, removing children from their families or from care facilities and forcibly transferring them is universally considered

The draft report describes the increasing pressure on the EU budget resulting from increased borrowing costs associated with the European Union Recovery Instrument. It underlines that the current borrowing costs, driven by a high interest rate climate, are exhausting resources intended for the budget to respond to emerging needs and jeopardising investment through agreed programmes in the EU's long term budget (multiannual financial framework - MFF).
The draft report underlines the pressing need for new own resources, in line with the agreed roadmap, to cover the repayment costs and for the EURI borrowing costs to be placed over and above the MFF ceilings to ensure that the budget is properly structured for its new spending profile.
The report was drawn up by the BUDG Chair in conjunction with the 2024 and 2023 General Budget Rapporteurs and the Negotiating Team for the Multiannual Financial Framework 2021-2027 and Own Resources.

Briefing - Russia's war on Ukraine: Forcibly displaced Ukrainian children - 14-04-2023

On 17 March 2023, the International Criminal Court (ICC) issued an arrest warrant for Russian President Vladimir Putin and Maria Alekseyevna Lvova-Belova, Russian Presidential Commissioner for Children's Rights. The pair are accused of the 'war crime of unlawful deportation of population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation'. According to the ICC, there are reasonable grounds to believe that President Putin 'committed the acts directly, jointly with others and/or through others,' or that he failed to properly control 'civilian and military subordinates who committed the acts, or allowed for their commission, and who were under his effective authority and control, pursuant to superior responsibility'. Since the start of Russia's full-scale invasion of Ukraine, evidence has been collected about core international crimes committed against Ukrainian children. Multiple reports consider Russia to be in breach of the obligations set in several international treaties and instruments to which Russia is party, as well as of customary international law. It is well documented that, since the start of the invasion, certain categories of individuals, including women and children, have been disproportionately affected by the conflict. International organisations, institutional actors and civil society organisations have repeatedly warned about the great burden on children, including but not limited to, trafficking, sexual exploitation, abduction and illegal adoption. Beyond the strictly legal consequences of the arrest warrant, some commentators argue that the arrest warrant against Putin may help to undermine the Russian leader's war efforts, as the international community universally sees the abduction of children as unacceptable. No matter what the geopolitical arguments are, removing children from their families or from care facilities and forcibly transferring them is universally considered

The draft report describes the increasing pressure on the EU budget resulting from increased borrowing costs associated with the European Union Recovery Instrument. It underlines that the current borrowing costs, driven by a high interest rate climate, are exhausting resources intended for the budget to respond to emerging needs and jeopardising investment through agreed programmes in the EU's long term budget (multiannual financial framework - MFF).
The draft report underlines the pressing need for new own resources, in line with the agreed roadmap, to cover the repayment costs and for the EURI borrowing costs to be placed over and above the MFF ceilings to ensure that the budget is properly structured for its new spending profile.
The report was drawn up by the BUDG Chair in conjunction with the 2024 and 2023 General Budget Rapporteurs and the Negotiating Team for the Multiannual Financial Framework 2021-2027 and Own Resources.

The Committee on Budgets traveled to Chişinău, Moldova from 21 to 23 February 2023. The main objective of this mission was to assess Moldova's most pressing needs in terms of EU financial support, also in view of the country's candidate status.
Members met with the Prime Minister, the President of the Parliament, members of Moldova's parliamentary committees, ministers as well as representatives of International Financing Institutions and Civil Society. The committee on International Trade (INTA) wastravelling at the same time, and certain meetings were held jointly.
The BUDG Members who participated in the mission were Janusz Lewandowski (Head of the mission, EPP), Siegfried Mureşan (EPP), Jan Olbrycht (EPP), Margarida Marques (S&D), Nicolae Ștefănuță (Renew), Vlad Gheorghe (Renew), Alexandra Geese (Greens/EFA) and Hervé Juvin (NI).

Digital Humanities is a young field of research at the cross road of social sciences and computer sciences, focused on the use of computational methods in the Humanities, Social and Behavioural Sciences. This includes the use of digital analysis and visualisation techniques in e.g. (art) history, languages, instructional sciences, the use of digital games in social sciences or the use of digital technologies in the sector of museums, archives and libraries. Obtaining further insight and foresight in this area especially in relation to the social and political impacts of this emerging field of research is essential.

