Dear maria, We just published a new blog—please find the full text below.  How Countries Can Diversify Their Exports     By Gonzalo Salinas   Four economy-wide factors—governance, education, infrastructure, and trade policy—relate closely to more varied and complex exports across countries As the world’s biggest copper producer, Chile’s shipments of the metal meet around one-third of global demand and represent about half its goods exports. But beyond mining’s dominance, Chile’s trade flows are more varied and complex than they may appear, with significant exports of vehicles, pharmaceuticals and telecommunications equipment. And according to a recent IMF staff paper, the Andean economy is among those that shine as a role model for diversification policies. By looking beyond commodities, the research shows that economy-wide policies such as governance and education help foster diverse exports more than narrowly targeted industrial policies, a finding that can better guide nations aiming to expand their international trade. The examination of 201 countries and territories goes beyond the economic complexity indices that have traditionally been used by economists. Those proxies for the productive capability of a given economic system have strong sensitivity to commodities, which can distort their accuracy. For a more nuanced read, staff research proposes new ways to gauge diversity and complexity of national exports and suggests how economy-wide policies can foster such variety. Economists call these horizontal policies because they apply broadly across a country instead of targeting single sectors. The approach also takes stock of an economy’s geographic proximity to trade partners, and how it affects exports excluding commodities like metals or oil. This lens offers policymakers lessons for how they can better support more multifaceted trade, a common objective in emerging and developing economies because it’s associated with less volatile economic output and faster long-term expansion. Four key factors The methodology shows a clear link between the non-commodity exports that aid diversification and complexity and four economy-wide variables that help support them: governance, education, infrastructure, and open trade. Improving those areas helps to diversify by creating conditions that make it possible to boost complex or higher-value-added exports. This is significant because demonstrating how economy-wide policies do explain diversification challenges the belief that industrial policies, meant to support specific industries, offer the best way to broaden trade. The analysis shows that, except for abundant copper reserves, Chile’s economic profile, surprisingly, resembles Malaysia’s. The Asian nation has similarly strong education and institutions, but it benefits from being much closer to the major global supply-chain hubs of China, Japan and Korea. Prominent Asian and European exporters, from Hong Kong and Singapore to Ireland and Denmark, have among the most diverse and complex shipments and the strongest horizontal policies. Good policies can make a big difference For governments aspiring to more varied trade flows, the new approach to explaining diversification underscores the need to effectively shorten geographic distance by enhancing connectivity between nations. Better transportation logistics, at seaports for example, effectively shorten distance by reducing transit times for goods. Other helpful policies include easing trade policy barriers, enhancing trade facilitation, fostering the spread of technology through educational exchange programs, and investing in communication technologies such as broadband that support the digital economy. Strengthening horizontal policies may seem challenging, especially for countries with lower income. However, several countries have much stronger policies than expected for their income levels, including Rwanda for governance; Georgia and Ukraine for educational attainment; Malaysia for infrastructure; and Mauritius and Peru for tariffs. These economies can be role models. To be sure, that doesn’t deny the potential effectiveness of more targeted support for individual sectors. Industrial policy levers, though, may be less effective or even harmful. Potential drawbacks include diminished fiscal capacity, a race to the bottom in taxation, and eroded multilateralism. Furthermore, there is no cross-country statistical evidence of their effectiveness. Instead, diversification strategies built around broader policies and connectivity are both less controversial and more supportive of export diversification and complexity.

