The Energy Efficiency Directive (EED) was adopted in 2012 to promote energy efficiency across the EU and to help the EU to reach its (at least) 20 % energy efficiency target by 2020. In 2018, the EED was amended as part of the 'Clean energy for all Europeans package'. The amendments included raising the EU energy efficiency target to (at least) 32.5 %, to be achieved by 2030, among other things. The European Commission plans to submit its proposal for the revision of the EED in June 2021, with the aim of better adjusting the EED to the European Green Deal objectives and an increased climate ambition. Improvements will aim to achieve the objective for Europe to become the first climate-neutral continent, with net zero greenhouse gas emissions by 2050.

This document was prepared by Policy Department for Budgetary Affairs for the Committee on Budgets as a background paper for the Public Hearing on ‘Financing the EU budget: new own resources and possible other revenue’. It provides a summary of the system of EU own resources in the light of the agreement on its revision reached during the negotiations of the 2021-27 MFF. It shows the rationale for the reform including the need to find sources to finance the repayment of the EU borrowing in the framework of the New Generation EU initiative. The paper gives a description of each new own resource listed in the Interinstitutional Agreement of 2020, and shows their probable policy and budgetary effects.

This paper illustrates and discusses the monetary policies activated in response to the COVID-19 crisis. We argue that these policy measures have stabilised the European economic and financial system by incentivising banks’ lending to households and businesses and by indirectly creating short-term fiscal capacity also for those Member States of the euro area that have a very high government debt/GDP ratio. This contribution reviews the ECB measures since the start of the COVID-19 crisis, i.e. the extension of APP and the introduction of PEPP. We show that APP announcements have helped steer inflation expectations upward. We also show that PEPP has alleviated fragmentation risk. Finally, we show that since the mid-2000s, ECB measures have had real effects on euro area unemployment rates, nominal effects on inflation rates and financial effects on banking stability. This paper discusses policy implications of a potential surge in NPLs due to COVID-19. The study provides an empirical assessment of potential scenarios and draws lessons from previous crises for effective NPL treatment. The paper highlights the importance of early and realistic assessment of loan losses to avoid adverse incentives for banks. Secondary loan markets would help in this process and further facilitate bank resolution as laid down in the BRRD, which should be uphold even in extreme scenarios.

The COVID-19 crisis is a significant and exogenous shock to the EU corporate sector, with implications for the operations and funding of many businesses. We compare key indicators for the global financial crisis (GFC) and the current situation, and assess implications for the policy response. We find that while many policy actions taken in response to the GFC remain valid, the nature of COVID-19 suggests a more tailored response is appropriate, with support focused on sectors most directly affected and corporates whose continuation value exceeds their liquidation value.

Circular economy is a production and consumption model that involves reusing, repairing, refurbishing and recycling existing materials and products to keep materials within the economy. The circular model is generally the antithesis of a traditional, linear economic model, which is based on a 'take-make-consume-throw away' pattern. This paper looks at the job creation potential and added value produced by the circular economy and illustrates the generation and treatment of waste in the EU.

This study forms part of a larger comparative law project which seeks to study the way that the principles of equality and non-discrimination have developed and are demonstrated in a broad range of legal systems around the world. The subject of this study is the principles of equality and non-discrimination in the United States federal legal system. It provides a brief history of the evolution of the principles of equality and non-discrimination developed in United States federal law and major events that furthered the development of the principles. It provides a detailed review of relevant constitutional, statutory, and case law with respect to these principles. The current and likely future limits of the principles of equality and non-discrimination are discussed in the context of three examples: (1) affirmative action in higher education, (2) racial and partisan gerrymandering, and (3) discrimination on the basis of sexual orientation and gender identity in public accommodations.

Since 2017, a relatively unknown Islamic group has staged a destabilising insurgency against the Mozambican government forces and the local population in the predominantly Muslim northern province of Cabo Delgado. Off the provincial coast, huge gas extraction projects have been launched in a bid to revitalise the national economy, crippled by external debt. So far, the army has proved relatively ineffective in dealing with the insurgency. The government has asked external partners, including the EU, for support, particularly in the form of training and logistics, but has balked at receiving direct military assistance.-2021

