AMRO's Hoe Ee Khor reflects on the Asian crisis 25 years on and the region’s current challenges

Dear maria, July 1997 marked the beginning of the Asian financial crisis, when a combination of economic, financial and corporate problems triggered a sharp loss of confidence and capital outflows from the region’s emerging market economies. In 2000, the Association of Southeast Asian Nations plus China, Japan, and South Korea (ASEAN+3) created a network of bilateral currency swaps intended to provide short-term liquidity in a future crisis. A macroeconomic research office, known as AMRO, conducts regional surveillance and supports the swap initiative. In an interview with F&D Magazine, Hoe Ee Khor, AMRO’s chief economist and an editor of the newly published book Trauma to Triumph: Rising from the Ashes of the Asian Financial Crisis, reflects on the lessons from that crisis, how Asian economies fared in the pandemic, the effect of the Ukraine war on the region, and why he does not believe the world economy is headed toward a period of deglobalization. Main results 

Ministerial meeting

The European Union chaired the sixth Brussels Conference on "Supporting the future of Syria and the region", which took place on 9 and 10 May 2022.

The high level ministerial segment of the conference on 10 May gathered EU institutions and representatives of 55 countries including EU member states, as well as 22 international organisations, including the United Nations.

Syria and the suffering of its people might not be in centre of the news anymore, but remain on our minds: 90% of Syrians living in Syria live in poverty; 60% suffer food insecurity and often do not know where their next meal is coming from. Millions remain displaced within the country, millions live as refugees in neighbouring countries and beyond. Even after 11 years of bloody and destructive conflict, we want and need to make sure that this situation remains high on the international agenda.

The conference, which is the main pledging event for Syria and the region in 2022, succeeded in mobilising aid to Syrians inside the country and in the neighbouring countries, through pledges totalling €6.4 billion for 2022 and beyond. This year's total pledges are even higher than those of 2021, when pledges totalled €5.3 billion.

From 2011 to date, the European Union and its member states have been the largest donors of humanitarian and resilience assistance to Syria and the region with €27.4 billion.

Brussels VI was an opportunity to gather all relevant actors to effectively address the current situation In Syria, offer continued support to UN efforts for a comprehensive political solution to the Syrian conflict, mobilise necessary financial support to meet the needs of Syrian refugees and their host communities in neighbouring countries, as well as pursuing and deepening dialogue with civil society.

Ν. Ανδρουλάκης: Καλούμε τους προοδευτικούς πολίτες ψηφίδα – ψηφίδα να χτίσουμε το πρόγραμμά μας

«Προτεραιότητά μας είναι μια ανταγωνιστική παραγωγική οικονομία και μια δίκαιη κοινωνία. Αυτό ακριβώς είναι το πρόγραμμά βάσης διαλόγου που σήμερα παρουσιάζουμε. Βήμα – βήμα θα οικοδομούμε καθημερινά αυτό που έχει ανάγκη η ελληνική κοινωνία» τόνισε ο Πρόεδρος του ΠΑΣΟΚ – Κινήματος Αλλαγής Νίκος Ανδρουλάκης που παρουσίασε σήμερα με τον επικεφαλής του In Social και πρώην Υπουργό Νίκο Χριστοδουλάκη και τον σύμβουλο επί οικονομικών θεμάτων της ΚΟ, Ηλία Κικίλια το προγραμματικό πλαίσιο του κόμματος ενόψει του συνεδρίου. Πιο συγκεκριμένα:

Πρόγραμμα κοινωνικής κατοικίας

«Είναι κρίσιμο να υπάρχει απόθεμα κοινωνικής στέγης ώστε τα νέα ζευγάρια να μπορούν να χτίσουν τη ζωή τους με καλύτερους όρους. Το 2017 σύμφωνα με τα στοιχεία ήταν 0% το κοινωνικό απόθεμα στην Ελλάδα, όταν ο μέσος όρος στην Ευρώπη ήταν 20%. Σήμερα λέει η Νέα Δημοκρατία ότι γνωρίζει το πρόβλημα αλλά έχει εντάξει στο Ταμείο Ανάκαμψης μόνο 100 κατοικίες, όταν άλλες χώρες έχουν εντάξει χιλιάδες. Αυτό δείχνει ότι εμείς δεν περιφρονούμε τα μεγάλα κοινωνικά προβλήματα της εποχής. Χρειάζεται βούληση, σχέδιο. Γι’ αυτό καλούμε τον προοδευτικό λαό, τους δημοκράτες πολίτες, τα μέλη μας να συζητήσουμε και να βάλουμε ψηφίδα-ψηφίδα αυτό το νέο κάδρο πολιτικής που έχει ανάγκη ο τόπος».

