At the special European Council on 24-25 September 2020, EU Heads of State or Government are expected to dedicate much of their time to external relations issues, notably to a strategic discussion on Turkey and a debate on relations with China. Continuing illegal Turkish drilling activities in the eastern Mediterranean have made the former more urgent, while the latter is long overdue. The European Council is also likely to adopt extensive conclusions regarding the single market, industrial and digital policy, reiterating the key objective of achieving strategic autonomy, whilst maintaining an open economy. EU leaders are expected to call for development of EU autonomy in the space sector, a more integrated defence industrial base, and for the presentation of a 'digital compass' setting out the EU's digital ambitions for 2030 in its move towards digital sovereignty. The European Council is also likely to seek development of new industrial alliances and the removal of remaining unjustified barriers, particularly in services. EU leaders will also take stock of the coronavirus situation and review the coordination of national and European measures.

In May 2019, on a turnout of 51%, European Union citizens elected their representatives to the European Parliament for the next five years. On 31 January 2020, the United Kingdom withdrew from the Union. Of the 73 seats vacated by Members elected in the UK, 27 have been redistributed among 14 Member States, while 46 remain available for potential EU enlargements and/or the possible creation of a transnational constituency in the future. The number of seats in the Parliament has fallen from 751 to 705. The 705 MEPs elected have an average age of 51 years (with the youngest being 22 and the oldest 83). A majority of MEPs (415) are new to the Parliament. Women now represent 39.6% of all MEPs.

EU-Russia relations hit a new low in August 2020, after Alexey Navalny, one of Russia's leading opposition activists, was poisoned by a banned nerve agent. Although the perpetrators have not yet been identified, the attack has to be seen in the context of repression and growing discontent against Putin. In response to this clear breach of international law and human rights, the EU is considering additional sanctions against Moscow.

Technological development has long been considered as a disruptive force, provoking change at many levels, from the routine daily activities of individuals to dramatic competition between global superpowers. This analysis examines disruption caused by technologies in a series of key areas of politics, economics and society. It focuses on seven fields: the economic system, the military and defence, democratic debates and the 'infosphere', social norms, values and identities, international relations, and the legal and regulatory system. It also presents surveillance as an example of how technological disruption across these domains can converge to propel other phenomena. The key disruptive force of 2020 is non-technological, namely coronavirus. The pandemic is used here as an opportunity to examine how technological disruption interacts with other forms of disruption.

The Treaty on the Functioning of the European Union specifies the maintenance of price stability in the euro area as the primary objective of EU single monetary policy. Subject to that, it should also contribute to the achievement of the Union's objectives, which include 'full employment' and 'balanced economic growth'. Responsibility for the conduct of monetary policy is attributed to the Eurosystem, which carries out its tasks through a set of standard instruments referred to as the 'operational framework'. To tackle the financial crisis, the Eurosystem has complemented its regular operations by implementing several non-standard monetary policy measures since 2009. The first strand of these measures had the primary objective of restoring the correct functioning of the monetary transmission mechanism by supporting certain distressed financial market segments, playing an important role in the conduct of monetary policy. A second strand of non-standard measures was aimed at sustaining prices and fostering economic growth by expanding the size of the Eurosystem balance sheet through massive purchases of eligible securities, including public debt instruments issued by euro-area countries. Net purchases were conducted between October 2014 and December 2018, after which the Eurosystem continued to simply reinvest repayments from maturing securities to maintain the size of cumulative net purchases at December 2018 levels. Due to prevailing conditions, however, in September 2019, the European Central Bank (ECB) Governing Council decided to recommence net purchases in November of the same year 'for as long as necessary to reinforce the accommodative impact of its policy rates'. The spread of the coronavirus in early 2020 has impaired growth prospects for the global and euro-area economies and made additional monetary stimulus necessary. In this context, the ECB has increased the size of existing asset purchase programmes, and launched a temporary, separate and additional pandemic emergency purchase programme (PEPP). This is an updated edition of a briefing published in April 2020.

