At the EMPL Committee meeting on 11 October, Members exchanged views with the European Labour Authority in the framework of the joint week of action of the seasonal workers’ campaign 'Rights for all seasons'. ELA launched this campaign together with the European Commission, EURES, the European Platform tackling undeclared work, Member States and social partners to raise awareness on rights and obligations amongst seasonal workers and their employers.

Furthermore, the Committee considered the draft opinion to the JURI Committee's report on a statute for European cross-border associations and non-profit organisations (NPOs).

In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities. The current precautionary measures do not affect work on legislative priorities.
Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions. The meetings allow for remote participation in a virtual environment.
Following these decisions, the next remote EMPL meeting will take place on:

Highlights - Voting session and JRC study on Environmental and climate ambition in agriculture - Committee on Agriculture and Rural Development

On 11 October, the AGRI Committee will vote on two legislative reports regarding, respectively, regional economic accounts for agriculture and statistics on agricultural input and output. The meeting will continue with the presentation of a JRC study on 'Modelling environmental and climate ambition in the agricultural sector with the CAPRI model'.

Latest news - Next Meeting of FISC: Public Hearings, Report and Slovenian Parliament - Subcommittee on Tax Matters

On 27 October 2021, from 9:00 to 12:00, the FISC subcommittee will a hold a public hearing on "A European Withholding Tax Framework", followed by the presentation of a draft own-initiative report on the same topic (rapporteur: Pedro Marques, S&D). From 16:45 to 18:45, the Subcommittee will then have an exchange of view with the Committee on Finance of the Slovenian Parliament.
On 28 October, from 13:45 to 16:15, the FISC Subcommittee will hold a public hearing on "The Luxletters revelations".

