Finnish conscripts and the meaning of sisu Sisu is a special word in Finnish culture. While its exact definition can vary, for most it means determination and composure in the face of adversity. For the conscripts of the Finnish Army’s Jaeger Brigade, stationed in the vast forests of Finnish Lapland, sisu is crucial. Without it, they’d find it hard to endure the freezing temperatures and austere landscapes of the Nordic Arctic. The following GAIN reports were released on January 28, 2025. _______     China: MOFCOM Issues Questionnaires for Imported Beef Safeguard Investigation On January 26, 2025, the PRC Ministry of Commerce (MOFCOM) Trade Remedy Investigation Bureau (TRIB) published notice 2025 No. 28 which includes the relevant questionnaires for exporters, importers, and domestic producers registered to take part in the imported beef safeguard investigation. Completed questionnaires are due to MOFCOM by 5:00 p.m. February 17 (China). This report includes a translation of the announcement, links to all three questionnaires, and an unofficial translation of the questionnaire for beef exporters. All U.S. beef exporters are encouraged to undertake their own review of the notice and deadlines.   Cote d'Ivoire: Cote d'Ivoire Designates the United States as the SELAB 2026 Country-of-Honor  The Ivorian Ministry of Animal Resources and Fisheries (Ministère des Ressources Animales et Halieutiques-MIRAH) organized the November 22-24, 2024, Abidjan Livestock and Agricultural Exhibition (Le Sommet de l'Élevage d'Abidjan-SELAB). Held annually in Côte d’Ivoire’s vibrant economic capital of Abidjan, the SELAB 2024 event promotes the country’s national livestock and agricultural sectors. The Ivorian agricultural sector generated some $9.8 billion in food and agricultural product exports in calendar year (CY) 2024 (January-December); accounting for nearly 47 percent of the country’s total export earnings of $21 billion. At the SELAB 2024 closing ceremony, MIRHA Minister Sidi Touré announced that the United States will serve as SELAB 2026 Country-of-Honor. Côte d'Ivoire can benefit from U.S.-origin livestock genetics, meat and meat products (beef, pork, poultry), and dairy products.

Prime Minister announces a change to the National Security and Intelligence Committee of Parliamentarians

The Prime Minister, Justin Trudeau, today announced the following change to the National Security and Intelligence Committee of Parliamentarians:

• Patricia Lattanzio, Liberal, Member of Parliament for Saint-Léonard—Saint-Michel, will serve as Chair of the Committee.

Ms. Lattanzio has been a member of the National Security and Intelligence Committee of Parliamentarians since 2022. She replaces the Honourable David J. McGuinty, who had been Chair since the Committee’s launch in 2017 and was recently appointed as Minister of Public Safety.

The National Security and Intelligence Committee of Parliamentarians follows a non-partisan approach to review national security and intelligence activities carried out across the Government of Canada, including by the Communications Security Establishment, the Canadian Security Intelligence Service, and the Royal Canadian Mounted Police. It provides the Prime Minister with an annual report, and special reports when needed. The reports, which include findings and recommendations, are then tabled by the Prime Minister in both the House of Commons and the Senate.

• Under the National Security and Intelligence Committee of Parliamentarians Act, a Minister of the Crown, a Minister of State, or a Parliamentary Secretary cannot serve as a member of the National Security and Intelligence Committee of Parliamentarians.
• With this change, the members of the Committee are:
  • Patricia Lattanzio, Liberal (Chair)
  • Stéphane Bergeron, Bloc Québécois
  • Don Davies, NDP
  • The Honourable Patricia (Pat) Duncan, Senate
  • The Honourable Marty Klyne, Senate
  • Rob Morrison, Conservative
  • Alex Ruff, M.S.C., C.D., Conservative
  • Brenda Shanahan, Liberal
• The Committee was first created under the National Security and Intelligence Committee of Parliamentarians Act, which received Royal Assent on June 22, 2017. It is dissolved when a general election is called and Parliament is dissolved. New members are appointed within 60 days of a new Parliament opening.
• Since its launch, the Committee has produced a number of comprehensive reports on issues ranging from foreign interference, to cyber threats, to diversity and inclusion within the security and intelligence community.
• The Secretariat of the National Security and Intelligence Committee of Parliamentarians assists the Committee in fulfilling its review mandate.

NEWS ITEM E-commerce work programme focuses on bridging the digital divide At a meeting on the Work Programme on E-commerce on 28 January 2025, members exchanged views on what is needed to bridge the digital divide across the WTO membership, focusing in particular on digital infrastructure, connectivity and internet access. Members also reflected on the role of the WTO in facilitating progress in this area and shared information on national initiatives aimed at improving conditions for e-commerce. News item   ⟶

 Santiago Peña Palacios, the President of Paraguay, will deliver the WTO Presidential Lecture on Friday, 31 January 2025 at 10am Geneva time at the WTO. The topic is “Sustaining Multilateralism in Uncertain Times: The Role of Middle Powers”. It will be the sixth lecture to be delivered in the WTO's Presidential Lecture Series.