Across the world, democratic societies, institutions, processes and values are under increasing external and internal attack. The coronavirus crisis has, meanwhile, exacerbated the systemic struggle between democracy and authoritarianism, prompting authoritarian state and non-state actors to deploy a broad range of overt and covert instruments in their bid to destabilise their democratic counterparts. Against this backdrop, and following a string of examples of hostile meddling by authoritarian actors to undermine democratic governing processes in countries such as Ukraine, the United Kingdom, the United States (US), Canada and Australia, the focus on foreign interference continues to sharpen. Among the EU's institutions, the European Parliament − arguably the flagship of European democracy − is pushing the policy response to foreign interference to the top of the political agenda. Among other initiatives and actions, in October 2019 it passed a resolution on countering foreign interference and has set up a special committee on foreign interference, whose constituent meeting is scheduled to take place in September 2020.

In response to the unprecedented shock brought by the COVID-19 pandemic, the European Central Bank (ECB) has deployed a massive package of monetary policy stimulus to safeguard the monetary policy transmission mechanism and keep the euro area economy afloat. As part of this package, the ECB has stepped up its asset purchases, including with the introduction of the new pandemic emergency purchase programme (PEPP) with an envelope of EUR 1.35 trillion by June 2021. Over the years, the impact and the side effects of the non-standard asset purchase programmes have been widely debated. Should they remain as part of the ECB’s toolkit in the future, considering that inflation is expected to stay low and that interest rates are in negative territory? Six papers were prepared for the ECON Committee by the Monetary Expert Panel, presenting empirical evidence and discussing future perspectives of the ECB’s asset purchase programmes. This publication is prepared by Policy Department for Economic, Scientific and Quality of Life Policies for the Committee on Economic and Monetary Affairs (ECON), ahead of the Monetary Dialogue with ECB President Lagarde on 28 September 2020.

Access to stable and adequate financial resources is a crucial condition for the realisation of the global goals of intergovernmental organisations (IGOs). In recent decades, alongside global political changes and the evolution in the role of multilateral cooperation, the resourcing and budgetary management of IGOs have also changed. Moreover, funding available to IGOs has become ever more diversified and complex both in terms of its origin and type. This briefing presents selected aspects of the financing of three of the world's largest IGOs: the United Nations (UN), the World Trade Organization (WTO) and the North Atlantic Treaty Organization (NATO). It presents the size and evolution of their budgets as well as the main contributing countries to these budgets, with a particular focus on the EU Member States. The analysis is based mainly on budgetary data for the financial year 2018.

Massive waves of information, including extensive amounts of false information have accompanied the coronavirus pandemic. False information is being spread by a number of different actors for various reasons. Deliberately deceptive (geo-)political disinformation campaigns to undermine democracies – including the European Union (EU) – have been spread by authoritarian state actors and their proxies. Extremist groups have exploited the situation to spread their messaging. Others have propagated misleading information for financial gain. At the same time, a combination of widespread anxiety as well as increased use of social media during lockdowns in many countries have provide fertile ground for 'organic' false information and conspiracy theories by individual users who do not intentionally want to deceive anyone, but inadvertently become part of the problem by spreading and/or amplifying misleading messages. The repercussions of the 'infodemic' are still evolving, but have impacted the ability of authorities to effectively deal with the pandemic, with the infodemic is aggravating the spread of the virus itself. Different regions of the world have been challenged by a variety of types of false information and both general and region-specific narratives – many of which have impacted public health, the economy, geopolitics and societal stability.