EQUATORIAL GUINEA Equatorial Guinea Tackles Twin Tragedies with the Help of IMF Emergency Assistance The waterfront in Bata, Equatorial Guinea is pictured. (photo: alarico by Getty Images) The pandemic continues to batter Equatorial Guinea like most countries in the region. To add to the unfolding health crisis, a series of massive accidental explosions at a military compound ripped through Bata, its largest city, this year, killing more than 100 people and causing widespread damage (about 2.5 percent of GDP). The twin shocks of the pandemic and explosions were too much to overcome without emergency assistance. On September 15, the IMF Executive Board approved $67.38 million in funding under the Rapid Financing Instrument. This is an important first step in addressing a large financing gap in Equatorial Guinea arising from the twin shocks. In a conversation with IMF Country Focus, Valentin Ela Maye, Equatorial Guinea’s Minister of Finance, Economy and Planning, describes how the government will use the assistance in a transparent manner, providing much-needed resources to meet immediate humanitarian needs and continue economic reforms. How will the emergency financing be used to support the economy? With the collapse of international oil prices and the emergence of COVID-19, Equatorial Guinea’s economic indicators have deteriorated sharply since the start of the government’s financial program supported by the IMF Extended Fund Facility (EFF) signed in December 2019. These unanticipated events, coupled with the recent disaster in the city of Bata have produced a large funding gap in the national budget and the balance of payments, limiting the government’s ability to fully address the effects of the crises. The government plans to use the emergency funds provided by the IMF to continue economic support to the numerous victims of the Bata explosions, rehabilitate the social and economic infrastructure, including residential housing, schools, and utility lines destroyed by the explosions, and continue financing the pandemic containment plan. It is important to note that despite the efforts deployed in preventing COVID-19, the country’s capacity to continue managing the health emergency remains limited. It is imperative that we strengthen hospital infrastructure and increase medical staffing at all levels, particularly after the recent spike in the number of infections being monitored by the Health Department. It is also critical that we allocate resources to support a post-COVID-19 strategy to aid the recovery of small and medium-size enterprises (SMEs) of the non-oil sector, which are the country’s principal engine of job creation. What measures have the authorities taken during this difficult period? A public health emergency was declared in March of last year, and economic measures were adopted to strengthen social protections and support SMEs. They included temporary tax benefits for non-oil businesses, a social assistance program for the most vulnerable population, and reforms to contain the fiscal deficit, despite the increase in public spending required to cope with the pandemic. The measures also included the formulation of a healthcare plan to prevent and mitigate COVID-19, the suspension of in-person educational activities, the closing of borders, nonessential retail trade and services, and strong preventive measures for essential sectors, which had also seen a contraction in activity. Despite the adverse impact on the economy, the government succeeded in effectively containing the pandemic, mainly through the early start of the vaccination campaign, and conducting strict contact tracing despite the country’s geography. In response to the Bata disaster, an assessment of damages and number of affected persons was undertaken with assistance from international experts, and work has begun on the design and evaluation of a reconstruction plan for the city. Senior government officials took the lead in providing economic assistance to the victims to meet basic housing and living expenses as well as medical assistance. We also continued progress on the agenda of structural reforms agreed with the IMF, despite the drastic change in macroeconomic and financial conditions faced by the country since early 2020. An example of this is our commitment to improve governance and fight corruption with the adoption in May of the law on preventing and combating corruption, which was drafted with technical assistance from the IMF and in line with international standards. In parallel, we moved ahead in other areas of utmost importance for public financial management, including the electronic customs system now in operation in the capital city of Malabo, the implementation of a software application for execution and control of current expenditure, and the capital expenditure monitoring system developed with technical