Against the background of the war in Ukraine, think tanks discuss if Europe can define itself as a power and if it is ready to take its future into its own hands, to defend its common values, and to assume its responsibilities in the face of history. Papers also point out that the war in Ukraine has had the effect of pushing the issue of enlargement up the European political agenda; enlargement is a process inseparable from a broader reflection on the unity of the continent and the historical, geographical and institutional dimensions of European construction.

As the war in Ukraine has revived the debate around the notion of food security in Europe, papers note that the transition to agroecology requires tackling the logic of low-cost agricultural production, and that this ambition will make EU agriculture more resilient and sovereign, putting it on a path consistent with the Paris agreements. Precisely, environmental issues on agriculture are interlinked with the the European Green Deal and the green transition to climate neutrality coupled with sustained, comprehensive, and integrated efforts across all relevant policy fields and the whole of society. Competition policy and enforcement in digital markets are analysed given that digital markets are concentrated in the hands of just a few large online firms; for that reason competition authorities have called for more international cooperation in the context of the G7. As the EU has weathered a difficult winter for energy security, papers argue that now is the moment to pivot from emergency response to sustained delivery of renewables and energy efficiency; building on REPowerEU, ‘Fit for 55’ and emergency measures, the EU should shift to the 2023 -2025 timeframe by reducing energy waste, preventing a gas supply shortage, and building household and industry resilience to high and volatile prices. On energy issues, hydrogen is seen as key to helping the EU move to a net-zero economy.

While the debate on the qualified majority voting on the Common Foreign and Security Policy has been already ongoing for many years, reports discuss the related advantages and disadvantages, taking into account recent significant changes in the European security context combined with the EU´s effort to strengthen its position among increasingly competitive global powers, as well as its ability to quickly react to crises. Studies set out to measure the interconnectivity between the EU and its neighbouring countries in trade, finance, technology and know-how, infrastructure and labour mobility, and to compare these interconnections with those of the EU’s peers and rivals, i.e. the US, China and Russia. Papers comment on the State of the Union address by President Joe Biden and ask which are the lessons to draw for transatlantic unity. They point out that the debate on European strategic autonomy has gained new momentum with Russia’s invasion of Ukraine. The main idea behind the concept of ESA is the EU’s ability and means to enhance its freedom from a set of external dependencies and also to enhance its freedom to conduct its policy autonomously.

On a global level, averting major power war and the logic of mutual assured survival are debated; a major power war has the potential to become a catastrophe of world-historical proportions depending on the duration of such a clash and the scale of death and destruction. Reports shed light on the poly-crisis low-income countries of the Global South are facing, ranging from climate change impacts, rising energy costs, food insecurity to geopolitical insecurity. They advocate a major rethink of how to approach North–South relationships. This includes reforming how donors interact with recipients and how to align climate, trade and development. A New Fair Deal for climate, trade and development could create policy “deals” across multiple policy fields and geographies.
