Executive Vice-President Dombrovskis and Commissioners Schmit and Gentiloni have been invited to an Economic Dialogue on the launch of the 2023 European Semester, in line with the relevant EU law. This briefing note covers the main elements of the 2023 European Semester Package proposed by the Commission. It gives also an overview of the implementation of the Recovery and Resilience Facility, the Stability and the Growth Pact, the Macroeconomic Imbalances Procedure, the Joint Employment Guidelines and of the on-going work to strengthen the governance and the resilience of the Economic and Monetary Union, notably the review of the EU economic governance framework.

Briefing - Combating corruption in the European Union - 08-12-2022

Corruption is a major challenge for the European Union (EU), with all its Member States affected by the problem to some extent. Its scale, however, is difficult to measure both in Europe and elsewhere. Surveys on the perception of corruption among citizens and experts – such as the Global Corruption Barometer and Eurobarometers – are the principal measurement tool. Since the 1990s, countries around the world have joined efforts to address corruption collectively. This has led to the emergence of widely recognised international laws and standards, adopted in particular by the Council of Europe, the Organisation for Economic Co-operation and Development and the United Nations. Mechanisms, such as the Council of Europe Group of States against Corruption (GRECO), have been developed to monitor implementation of these rules. The EU has gradually adopted laws addressing a range of corruption-related issues. These include a Directive on the Fight against Fraud to the Union's Financial Interests, as well as directives on public procurement, whistleblowers and money-laundering. However, the legal framework thus created remains patchy, the lack of minimum rules on the definition of criminal offences and sanctions in the area of corruption being one important missing element. The EU has also developed its own tool for monitoring anti-corruption efforts – the EU anti-corruption report – only to abandon it after having issued its first edition. Recently, corruption-related issues have been addressed almost exclusively within the EU rule of law framework, a development criticised by various stakeholders, including the European Parliament. The latter has adopted numerous resolutions on corruption addressing, among other things, the impact of COVID 19, as well as systemic challenges to rule of law and deficiencies in the EU's fight against corruption. This briefing builds on a study written by Piotr Bakowski and Sofija Voronova in 2017.

While difficult to measure, corruption entails not only economic but also social and political costs. International and EU anti-corruption efforts have translated into a multi-layered policy and legal framework. The European Parliament recently called for strengthened EU anti-corruption rules.

On Thursday, 08 December 2022, the FEMM Committee held an Inter-parliamentary Committee Meeting on Gender Mainstreaming.
The purpose of the event was to exchange views with representatives of national parliaments on matters related to gender equality in the context of parliamentary life, with a special emphasis on gender mainstreaming in Parliaments. There were two main topics chosen for this event: "Anti-harassment protocols, their implementation and sanctions" and "Gender Action Plans".
The meeting was chaired by the FEMM Chair Robert BIEDROŃ. Introductory remarks were delivered by Dimitrios PAPADIMOULIS, Vice-President of the European Parliament and Chair of European Parliament's High Level Group on Gender Equality and Diversity. The standing co-rapporteurs on gender mainstreaming Irène TOLLERET and Gwendoline DELBOS-CORFIELD made their interventions in the two panels, as well as representatives of the Parliamentary Assembly of the Council of Europe, the Organisation for Economic Cooperation and Development (OECD), the European Institute for Gender Equality (EIGE) and academia.

Highlights - EU Strategy on Sustainable and Circular Textiles - opinion - 08.12.22 - Committee on Women’s Rights and Gender Equality

On Thursday, 08 December 2022, the FEMM Committee will present a draft opinion on “EU Strategy on Sustainable and Circular Textiles”.
The Strategy proposes actions for the entire lifecycle of textiles products, while supporting the ecosystem in the green and digital transitions. It addresses the way textiles are designed and consumed, including by looking also at sustainable technological solutions and innovative business models.
Since women account for approximately 80 % of the global garment workforce and comprise the majority of low-wage workers, the draft opinion stresses the detrimental social impacts and the additional gender‐specific factors and barriers that consistently render women and girls more vulnerable to the impacts of climate change and disasters; calling, among others things, for the inclusion of social and labour standards in both the proposed eco-design regulation and under labelling requirements.

Highlights - Workshop on Menstrual poverty - 08.12.22 - Committee on Women’s Rights and Gender Equality

On Thursday, 08 December 2022, the FEMM Committee will hold a workshop on “Menstrual poverty” organised by the Policy Department on Citizen’s Rights and Constitutional Affairs.
Period poverty is a lack of access to menstrual products, education, hygiene facilities, waste management, or a combination of these. It affects an estimated 500 million people worldwide. People who experience period poverty are unable to purchase the menstrual products they need, and, in many cases, this means that they cannot go to school or work or otherwise participate in daily life. Period poverty causes physical, mental, and emotional challenges. It can make people feel shamed for menstruating, and the stigma surrounding periods prevents individuals from talking about it.
This Workshop will address these issues first from a fiscal perspective - the application of VAT on products used by women during menstrual cycles an we'll follow up with a more targeted case study of Spain.
We will hear from Klara KINNL and Ulrich WOHAK from Vienna University of Economics and Business and Laura MEDINA PERUCHA from Institut Universitari d'Investigació en Atenció Primaria (IDIAPJGolà, Barcelona.

Highlights - Joint ECON-EMPL Economic Dialogue on the 2023 European Semester Autumn Package - Committee on Economic and Monetary Affairs

The Committees on Economic and Monetary Affairs and on Employment and Social Affairs will hold the Economic Dialogue on the 2023 European Semester Autumn Package with Valdis Dombrovskis, Executive Vice-President for An Economy that Works for People, Paolo Gentiloni, Commissioner for Economy and Nicolas Schmit, Commissioner for Jobs and Social Rights, on Monday, 12 December, 19:00 – 21:00.
This Economic dialogue is part of the accountability of the EU economic governance framework and will focus on economic and employment policy priorities for this year. The dialogue should shed light on the possible actions necessary at EU and national level so as to secure adequate and affordable energy supply, safeguard economic and financial stability, and protect vulnerable households and companies while preserving the sustainability of public finances.
