On Thursday, 8 September 2022, the FEMM Committee will present its draft opinion on the Implementation of the common security and defence policy - annual report 2022.
On the backdrop of the war against Ukraine and in light of the lack of inclusion of women in peace and security negotiations and policies, the draft opinion highlights the importance of ensuring the EU Common Security and Defence Policy (CSDP) is gender responsive. Issues addressed include gender balance in the personnel of civilian and military missions, especially in leadership positions, and sexual and gender-based harassment and sexual exploitation within all CSDP missions.

On Thursday, 8 September 2022, the FEMM Committee will present its draft opinion on Human rights and democracy in the world and the European Union’s policy on the matter - annual report 2022.
The rapporteur stresses the importance of advancing gender equality and women's rights worldwide, as they are crucial to the realisation of human rights, and emphasises that, in spite of progress, women and girls continue to suffer from discrimination and violence, and that many societies still struggle to provide them with equal rights under the law and equal access to education, healthcare, decent work and political and economic representation. The rapporteur calls on the AFET Committee, as the committee responsible, to incorporate its suggestions into its motion for a resolution.

On Thursday, 8 September 2022, the FEMM Committee will vote on its draft opinion on the General EU budget for the financial year 2023 - all sections.
The draft opinion highlights the need for increased spending on key areas such as combating gender-based violence, as well to EIGE and civil society. It also calls for splitting budget lines to better earmark funding for gender equality and women's rights, and to ensure transparency. Rapporteur of the opinion is Monika Vana (Greens/EFA, AT).

Briefing - Financial assistance to EU Member States and non-EU countries - 05-09-2022

Since the creation of the economic and monetary union, the European Union has created various instruments to provide financial assistance for its Member States. Originally (since 2002) such assistance was provided through the balance of payments (BoP) assistance programme, which was reserved only for Member States with a derogation, i.e. those that had not yet adopted the euro. However, following the EU economic and sovereign debt crises (2009 to 2012), four new instruments were created: the (i) Greek Loan Facility (GLF), (ii) European financial stabilisation mechanism (EFSM); (iii) European Financial Stability Facility (EFSF); and (iv) the European Stability Mechanism (ESM). In total, eight EU countries received funds through those instruments. Sooner or later, all the above instruments and facilities are to be phased out, with the ESM the only one to remain in the long term for all EU Member States. Given that the ESM was created through an intergovernmental agreement, there were efforts by the Commission to integrate it into EU law. This, however, was effectively abandoned following a lack of support in the Council. At the same time, during the COVID 19 pandemic, an additional credit line was created, to help Member States in case of need. As a result of the bold steps taken at EU level (including SURE and Next Generation EU), it has yet to be used. Nonetheless, EU financial assistance is not limited to EU Member States. Non-EU partner countries, such as Ukraine, can obtain financial aid through macro-financial assistance (MFA). In contrast to other instruments available, MFA is designed not to support economic and social development, but to restore the country's external financial situation, while encouraging economic adjustments and structural reforms. As a result, both the conditions required and the amounts provided, are different to those concerning Member States.

