In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities. The current precautionary measures do not affect work on legislative priorities.
Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions. The meetings allow for remote participation in a virtual environment.
Following these decisions, the next remote EMPL meetings will take place on:
Thursday 11 November 2021, 14.15 - 14.30, in room ANTALL 2Q2
Monday 15 November 2021, 13.45 - 16.15 and 17.05 - 18.20

Highlights - AIDA AI summit with EESC, including a meeting with national parliaments (ICM) - Special Committee on Artificial Intelligence in a Digital Age

On Monday 8 November, AIDA will organise an AI Summit together with the European Economic and Social Committee (EESC). The morning part, starting at 9.30 CET, will discuss recent AI developments and the future of AI with experts and stakeholders. In the afternoon, at 13.45-16.00, there will be a meeting with the national parliaments (ICM) by the theme 'Artificial Intelligence and the Digital Decade' aimed at deepening AI dialogue between the EP and the national Parliaments.

Highlights - Consideration of AIDA draft report - Special Committee on Artificial Intelligence in a Digital Age

On Tuesday 9 November, AIDA Rapporteur Axel Voss (EPP, Germany) will present his draft report on "Artificial Intelligence in a Digital Age" to AIDA Committee Members. The AIDA Committee started its work in September 2020. In its mandate, the Committee was tasked to explore the impact of AI on the EU economy and its different sectors, to analyse the AI approach of third countries, and to chart the road ahead.
Since last year, AIDA has organised several hearings on topics ranging from AI's impact on the health sector to AI in transport. The insights gathered at these events have fed into the draft report. The AIDA final report is the main output of the committee, and the final version is due next spring.

Highlights - BUDG to vote on Spanish demand for funds for 300 dismissed metal workers - Committee on Budgets

The European Globalisation Adjustment Fund (EGF) aims to provide support to people losing their jobs as a result of globalisation and of technological and environmental changes. On 9 November, Members of the Committee on Budgets will vote on a proposal to mobilise the EGF for €1.2 million to support 300 dismissed workers in the Basque metal sector, in Spain.
The pandemic had a significant impact on the metal sector in Spain, leading to these displacements. The EGF will finance measures to support the return to employment of the dismissed workers.
The Rapporteur for the file is Eider Gardiazabal (S&D, Spain). The exchange of views on the report took place on 27 October.

Highlights - EU Solidarity Fund mobilized to support Croatia - Committee on Budgets

On 9 November, the BUDG Committee will discuss a draft report by Karlo Ressler on a proposal to mobilise the European Union Solidarity Fund to provide support to Croatia following a series of earthquakes. The Rapporteur recommends swift adoption of the proposed decision, which would unlock 278 million EUR in addition to the 41 million EUR advance already paid to Croatia.
The EU Solidarity Fund provides support in the event of natural disasters and, since 2020, for public health emergencies.
The BUDG Committee is scheduled to vote on the report on 9 December.

Highlights - Regulation concerning batteries and waste batteries - Committee on the Internal Market and Consumer Protection

On 8 November IMCO will consider the compromise amendments to the draft opinion on the proposal for a Regulation concerning batteries and waste batteries. The Rapporteur, Mr Antonius Manders (EPP), aims to make use of the leverage of the internal market to ensure a level playing field between economic operators established in and outside the EU.
The amendments broadly support the aim of introducing and applying incisive environmental and social requirements to batteries, extending the scope of the proposal to batteries for light means of transport, focus on standardisation, and enhance the transparency of information for the benefit of consumers. IMCO will vote on the file on 9 December 2021.