The EU's binding climate and energy legislation for 2030 requires Member States to adopt national energy and climate plans (NECPs) covering the period 2021 to 2030. In October 2020, the European Commission published an assessment for each NECP. Malta's final NECP is from December 2019. A high proportion of Maltese people (75 %) expect national governments to tackle climate change. Malta, which generates less than 0.1 % of the EU-27's total greenhouse gas (GHG) emissions, has reduced its emissions at a faster pace than the EU average since 2012. However, according to Malta's NECP, the country's geography and demographics, combined with rising gross domestic product (GDP), will make it difficult to continue this trend. While energy industry emissions dropped by 63 % between 2005 and 2019, emissions in the transport sector grew by 22 % over the same period. The EU binding climate and energy legislation for 2030 requires Member States to adopt national energy and climate plans (NECPs) covering the period 2021 to 2030. In October 2020, the European Commission published an assessment for each NECP. Slovenia submitted its NECP in February 2020. More than half (52 %) of Slovenians expect national governments to tackle climate change. Slovenia accounts for 0.5 % of total EU greenhouse gas (GHG) emissions and has reduced its emissions at a slower pace than the EU average since 2005. The carbon intensity of the Slovenian economy decreased by 36 % between 2005 and 2019, a higher rate than the EU average. Energy industry emissions fell by 29.5 % in the 2005-2019 period in the country. Measures, such as coal phase-out, are expected to further decrease these emissions. In October 2020, the European Commission published an assessment for each NECP. Hungary submitted its NECP in December 2019. A high proportion of Hungarians (60 %) expect national governments to tackle climate change. Hungary accounts for 1.7 % of total EU greenhouse gas (GHG) emissions and has reduced its emissions at a slower pace than the EU average since 2005. The carbon intensity of the Hungarian economy decreased by 35 % between 2005 and 2019, at a faster rate than the EU-27 average. Transport emissions increased by just over 19 % in the 2005-2019 period in Hungary, bringing their share of total emissions up to over 22 %. Council of the EU Informal video conference of development ministers, 11 October 2021 Main results EU development ministers exchanged views on the rapidly deteriorating situation in Afghanistan, and discussed concrete ways to further support the Afghan people, through a ‘Team Europe’ approach comprising the EU, its member states and their diplomatic networks and financial institutions. The humanitarian and socio-economic situation in Afghanistan is on the verge of collapse. According to the Norwegian Refugee Council, at least 1 million children are at risk of dying this winter, unless they get the appropriate assistance. We cannot ‘wait and see’. We need to act, and act quickly.Josep Borrell, High Representative for Foreign Affairs and Security Policy Ministers' views converged on the need to step up EU support to the Afghan people through humanitarian plus aid in direct support of the population. The EU's aim is to thereby save and sustain Afghan lives and livelihoods, and deliver basic services to the population. ● Council of the EU   11/10/2021 21:44 | MEETING | Agriculture and Fisheries Council, 11-12 October 2021   On day one of the Agriculture and Fisheries meeting, ministers discussed Baltic Sea fishing opportunities for 2022, fishing consultations with the UK and Norway, the CAP strategic plans and the revision of marketing standards for agricultural products. Agriculture and Fisheries Council, 11-12 October 2021 Main results - 11 October 2021 Fisheries Baltic Sea fishing opportunities for 2022 Ministers gathered to seek a political agreement on fishing opportunities in the Baltic Sea for 2022. In October of each year the Agriculture and Fisheries Council determines the total allowable catches (TACs) and quotas per member state for the ten most commercially important fish stocks in the Baltic Sea, including herring, salmon and cod. The results of this year’s negotiations will be announced as soon as a decision is reached. Following the UK’s withdrawal from the EU, consultations with the UK on shared fish stocks are set to take place annually in line with the EU-UK Trade and Cooperation Agreement. The delegations provided guidance to the Commission on the position to be taken by the EU in these consultations. In particular, they emphasised the need to base TACs on the latest scientific advice and to comply with the objectives of the Common Fisheries Policy, taking the economic, social and environmental aspects of sustainability into account. Many member states also reiterated the importance of presenting a united front in these negotiations. Fish stocks shared between the EU and the United Kingdom (background information) ICCAT (website) EU-Norway and Coastal States fishing consultations for 2022 Ministers held an exchange of views on consultations with Norway and the Coastal States for fishing opportunities in 2022. Negotiations with Norway are due to take place between mid-October and late November, with Coastal State consultations commencing in late October. Delegations discussed the EU’s priorities and prepared the ground for these consultations. EU participation in Atlantic tuna meeting Ministers were asked to provide guidance to the Commission on the position to be taken by the EU at the annual meeting of the International Commission for the Conservation of Atlantic Tunas (ICCAT), which this year will take place virtually from 15-22 November. The discussion included, inter alia, proposed measures to manage tropical tuna (in particular bigeye tuna) and protect the shortfin mako shark, the recovery of bluefin tuna stocks, and the importance of avoiding a negative impact on small-scale and artisanal fisheries. ICCAT is responsible for ensuring the long-term conservation and sustainable use of fishery resources and safeguarding marine ecosystems. Its recommendations have direct implications for the EU’s annual fishing opportunities. Agriculture CAP Strategic Plans Under the reformed Common Agricultural Policy (CAP), which will cover the period 2023-2027, member states are asked to prepare strategic plans detailing how they will implement the provisions of the policy. Ministers discussed the state of play of the preparation of their plans, identified any challenges they were facing and reflected on the public consultation processes carried out with relevant stakeholders. They also called on the Commission to adopt a transparent approach to evaluating the plans, for example by providing clear assessment criteria and ensuring that as many guidance documents as possible are made public. Future of the CAP (background information) A fairer, greener and more performance based EU agricultural policy (infographic) EU marketing standards Ministers held an exchange of views on the revision of EU marketing standards for agricultural products. They underlined the importance of marketing standards and acknowledged the need to examine ways to improve them further, in particular with a view to contributing to greater sustainability, while also providing clear information to consumers and maintaining the competitiveness of EU products on the international market. Moreover, many of them expressed support for the Slovenian presidency’s proposal to revise the rules on labelling honey blends so as to indicate the countries of origin of the honey used in the blends. EU marketing standards set out minimum requirements for products that are traded between businesses or marketed to consumers. The EU’s Farm to Fork strategy envisages a revision of marketing standards aimed at increasing the sustainability of the food supply chain. Other considerations include the need to modernise certain standards and bring them in line with consumer expectations. Hi there, Happy International Day of the Girl! Today, I’m celebrating the power and promise of young women all over the world who have proven, time and again, that they are a force to be reckoned with. One of those girls is Rachel, an 18-year-old student who is taking part in a program in Namibia that is in our Girls Opportunity Alliance Network.   Raised by a single mom who has always pushed her to work hard, Rachel is determined to get ahead. While some of her peers have already been forced to drop out of school to marry, Rachel has committed herself to getting her education—and through an organization in the Girls Opportunity Alliance, she has the support she needs to do just that.  Physically Active Youth Namibia, an after-school program in Katutura, gives Rachel access to extra classes and to mentorship that she says has changed her life. During the pandemic, they delivered food to her family and homework to her house so that she could keep learning while schools were closed. And because of them, Rachel is now applying to college. Today, Rachel will be taking over my Instagram account to share her story. But she won’t be the only Girls Opportunity Alliance member you’ll see online. Girls from Uganda, Guatemala, Kenya, and Vietnam will also be taking over the accounts of my friends Kerry Washington, Orlando Bloom, Shonda Rhimes, and Brie Larson in honor of International Day of the Girl.  Stories like these are what inspired my work to empower girls as First Lady, and they’re what led us to start the Girls Opportunity Alliance at the Obama Foundation three years ago. Η χρησιμότητα της πρακτικής άσκησης των φοιτητών δεν έχει ανάγκη από επιχειρήματα, αναγνωρίζεται απ’ όλους, ως κρίσιμο, αν όχι απαραίτητο συστατικό της εκπαιδευτικής διαδικασίας.

