While Luxembourg is one of the smallest EU Member States in terms of size and population, it is a major European and global financial hub, which plays a key role for investment flows across the EU and provides banking and insurance services to businesses and households. At the same time, Luxembourg has been criticised for its corporate tax framework, which businesses or high net-worth individuals may be employing for abusive tax purposes. In particular, following on from the 'Luxleaks' files, which provided insight into more than 500 tax rulings that had been issued to large companies, Luxembourg has undertaken several reforms to counter aggressive tax planning at national, EU and OECD level.

On Monday, 3 October, ENVI Members will hold an exchange of views with Mr Ruslan Strilets, Ukraine’s Minister of Environmental Protection and Natural Resources.
On Monday, 3 October, ENVI Members will hold an exchange of views with Mr Ruslan Strilets, Ukraine's Minister of Environmental Protection and Natural Resources. The ongoing war in Ukraine, in addition to other devastating consequences, results in severe environmental damage. Minister Strilets, who will participate remotely, will explain the extent of this destruction and its devastating, impact on the people and nature. ENVI Members are likely to discuss how the European Parliament can support Ukraine in mitigating the risks to human health and repairing the damage so that the post-war reconstruction lays down the foundation for a sustainable, climate-neutral future. To recall, on 23 June, the European Council decided to grant Ukraine EU candidate status. Ukraine also joined the LIFE program for environment and climate, as the first non-EU country.

On Monday, 3 October, ENVI Members will vote to adopt a draft resolution in view of the UN Climate Change Conference 2022 in Sharm-el-Sheikh, Egypt (COP27). The adopted text will then be on the October II plenary agenda. Members will also vote on opinions to the BUDG committee on the system of own resources of the European Union and the report on "upscaling the 2021-2027 Multiannual Financial Framework: a resilient EU budget fit for new challenges". They will also vote on two opinions to the ITRE committee: on the Energy Efficiency of Buildings and on RepowerEU, Members will also vote on an objection to an implementing act approval period of 8-hydroxyquinoline.

During the October I plenary session, Parliament is due to vote on a provisional agreement with the Council on tuna fisheries management measures adopted by the Indian Ocean Tuna Commission (IOTC). As a contracting party to this organisation, the EU must transpose its measures into EU law so that they apply to all Union vessels.

During the first plenary session of October 2022, the European Parliament is expected to vote on two political agreements on proposals related to the European Health Union initiative: the proposed regulation on serious cross-border health threats (SCBHT), and the proposed regulation on extending the mandate of the European Centre for Disease Control (ECDC). Complementing the launch of the Health Emergency and Response Authority (HERA), and adoption of a renewed mandate for the European Medicines Agency (EMA), the proposed legislative acts are intended to enhance EU preparedness and its response to health crises.

To finalise the overhaul of the EU agricultural statistics framework, the European Commission has proposed new rules on collecting data on the input and output of agriculture and related activities, including on farms' use of agro chemicals. The European Parliament is set to vote in plenary on the first-reading agreement during October.

During its first plenary session in October, Parliament is expected to vote on the provisional agreement resulting from interinstitutional negotiations on the legislative proposal to amend the 2014 Radio Equipment Directive. The proposal is to introduce common chargers and charging ports – USB Type-C – for mobile phones and other small portable devices sold in the EU. The expectation is that this would benefit consumers and reduce electronic waste.

On 29 September, FEMM Committee will debate on a draft position in form of amendments in the perspective of a Convention for the revision of the Treaties.
The Rapporteur Lina Gálvez Muñoz (S&D) proposes to elaborate an EU Women's Rights Charter promoting women's participation in the labour market and sexual and reproductive rights (including abortion) and lay them down in the Treaty and the Charter. She also proposes to enshrine in the Primary Law the gender terminology, implement gender mainstreaming at all stages of EU legislations and programmes and ensure "gender parity" within the EU institutions and related bodies themselves. Other amendments suggest to define gender based violence as an "EU-crime", move EU family law to ordinary procedure, encourage data collection disaggregated by sex, gender, race, sexual orientation, and put EU Budget, taxation policy and a reframed "fair social-economic governance" at the service social inclusion and gender equality. Vote on 29/11 (tbc).

Highlights - Revision of the Treaties - presentation draft position - 29.9.22 - Committee on Women’s Rights and Gender Equality

On 29 September, FEMM Committee will debate on a draft position in form of amendments in the perspective of a Convention for the revision of the Treaties.
The Rapporteur Lina Gálvez Muñoz (S&D) proposes to elaborate an EU Women's Rights Charter promoting women's participation in the labour market and sexual and reproductive rights (including abortion) and lay them down in the Treaty and the Charter. It also proposes to enshrine in the Primary Law the gender terminology, implement gender mainstreaming at all stages of EU legislations and programmes and ensure "gender parity" within the EU institutions and related bodies themselves. Other amendments propose to define gender based violence as an "EU-crime", move EU family law to ordinary procedure, encourage data collection disaggregated by sex, gender, race, sexual orientation and identity, and put EU Budget, taxation policy and a reframed "fair social-economic governance" at the service of combatting social exclusion and promote equality between women and men. Vote in FEMM is scheduled on 29 November (tbc).

The use of renewable and low-carbon fuels in maritime transport and amending Directive 2009/16/EC
The TRAN Committee will also vote on the proposal for a new Regulation on the use of renewable and low-carbon fuels in maritime transport (Fuel EU Maritime). The proposal also forms part of the Fit for 55 package and complements the proposal on the deployment of alternative fuels infrastructure. It aims to promote the sustainable maritime fuels by introducing requirements for ships arriving to, or departing from EU ports. Most importantly, ship owners will have to gradually reduce the greenhouse gas intensity of their fuels and will be obliged to use onshore power supply while staying in ports in order to reduce air pollution
