● European Council   19/09/2025 19:42 | Speech | Discurso do Presidente António Costa no Fórum Social Porto   Queria começar por saudar o Governo português pela iniciativa de realizar este terceiro Fórum Social do Porto, um evento bianual que visa manter na primeira linha da ordem do dia da União Europeia, o desenvolvimento do Pilar Europeu dos Direitos Sociais. Este fórum nasceu num momento particularmente difícil da nossa União, em plena pandemia do COVID-19. Um momento em que todos compreendemos a importância da dimensão social da Europa, a importância de todos nos ajudarmos uns aos outros para que cada um de nós se pudesse salvar. Era mesmo disso que se tratava. E a União Europeia esteve à altura deste desafio. Garantiu as condições orçamentais para que todos os Estados membros pudessem, em igualdade de condições, sustentar os seus serviços de saúde. Assegurou as oportunidades de vacinação iguais para todos em todos os locais da Europa. E mais importante, investiu muito na preservação dos empregos através do programa SURE. Esse programa permitiu salvar milhões de empregos em toda a Europa e foi uma condição essencial para assegurar a rápida recuperação económica após a brutal recessão dos dois anos de COVID. É essa dimensão social que nós temos que ter presente não só nas más horas, mas também nas horas em que encaramos o futuro. Na nossa economia social de mercado, a Europa social e a Europa competitiva não são um exercício de soma nula, são mesmo um exercício de complementaridade. Competitividade e Europa social têm de andar mão na mão, porque são duas faces da mesma moeda. O modelo social europeu, único no mundo, não é um obstáculo ao crescimento, é mesmo a base da nossa força económica a longo prazo. A força do nosso mercado interno não assenta só na livre circulação de mercadorias ou no livre estabelecimento ou na liberdade de prestação de serviços. Assenta na força do nosso mercado. E a força do nosso mercado resulta de uma forte Europa social que desenvolveu um mercado com um elevado poder de compra. A nossa comunidade assenta também na inovação, em serviços de alta qualidade e em bens de maior sofisticação. E tal só é possível com recursos humanos altamente qualificados, que encontrem empregos de qualidade. No centro desta visão está o Pilar Europeu dos Direitos Sociais e estando nós no Pavilhão Rosa Mota, prestando homenagem à primeira mulher campeã olímpica da maratona, sabemos que o desenvolvimento da Europa Social é precisamente como uma maratona. Dos princípios gerais aprovados em Gotemburgo, ao plano de ação inspirado na Cimeira do Porto, passo a passo vamo-lo desenvolvendo. A nossa Europa Social não são só princípios nem aspirações, mas compromissos concretos – compromissos que são traduzidos no nosso plano de ação e que avaliamos a cada semestre europeu. Aos três indicadores que já estão estabelecidos, a taxa de emprego, a taxa de participação na aprendizagem ao longo da vida e a taxa de pobreza, discutimos agora se devemos ou não acrescentar um quarto indicador sobre a qualidade do emprego. Não é uma discussão fácil e é seguramente uma discussão ainda em aberto. Mas estou certo que no diálogo social com os parceiros sociais e entre os Estados-Membros, seremos capazes de evoluir, tendo em vista termos um Scoreboard mais exigente e que cubra as diferentes dimensões da nossa Europa social. Não poderemos ter uma economia funcional sem empregos de qualidade e esta deve ser uma prioridade da Europa social. Emprego de qualidade significa salários justos, contratos seguros, ambientes saudáveis e oportunidades de formação e desenvolvimento profissional. Empregos de qualidade que permitam um equilíbrio entre a vida profissional e a vida pessoal e familiar, entre o respeito pela vida privada e agora também o direito a desligar à medida que abraçamos a transição digital. A produtividade e a inovação só serão impulsionados por trabalhadores motivados, saudáveis e protegidos. Por isso, a qualidade do emprego é uma necessidade estratégica para a competitividade económica da Europa. Mas para que isso aconteça, nunca podemos ignorar que o investimento nas qualificações é o investimento mais importante para o futuro da qualidade do nosso mercado de trabalho, mas também para a competitividade da nossa economia, na formação inicial e na formação ao longo da vida. A competitividade da União depende mais do que nunca desta aposta. Os relatórios de Enrico Letta e Mário Draghi, a declaração de Budapeste sobre competitividade e a apresentação da União das Qualificações por parte da Comissão Europeia constituem marcos fundamentais nesta direção. E devemos transformar esses compromissos, esses objetivos, essa ambição, em ação concreta para a podermos concretizar. Mas investir nas qualificações também significa investir no potencial daqueles que têm estado sub-representados ou têm estado inativos no mercado de trabalho. O nosso crescimento depende muito da capacidade que tivermos de aumentar o número de pessoas que trabalham na União Europeia: mulheres, trabalhadores mais velhos, pessoas com deficiência, jovens oriundos de contextos sociais mais desfavorecidos e que se mantêm à parte do mercado de trabalho, são setores fundamentais que temos de mobilizar para o mercado de trabalho. A União Europeia não pode deixar ninguém para trás e por isso é esta uma das outras prioridades da nossa Europa social. Outra das grandes riquezas da nossa União é a diversidade, que é verdadeiramente