Η χρηματοδότηση της πρακτικής άσκησης γίνεται, στο σύνολο σχεδόν των Ελληνικών Πανεπιστημίων, μέσα από τα προγράμματα του ΕΣΠΑ. Έτσι, το διοικητικό και διαχειριστικό πλαίσιο, και οι διαθέσιμοι κάθε φορά πόροι του ΕΣΠΑ ρυθμίζουν τη διαδικασία, τον αριθμό των θέσεων, τη διάρκεια και την αποζημίωση των φοιτητών των διαφόρων Τμημάτων των Πανεπιστημίων. Η έντονη αυτή εξάρτηση λειτουργεί, συχνά, ως τροχοπέδη στην αξιοποίηση όλων των δυνατοτήτων που μπορεί να προσφέρει η πρακτική άσκηση στους φοιτητές, στις επιχειρήσεις, αλλά και στην ίδια την πανεπιστημιακή κοινότητα, με κίνδυνο να χάνεται η ουσία της και να ξεθωριάζει ο στόχος της.

Κάτω από αυτές τις συνθήκες και στην προσπάθεια ενίσχυσης του θεσμού, ορισμένα Πανεπιστήμια, παράλληλα ή και ανεξάρτητα από τα προγράμματα του ΕΣΠΑ, έχουν προβλέψει και εφαρμόζουν ήδη την πρακτική άσκηση με αυτοχρηματοδότηση, δηλαδή με πόρους των Φορέων Υποδοχής που προσφέρουν θέσεις στους ασκούμενους. Το Οικονομικό Πανεπιστήμιο Αθηνών (ΟΠΑ), το Αριστοτέλειο Πανεπιστήμιο Θεσσαλονίκης (ΑΠΘ) και το Πανεπιστήμιο Αιγαίου αποτελούν τρεις περιπτώσεις ΑΕΙ που εφαρμόζουν αυτοχρηματοδοτούμενα προγράμματα, με ορισμένες διαφοροποιήσεις μεταξύ τους.

