The coronavirus pandemic has accentuated the call for global solidarity and increased the need for health care and social support in the Western Balkans. The EU's response has included the 'Team Europe' facility, but also specific initiatives for the Western Balkans. In addition to the EU co-funded Covax facility, the most recent proposal by the European Commission and Austria, announced in April 2021, confirmed the delivery of some 651 000 vaccines to the region, where the EU is competing with other global actors, such as Russia and China.

Μελέτη - Disinformation and propaganda: impact on the functioning of the rule of law and democratic processes in the EU and its Member States - 2021 update - 27-04-2021

Between January 2019 and January 2021, the impact of disinformation actions and responses to them were considerably different than in previous years. Our research showed that disinformation actions increasingly merged with genuine content, and their sources became even more difficult to identify. Particularly strong impacts were seen in cases where disinformation and manipulative propaganda were spread by individuals with high levels of political authority, who enjoy the trust and attention of citizens. Diverse legislative and policy measurements were introduced by various Member States and third states, and civil society responses also flourished, particularly in relation to increasing resilience against disinformation. Ongoing research into the psychological mechanism of manipulation and resilience gives more detailed results. This study aims to provide recommendations on legislative and policy measures to protect democracy, the rule of law, and fundamental rights from the impact of disinformation, as well as to create a structured informational ecosystem which promotes and protects these values.

Briefing - Erasmus 2021-2027: The Union programme for education, training, youth and sport - 10-05-2021

The Erasmus 2021-2027 proposal was published on 30 May 2018. Establishing a new programme ensures the continuation of the Erasmus+ funding programme for education, training, youth and sport. While Erasmus+ 2014-2020 offered mobility opportunities to more than 4 million people, the new programming period aims to reach up to 12 million participants. The new generation programme will maintain a lifelong learning approach and will work towards the adoption of a European Education Area by 2025. Flagship initiatives include the European University Networks and the European Student Card. The new regulation also focuses on inclusion and aims at greater simplification for end-users. It incorporates sports in the main structure of the programme, expands the use of digitalisation, supports new areas of knowledge and introduces DiscoverEU, a new mobility initiative. Stakeholders agree that the previous programme has been highly beneficial but lessons need to be learnt to help the next generation programme run more efficiently and effectively.

The prohibition of discrimination and the protection of human rights are important elements of the EU legal order. Nevertheless, discrimination against lesbian, gay, bisexual, transgender and intersex (LGBTI) people persists throughout the EU and takes various forms, including verbal abuse and physical violence. Sexual orientation is now recognised in EU law as grounds of discrimination. However, the scope of the provisions dealing with this issue is limited and does not cover social protection, health care, education or access to goods and services, leaving LGBTI people particularly vulnerable in these areas. Moreover, EU competence does not extend to recognition of marital or family status. In this area, national regulations vary, with some Member States offering same-sex couples the right to marry, others allowing alternative forms of registration, and yet others not providing any legal status for same-sex couples. Same-sex couples may or may not have the right to adopt children and to access assisted reproduction. These divergent legal statuses have implications, for instance, for partners from two Member States with different standards who want to formalise/legalise their relationship, or for same-sex couples and their families wishing to move to another Member State. Combating discrimination has become part of EU internal and external policies, and is the subject of numerous resolutions of the European Parliament. However, action in this area remains problematic when it touches on issues pertaining to areas traditionally the preserve of Member States, such as marital status and family law. This is a further updated version of a briefing originally drafted by Piotr Bakowski. The previous edition, from November 2020, was by Rosamund Shreeves.

Μελέτη - Best Practices in the whole-of-society approach in countering hybrid threats - 06-05-2021

Over recent years, the European Union has increased efforts to strengthen its resilience to hybrid threats. A model of preparedness based on the notions of ‘whole-of-society’, ‘whole-of-government’ and ‘societal resilience’ has gained ground in the EU’s policy work. Although some progress has been made, many obstacles and challenges remain. The EU needs to address conceptual questions involved with the mapping of hybrid threats to facilitate targeted and effective countermeasures, as well as initiatives to improve societal resilience. Although the EU recognises the strategic value of resilience, the concept’s precise meaning and level of added value remain vague. Its exact relationship to national preparedness and hybrid threats, as well as the whole-of-society approach requires clarification. In addition to addressing these issues, this study analyses some best practices from the whole-of-society approach by examining action taken by Finland, Sweden and Australia in this regard. The study also provides recommendations for further actions.

In 2018, the Commission presented a proposal for a regulation establishing the Fiscalis programme for cooperation in the field of taxation in the 2021-2027 period. The programme aims to support tax authorities and enhance the functioning of the single market and competitiveness; and to protect the financial and economic interests of the European Union. Following an early second-reading agreement reached with the Council in trilogue negotiations in March 2021, Parliament is expected to vote in May to formally adopt the regulation.