On 11 May 2022, the Commission adopted a proposal for a Regulation laying down rules to prevent and combat child sexual abuse online, aiming at establish a permanent legal framework in the field.
The proposal was accompanied by an impact assessment (IA). In view of persisting concerns over the potential impacts of the proposal on fundamental rights and concerns raised by the Regulatory Scrutiny Board in regard to the Commission's impact assessment, the LIBE Committee requested the EPRS to undertake a complementary impact assessment in regard to certain specific questions in order to critically review and complement the analysis, data and information contained in the said IA. External experts presented the outcomes of this complementary IA at the LIBE meeting of 13 April.

The exchange of views provided information on the developments in the EU and Members States position regarding the changes in the United States visa policy.
The focus was on a new prescription in the Visa Waiver Program (VWP) calling for the negotiation of bilateral agreements within an "Enhanced Border Security Partnership" (EBSP), which would regulate bilateral biometric and biographic information sharing capability. Concerns exist regarding the impact of this policy, reflected in a differentiated treatment of the EU Member States and its citizens vis-à-vis the United States, running counter to EU visa policy. The LIBE Committee exchange of views with the Council and Commission allowed a more in-depth discussion on the subject.

Proposal for a ban on goods made using forced labour

The proposed EU regulation to ban products made using forced labour, including child labour, covers all products made available on the internal market of the European Union -meaning both products made in the EU for domestic consumption and for export, and imported goods. Revamping the EU electricity market

The energy crisis of 2022 has brought new challenges for the EU electricity market. Concerns over very high prices, security of energy supply, and the need to increase decarbonisation have sparked discussions on the need to redesign the EU's electricity market. After the short-term measures adopted to mitigate the impact of the energy crisis, the European Commission has unveiled its much-awaited plan to reform the electricity market, with a triple objective: to shelter consumers from excessive bills, boost renewables and enhance competitiveness.

Updating the EU rules on urban wastewater treatment

The proposed update to the Urban Wastewater Treatment Directive would introduce new obligations to better control pollution due to rainwater, impose stricter standards for nutrient removal and require advanced treatment for the removal of micro-pollutants. To cover treatment costs, a system of extended producer responsibility targeting pharmaceuticals and cosmetics would be set up. To align the directive with the Green Deal's ambitions, an energy neutrality obligation would be introduced for wastewater treatment plants.

Briefing - Russia's war on Ukraine: Forcibly displaced Ukrainian children - 14-04-2023

On 17 March 2023, the International Criminal Court (ICC) issued an arrest warrant for Russian President Vladimir Putin and Maria Alekseyevna Lvova-Belova, Russian Presidential Commissioner for Children's Rights. The pair are accused of the 'war crime of unlawful deportation of population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation'. According to the ICC, there are reasonable grounds to believe that President Putin 'committed the acts directly, jointly with others and/or through others,' or that he failed to properly control 'civilian and military subordinates who committed the acts, or allowed for their commission, and who were under his effective authority and control, pursuant to superior responsibility'. Since the start of Russia's full-scale invasion of Ukraine, evidence has been collected about core international crimes committed against Ukrainian children. Multiple reports consider Russia to be in breach of the obligations set in several international treaties and instruments to which Russia is party, as well as of customary international law. It is well documented that, since the start of the invasion, certain categories of individuals, including women and children, have been disproportionately affected by the conflict. International organisations, institutional actors and civil society organisations have repeatedly warned about the great burden on children, including but not limited to, trafficking, sexual exploitation, abduction and illegal adoption. Beyond the strictly legal consequences of the arrest warrant, some commentators argue that the arrest warrant against Putin may help to undermine the Russian leader's war efforts, as the international community universally sees the abduction of children as unacceptable. No matter what the geopolitical arguments are, removing children from their families or from care facilities and forcibly transferring them is universally considered

The draft report describes the increasing pressure on the EU budget resulting from increased borrowing costs associated with the European Union Recovery Instrument. It underlines that the current borrowing costs, driven by a high interest rate climate, are exhausting resources intended for the budget to respond to emerging needs and jeopardising investment through agreed programmes in the EU's long term budget (multiannual financial framework - MFF).
The draft report underlines the pressing need for new own resources, in line with the agreed roadmap, to cover the repayment costs and for the EURI borrowing costs to be placed over and above the MFF ceilings to ensure that the budget is properly structured for its new spending profile.
The report was drawn up by the BUDG Chair in conjunction with the 2024 and 2023 General Budget Rapporteurs and the Negotiating Team for the Multiannual Financial Framework 2021-2027 and Own Resources.

