EU agriculture ministers will discuss the recent Commission communication on safeguarding food security and reinforcing the resilience of food systems, which sets out a number of measures aimed at addressing the impact of the Russian invasion of Ukraine on food security, both in the EU and worldwide.

Market situation for agricultural products
EU ministers will hold an exchange of views on the market situation for agri-food products and the situation of the EU’s agricultural sector, with a particular focus on the impact of Russia’s invasion of Ukraine.
Carbon removals
The Council will discuss the ongoing revision of the land use, land use change and forestry (LULUCF) regulation, as part of the Fit for 55 package.
The aim of the Commission’s proposal for the revision of the current legislation is to set a new target for carbon removals of 310 million tonnes by 2030, leading to climate neutrality at EU level in the land use, forestry and agriculture sector by 2035.
Carbon removals – which means the removal of CO2 from the atmosphere and its storage, for instance via trees or by protecting carbon-rich soils – can play a crucial role in achieving climate neutrality.
The Council will also adopt, as an A item, conclusions on the Commission’s sustainable carbon cycles communication. The communication, published on 15 December 2021, sets out ways to incentivise carbon farming practices, as part of efforts to cut greenhouse gas emissions in the EU by at least 55% by 2030.

Geographical indications
The Commission will present its proposal for a revision of the geographical indications scheme for agricultural and food products, which is expected to be adopted a few days before the Council meeting.
Highly pathogenic avian influenza
The French presidency will inform ministers about the health situation and work currently underway at the Council with regard to highly pathogenic avian influenza (HPAI) – a highly contagious viral disease which occurs primarily in poultry and wild water birds.