Μαζική συμμετοχή στις εκλογές 8ης Μαΐου

«Όλες οι γενιές μαζί έστειλαν την Κυριακή ένα μεγάλο και ισχυρό μήνυμα ότι με ένα σύγχρονο και θεσμικό κόμμα που η κατεύθυνσή του είναι ξεκάθαρα προοδευτική, σοσιαλδημοκρατική και με σύγχρονες ιδέες και αντιλήψεις μπορούμε να κάνουμε την πατρίδα μας να γυρίσει σελίδα και να πάμε σε μια εποχή περισσότερης ασφάλειας, περισσότερης κοινωνικής δικαιοσύνης και πάνω απ’ όλα εθνικής αξιοπρέπειας που τόσο πολύ ανάγκη έχει ο ελληνικός λαός».

«Σε αυτή την περιπέτεια που περνάει η Ευρώπη, η χώρα μας είναι περισσότερο ευάλωτη, διότι ΣΥΡΙΖΑ και ΝΔ έκαναν την πατρίδα μας βαθιά εξαρτώμενη από ένα εισαγόμενο ορυκτό καύσιμο χωρίς κανέναν ολοκληρωμένο σχεδιασμό σε ένα κρίσιμο εθνικό ζήτημα όπως είναι η ενεργειακή αυτονομία της Ελλάδας. Υπάρχει ένα πολύ μεγάλο όφελος από το κράτος λόγω του πληθωρισμού. Όμως πώς μπαίνουν αυτά τα χρήματα στην ελληνική οικονομία για να θωρακίσουν τον πιο ευάλωτο Έλληνα; Εμείς μιλήσαμε συγκεκριμένα για μείωση του ΦΠΑ στα βασικά αγαθά, για κατώτατο μισθό στα 751 ευρώ, μείωση του Ειδικού Φόρου Κατανάλωσης στα καύσιμα. Όσον αφορά στο πλαφόν, αύριο το πρωί ο καταναλωτής θα έβλεπε τη διαφορά στο τιμολόγιό του».

Οικονομία: Το Προγραμματικό πλαίσιο του ΠΑΣΟΚ – Κινήματος Αλλαγής

Το σχέδιο του ΠΑΣΟΚ – Κινήματος Αλλαγής για την Οικονομία έχει ως επίκεντρο τη νέα γενιά κι αποτελεί ένα συμβόλαιο μαζί της. Όπως και σε κάθε πεδίο πολιτικής, έτσι και στην Οικονομία το ΠΑΣΟΚ – Κίνημα Αλλαγής έχει συγκεκριμένες επεξεργασμένες και μελετημένες προτάσεις που θα αποτελέσουν την βάση ενός ανοικτού δημόσιου διαλόγου το αμέσως προσεχές διάστημα. Με στόχο την δημιουργία αξιοπρεπών θέσεων εργασίας δίνουμε προτεραιότητα στην ανάγκη εκσυγχρονισμού και διεύρυνσης της παραγωγικής βάσης της χώρας αλλά και στην ενίσχυση της καινοτομίας και της εξωστρέφειας. Ακόμη, είναι αναγκαία η ενίσχυση της βιομηχανικής παραγωγής και της μεταποίησης, ο καθορισμός μιας ολοκληρωμένης βιομηχανικής χωροθέτησης ώστε να προαχθούν τομείς όπως η κυκλική οικονομία, η αναβάθμιση της αμυντικής και ναυπηγικής βιομηχανίας. Παράλληλα, πρέπει να ενισχύσουμε τις παραγωγικές επενδύσεων και τις υποδομές, αλλά και τις παρεμβάσεις στο φορολογικό σύστημα ώστε να φορολογούνται οι μεγάλες περιουσίες και τα υπερκέρδη. Το προγραμματικό μας πλαίσιο θα αναρτηθεί στην ψηφιακή πύλη του ΠΑΣΟΚ-Κινήματος Αλλαγής και κατόπιν θα εμπλουτιστεί σε σειρά θεματικών εκδηλώσεων, ενώ στην τελική του μορφή θα επισφραγιστεί σε προγραμματική συνδιάσκεψη το Φθινόπωρο. Πληθωρισμός – ρεκόρ 28ετίας: Άριστα 10,2% στην επίδοση της Κυβέρνησης