On 17 March 2023, the International Criminal Court (ICC) issued an arrest warrant for Russian President Vladimir Putin and Maria Alekseyevna Lvova-Belova, Russian Presidential Commissioner for Children's Rights. The pair are accused of the 'war crime of unlawful deportation of population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation'. According to the ICC, there are reasonable grounds to believe that President Putin 'committed the acts directly, jointly with others and/or through others,' or that he failed to properly control 'civilian and military subordinates who committed the acts, or allowed for their commission, and who were under his effective authority and control, pursuant to superior responsibility'. Since the start of Russia's full-scale invasion of Ukraine, evidence has been collected about core international crimes committed against Ukrainian children. Multiple reports consider Russia to be in breach of the obligations set in several international treaties and instruments to which Russia is party, as well as of customary international law. It is well documented that, since the start of the invasion, certain categories of individuals, including women and children, have been disproportionately affected by the conflict. International organisations, institutional actors and civil society organisations have repeatedly warned about the great burden on children, including but not limited to, trafficking, sexual exploitation, abduction and illegal adoption. Beyond the strictly legal consequences of the arrest warrant, some commentators argue that the arrest warrant against Putin may help to undermine the Russian leader's war efforts, as the international community universally sees the abduction of children as unacceptable. No matter what the geopolitical arguments are, removing children from their families or from care facilities and forcibly transferring them is universally considered

The draft report describes the increasing pressure on the EU budget resulting from increased borrowing costs associated with the European Union Recovery Instrument. It underlines that the current borrowing costs, driven by a high interest rate climate, are exhausting resources intended for the budget to respond to emerging needs and jeopardising investment through agreed programmes in the EU's long term budget (multiannual financial framework - MFF).
The draft report underlines the pressing need for new own resources, in line with the agreed roadmap, to cover the repayment costs and for the EURI borrowing costs to be placed over and above the MFF ceilings to ensure that the budget is properly structured for its new spending profile.
The report was drawn up by the BUDG Chair in conjunction with the 2024 and 2023 General Budget Rapporteurs and the Negotiating Team for the Multiannual Financial Framework 2021-2027 and Own Resources.

The committee on International Trade (INTA) wastravelling at the same time, and certain meetings were held jointly.

On 11 May 2022, the Commission adopted a proposal for a Regulation laying down rules to prevent and combat child sexual abuse online, aiming at establish a permanent legal framework in the field.
The proposal was accompanied by an impact assessment (IA). In view of persisting concerns over the potential impacts of the proposal on fundamental rights and concerns raised by the Regulatory Scrutiny Board in regard to the Commission's impact assessment, the LIBE Committee requested the EPRS to undertake a complementary impact assessment in regard to certain specific questions in order to critically review and complement the analysis, data and information contained in the said IA. External experts presented the outcomes of this complementary IA at the LIBE meeting of 13 April.

The exchange of views provided information on the developments in the EU and Members States position regarding the changes in the United States visa policy.
The focus was on a new prescription in the Visa Waiver Program (VWP) calling for the negotiation of bilateral agreements within an "Enhanced Border Security Partnership" (EBSP), which would regulate bilateral biometric and biographic information sharing capability. Concerns exist regarding the impact of this policy, reflected in a differentiated treatment of the EU Member States and its citizens vis-à-vis the United States, running counter to EU visa policy. The LIBE Committee exchange of views with the Council and Commission allowed a more in-depth discussion on the subject.

Updating the EU rules on urban wastewater treatment

The proposed update to the Urban Wastewater Treatment Directive would introduce new obligations to better control pollution due to rainwater, impose stricter standards for nutrient removal and require advanced treatment for the removal of micro-pollutants. To cover treatment costs, a system of extended producer responsibility targeting pharmaceuticals and cosmetics would be set up. Finally, it analyses existing policy instruments supporting these solutions, including those promoted by Member States under the new CAP programming (2022-2027)