Στο Οικονομικό Πανεπιστήμιο Αθηνών (ΟΠΑ), το αυτοχρηματοδοτούμενο πρόγραμμα πρακτικής άσκησης πραγματοποιείται εναλλακτικά με την πρακτική άσκηση μέσω ΕΣΠΑ και ουσιαστικά έρχεται να καλύψει τυχόν ανεπάρκειες της χρηματοδότησης από ευρωπαϊκούς πόρους. Στο πρόγραμμα αυτό, οι Φορείς Υποδοχής αναλαμβάνουν την υποχρέωση να χρηματοδοτήσουν πλήρως την πρακτική άσκηση του φοιτητή, καταβάλλοντας ένα καθορισμένο από το Πανεπιστήμιο ποσό στον Ειδικό Λογαριασμό Κονδυλίων Έρευνας του Πανεπιστημίου (ΕΛΚΕ). Το ΟΠΑ είναι υπεύθυνο για την καταβολή των ασφαλιστικών εισφορών των φοιτητών. Το πρόγραμμα είναι ευέλικτο ως προς την περίοδο υλοποίησης και διαρκεί, ανάλογα με το πρόγραμμα σπουδών του Τμήματος στο οποίο ανήκει ο φοιτητής, από 2 ως 3 μήνες πλήρους απασχόλησης (και μερικής, σε κάποιες περιπτώσεις). Το πλαίσιο που διέπει την πρακτική άσκηση, τόσο τη χρηματοδοτούμενη από το ΕΣΠΑ, όσο και την αυτοχρηματοδοτούμενη, ορίζεται από τον Κανονισμό του Προγράμματος πρακτικής άσκησης κάθε Τμήματος του ΟΠΑ.

Στη δεύτερη περίπτωση αυτοχρηματοδοτούμενης πρακτικής άσκησης, το Αριστοτέλειο Πανεπιστήμιο Θεσσαλονίκης (ΑΠΘ) παρέχει τις εξής δύο δυνατότητες: είτε η αυτοχρηματοδοτούμενη πρακτική άσκηση να αποτελεί συνέχεια (παράταση) του διαστήματος της πρακτικής άσκησης που υλοποιείται μέσω ΕΣΠΑ, είτε να αποτελεί νέα πρακτική άσκηση. Και εδώ, υποχρέωση του Φορέα Υποδοχής είναι να καταβάλλει στο λογαριασμό του ΕΛΚΕ ΑΠΘ το ποσό που έχει ορίσει το Πανεπιστήμιο για κάθε μήνα πρακτικής άσκησης. Η καταβολή των ασφαλιστικών εισφορών των φοιτητών γίνεται από το ΑΠΘ. Η διάρκεια της πρακτικής άσκησης με αυτοχρηματοδότηση είναι κατ’ ελάχιστον όσο η θεσμοθετημένη από κάθε Τμήμα και μπορεί να φθάσει τους 6 μήνες (συμπεριλαμβανομένου του διαστήματος της χρηματοδότησης από το ΕΣΠΑ). Μπορεί να πραγματοποιηθεί οποτεδήποτε, κατόπιν συμφωνίας Φορέα Υποδοχής και φοιτητή.

Το Πανεπιστήμιο Αιγαίου προσφέρει προγράμματα αυτοχρηματοδοτούμενης πρακτικής άσκησης σε προπτυχιακούς ή μεταπτυχιακούς φοιτητές. Στο σχετικό Κανονισμό κάθε Τμήματος που παρέχει αυτή τη δυνατότητα καθορίζονται οι προϋποθέσεις συμμετοχής και τα κριτήρια επιλογής φοιτητών και Φορέων Υποδοχής, η διάρκεια και η περίοδος υλοποίησης, καθώς και ο τρόπος με τον οποίο καλύπτονται οι ασφαλιστικές εισφορές και η τυχόν αποζημίωση των φοιτητών. Η κάλυψη των ασφαλιστικών εισφορών (και των τυχόν αποζημιώσεων) των φοιτητών μπορεί να πραγματοποιηθεί είτε απευθείας από το Φορέα Υποδοχής είτε από πόρους του Τμήματος. Η αυτοχρηματοδοτούμενη πρακτική άσκηση πραγματοποιείται, συνήθως, το εαρινό εξάμηνο και διαρκεί, κατά κανόνα, από 1 έως 3 μήνες, με δυνατότητα επέκτασης.

H πρωτοβουλία ΣΕΒ για την αναβάθμιση της πρακτικής άσκησης.