uma força motriz do projeto europeu. Dar à inovação europeia uma escala global assente na diversidade e na colaboração entre nações, entre povos, entre empresas de diferentes países, entre centros de investigação daqui e empresas dali, é absolutamente fundamental para podermos aproveitar todo o potencial da nossa União. É isto que faz com que Made in Europe seja um padrão mundial de qualidade, inovação, competitividade e valores sociais. Reforçaremos esta linha mantendo o nosso mercado único aberto, promovendo uma mobilidade justa, garantindo que ideias e talento fluam livremente na nossa União. Porque somos uma União plural, diversificada, aberta, tolerante, socialmente orientada. E num mundo cada vez mais complexo e polarizado, a União Europeia mantém-se fiel aos seus valores, aos seus compromissos, à sua cultura de integração. A dimensão da Europa social não se esgota na dimensão do trabalho e da qualificação. Não pode haver trabalho digno nem qualidade de vida sem acesso digno e justo à habitação. Esta é hoje uma preocupação transversal em todas as sociedades europeias e não há governo europeu que não tenha a habitação na primeira linha das suas preocupações. O Governo português é, aliás, um bom exemplo desta realidade. A habitação acessível tornou-se um dos desafios mais urgentes nos Estados-Membros e que é absolutamente essencial para garantirmos a coesão social e a sustentabilidade das democracias na Europa. Nada mais alimenta o populismo do que a sensação de abandono e falta de perspetiva de futuro que as novas gerações encontram, desde logo quando procuram a primeira habitação para construírem as suas vidas. Por isso, pela primeira vez, na próxima reunião formal do Conselho Europeu, em outubro, vamos ter um debate dedicado precisamente à habitação acessível. A Comissão Europeia já tem um comissário com a responsabilidade da habitação e a semana passada, no discurso sobre o Estado da União, a presidente Ursula von der Leyen anunciou a apresentação no final deste ano, princípio do próximo, do primeiro Plano Europeu para o acesso à habitação acessível. Precisamos de soluções europeias para um problema estrutural das nossas democracias, que afeta as expectativas de vida dos mais jovens, adiando sonhos e projetos, que afeta a classe média, desestabilizando a sua vida profissional e a sua vida familiar, prejudicando a retenção de talento e agravando ainda mais o desafio demográfico europeu. O próximo Plano europeu de habitação a preços acessíveis será, por isso, um passo importante e estou confiante que desta conferência poderão surgir propostas e ideias que inspirem a Comissão a concretizar o desenho final deste Plano europeu. Porque nestes tempos de incerteza e de polarização temos de reforçar o que sempre funcionou na nossa União: o diálogo social. Os parceiros sociais, aliás aqui hoje bem representados, devem sentar-se connosco à mesa sempre que somos chamados a moldar o nosso futuro coletivo, para garantirmos compromissos mais duradouros, para garantirmos uma força socialmente mais resiliente e economicamente mais dinâmica, num ambiente global de mudança e competição. É por isso que me tenho empenhado em valorizar o diálogo tripartido ao nível europeu, que em outubro teremos uma nova edição na preparação da Cimeira do Euro de Outubro. A dimensão da cooperação internacional é também essencial, porque somos uma União aberta ao mundo, cooperante e crente no multilateralismo. Precisamos, com os nossos parceiros, de falar também a uma só voz sobre o trabalho digno e a governação democrática. Valores inalienáveis para qualquer europeu e garantes de uma Europa competitiva, justa, dinâmica, inclusiva, aberta e coesa. E sejamos claros, nós queremos proteger o nosso modelo social, nós queremos proteger os nossos standards europeus, nós queremos garantir que os nossos standards sociais não comprometam a nossa competitividade. Mas a boa resposta não é fecharmo-nos ao comércio internacional. A resposta correta não é o protecionismo. A resposta correta é estabelecermos acordos comerciais modernos que incrementem também os padrões ambientais e sociais que são nossos, mas que gostaremos porque todos têm direito a melhorar as suas condições de vida em todo o mundo. Esta é a Europa que os nossos cidadãos merecem. Esta é a Europa por que vale a pena lutar. E por isso, mais uma vez agradeço ao Governo português a organização deste terceiro Fórum Social Europeu e desejo que daqui a dois anos cá nos reencontremos mais uma vez, Senhor Presidente, na sua bela cidade do Porto, para dar continuidade à construção da nossa Europa Social. We were very glad to commence today with our Eurogroup meeting, which was distinctive in that we welcomed our colleagues and friends from Bulgaria as observers into the Eurogroup in anticipation of their becoming full members of the euro area as of 1 January. For this session, we also welcomed Aurore Lalucq, the Chair of the ECON Committee of the European Parliament, to continue our important dialogue with Parliament. The first item that we discussed was the Eurogroup work programme, which will take us up to the middle of next year. This was the culmination of consultations that I have had with all members of the Eurogroup. We are all aware of the dramatic change that is taking place around us, but also of the continued value of Europe and the strength and impact of the collective decisions that we make. The work programme aims to continue to bring that