Briefing - Small farms' role in the EU food system - 05-09-2022

Most of the world's farmers are engaged in small scale agriculture. The majority of them are in developing countries but there are many in developed countries as well. Small farms make up the vast majority of the EU's 10 million farms. What constitutes a small farm depends on the context. However, improving the conditions of small-scale food producers is a global objective. Recent studies have lowered past estimates of how much of the global food supply is produced by small farms. Notwithstanding the complex nature of such estimates and the possible under-estimation of small operators' production because of self consumption, it is clear that small farms allocate larger shares of their production to food and have a more diversified produce portfolio than larger farms. Moreover, small farms' role in food production and availability also depends on their involvement in local food systems: when they are well connected in the supply chain, small scale producers tend to leave less space for self provisioning and their businesses are more viable. In addition to producing food, small farms play a key role in the EU's rural world. They are typically associated with protecting landscape features and biodiversity and the notion of providing public goods. They help to maintain lively rural and remote areas, help preserve the identity of regional production, and offer employment in regions with fewer job opportunities. Yet, the pace of disappearance of small farms has been quite rapid in recent decades. Unfavourable demographic change in rural areas is part of the explanation. In addition, it is small farms that suffer most from the challenges facing the agricultural sector, such as market pressures and weather extremes, and they have to invest greater effort to engage in innovation and new technology. On Wednesday 31 August 2022, 14:30 - 15:30, an exchange of views in ECON took place with the Chair of the International Accounting Standards Board (IASB), Andreas Barckow, and the Chair of the IFRS Foundation, Erkki Liikanen. In the previous term, such events took place on an annual basis. As the IFRS Foundation announced on 3 November 2021 the creation of the International Sustainability Standards Board (ISSB) as second pillar of the IFRS Foundation, ECON also invited the Chair of the ISSB, Emmanuel Faber to this exchange of views. The ISSB is tasked with the development of international sustainability reporting standards.

Briefing - Impact of Covid-19 on asylum procedures in EU Member States - 05-09-2022

From the beginning of the Covid-19 pandemic in early 2020, and up to mid-April 2020, EU Member States were facing an extraordinary situation that led to the declaration of a health emergency. EU governments gradually took urgent measures to contain the spread of the virus, such as re introduction of border controls in the Schengen area, implementation of temporary travel restrictions, and introduction of sanitary measures. These had vast impact on both mobility and migration. Multiple measures also aimed to mitigate the effects of the pandemic on foreign nationals residing on the territory of EU Member States. National responses to contain Covid-19 diverged both in nature and scope. Overall, restrictive measures affected asylum-seekers' right to look for protection on EU territory; their – and migrants' – right to access relevant procedures; their residence status and permits; and their enjoyment of other rights, such as access to health services. Member States had to adapt their asylum procedures swiftly to the pandemic. The measures focused on the extension of residence permits, regularisation of undocumented migrants, the release of migrants and asylum-seekers from detention centres, and suspension of forced returns. At the same time, new obstacles arose in ensuring an effective and fair asylum procedure for first-instance applications and appeals, relating for example to the quality of remote interviews, applicants' access to electronic tools and the skills needed to use them, and the quality of processes and data protection. After mid-April 2020, EU Member States gradually lifted restrictions, starting to adapt to the new reality after the pandemic. The European Parliament has addressed the impact of Covid-19 on vulnerable groups, including asylum-seekers and refugees. At the same time, Parliament stressed that internal border controls and travel restrictions at the external borders should not affect the right to seek asylum.

On 5 September 2022, the JURI Committee will vote on the opinion on Artificial Intelligence Act (2021/0106(COD)) and on the opinion on The EU accession to the Council of Europe Convention on preventing and combating violence against women and domestic violence (2016/0062(NLE)). The Members will also vote on the codification on Uniform procedures for checks on the transport of dangerous goods by road (codification) (2021/0275(COD)) and on the recast opinion on energy efficiency (2021/0203 (COD)).

On Monday 12 September 2022, from 19:45 – 21:45, Members from the Committee on Budgets and the Committee on Economic and Monetary Affairs will hold the 7th Recovery and Resilience Dialogue with Valdis Dombrovskis, Executive Vice-President for an Economy that Works for People and Paolo Gentiloni, Commissioner for Economy.
Also in light of the recent publication of the Commission's Review Report on the implementation of the RRF, the Dialogue will focus on the state of play of RRF implementation in particular as regards Commission's assessment of national recovery and resilience plans submitted by Member States, payments requests by Member States and assessments by the Commission of the agreed milestones and targets. The Commissioners are also expected to address RRF's role in increasing resilience of Member States' economies and thus contributing to the mitigation of the consequences of Russia's invasion of Ukraine.
The Recovery and Resilience Dialogue is organised under Article 26 of the Regulation establishing the Recovery and Resilience Facility to ensure greater transparency and accountability in implementation of the Facility.
