In the context of the exponential growth of the coronavirus disease (COVID-19), the President of the European Parliament has announced a number of measures to contain the spread of epidemic and to safeguard Parliament's core activities.
The current precautionary measures adopted by the European Parliament to contain the spread of COVID-19 do not affect work on legislative priorities. Core activities are reduced, but maintained to ensure that the institution's legislative, budgetary, scrutiny functions are maintained.
The meetings will be with remote participation for Members (being able to view and listen to proceedings, ask for the floor and intervene in the meeting). Other participants are invited to follow the meeting through webstreaming.
Following these decisions, the next remote IMCO Committee Meeting will take place on Wednesday, 27 October, 13.45 - 16.15 and 16.45 - 1

On 19 October, the Commissioner for Neighbourhood and Enlargement Olivér Várhelyi will present the 2021 enlargement package, including Commission reports on the candidate and potential candidate countries for EU accession to the Members of the Foreign Affairs Committee.

On Tuesday 5th October, Members of the European Parliament will debate in plenary the AFET/DEVE/BUDG joint implementation report that seeks to make a political evaluation of the EU Trust Funds (EUTFs) established since 2014 and extended until December 2021, as well as the Facility for Refugees in Turkey (FRT).

The EU's binding climate and energy legislation for 2030 requires Member States to adopt national energy and climate plans (NECPs) covering the period 2021 to 2030. In October 2020, the European Commission published an assessment for each NECP. Sweden submitted its NECP in January 2020. A high proportion of Swedes (76%) expect national governments to tackle climate change. Sweden accounts for 1.4 % of total EU greenhouse gas (GHG) emissions and has reduced its emissions at a slightly faster pace than the EU average since 2005. The carbon intensity of Sweden's economy is the lowest in the Union and continues to decrease faster than the EU-wide average. Sweden's transport sector has the highest share of total emissions, but reduced its levels by over 23 % from 2005 to 2019. The sector with the greatest percentage reduction in emissions between 2005 and 2019 – 56.4 % – was waste management. In October 2020, the European Commission published an assessment of each NECP. Poland's final NECP is from December 2019. A high proportion of Poles (62 %) expect national governments to tackle climate change. The country generates 10.5 % of the EU's total greenhouse gas (GHG) emissions. Emissions were stable over the 2005-2019 period, with only small annual variations. The carbon intensity of the Polish economy fell by 44 % over the same period, but remains the second highest in the Union. The energy industries sector, heavily reliant on coal, is the country's largest GHG emitter, with 38 % of total emissions. While energy industry emissions fell by 17 % in the 2005-2019 period, the transport sector emissions increased by 84 %, reaching a 17 % share in 2019. The carbon intensity of Slovakia's economy is significantly above the EU average, but has fallen faster than the EU average. Industry is responsible for the largest part of Slovakia's GHG emissions, with a 37 % share of total emissions. Highlights - AIDA hearing on AI and Bias - Special Committee on Artificial Intelligence in a Digital Age

On Tuesday 30 November, 16:45-18:45, the AIDA Committee will hold a hearing on the topic of AI and bias. The hearing will comprise two panel discussions with experts from academia, civil society and industry, followed by a Q&A with AIDA Members. The first panel will focus on the impact of bias on the development of trustworthy AI. The second panel will explore algorithmic accountability, data governance, and how to reduce bias in AI systems.

On Monday 8 November, AIDA will organise an AI Summit together with the European Economic and Social Committee (EESC). The morning part, starting at 9.30 CET, will discuss recent AI developments and the future of AI with experts and stakeholders. In the afternoon, at 13.45-16.00, there will be a meeting with the national parliaments (ICM) by the theme 'Artificial Intelligence and the Digital Decade' aimed at deepening AI dialogue between the EP and the national Parliaments.

The Subcommittee on Security and Defence will hold a hearing on the security in the Eastern Partnership area and the impact of Russian military doctrine, force posture and capability development, on 27 October 2021.
The hearing is taking place in view of the own-initiative report on 'Security within the Eastern Partnership and the role of the Common Security and Defence Policy'. The Committee will also look into the growing malign and destabilising impact of Russia's Wagner Group, in particularly in Africa.

Highlights - ANIT Hearing on Recommendations for the Future - Committee of Inquiry on the Protection of Animals during Transport

The aim of this final ANIT hearing was to share examples of best practices in transport operations, scientific developments and technical innovations to improve animal welfare in transports. Various experts and representatives from civil society, as well as from the agricultural and transport sectors, were invited to share their insights and recommendations for improvements in animal transport. The presentations were followed by an exchange of views with Members.

On 25 October the European Food Safety Authority gave a feedback on the current outcome of the public consultation on animal transport. Furthermore Members received some information on the state of play of the scientific opinion on AMR and zoonotic agents. The presentation was followed by an exchange of views with Members.

The meetings allow for remote participation in a virtual environment.
The next meetings will take place on 18 November, 13.45-16.15, 1 December, 13.45-16.15 and 16.45-18.45 and on 2 December, 9.00-12.00.