Αδιαμφισβήτητα, τα προγράμματα του ΕΣΠΑ έδωσαν μεγάλη ώθηση στην πρακτική άσκηση, καθώς μέσα από αυτά, ενσωματώθηκε, έστω και προαιρετικά, στα περισσότερα προγράμματα σπουδών των Ελληνικών Πανεπιστημίων, ενώ, παράλληλα, ενισχύθηκαν και οι σχετικές υποστηρικτικές διοικητικές δομές τους. Ωστόσο, σε μια τόσο χρήσιμη για το μέλλον των νέων φοιτητών-αυριανών αποφοίτων διαδικασία, η ίδια η χρηματοδότηση δεν πρέπει να προδιαγράφει το αποτέλεσμα.

Τα παραδείγματα που αναφέρθηκαν παραπάνω συνιστούν εναλλακτικές λύσεις χρηματοδότησης της πρακτικής άσκησης. Στο site του ΣΕΒ και στο Flash Report Πρακτική άσκηση φοιτητών χρηματοδοτούμενη από τις επιχειρήσεις: μια εναλλακτική πηγή ενίσχυσης του θεσμού, οι περιπτώσεις αυτές παρουσιάζονται περισσότερο αναλυτικά, ώστε κάποιος να αποκτήσει πληρέστερη εικόνα της εφαρμογής τους. Άρα λύσεις υπάρχουν, όταν υπάρχει εμπιστοσύνη, διάθεση και βούληση για συνεργασία, χωρίς περιχαρακώσεις και παρωπίδες. Όταν αναγνωριστεί ότι ο στόχος είναι κοινός και τα μέσα για την επίτευξή του αποτελούν προϊόν μιας διαρκούς συλλογικής προσπάθειας, όπου πανεπιστημιακή και επιχειρηματική κοινότητα θα συνεργάζονται δημιουργικά, με κατανόηση και σεβασμό στα ιδιαίτερα χαρακτηριστικά κάθε πλευράς.

Η πρωτοβουλία του ΣΕΒ για την αναβάθμιση της πρακτικής άσκησης που ξεκίνησε στις αρχές του χρόνου, συνεχίζεται, μεταξύ άλλων, με την ανάδειξη αυτών των διαφορετικών δυνατοτήτων χρηματοδότησής της. Ο διάλογος ανάμεσα στα Πανεπιστήμια και στις επιχειρήσεις για τα κρίσιμα ζητήματα της πρακτικής άσκησης παραμένει ενεργός. Πιστεύουμε ότι το αποτέλεσμα μόνο καλό μπορεί να είναι, όταν όλοι αντιλαμβανόμαστε την κοινή μας ανάγκη για ένα ισχυρό αυριανό ανθρώπινο κεφάλαιο που θα στηρίξει τη συμπεριληπτική, μακροχρόνια βιώσιμη ανάπτυξη της xώρας μας.

ΣΕΒ σημαντικότατη ενημέρωση:"..«Χειριστές», «Τεχνίτες» «Επαγγέλματα Διοίκησης και Οικονομίας», επιδεικνύουν αξιοσημείωτη δυναμική.."

 Πολλά από τα επαγγέλματα της Επαγγελματικής Εκπαίδευσης και Κατάρτισης (ΕΕΚ) είναι αρκετά δυναμικά, δηλαδή παρέχουν καλύτερες προοπτικές απασχόλησης και αμοιβές. Πρόκειται για μεσαίου επιπέδου επαγγέλματα, κυρίως στους παραγωγικούς κλάδους της οικονομίας οι οποίοι επεδείκνυαν αξιοσημείωτη δυναμική ως βασικοί πυλώνες αύξησης των θέσεων εργασίας και ενίσχυσης της απασχόλησης την περίοδο μεταξύ της κορύφωσης της οικονομικής κρίσης και της εκδήλωσης της πανδημίας.