The severe coronavirus outbreak has forced governments across the world to resort to drastic measures in order to slow down the spread of the virus and prevent a public health crisis. As elsewhere, these emergency measures taken in Europe have affected all aspects of societal life and profoundly impacted people's personal freedoms and individual rights, as enshrined in the European Convention on Human Rights (ECHR). Although certain human rights can be suspended in situations of emergency, human rights conventions, such as the ECHR, continue to apply even then. In fact, many human rights instruments provide for such situations and contain dedicated 'emergency clauses' that give governments additional flexibility to address crises. Indeed, within the ECHR framework, Article 15 is one such clause that allows Council of Europe (CoE) member states to temporarily diverge from their ordinary convention obligations to resolve an emergency, provided certain conditions are met. During the coronavirus pandemic, derogation clauses such as Article 15 of the ECHR, have gained particular importance, as so far 10 CoE member states have notified their intention to derogate from certain ECHR provisions in order to tackle the outbreak. This briefing explains the functioning of Article of the 15 ECHR and its application to the current health emergency. Furthermore, it lists some fundamental rights and freedoms that have been affected by the coronavirus emergency measures, while also showcasing how Member States have sought to reconcile measures to protect public health with the fundamental rights principles enshrined in the ordinary framework of the ECHR. The briefing also stresses that it is key to protect the human rights of vulnerable persons, including during the implementation of recovery strategies.

Since 2001, Europe has marked European Day of Languages each year on 26 September, in order to focus attention on its rich linguistic diversity. The European Union boasts 24 official languages, and around 60 regional and minority languages are spoken across the Member States. Europe's linguistic mosaic also includes a variety of sign languages spoken by half a million people, heritage languages such as ancient Greek and Latin, as well as Esperanto – a planned international language created in Europe. According to the United Nations Educational, Scientific and Cultural Organization (Unesco), many world languages, including European ones, are endangered and could disappear due to the dominant role of languages such as English with a huge population of native speakers and other learners. Regional and minority languages (RMLs) together with smaller state languages – the 'lesser-used languages' – are under serious threat of extinction. This threat is exacerbated by digital technology. The future of RMLs depends to some extent on their presence in new digital media. Young people communicate and seek information mainly via the internet. If online content is only available in dominant languages, lesser-used languages could become 'digitally extinct'. However, digital technology is not necessarily a death sentence; it can also offer a rescue kit. Online education, online language learning and language technologies can help revitalise endangered languages. To achieve this objective, huge efforts are needed by speakers' communities and language technology specialists to gather data, analyse and process it, in order to create language tools. With such tools, young people can create content in lesser-used languages and expand their use.

In early September 2020, a fire in the over-crowded migrant camp of Moria in Greece pushed thousands of people onto the streets, exacerbating the already dire conditions faced by asylum-seekers and migrants. The incident also shows the need to find a solution to a crisis of solidarity in EU asylum policy that has remained unresolved since the unprecedented influx of migrants into the EU in 2015. The European Commission presented a new Pact on Asylum and Migration on 23 September 2020. In that, it puts forward a compromise on solidarity and fair sharing of responsibility for asylum-seekers among EU Member States.

Realisation of the efforts of supermarket staff, truck drivers and warehouse staff to keep food coming to customers. Spring amidst closed borders awakened us to how much we depend on foreign farm workers to pick fruit and vegetables. There were campaigns for furloughed employees to go and work on farms. Then came news about the conditions endured by some foreign workers in the food-processing industry. The rollercoaster of the coronavirus crisis has changed our relationship with food, but whether just temporarily or for good, remains to be seen.

The issuance of EU debt in the context of the recovery plan for Europe creates scope for strengthening the international role of the euro. However, with a large share of safe euro assets likely to be absorbed by the pandemic emergency purchase programme of the ECB, a shortage of eligible bonds stands to impede such progress. The ECB could decisively increase the supply of safe assets by issuing tradable ECB certificates of deposit as a way of overcoming this obstacle. This study analyses the existing and proposed mechanisms available to the institutions of the EU that may be deployed in order to monitor and enforce the observance of EU values by the Member States. More specifically, the study addresses the status and meaning of EU values (Article 2 TEU) and also discusses existing monitoring and preventive mechanisms (European Semester, EU Justice Scoreboard, Commission's rule of law framework, the Council's dialogues on the rule of law, and the preventive arm of Article 7 TEU) and enforcement mechanisms (preliminary reference rulings, infringement procedures and the sanctions arm of Article 7 TEU)). It also analyses a number of proposed mechanisms: the pact on democracy, the rule of law and fundamental rights; rule of law review cycle; reviewed Council dialogues on the rule of law; and the rule of law budgetary conditionality.

