EU POLITICS AND INSTITUTIONS
Debating how to strengthen the EU’s capacity to act, reports reflect on legal and political options for extending the qualified majority voting. As a follow-up to the Future of Europe Conference, papers discuss how the European citizens’ panels can boost EU democracy and eventually mitigate shortcomings in the existing institutional consultation process. They also focus on the European Political Community, asking if this forum can set in motion a positive dynamic for the EU, helping it become the master of its own destiny.

Reports examine the role of the EU's industrial strategy in seeking to reconcile competition and geoeconomic challenges, while they note that the open strategic autonomy agenda is quickly gathering pace, especially in the trade and industrial domain. As the digital transition has ramifications across different policy areas, it is expected to contribute significantly to the EU’s recovery and transition towards resilience and sustainability over this decade. On economic/financial affairs, papers analyse the legal aspects of the future of common borrowing. On environmental issues, briefs comment on the challenges of the EU carbon border adjustment mechanism, and on how EU regions can implement the European Green Deal. Reports discuss ways to improve the EU migration crisis response, and to build resilience to geopolitical conflict regarding the refugee protection in the EU.