to life in the decisions that we make. The key themes of that work programme are our work with regard to budget coordination, our continued efforts with regard to capital markets and the banking union, and then also the various projects that are feeding into the role of the euro - its growth within the euro area, and also its role within the global economy. That in turn informed the discussion that we had on the digital euro. But before we got to that discussion, we continued our agenda with an update on the economic situation. The summary is that despite the uncertainty that exists on so many different levels, our outlook continues to be of resilient growth, and at the heart of that growth is the continued strong performance of labour markets all over the euro area. Each of us within the Eurogroup knows that that growth needs to be strengthened. We know there is much that we can do to improve the economic performance of the euro area on the world stage. At the same time, the fact that our growth outlook has moved up slightly, and the fact that the jobs performance is still so strong, are very important elements in how we see the euro performing. That then set the stage for what was a very important and ultimately very productive discussion on the digital euro. Before I go any further, I want to acknowledge and thank the commitment that non-euro countries have demonstrated to this project during the Polish Presidency, which has now been built upon under the work of Stephanie and the Danish Presidency. In the discussion here today, what we aimed to do was to identify a way forward and a basis for discussion that will now continue amongst ministers in the Ecofin format regarding the ceiling for holding limits, and then ultimately on the issuance process itself for the digital euro. After much work we found a broad consensus on the balance with regard to these important issues, and this balance is in full respect of the mandate and prerogative of each institution that is involved in the digital euro. This signals the determination that we have to advance this important project, and I want to underline again my view that the digital future of the euro is an essential part of its future. We are all now very conscious of public understanding and trust with regard to this project, and that is why we have put so much time and consideration into these discussions. All of this will now move forward under the Council Presidency, where legal drafting will continue and then be presented to ministers. We then had a very short information point on recent G7 discussions. While today was not an opportunity for a detailed discussion, because there are so many different elements now underway, it did provide an opportunity for us to get some helpful updates on that work. So, a very productive and conclusive discussion here in the Eurogroup today, and it sets the scene for a lot more work that we will do when we meet again in Luxembourg in October.   Visit the website ● European Council   19/09/2025 12:57 | Press release | President Costa to attend UNGA High Level Week in New York   The President of the European Council, António Costa, will travel to New York to represent the European Union at the 80th United Nations High Level Week between 21 and 25 September 2025. He will address the UN General Assembly on behalf of the EU on 25 September and will speak at the UN Security Council on 24 September. In his first UNGA as President of the European Council, Costa will reaffirm EU’s commitment to the UN, multilateralism, respect of international law and the recognition of the intrinsic links between peace and security, human rights and sustainable development. “As military force, political coercion and economic pressure test the post Second World War rules-based international order during which the European integration project was launched and the United Nations were created, we need multilateralism more than ever. We need international law, we need common institutions, and we need the UN. The alternative would be chaos and war. The EU is and will remain a steadfast partner of the UN and multilateralism, supporting reforms to make it more effective, inclusive, and better prepared to serve people in the face of todays and future challenges.” — António Costa, President of the European Council In addition to his remarks at the General Assembly and to the UN Security Council on behalf of the EU, President Costa will also take part in the High-level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution organized by France and Saudi Arabia, which will take place on 22 September. On 25 September, President Costa will host a meeting with the leaders of the Pacific Islands Countries in the margins of the UNGA. The President of the European Council will also participate in the traditional EU-UN principals meeting and the EU-UN- African Union trilateral on 21 September and will take part in a series of side events and bilateral meetings. The first day of the high-level general debate will be Tuesday 23 September, under the main theme ‘Better together: 80 years and more for peace, development and human rights’. Since 1974, the EU has been a permanent observer at the UN General Assembly. Following the adoption of a UN General Assembly resolution in May 2011, the EU has been given one of the first opportunities to speak among other major groups and can be represented by the EU’s external representatives.