The 'hotspot approach' was presented by the European Commission as part of the European Agenda on Migration in April 2015, when record numbers of refugees, asylum-seekers and other migrants flocked to the EU. The 'hotspots' – first reception facilities – aim to improve coordination of the EU agencies' and national authorities' efforts at the external borders of the EU, in the initial reception, identification, registration and fingerprinting of asylum-seekers and migrants. Even though other Member States also have the possibility to benefit from the hotspot approach, only Greece and Italy host hotspots. In Greece, the hotspot approach remains the key strategy in addressing migratory pressures. The EU-Turkey Statement of March 2016, closely linked to the implementation of the hotspot approach in Greece, led to a considerable drop in irregular migration flows from Turkey to the EU. However, returns of irregular migrants to Turkey – a cornerstone of the agreement – are low. The deteriorating relationship between Turkey and the EU is putting the agreement under increasing pressure. The hotspot approach was also set up to contribute to the temporary emergency relocation mechanisms that – between September 2015 and September 2017 – helped to transfer asylum-seekers from Greece and Italy to other EU Member States. Even though 96 % of the people eligible had been relocated by the end of March 2018, relocation numbers were far from the targets originally set and the system led to tensions with Czechia, Hungary and Poland, which refused to comply with the mechanism. Since their inception, the majority of the hotspots have suffered from overcrowding, and concerns have been raised by stakeholders with regard to camp facilities and living conditions – in particular for vulnerable migrants and asylum-seekers – and to gaps in access to asylum procedures. These shortcomings cause tensions among the migrants and with local populations and have already led to violent protests. On 8 September 2020, a devastating fire in the Moria camp, on Lesvos, only aggravated the existing problems. The European Parliament has called repeatedly for action to ensure that the hotspot approach does not endanger the fundamental rights of asylum-seekers and migrants. This briefing updates two earlier ones published in March 2016 and in June 2018.

Since the end of the holiday season, the rate of Covid-19 infection in Europe has increased to levels not seen since their peak in April 2020. Many cities and regions, and now whole countries, have had to reinforce preventive measures. An increasing number of governments around the world already face a dilemma over whether or not to return to strict confinement, which would further cripple their economies. In this context, this year’s UN General Assembly, witnessed a bizarre digital stand-off between the Presidents of the United State and China, as they compete respectively for domestic and global approval of their handling of the pandemic. This note offers links to recent commentaries and reports from international think tanks on coronavirus and related issues. The findings of this European added value assessment (EAVA) suggest that the revision of the EU civil liability regime for artificial intelligence systems (AI) would likely generate substantial economic and social added value. The current preliminary analysis suggests that by 2030, EU action on liability could generate €54.8 billion in added value for the EU economy by stepping up the level of research and development in AI and in the range of €498.3 billion if other broader impacts, including reductions in accidents, health and environmental impacts and user impacts are also taken into consideration. A clear and coherent EU civil liability regime for AI has the potential to reduce risks and increase safety, decrease legal uncertainty and related legal and litigation costs, and enhance consumer rights and trust. Those elements together could facilitate the faster and arguably safer uptake and diffusion of AI. Member States have not yet adopted specific legislation related to the regulation of liability for AI, with some exceptions related to drones, autonomous vehicles and medical AI applications. Timely action at EU level would therefore reduce regulatory fragmentation and costs for producers of AI while also helping to secure high levels of protection for fundamental and consumer rights in the EU

The EU recognises that cybersecurity and cyber-defence are critical for its prosperity, security and global ambitions. Offensive cyber-attacks by malicious actors show no sign of slowing down (not even during the coronavirus pandemic) and thus require concrete dissuasive measures. In July 2020, the EU Member States decided for the first time to use the 'teeth' rooted in the EU cyber-diplomacy framework and to 'bite cyber perpetrators back' by placing sanctions on them. This precedent has helped reinforce the EU's cyber policy action.
