The Roaming Regulation established the ‘Roam-Like-At-Home’ (RLAH) rule that mandated the end of retail roaming charges as of 15 June 2017 in the EU. The Regulation will be in force until 30 June 2022. In 2021, the European Commission would review the Regulation, assessing its effects and the need to prolong it. The analysis of the Body of European Regulators for Electronic Communications (BEREC) shows that a regulatory intervention is still necessary to ensure the EU citizens can continue to benefit of the RLAH rule.

Disability is a complex, multidimensional and contested term for which there is no common definition, but which is generally understood as a dynamic interaction between health conditions and contextual factors, both personal and environmental. A billion people in the world, of whom over 70 million in the EU, live with disabilities today. Official sporting events for people with disabilities have existed for over a century. The Silent Games – the first competition for athletes with a disability (now Deaflympics) – were held in 1924 in Paris (France). Some disability sports are traditional sports slightly modified to meet the needs of people with a disability and are referred to as 'adapted sports'. Others, such as boccia, have been designed specifically with no equivalent in mainstream sport. 'Disability sport' is used as an umbrella term to describe sports activities developed for the benefit of people or athletes with disabilities. In the last century, various disability sports and competitions have been developed and run under the auspices of specialised international organisations. Regrettably, there is no centralised data collection on the participation of people with disabilities in sport at EU level. Instead, EU countries gather a variety of non-harmonised indicators, making it impossible to make consistent comparisons. According to a 2018 Eurobarometer survey, having a disability or illness is the third most frequently mentioned reason – by 14 % of respondents – for not practising sports more regularly. To remove such barriers and improve the participation of people with disabilities in sports, over 50 Erasmus+ projects have supported such activities since 2014. At national level, some EU countries, such as France, Ireland and the Netherlands, have adopted centralised approaches based on national strategies and funding initiatives. Others, including Belgium, Italy and Spain, favour strategies developed and implemented mainly at regional or local level. The pandemic has taken a heavy toll on sports activities for people with disabilities. The Tokyo 2020 Paralympic Games, rescheduled for August-September 2021, will be broadcast to an estimated global audience of 4.3 billion people and should help to put disability back at the heart of the inclusion agenda.

The current coronavirus pandemic and its accompanying health and economic crises have highlighted and heightened certain trends and challenges which were already affecting the labour market in Europe. These include accelerated digitalisation and automation, increased use of artificial intelligence, constraints relating to a lack of digital skills, and problems concerning the status of platform workers and other workers in non-standard forms of employment. In parallel, there has been an unprecedented expansion in teleworking, and in the development of transport and delivery platforms, as a result of the need for social distancing during the pandemic. Many of these changes will outlive the current crisis and generate in turn new challenges, which the EU and Member States will need to address.

Against the backdrop of new and unprecedented crises and challenges, the advantages of coordinated approaches and effective cross-border responses are all the more evident, and gaining support among Europeans, as shown by recent Eurobarometer surveys. In this context, EU complementary executive capacity could be a way of meeting citizens' expectations, through complementing, without replacing, the executive capacities of the Member States. The concept of complementary EU executive capacity dovetails naturally with the ongoing transformation of the EU from a legislative union to a hybrid (legislative–executive) union, as it becomes more involved in implementing law rather than purely enacting it. Essentially, the notion repackages pre-existing administrative practices in a way that facilitates their operationalisation, draws attention to new areas of potential EU executive involvement, and presents a tool for communication with citizens that can be understood.

The digitalisation of the economy opens the door to new cross-border economic activities that make it possible to under-report income and under-pay tax. It also presents new challenges for tax administrations, already faced by limited access to information at the national level. Hence, in July 2020 the Commission proposed to amend the provisions on information exchange and administrative cooperation and to include the automatic exchange of data on information declared by digital platform operators in their scope. The goal is to ensure that sellers on digital platforms pay their fair share of taxes, align EU countries to the digital economy, and close the gaps for tax evasion and avoidance. Right now, having secure tax revenues is vital for the provision of support to the people and businesses most in need. The Parliament's ECON committee adopted its report on the proposal for an amended Directive on Administrative Cooperation (DAC7) on 4 February 2021. The report is expected to be voted in plenary in March 2021. On 1 December 2020, the Council reached agreement on the proposal, and will thus be in a position to adopt it once Parliament's opinion is delivered. First edition. Huge protests have broken out in Myanmar, calling for the restoration of the elected civilian government. The EU is considering additional sanctions against the country.