Συγκεκριμένα, μεταξύ 2013-2019, η απασχόληση στη μεταποίηση, τα logistics, τις ΤΠΕ, την ενέργεια και την εξόρυξη αυξήθηκε ταχύτερα από ότι η απασχόληση στο σύνολο της οικονομίας. Το 2019, το 68% των εργαζομένων στους κρίσιμους παραγωγικούς κλάδους απασχολούνταν σε επαγγέλματα ΕΕΚ, όταν για το σύνολο της οικονομίας, το αντίστοιχο ποσοστό ήταν 37%. Μεταξύ των επαγγελμάτων ΕΕΚ, πολυπληθέστερες κατηγορίες είναι οι «Χειριστές», οι «Τεχνίτες» και τα «Επαγγέλματα Διοίκησης και Οικονομίας»., που επιδεικνύουν αξιοσημείωτη δυναμική και εξελίσσονται ως βασικοί πυλώνες ενίσχυσης της απασχόλησης.

Με άλλα λόγια, πρόκειται για κλάδους και επαγγέλματα με σημαντική προοπτική για τους εργαζόμενους, καθώς βρίσκονται στο επίκεντρο των αναζητήσεων των επιχειρήσεων για κατάλληλα καταρτισμένο ανθρώπινο δυναμικό. Καθώς όμως, οι παραγωγικοί κλάδοι απορροφούν όλο και μεγαλύτερο ποσοστό του ανθρώπινου δυναμικού, εντείνεται η ανάγκη ποιοτικής αναβάθμισης του συστήματος ΕΕΚ και περαιτέρω διασύνδεσής του με τις προκλήσεις του παραγωγικού μετασχηματισμού ώστε να προσφέρει τις συγκεκριμένες, σύγχρονες, γνώσεις και δεξιότητες που θα επιτρέψουν στους ανθρώπους να βρουν δουλειά, και στις επιχειρήσεις να καλύψουν τις επιχειρησιακές τους ανάγκες.

Η ενίσχυση των δεξιοτήτων του ανθρώπινου δυναμικού, διευρύνει τις προοπτικές απασχόλησης και δίνει τη δυνατότητα στις επιχειρήσεις να καλύψουν εξειδικευμένες τους ανάγκες. Για αυτό, ο ανασχεδιασμός των προγραμμάτων ΕΕΚ είναι μια διαδικασία με αμοιβαία οφέλη για εργαζόμενους, υποαπασχολούμενους, άνεργους και επιχειρήσεις, και μια κρίσιμη προϋπόθεση προκειμένου να υποστηριχθεί αποτελεσματικά η μετάβαση προς ένα αναπτυξιακό υπόδειγμα προσανατολισμένο στην παραγωγή και τις εξαγωγές, με περισσότερες και καλύτερες δουλειές.

Τα συμπεράσματα αυτά, μεταξύ άλλων, προκύπτουν από την έρευνα που διενήργησε ο ΣΕΒ στο πλαίσιο της συμμετοχής του στα Περιφερειακά Συμβούλια Σύνδεσης με την Παραγωγή και την Αγορά Εργασίας (ΣΣΠΑΕ), για τον εντοπισμό και την ανάδειξη των διαφόρων δυναμικών επαγγελμάτων, ανά Περιφέρεια ή και ανά κλάδο που προέρχονται από το σύστημα της ΕΕΚ.

Ο ΣΕΒ συμμετέχει ενεργά στη συζήτηση για τον ανασχεδιασμό των προγραμμάτων Επαγγελματικής Εκπαίδευσης και Κατάρτισης, και καταθέτει προτάσεις και αναλύσεις ώστε να αξιοποιηθούν από ένα ευρύ φάσμα αρμόδιων φορέων (Υπ. Παιδείας, Υπ. Εργασίας, ΟΑΕΔ, ΕΣΠΑ κ.α.) για την αντιστοίχιση των δυναμικών και πολυπληθών επαγγελμάτων ΕΕΚ με θεματικές περιοχές εκπαίδευσης και κατάρτισης και τη βελτίωση της διασύνδεσης της ΕΕΚ με τις επιχειρήσεις.