From an economic policy viewpoint, the harder part will come once the pandemic is over. The crisis will leave many scars that are likely to significantly slow growth down. Countering these effects will require continuous and well-targeted fiscal policy support. Monetary policy, which provided adequate support during the crisis, will have to eventually normalise its interest rates. The ECB could play a crucial role in reducing the large debts that fragilize several member countries. The European Committee of the Regions (CoR or 'the Committee') is one of two European Union (EU) advisory bodies, the other being the European Economic and Social Committee (EESC). The CoR was established by the 1992 Treaty of Maastricht, following a period when regional and local interests had been demanding greater involvement in the European decision-making process. The CoR was set up as an advisory body of the Council and the European Commission, made up of local and regional representatives, independent in the performance of their duties. With the various Treaty changes, the CoR has managed to consolidate its position in the EU landscape, although some of its longstanding ambitions have yet to materialise – such as its recognition as a fully fledged EU institution with co-decision power over certain territorial matters. In particular, in addition to other reforms, the Treaties have increased the number of policy areas where the Council and the Commission (and since 1999, the European Parliament as well) have an obligation to consult the CoR during the legislative process, also affirming its budgetary and administrative autonomy. Significantly, the Lisbon Treaty gave the CoR the right to bring proceedings before the EU Court of Justice for infringement of the principle of subsidiarity in the fields of mandatory consultation or in the event of a breach of CoR prerogatives. Despite obvious progress over the years in terms of expanding its competences and adapting its way of work, views are divided over the CoR's influence in the EU decision-making process. Its opinions are not binding and other factors limit its impact on legislation and policy, particularly when compared with the co-legislators, Parliament and Council. Nevertheless, as the main point of confluence for subnational interests at EU level, the CoR is far from irrelevant. This briefing looks at the evolution and organisation of the European Committee of the Regions and describes its advisory work and its other activities, beyond the formal role assigned it by the Treaties.

Lack of reciprocity in access to the Chinese market and the absence of a level playing field for EU investors in China have posed major challenges for EU-China investment relations in recent years, with the negotiation of a comprehensive agreement on investment (CAI) being considered by the EU a key instrument to remedy this state of play. The CAI negotiations aimed at establishing a uniform legal framework for EU-China investment ties by replacing the 25 outdated bilateral investment treaties (BITs) China and EU Member States had concluded prior to the entry into force of the Lisbon Treaty in 2009 when the EU gained competence for most investment issues. The CAI was intended to go far beyond traditional investment protection, also covering market access, investment-related sustainable development, and level playing field issues, such as transparency of subsidies, and rules on state-owned enterprises (SOEs) and forced technology transfer. On 30 December 2020, negotiators reached an agreement in principle which is now undergoing legal scrubbing and will subsequently be translated into all official EU languages – which may take up to one year – before it will be formally submitted to the Council for approval and to the European Parliament for consent. The previous editon was from September 2020.

With the rise of new technology and social media gender-based cyber violence is a constantly growing threat with impacts at individual, social and economic levels, on women and girls and on society as generally. Action taken so far has been inadequate, and the cross-border nature of gender-based cyber violence has yet to be properly addressed either. This European added value assessment (EAVA) complements the European Parliament’s own initiative legislative report on Combating Gender based Violence: Cyber Violence (2020/2035(INL)). The costs to individuals and society are substantial and shown to be in the order of €49.0 to €89.3 billion. A combination of legal and non-legal policy options would generate the greatest European added value, promote the fundamental rights of victims, reduce costs imposed on individuals and society, and support law enforcement and people working with victims.

What further measures should be considered in order to reinforce the resilience of the EU's Internal Market in the face of future crises? This document was provided by the Policy Department for Economic, Scientific and Quality of Life Policies at the request of the committee on Internal Market and Consumer Protection (IMCO).

Bank loans increased considerably in 2020, due to an unprecedented wave of extraordinary measures aimed at supporting bank borrowers. Where constraints posed by public-sector deficits were tighter, the response was more focused on contingent/fiscally-neutral measures (e.g. public guarantees and moratoria), which might lead to greater unbalances in the future. Post-Covid recovery can be expected to be selective in nature, both across industries and within. Accordingly, emergency measures cannot simply be dismantled, but rather must be replaced by interventions aimed at smoothing the transition towards a different economic environment.

The European Union has put in place an extraordinary array of policy measures to mitigate the devastating economic consequences of the COVID-19 pandemic. The sheer amount and extent of the support economic lifelines makes a rushed termination of policies potentially subject to dire cliff effects. Avoiding these cliff effects requires a combination of decisive and long-lasting fiscal stimuli with an accommodating monetary stance, as well as a renewed European strategy that presents a unified fiscal policy, growth-enhancing investments, and a green modernisation of the economy. This paper was provided by the Policy Department for Economic, Scientific and Quality of Life Policies at the request of the committee on Economic and Monetary Affairs (ECON) ahead of the Monetary Dialogue with the ECB President on 18 March 2021.