Crop protection in prevailing agricultural systems in the European Union is highly dependent on plant protection products (PPPs) to protect plants against harmful weeds, pests and diseases. The use of PPPs is a cause of health, environmental and public concerns, and a key question is whether their use can be reduced while maintaining adequate yields. This study provides an overview and description of current and new crop protection practices, including mechanical techniques, plant breeding, biocontrol, induced resistance, applying ecological principles, precision agriculture (PA), and emerging plant protection products. The potential and impact of the new crop protection practices is assessed. It may be feasible to design resilient systems that are economically viable, have limited environmental impact and help improve biodiversity. Diverse cropping systems would have a natural resilience to weeds, pests, and diseases, and potentially reduce the dependency on PPPs, enabled by PA technologies. The main challenge is to integrate new varieties, mechanisation, and biocontrol tools in these systems. Continuous development of all crop protection practices is needed to ensure sufficient control of pests, weeds and diseases. The drivers and enablers for implementing alternative crop protection practices are identified, and an analysis of key legislation to support their use is presented.

To achieve its external objectives and priorities, the EU needs financial means in adequate proportions. Its global role and impact are defined to a great extent by the scope of its resources, but just as importantly by their efficient and coordinated use. This paper aims to examine the structure of the EU external financing in the 2014-2020 MFF and the agreed changes for the upcoming post-2020 period. It gives a general outline of the main financing instruments and mechanisms along with the multiple actors involved, while also underlining the complexity of the architecture and highlighting the proposed changes and main trends for the future of financing the EU's external action.

Lack of reciprocity in access to the Chinese market and the absence of a level playing field for EU investors in China have posed major challenges for EU-China investment relations in recent years, with the negotiation of a comprehensive agreement on investment (CAI) being considered by the EU a key instrument to remedy this state of play. The CAI negotiations aimed at establishing a uniform legal framework for EU-China investment ties by replacing the 25 outdated bilateral investment treaties (BITs) China and EU Member States had concluded prior to the entry into force of the Lisbon Treaty in 2009 when the EU gained competence for most investment issues. The CAI was intended to go far beyond traditional investment protection, also covering market access, investment-related sustainable development, and level playing field issues, such as transparency of subsidies, and rules on state-owned enterprises (SOEs) and forced technology transfer. On 30 December 2020, negotiators reached an agreement in principle which is now undergoing legal scrubbing and will subsequently be translated into all official EU languages – which may take up to one year – before it will be formally submitted to the Council for approval and to the European Parliament for consent. The New European Bauhaus is a European Commission initiative, which links the sustainability, aesthetics and inclusion dimensions of building design. Announced in September 2020 by Commission President Ursula von der Leyen, the project has now entered the design phase, which involves exploring ideas, launching the New European Bauhaus prize and opening calls for proposals to bring the new ideas to life through the use of EU funds at national and regional level. EU cohesion policy, through its support for environmental, socio-economic and cultural projects, can make a significant contribution to the New European Bauhaus.

Lack of reciprocity in access to the Chinese market and the absence of a level playing field for EU investors in China have posed major challenges for EU-China investment relations in recent years, with the negotiation of a comprehensive agreement on investment (CAI) being considered by the EU a key instrument to remedy this state of play. The CAI negotiations aimed at establishing a uniform legal framework for EU-China investment ties by replacing the 25 outdated bilateral investment treaties (BITs) China and EU Member States had concluded prior to the entry into force of the Lisbon Treaty in 2009 when the EU gained competence for most investment issues. The CAI was intended to go far beyond traditional investment protection, also covering market access, investment-related sustainable development, and level playing field issues, such as transparency of subsidies, and rules on state-owned enterprises (SOEs) and forced technology transfer. On 30 December 2020, negotiators reached an agreement in principle which is now undergoing legal scrubbing and will subsequently be translated into all official EU languages – which may take up to one year – before it will be formally submitted to the Council for approval and to the European Parliament for consent. The New European Bauhaus is a European Commission initiative, which links the sustainability, aesthetics and inclusion dimensions of building design. Announced in September 2020 by Commission President Ursula von der Leyen, the project has now entered the design phase, which involves exploring ideas, launching the New European Bauhaus prize and opening calls for proposals to bring the new ideas to life through the use of EU funds at national and regional level. EU cohesion policy, through its support for environmental, socio-economic and cultural projects, can make a significant contribution to the New European Bauhaus.

Cultural and creative sectors (CCS) have been hit hard by the consequences of the COVID-19 pandemic. This study analyses the so far effects of the crisis on the CCS, as well as the policy responses that are formulated to support the sectors. Based on the analysis, policy recommendations are formulated to further improve the resilience of the CCS in Europe in the medium and longer term.

The EU's binding climate and energy targets for 2030 require Member States to adopt national energy and climate plans (NECPs) for the 2021-2030 period. In October 2020, the European Commission published an assessment of each NECP. Denmark submitted its NECP in December 2019. The country accounts for 1.6 % of the EU's net greenhouse gas (GHG) emissions. Between 2005 and 2018, it achieved a net emissions reduction of 23 %, performing better than the EU as a whole. In addition, the carbon intensity of the Danish economy was below the EU average, and decreased more rapidly. In 2019, the country's emissions were concentrated in three sectors – transport, energy and agriculture – amounting to 69 % of total emissions. Developments in the energy sector were particularly notable and serve to explain two-thirds of the reduction in total emissions accomplished since 2005. Regarding emissions under the Effort-sharing Regulation, the emissions reduction target for Denmark has risen from 20 % for 2020 to 39 % by 2030 (compared to 2005). After reaching the 30 % share of renewables target well in advance of 2020, a 55 % target has been set for 2030. In 2019, the 2020 targets relating to energy efficiency had still not been met, and the level of ambition in those areas for 2030 has been revised downwards.