Βασικά ευρήματα

• Υπάρχουν δυναμικά τεχνικά επαγγέλματα που προέρχονται από την Επαγγελματική Εκπαίδευση και Κατάρτιση όπου αυξάνει ο αριθμός εργαζομένων και παρέχονται καλές προοπτικές απασχόλησης και αμοιβών, και είναι σημαντικό η ΕΕΚ να εστιάσει εκεί.
• Το 2019, η απασχόληση σε κλάδους όπως η Μεταποίηση, τα Logistics, οι Τεχνολογίες Πληροφορικής και Επικοινωνιών, η Ενέργεια και η Εξόρυξη, το 2019 η απασχόληση αντιστοιχούσε στο 17% του συνόλου. Σε αυτούς τους κλάδους, ο ρυθμός αύξηση της απασχόλησης την περίοδο 2013-2019 είναι υψηλότερος από ότι για το σύνολο της οικονομίας.
• Τα επαγγέλματα ΕΕΚ είναι ιδιαίτερα σημαντικός πυλώνας της απασχόλησης στους παραγωγικούς κλάδους (68%). Καθώς μεγαλώνει η συμβολή των παραγωγικών κλάδων στη συνολική απασχόληση, εντείνεται η ανάγκη διασύνδεσης της ΕΕΚ με αυτούς ώστε να προσφέρει προγράμματα που ανταποκρίνονται στις ανάγκες των επιχειρήσεων, και άρα να βοηθάει και την
  επαγγελματική προοπτική των συμμετεχόντων σε αυτή.
• Ο ρόλος της ΕΕΚ είναι κομβικός καθώς πρέπει να εφοδιάζει τους συμμετέχοντες με τις κατάλληλες γνώσεις και δεξιότητες, να διευκολύνει την ένταξή τους στην αγορά εργασίας και να λειτουργεί με γνώμονα τις παραγωγικές ανάγκες των επιχειρήσεων.
• Η προσαρμογή της ΕΕΚ στις τεχνολογικές και οικονομικές συνθήκες θα επιτρέψει στο ελληνικό παραγωγικό οικοσύστημα να καλύψει τις ανάγκες σε γνώσεις και δεξιότητες και να ενισχύσει την απασχόληση με κατάλληλα εκπαιδευμένο ανθρώπινο δυναμικό σε δυναμικές, ανερχόμενες παραγωγικές δραστηριότητες και καλά αμειβόμενες θέσεις εργασίας.
• Παράλληλα, η προσπάθεια αναβάθμισης της ΕΕΚ είναι ανάγκη να συνδυαστεί και με πρωτοβουλίες σε άλλα, συναφή πεδία, όπως, για παράδειγμα, τα Ρυθμιζόμενα Τεχνικά Επαγγέλματα όπου οι παραγωγικές επιχειρήσεις αντιμετωπίζουν διαρκείς και σοβαρότατες ελλείψεις κατάλληλα καταρτισμένου ανθρώπινου δυναμικού, γραφειοκρατικές αγκυλώσεις και καθυστερήσεις στις διαδικασίες αδειοδότησης.
• Στην Περιφέρεια, αυξήθηκαν από δύο το 2013, σε τέσσερις το 2019, οι περιφέρειες με μερίδιο απασχόλησης στους παραγωγικούς κλάδους υψηλότερο από 20%, Αυτές οι Περιφέρειες κατέγραψαν και ορισμένους από τους υψηλότερους ρυθμούς αύξησης της απασχόλησης συνολικά. Ωστόσο, υπάρχουν περιφέρειες με ενδείξεις υπερβάλλουσας ζήτησης – δηλαδή ελλείψεων στην προσφορά ανθρώπινου δυναμικού για κάποια από τα επαγγέλματα της ΕΕΚ.
• Η αντιστοίχιση των δυναμικών και πολυπληθών επαγγελμάτων ΕΕΚ με εξειδικευμένες θεματικές περιοχές εκπαίδευσης και κατάρτισης μπορεί να αποτελέσει πολύτιμη εισροή και οδηγό για τον ουσιαστικό ανασχεδιασμό των προγραμμάτων εκπαίδευσης και κατάρτισης των εμπλεκόμενων εκπαιδευτικών φορέων (ΙΕΚ, ΕΠΑΛ, Σχολές Μαθητείας ΟΑΕΔ).
