Highlights - Monetary Dialogue and Public Hearing with Christine Lagarde, European Central Bank - Committee on Economic and Monetary Affairs
14/03/2023
On Monday 20 March 2023, from 15:00 to 17:00, ECON Members will hold the first Monetary Dialogue of the year with the ECB President. The Monetary Dialogue will be followed by a public hearing with Ms Lagarde in her capacity as Chair of the European Systemic Risk Board. The public hearing will take place between 17:00 and 18:00.
This Monetary Dialogue will take place in a challenging environment, still marked by high uncertainty and strong inflationary pressures. Since the last Monetary Dialogue in November, the ECB's Governing Council has continued on its monetary policy tightening path. The two specific topics of discussion as chosen by ECON for this Dialogue are: 1) Quantitative tightening in the euro area; and 2) Prospects for monetary policy one year into the war in Ukraine.
The ESRB is a separate body from the ECB with a broad financial stability mandate. Its Chair is the ECB President "ex officio". In September 2022 it issued a warning on vulnerabilities in the EU's financial system and in January 2023 published a recommendation on vulnerabilities in the commercial real estate sector in the European Economic Area.

Briefing - Harmonising certain aspects of insolvency law in the EU - 14-03-2023
14/03/2023
On 7 December 2022, the Commission tabled a proposal for a directive aimed at enhancing and harmonising insolvency law in the EU. The proposal seeks to make it easier to recover assets from the liquidated insolvency estate; render insolvency proceedings more efficient; and ensure a predictable and fair distribution of recovered value among creditors. The directive would complement two recently adopted pieces of legislation, namely, the directive on pre-insolvency proceedings and debt discharge following insolvency proceedings, and the regulation on the determination of jurisdiction and applicable law for cross-border insolvency. In the European Parliament, the referral was announced in plenary on 26 January 2023, and the file was assigned to the Committee on Legal Affairs (JURI). Parliament has expressed concern at the lack of harmonisation of insolvency law across the EU on several occasions in the framework of previous legislative procedures. First edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure.

Highlights - Workshop: Impact of climate change on social security and the most vulnerable groups - Committee on Petitions
14/03/2023
This Workshop - organised by the Policy Department for Citizens’ Rights and Constitutional Affairs for the Committee on Petitions - focuses on the effects of climate change on vulnerable groups in society, such as the elderly, low-income families, and people with disabilities.
Besides looking at the impacts of climate change on social security and vulnerable groups, the workshop will also look into the role attribution science - a field of study that aims to determine which extreme weather events can be explained by or linked to climate change - can play in helping develop (social) policies for the future.

Briefing - Import, export and transit measures for firearms - 14-03-2023
14/03/2023
According to the European Commission, the manufacturing and trade in firearms, their essential components and ammunition employs around 150 000 people in the EU. Following the terrorist attacks in the EU of the last decade, the EU decided to update its legislation on civilian firearms. In 2020, the Commission adopted the 2020-2025 action plan on firearms trafficking to help curb illegal flows of firearms, and ammunition, while also strengthening the legal market. The publication of Directive (EU) 2021/555 on control of the acquisition and possession of weapons on 6 April 2021 was the first legislative outcome of the plan. In October 2022, the Commission presented a proposal for a regulation on import, export and transit measures for firearms, their essential components and ammunition, another legislative commitment in its action plan. The proposed regulation would pursue three main objectives: a) neutralising the risks of trafficking at import and export; b) ensuring traceability in the firearms trade, based on systematic written information; and c) promoting efficient implementation of controls. Compared with Regulation (EU) 258/2012, currently in force and which it supersedes, the proposal extends the material scope to exports, provides for consistent interpretation of rules across Member States, and allows for the flow of data at EU level. First edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure.

Hearings - Giving opportunities: job creation and decent work to eradicate poverty - 21-03-2023 - Development
14/03/2023
On 21 March, the Committee on Development holds a public hearing on how to create sustainable and decent employment opportunities in Africa for its increasingly young population.
African youth aged 15-24 constitute around two thirds of the continent's population and that is why employment growth and decent working conditions are essential for sustainable development. Besides, over 80% of jobs in Sub Saharan Africa are in family agriculture or in small household enterprises with extremely low incomes.
The hearing will shed light on regional policy developments and grassroots projects that offer opportunities for young people and enhance sustainable development.
Speakers will discuss strategies how to create local talent ecosystems - with a case study of African vaccine manufacturing - and how to involve the private sector in developing entrepreneurs and enterprises by more effectively linking Vocational Education and Training to job creation. The hearing will also look at current EU development actions in the field of job creation, access to decent work as well as training and education, with a focus on the EU-Africa Global Gateway Investment Package.

From the Gutenberg Press to YouTube, technology has rendered the old-fashioned speech more meaningful than it has ever been, argues David Murray, founder and executive director of the Professional Speechwriters Association. Speeches - before a Parliament, supporters, members of staff, etc. - have a unique ability to connect audiences, not just to the speaker on the stage, but to one another - intellectually, emotionally, even spiritually. Through a series of historic and contemporary speech experts, Murray will demonstrate the power of the modern speech and show by example, how to make a speech that transforms an audience into a coherent community.

Hearings - Hearing on Working conditions of firefighters - 22-03-2023 - Committee on Employment and Social Affairs
14/03/2023
On 22 March, the EMPL Committee will hold a public hearing on “Working conditions of firefighters”. The World Health Organisation recently re-classified firefighters as a profession that is vulnerable to carcinogenics. This hearing will inform about EMPL committee’s work in various areas, and in particular the ongoing revision of the Asbestos at Work Directive.
This not only shows the importance of proper protective equipment and material, but also highlights the need for high working conditions standards, particularly in a context of climate emergency, as seen last summer in Europe where many fires broke out. The hearing will help look into appropriate solutions for protecting workers in this sector. Members will welcome representatives from EU-OSHA, the Federation of European Fire Officers (FEU), the International Association of Fire and Rescue Services (CTIF) as well as experienced firefighters from different Member states.

Workshops - Making climate-friendly choices: Towards a horizontal framework for a European climate label - 20-03-2023 - Scientific foresight
14/03/2023
The purpose of climate labelling is to assist consumers in choosing among alternative product options the ones that will cause the lowest amount of global warming.
An effective climate labelling is therefore one that: (1) reflects the actual global warming impacts of the products with reasonable accuracy and robustness; (2) is based on data and calculation procedures that are widely accepted as credible, transparent, and fair; (3) allows comparisons across a relevant range of products and purchase situations; (4) is actually used by the producers, due to its low costs (or mandatory nature); (5) actually influences consumers' purchasing decisions, due to its ease of use (and availability). The aim of this workshop is to discuss how simplified, harmonised, horizontal framework for climate labelling of products on the EU market could be designed and implemented. This includes, for example, standards, product categories, data collection and databases, as well as label format and information content. Furthermore, the discussion will include ways to overcome barriers for effective climate labelling of products on the EU market, including technical and regulatory barriers, costs for producers, as well as social and psychological barriers at consumer level. The workshop will inform the ongoing STOA study on this topic.

First edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure.