Την πάγια συντηρητική θέση της Κυβέρνησης ότι ο πληθωρισμός είναι ένα φυσικό φαινόμενο που θα ατονήσει από μόνο του καταρρίπτει η αλματώδης άνοδος του πληθωρισμού για τον Απρίλιο, που σπάει ρεκόρ 28 ετών, αγγίζοντας το 10,2% ενώ πριν από 11 μήνες βρισκόταν στο 0%! Η Κυβέρνηση που για ακόμη μία φορά επιμένει σε υπεραισιόδοξες κι αβάσιμες εκτιμήσεις ελπίζοντας να αποκλιμακωθούν οι πληθωριστικές πιέσεις το καλοκαίρι, ουσιαστικά εξοντώνει τους πληττόμενους συμπολίτες μας που αδυνατούν λόγω της ακρίβειας να καλύψουν τις βασικές ανάγκες διαβίωσης και προσπαθεί με λίγες, καθυστερημένες και ανεπαρκείς σε σχέση με την απώλεια εισοδήματος επιστροφές να κατευνάσει την οργή τους και τις δικαιολογημένες αντιδράσεις τους. Αυτό αποδεικνύουν τα στοιχεία της ΕΛΣΤΑΤ που καταγράφουν υπέρογκες αυξήσεις για αγαθά όπως το φυσικό αέριο (122,6%), τον ηλεκτρισμό (88,8%), το πετρέλαιο θέρμανσης (65,1%) αλλά και είδη πρώτης ανάγκης. Η Κυβέρνηση συνεχίζει να κωφεύει στην πρόταση του ΠΑΣΟΚ – Κινήματος Αλλαγής που μάλιστα έχει καταθέσει τροπολογία για την επιβολή πλαφόν στη λιανική τιμή ενέργειας, ώστε οι πολίτες να μη χρειάζεται να πληρώνουν πάνω από 10% σε σχέση με αυτά που πλήρωναν πριν ξεκινήσει η ενεργειακή κρίση.

«Γιατρός για όλους» δεν γίνεται χωρίς γιατρούς

Το νομοσχέδιο του Υπουργείου Υγείας για τον «Γιατρό για όλους» αποτυπώνει την πάγια κυβερνητική πολιτική που έχει ως γνώμονα την εξυπηρέτηση ιδιωτικών συμφερόντων και όχι την αναβάθμιση της δημόσιας υγείας για τους πολίτες. Κι ενώ μέχρι τώρα η δικαιολογία για την πρόχειρη κι αποσπασματική νομοθέτησή της στην Υγεία ήταν ο επείγον χαρακτήρας της πανδημίας, τώρα, μετά από 26 μήνες όπου η χώρα βρίσκεται σε μία περίοδο πανδημικής ύφεσης, η Κυβέρνηση της ΝΔ συνεχίζει την μεθοδευμένη υπονόμευση του ΕΣΥ μέσω της δημιουργίας «παρανοσοκομείων» με υποσχέσεις για επιπλέον αμοιβές, τις οποίες θα πληρώνουν οι ασθενείς από τις τσέπη τους! Αντί για ενίσχυση της Πρωτοβάθμιας Φροντίδας Υγείας και κάλυψη των μεγάλων ελλείψεων σε υγειονομικό προσωπικό αλλά και σε υλικοτεχνικό εξοπλισμό, η Κυβέρνηση όπως δείχνουν τα σχέδιά της για τον ΕΟΠΥΥ, ενθαρρύνει τη δημιουργία επιχειρηματικών καρτέλ. Μάλιστα, ακόμα και η αιχμή του δόρατος της επικοινωνίας της, ο «προσωπικός γιατρός», έχει καταρρεύσει καθώς γιατρός για όλους δεν γίνεται χωρίς γιατρούς, χωρίς προσλήψεις στα Κέντρα Υγείας και τα Νοσοκομεία. Η αλλαγή του ονόματος δεν αφορίζει την αποτυχία του θεσμού του «οικογενειακού γιατρού» που οφειλόταν στις διοικητικές παραλείψεις, τις απαξιωτικές αμοιβές και την υποστελέχωση. Περισσότερα ΕΔΩ