The COVID-19 crisis has triggered unprecedented concerted economic policy response. The paper investigates potential cliff effects that may arise from the temporary nature of the measures adopted and their different phase-out schedules. It finds that the concern that premature policy tightening could jeopardise the recovery are overblown. The major challenges for economic policy lie in the medium term. This paper was provided by the Policy Department for Economic, Scientific and Quality of Life Policies at the request of the committee on Economic and Monetary Affairs (ECON) ahead of the Monetary Dialogue with the ECB President on 18 March 2021.

The European Green Deal aims to make the European Union climate-neutral by 2050, a target supported by all EU institutions. With this objective, the EU takes a leading role in addressing the global climate emergency. Achieving the climate-neutrality goal requires massive investment and an unprecedented transformation of all sectors of the economy. This study explains the physical basis of climate change and highlights its expected impacts on the EU. To give an overview of EU and international climate policies, it outlines international climate agreements, EU climate action and the climate policies of major economies. It assesses the coherence of EU climate policy with other policy areas, and presents the financing of EU climate action through the EU budget and other instruments. To assess the implications of the climate neutrality objective, the study analysis the challenges and opportunities for the EU economy and its impacts on issues such as international relations, migration, trade, consumers and health . The final chapter addresses the issues facing European decision-makers and the outlook for European and global climate action in the context of the coronavirus pandemic.

The Indo-Pacific region houses the largest share of global GDP, the world's busiest trade routes, largest population and most powerful militaries. After having successfully worked side by side in coordinating the 2004 tsunami relief, in 2007 Australia, India, Japan and the US (the Quad, short for Quadrilateral Security Dialogue) held meetings with each other to discuss security-related issues, and their navies held a military exercise. Although the grouping ended its activities prematurely in 2008, China's growing assertiveness in the region prompted it to remain active in bilateral and trilateral cooperation on security issues. Meetings among senior officials resumed in November 2017 in Manila. In November 2020, the Quad navies held a major military exercise. The first Quad summit took place in March 2021. The grouping has emphasised that its goal is to maintain the liberal rules-based international order, which China seeks to undermine through a revisionist challenge of the status quo. Its efforts are not focused on creating institutions or military alliances, but rather, on generating gradual convergence of cooperation on multiple issues, including Covid-19, climate change, critical and emerging technologies, counterterrorism, cybersecurity and disaster recovery. Establishing further cooperation with other like-minded countries in the region and co-existing with ASEAN (Association of Southeast Asian Nations) are among the Quad's future challenges. The EU is not a traditional security player in the Indo-Pacific; however, as the region is particularly relevant to its trade, it has a strong interest in avoiding disruption of the sea lanes. The Indo-Pacific could be an area of cooperation with the new US administration. France, Germany and the Netherlands have published strategies or guidelines for the Indo-Pacific region, which has stepped up expectations about the forthcoming strategy for the region by the EU as a whole.

Directive (EU) 2018/2001 (the Renewable Energy Directive, RED II), established a common framework for the promotion of energy from renewable sources in the EU and set a binding target of 32 % for the overall share of energy from renewable sources in the EU's gross final consumption of energy in 2030. It also established sustainability and greenhouse gas emissions savings criteria for biofuels, bioliquids and biomass fuels, and laid down rules on financial support to enhance renewable energy usage. The RED II is a recast of Directive 2009/28/EC (RED I), done as part of the 'Clean energy for all Europeans package'. In 2021 the European Commission will review the Directive with the aim to better adjust it to the European Green Deal objectives.

On 12 December 2019, the European Commission adopted a proposal to amend Regulation (EU) No 654/2014 concerning the exercise of the EU's rights for the application and enforcement of international trade rules ('the Enforcement Regulation') of 15 May 2014. The Enforcement Regulation enables the EU to suspend or withdraw concessions or other obligations under international trade agreements in order to respond to breaches by third countries of international trade rules that affect the EU's commercial interests. The proposed amendments were aimed at empowering the EU to impose counter-measures in situations where EU trade partners violate international trade rules and block the dispute settlement procedures included in multilateral, regional and bilateral trade agreements, thus preventing the EU from obtaining final binding rulings in its favour. - The Council adopted its negotiating position on 8 April 2020, and the Committee on International Trade (INTA) of the European Parliament adopted its position on 6 July 2020. Trilogue negotiations concluded on 28 October with a provisional agreement, which INTA endorsed on 10 November. Parliament adopted the agreed text on 19 January 2021. Following the Council's approval, the Regulation as amended entered into force on 13 February 2021. Third edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure.