The new Erasmus+ programme as proposed by the Commission aims to reach up to 12 million participants. It will maintain a lifelong learning approach and will work towards the goals of the strategic framework for cooperation in education and training 2021-2030, the EU Youth Strategy 2019-2027, the EU work plan for sport 2021-2024, and the implementation of a European Education Area by 2025. Among its flagship initiatives are the European University networks and the European Student Card. The European Parliament is expected to vote at second reading during its May plenary session on the agreed text resulting from interinstitutional negotiations.

In 2008, Montenegro applied for EU membership, and accession negotiations began in 2012. Montenegro has opened all 33 negotiation chapters, three of which have been provisionally closed. Public opinion surveys show that 75 % of the population support the country’s accession to the European Union. A new government led by Zdravko Krivokapić took office in Montenegro on 4 December 2020. During its May 2021 plenary session, the European Parliament is due to debate a resolution on the Commission's latest country reports on Montenegro.

Creative Europe 2021-2027 is the continuation of the Creative Europe programme, the only European Union programme directly targeting cultural and audiovisual activities. The EU competence in this domain is to help Member States address common challenges in these sectors, respect cultural and linguistic diversity, and safeguard cultural heritage across the EU. Its funding of only 0.14 % of the EU budget limits its scope, mainly to supporting networks, platforms, cooperation or innovation projects, and the development of common data and studies. The European Parliament is expected to vote at second reading during its May plenary session on the agreed text resulting from interinstitutional negotiations.

The European Solidarity Corps is included under Heading 5, 'Promoting our European way of life', of the European Commission's priorities for the current mandate. Initially, the programme suffered from unsuccessful branding and communication as it competed with other long-standing programmes that carried out similar activities. With the current proposed regulation, the programme will become a single one-stop shop for all solidarity and humanitarian volunteering opportunities for young people. The European Parliament is expected to vote at second reading during its May plenary session on the agreed text resulting from interinstitutional negotiations.

In line with the European Green Deal, the European Union aims to cut greenhouse gas emissions by 55 % by 2030 and achieve climate neutrality by 2050. These ambitions will, inter alia, require a transformation in regions reliant on fossil fuels and high-emission industries. The Just Transition Fund of €17.5 billion will provide support to address the social, economic and environmental impacts of the transition in the most affected territories. The agreement on the proposal reached after trilogue negotiations with the Council now needs to be confirmed by the European Parliament, with a vote expected to take place during the May 2021 plenary session.

In its July 2020 Schrems II ruling, the Court of Justice of the European Union (CJEU) invalidated the European Commission's US adequacy decision on account of insufficient US data protection standards. Drawing from the judgment, personal data may – in principle – only be transferred to a third country outside the EU/European Economic Area if the third country ensures an 'essentially equivalent' level of data protection to that of the EU, or if supplementary measures are deployed to compensate for the lacunae in protection. With the United Kingdom (UK) becoming a third country within the meaning of EU data protection law, the convenient and cost-effective continuation of EU–UK data flows will depend on the adoption of the (already controversial) draft adequacy decisions concerning the UK. During its May plenary session, Parliament is due to debate resolutions on, respectively, the Schrems II ruling, and on UK data adequacy, i.e. the country's level of data protection.

Draft Amending Budget No 2/2021 (DAB 2/2021) aims to finance actions for prevention and the response to the coronavirus pandemic, in particular preparatory work for the 'digital green certificate' and genetic sequencing. It also introduces technical adjustments following the adoption of the Multiannual Financial Framework (MFF) for 2021-2027, and secures part of the financing for mobilisation of the EU Solidarity Fund (EUSF) – for which a decision is submitted simultaneously. The proposed EUSF mobilisation aims to cover expenditure following natural disasters in Greece and France, and the Covid-19 public health emergency (in respect of 17 Member States and 3 accession countries). The European Parliament is expected to vote on the Council position on DAB 2/2021 and on the proposal to mobilise the EUSF during the May plenary session.

Lithium and cobalt (used in rechargeable batteries) and rare earth elements (used in wind turbines) are some of the critical raw materials (CRMs) – raw materials of critical importance – for the EU. Global demand for CRMs is rising, yet the export restrictions imposed by the resource-rich countries intensify the competition for these materials. To boost its access to CRMs, the EU has a dedicated strategy based on three pillars: two internal ones (increasing domestic sourcing and circularity) and an external one, which is mostly about securing supply from third countries. The external pillar of the EU CRMs policy is implemented across a number of other policies, mainly that on trade and development. It also involves deploying raw materials diplomacy. Through its trade policy, the EU seeks to implement its priorities by eliminating trade barriers through bilateral, regional and multilateral agreements, and safeguarding its interests through more assertive tools such as WTO dispute settlement and trade defence instruments. Through its development policy, the EU seeks to secure and diversify its access to CRMs, while promoting sustainable standards, good governance and responsible sourcing. It is also advancing its agenda through international fora (e.g. the UN and the OECD) and dialogues with numerous partners. The EU has also passed laws that help to make global supply chains and finance in the extractive sectors more transparent. In 2020, the European Commission adopted a CRMs action plan mostly based on existing strands of external action. It introduces several novel ideas, notably launching new strategic partnerships with both developed and developing nations, which are focused on extraction, processing and refining of CRMs. In its recent strategies, the EU has also clearly indicated its interest in greening the supply chains and achieving open strategic autonomy as regards CRMs. The success of these will also depend on global cooperation, adequate funding and reconciling differences with resource-rich countries.