Russian cyber operations against Ukraine: Declaration by the High Representative on behalf of the European Union

 

Press material Tuesday 10 May 2022   ● Council of the EU   10/05/2022 11:51 | Press release | Russian cyber operations against Ukraine: Declaration by the High Representative on behalf of the European Union   The European Union and its Member States, together with its international partners, strongly condemn the malicious cyber activity conducted by the Russian Federation against Ukraine, which targeted the satellite KA-SAT network, operated by Viasat. The cyberattack took place one hour before Russia’s unprovoked and unjustified invasion of Ukraine on 24 February 2022 thus facilitating the military aggression. This cyberattack had a significant impact causing indiscriminate communication outages and disruptions across several public authorities, businesses and users in Ukraine, as well as affecting several EU Member States. This unacceptable cyberattack is yet another example of Russia’s continued pattern of irresponsible behaviour in cyberspace, which also formed an integral part of its illegal and unjustified invasion of Ukraine. Such behaviour is contrary to the expectations set by all UN Member States, including the Russian Federation, of responsible State behaviour and the intentions of States in cyberspace. Cyberattacks targeting Ukraine, including against critical infrastructure, could spill over into other countries and cause systemic effects putting the security of Europe’s citizens at risk. The European Union, working closely with its partners, is considering further steps to prevent, discourage, deter and respond to such malicious behaviour in cyberspace. The European Union will continue to provide coordinated political, financial and material support to Ukraine to strengthen its cyber resilience. Russia must stop this war and bring an end to the senseless human suffering immediately.

Long COVID or Post-COVID Conditions
Most people with COVID-19 get better within a few days to a few weeks after infection. Some people can experience long-term effects from their infection, known as post-COVID conditions or long COVID.

People with post-COVID conditions can have a wide range of symptoms that can last weeks, months, or years. Sometimes the symptoms will go away but return later.

Post-COVID conditions are found more often in people who had severe COVID-19 illness, but anyone who has been infected with the virus that causes COVID-19 can experience post-COVID conditions.

There is no test to diagnose post-COVID conditions, and symptoms could come from other health problems. This can make it difficult for healthcare providers to recognize post-COVID conditions. Your healthcare provider considers a diagnosis of post-COVID conditions based on your health history, including if you had a diagnosis of COVID-19 either by a positive test or by symptoms or exposure, as well as doing a health examination.

Post-COVID Conditions: CDC Science
CDC is working to understand more about who experiences post-COVID conditions and why, including whether groups disproportionately impacted by COVID-19 are at higher risk.


CDC is analyzing healthcare data, partnering with clinicians, and working with researchers to learn more by doing research on post-COVID conditions in a variety of populations and settings.


CDC and its partners are working to:
• Characterize and assess post-COVID conditions to provide estimates on the prevalence (number) and incidence (frequency) of people experiencing post-COVID conditions by demographic group, symptom, and new diagnosis.
• Identify successful interventions to prevent and lessen the effect of post-COVID conditions.
• Share clinical guidance and other education materials for healthcare providers, patients, and the public to improve understanding of post-COVID conditions and reduce stigma.

Wearing Masks in Travel and Public Transportation Settings
At this time, for people aged 2 years or older—including passengers and workers—CDC recommends properly wearing a well-fitting mask or respirator over the nose and mouth in indoor areas of public transportation (such as airplanes, trains, buses, ferries) and transportation hubs (such as airports, stations, and seaports).


When people properly wear a well-fitting mask or respirator, they protect themselves and those around them, and help keep travel and public transportation safer for everyone.


Wearing a well-fitting mask or respirator is most beneficial in crowded or poorly ventilated locations, such as airport jetways. CDC also encourages operators of public transportation and transportation hubs to support mask wearing by all people, including employees.


This public health recommendation is based on the currently available data, including an understanding of domestic and global epidemiology, circulating variants and their impact on disease severity and vaccine effectiveness, current trends in COVID-19 Community Levels within the United States, and projections of COVID-19 trends in the coming months.