The EU binding climate and energy legislation for 2030 requires Member States to adopt national energy and climate plans (NECPs) covering the period 2021 to 2030. In October 2020, the European Commission published an assessment for each NECP. Czechia generates 3.5 % of the EU's total greenhouse gas (GHG) emissions and has reduced emissions at a slower pace than the EU average since 2005. With high levels of energy-intensive industry in the Czech economy, the country's emissions intensity is significantly higher than the EU average, though it is on a downward trend. Energy industries, manufacturing and industrial processes account for 60 % of the Czechia's total emissions. Energy industry emissions have fallen by almost 20 % since 2005, reducing this sector's share of total emissions by 8 %. The Czech economy is heavily reliant on coal and nuclear energy is seen as an essential part of the transition process. Three regions are designated coal regions within the country's RESTART transition programme. Under EU effort-sharing legislation, Czechia was allowed to increase emissions until 2020 and will seek to reduce these emissions by 14 % relative to 2005 by 2030. Czechia achieved a 15 % share of renewable energy sources in 2018. The country's 2030 target of a 22 % share are focused mainly on advanced biofuels, with some solar and wind. Energy efficiency measures centre on building stock, cogeneration and support measures for industry and households.

EU legislation requires Member States to adopt national energy and climate plans (NECPs) for the 2021-2030 period in order to contribute to the EU's binding climate and energy targets for 2030. Each individual final NECP has been assessed by the European Commission. The assessments were published in October 2020. Bulgaria submitted its final NECP in March 2020, taking into consideration the recommendations of the Commission on the draft report. In the1990s, Bulgaria experienced structural economic changes relating to its transition to a market-based economy. In 1990, the country accounted for total emissions of 103 million tonnes of CO2-equivalent (MtCO2e) (excluding land use, land use change and forestry (LULUCF) and including international aviation). In 2005, its total GHG emissions decreased by 37 % compared with 1990, while in 2019 they were 44 % below the 1990 level. Bulgaria's NECP identifies several reasons for the reduction in total GHG emissions. These include: structural changes in industry, such as the decline in energy-intensive enterprises, an increased share of hydro and nuclear electricity, implementation of energy efficiency measures in the housing sector, and a shift from solid and liquid fuels to natural gas in energy consumption. However, according to the country report under the 2020 European Semester, Bulgaria is the most GHG-intensive economy in the European Union, and coal is still the main source of energy.

Hydrogen is expected to play a key role in a future climate-neutral economy, enabling emission-free transport, heating and industrial processes as well as inter-seasonal energy storage. Clean hydrogen produced with renewable electricity is a zero-emission energy carrier, but is not yet as cost-competitive as hydrogen produced from natural gas. A number of studies show that an EU energy system having a significant proportion of hydrogen and renewable gases would be more cost-effective than one relying on extensive electrification. Research and industrial innovation in hydrogen applications is an EU priority and receives substantial EU funding through the research framework programmes. Hydrogen projects are managed by the Fuel Cells and Hydrogen Joint Undertaking (FCH JU), a public-private partnership supported by the European Commission. The EU hydrogen strategy, adopted in July 2020, aims to accelerate the development of clean hydrogen. The European Clean Hydrogen Alliance, established at the same time, is a forum bringing together industry, public authorities and civil society, to coordinate investment. Almost all EU Member States recognise the important role of hydrogen in their national energy and climate plans for the 2021-2030 period. About half have explicit hydrogen-related objectives, focussed primarily on transport and industry. In the European Parliament, the Committee on Industry, Research and Energy (ITRE) is preparing an own-initiative report on the EU Hydrogen strategy. The Council adopted conclusions on the EU hydrogen market in December 2020, with a focus on renewable hydrogen for decarbonisation, recovery and competitiveness.

The Network and Information Security (NIS) Directive is the first piece of EU-wide legislation on cybersecurity, and its specific aim was to achieve a high common level of cybersecurity across the Member States. While it increased the Member States' cybersecurity capabilities, its implementation proved difficult, resulting in fragmentation at different levels across the internal market. To respond to the growing threats posed with digitalisation and the surge in cyber-attacks, the Commission has submitted a proposal to replace the NIS Directive and thereby strengthen the security requirements, address the security of supply chains, streamline reporting obligations, and introduce more stringent supervisory measures and stricter enforcement requirements, including harmonised sanctions across the EU. The proposed expansion of the scope covered by the NIS2, by effectively obliging more entities and sectors to take measures, would assist in increasing the level of cybersecurity in Europe in the longer term. Within the European Parliament, the file has been assigned to the Committee on Industry, Research and Energy. First edition.