assistance from the World Bank. We have also made progress with the online publication of national laws. What are the government's priorities to support the recovery? The adoption of the Anti-Corruption Law is a fundamental step to improve governance, attract foreign investment, promote fiscal transparency, and prevent the misuse of public funds, all of which will benefit the economic recovery. The government plans to approve regulations that will require senior officials to report their assets and have that information published as soon as possible, in addition to establishing an anti-corruption commission. At the same time, we are determined to continue with other structural reforms such as the clearing of domestic arrears, which will not only strengthen the private business sector but also benefit the national banking system by improving financial indicators. We also continue to work to strengthen the tax and customs administration, to modernize the public financial management framework, and to advance all the actions that will help us increase revenue collection and improve the business climate. Another priority in our agenda is to promote economic diversification away from the hydrocarbon sector. In fact, the new Sustainable Development Strategy “Agenda Guinea Ecuatorial 2035” has been recently approved. How will the government ensure the transparent use of funds? How will the government’s Good Governance and Anti-Corruption Plan come into play? We are determined to implement the necessary actions to improve governance and fight corruption. This commitment is backed by the implementation of the prior actions concerning the transparent use of resources required for access to the IMF emergency loan. Adoption of the anti-corruption law, which is aligned with the highest international standards, is a key step toward stronger management and increased transparency of public resources. The contracting of international audit firms to ensure the proper use of expenditure relating to both COVID-19 and the Bata emergency response attests to our government’s commitment. The terms of reference for the audits are published on the Ministry of Finance website. To increase transparency in the hydrocarbon sector, we are finalizing an information report on this sector and audits of the state oil and gas companies, and we will publish all these reports. Last, but not least, I would like to emphasize that we are continuing efforts on the actions defined in the Good Governance and Anti-Corruption Plan approved in late 2019. Le Recteur Archimandrite Dimitrios PLOUMIS de l'Eglise Grecque Orthodoxe de la Dormition de la Mère de Dieu de Marseille a été élu, le 20 juillet 2021, à l'unanimité, Métropolite de France par le Saint Synode du Patriarcat oecuménique de Constantinople.
Son ordination a eu lieu le 25 juillet en la cathédrale patriarcale Saint Georges au Phanar, siège du Patriarcat Œcuménique de Constantinople, par le Patriarche Œcuménique Bartholomée Ier.

Son Eminence le Métropolite Dimitrios de France et Exarque pour l'Europe, est né à Thessalonique le 6 novembre 1979. Il a été le recteur de la paroisse historique de la Dormition de la Mère de Dieu à Marseille et vicaire épiscopal pour le sud de la France. Il a été ordonné diacre en 2001, avant de recevoir l’ordination sacerdotale en 2007. Décrit comme chaleureux et prévenant, Mgr Dimitrios succède à trois figures de l’orthodoxie française : Mgr Mélétios (1963-1988), Mgr Jérémie (1988-2003) et Mgr Emmanuel (2003-2021).

C’est avec splendeur et émotion, qu’a été célébrée selon l’ordre de l’Église la cérémonie d’intronisation de son Éminence le Métropolite Dimitrios à la Cathédrale Saint Stéphane à Paris, le samedi 18 septembre 2021.
Sa Toute Sainteté le Patriarche Œcuménique Bartholomée était représenté par Son Éminence le Métropolite d’Autriche Mgr. Arsenios, qui dans son allocution transmit au nouveau Métropolite les vœux de l’Eglise Mère et du Patriarche.
De la part du gouvernement grec, l’ambassadrice de Grèce en France Mme Aglaïa Balta prononça la lettre de M. Andreas Katsaniotis, vice-ministre des Affaires Étrangères, responsable pour les sujets de la diaspora grecque. Étaient également présents les Ambassadeurs de la Grèce auprès de l’OCDE et de l’UNESCO. Le gouvernement chypriote était représenté par son Ambassadeur M. Georgios Siakalis.
Le nouveau Métropolite fut honoré par la présence des membres de l’Assemblée des Évêques Orthodoxes de France, de son Éminence l’Archevêque Job de Telmessos, son Excellence l’Evêque Nikiphoros d’Amorion, Higoumène du Monastère Patriarcal de Vlatades à Thessalonique, du représentant du Nonce Apostolique en France, des Évêques de l’Eglise Catholique et d’autres traditions chrétiennes. L’ensemble du clergé et des communautés monastiques accueillit Monseigneur Dimitrios par la voix de son Excellence Mgr Irénée de Reghion.