Besides qualitative assessment, the IA presents also quantified estimates. The REFIT cost savings are only partially quantified. Further explanations would have benefited the analysis in the comparison of policy options.

The European Commission's legislative proposals for the reform of the common agricultural policy (CAP) were published in June 2018. Since then a number of significant developments have occurred in this policy area. These include the adoption of the European Green Deal and its associated initiatives of the 'farm to fork' strategy and the biodiversity strategy, and also the agreement on the 2021 2027 multiannual financial framework (MFF) alongside additional support of €7.5 billion for rural development from the Next Generation EU initiative as part of the recovery and resilience package. The European Parliament adopted its first-reading position on the Commission's proposals on 23 October 2020. This position constitutes the basis for negotiations between Council and Parliament, which started on 10 November 2020. In December 2020, the Commission adopted its recommendations to each Member State on the preparation of their CAP national strategic plans. Meanwhile, a number of observations and commentaries have been published on CAP reform. These have highlighted some of the key differences between the proposal adopted by the Commission and the positions adopted by the European Parliament and Council. A range of stakeholders and others have also expressed their views on the CAP reform. The main challenge for the future EU farm policy will be how to address environmental concerns while maintaining farm viability. The nature and scale of the issues facing EU agriculture also represent significant challenges for the strategic planning process along with the content and ambition of the new CAP strategic plans, including the governance framework for the new policy. The Portuguese Presidency of the Council has indicated that reaching an agreement on the CAP reform negotiations in spring 2021 is one of its main objectives. The outcome of the trilogue negotiations will determine the future direction of the EU's agricultural policy, including how the CAP will contribute towards the achievement of the targets contained within the European Green Deal. Much will depend on the design of the new CAP strategic plans, including the effectiveness and efficiency of the measures chosen and their subsequent implementation.

The Global Health Summit – jointly hosted by the European Commission and Italy, as chair of the Group of Twenty (G20) – will take place on 21 May 2021 in Rome. In June 2018, the European Commission proposed a budget of €16 billion to finance EU space activities during the 2021-2027 period. The majority of this would be allocated to Galileo and EGNOS, the EU's global and regional satellite navigation systems; around a third would be allocated to Copernicus, the EU's Earth Observation programme; and the remainder would be earmarked for security, such as the Space and Situational Awareness (SSA) programme and the new Governmental Satellite Communication initiative (GOVSATCOM) to support border protection, civil protection and humanitarian interventions. The main aims of the new space programme are to secure EU leadership in space activities, foster innovative industries, safeguard autonomous access to space and simplify governance. The European Global Navigation Satellite Systems (GNSS) Agency will be transformed into a new EU Agency for the Space Programme. In April 2019, after trilogue meetings, Parliament and Council reached a partial agreement on the programme, which was later incorporated by the Parliament in its first-reading position. The agreement covered most of the programme content but not the budget, relations with third countries, or operational security. Further trilogue negotiations, alongside the conclusion of MFF negotiations, helped to secure a comprehensive political agreement on 16 December 2020. The EU space programme will have a total budget of €14.8 billion. The agreed text was then adopted by the Council and Parliament in April 2021. Briefing - Access to justice in environmental matters: Amending the Aarhus Regulation - 12-05-2021

The European Union is party to the Aarhus Convention on access to information, public participation in decision-making and access to justice in environmental matters. The Aarhus Regulation applies the Convention's provisions to EU institutions and bodies. In 2017, the Aarhus Convention Compliance Committee, reviewing implementation by the parties, found that the EU fails to comply with its obligations under Article 9, paragraphs 3 and 4 of the convention concerning access to justice by members of the public. To address this non-compliance issue, on 14 October 2020 the European Commission put forward a legislative proposal to amend the Aarhus Regulation, triggering mixed reactions from stakeholders. The Council reached a general approach on the file on 17 December 2020. Parliament’s Committee on the Environment, Public Health and Food Safety adopted its report on 23 April 2021. The report is now scheduled for a vote during the May 2021 plenary session. This vote would set Parliament’s position for negotiations with the Council. Second edition.