À la cérémonie étaient présents le sous-préfet M. Jérôme Normand et d’autres représentants des pouvoirs publics, ainsi que les Ambassadeurs de la Serbie et de la Turquie, des membres du corps diplomatique grec, les attachés militaires, les présidents de la Communauté hellénique et de la Communauté chypriote à Paris et les représentants d’autre Communautés en France, les Archontes Patriarcaux, les bienfaiteurs de la Métropole grec-orthodoxe de France, des membres du clergés et des communautés monastiques de notre Métropole et d’autres Évêchés ainsi qu’un grand nombre de fidèles venus de Paris, Thessalonique, Marseille et d’autres villes de France et de l’étranger. Les chants de la cérémonie furent interprétés par un riche chœur de chantres, venus de Paris et Thessalonique.
Dans son discours d’intronisation, Mgr Dimitrios se référa avec respect au Patriarche Œcuménique Bartholomée Ier et aux liens unissant l’Eglise Mère de Constantinople et la Métropole grec-orthodoxe de France. Il fit également mention de l’Histoire et la Culture française ainsi que de la contribution de la France au monde littéraire et artistique.
Pour finir, il exprima son intention de servir le peuple de Dieu, guidé par l’amour sacrificiel du Christ, afin que tous ressentent la charité de l’Eglise.

Εμμανουήλ, υπηρέτησε ως προϊστάμενος της ιστορικής Ορθοδόξου Εκκλησίας της Μασσαλίας και ως Αρχιερατικός Επίτροπος Νοτίου Γαλλίας. Με ιδιαίτερη λαμπρότητα και σε κλίμα συγκινήσεως τελέσθηκε κατά το Τυπικό της Μητρός Αγίας του Χριστού Μεγάλης Εκκλησίας η Ενθρόνιση του Μητροπολίτου Γαλλίας κ.Δημητρίου στον Ιερό Μητροπολιτικό Ναό Αγίου Στεφάνου Παρισίων το Σάββατο 18 Σεπτεμβρίου τρ.έτους.
Τον Παναγιώτατο Οικουμενικό Πατριάρχη κ.Βαρθολομαίο εκπροσώπησε ο Σεβασμιώτατος Μητροπολίτης Αυστρίας κ.Αρσένιος, ο οποίος στον λόγο του μετέφερε στον νέο Ποιμενάρχη τις ευχές της Μητρός Εκκλησίας και του ιδίου του Παναγιωτάτου. Παρευρέθησαν, ακόμη, οι Πρέσβεις της Σερβίας και της Τουρκίας, μέλη του Ελληνικού Διπλωματικού Σώματος, Στρατιωτικοί Ακόλουθοι, πρόεδροι των Ελληνικών και Κυπριακών Κοινοτήτων των Παρισίων και άλλων πόλεων της Γαλλίας, Άρχοντες Οφφικιάλιοι της Μ.τ.Χ.Ε., Ευεργέτες της Ι.Μ.Γαλλίας, κληρικοί και μοναχοί της καθ’ ημάς Ιεράς Μητροπόλεως καθώς και άλλων Μητροπόλεων και πλήθος πιστών από το Παρίσι, τη Θεσσαλονίκη, την Μασσαλία και άλλες πόλεις της Γαλλίας και του Εξωτερικού. Τους ιερούς Ύμνους της Ακολουθίας έψαλε πολυμελής χορός ιεροψαλτών από το Παρίσι και την Θεσσαλονίκη.
Στον ενθρονιστήριο λόγο του ο κ. Δημήτριος αναφέρθηκε με σεβασμό στο πρόσωπο του Οικουμενικού Πατριάρχου κ. Βαρθολομαίου και στους δεσμούς της εν Κωνσταντινουπόλει Μητρός Εκκλησίας με την Ι. Μητρόπολη Γαλλίας. Έκανε ιδιαίτερη μνεία στην Ιστορία και τον πολιτισμό της Γαλλίας καθώς και στην συμβολή της στα Γράμματα και τις Τέχνες. Εξέφρασε τέλος την πρόθεσή του, πορευόμενος με γνώμονα την θυσιαστική αγάπη του Χριστού, να είναι διάκονος του λαού του Θεού ώστε όλοι να να νιώσουν την μέριμνα της Εκκλησίας.
