Briefing - How digital technology is easing the burden of confinement - 25-05-2020

The coronavirus pandemic is bringing an unforeseen acceleration in the digital transformation of societies around the world. This is the first pandemic in history in which digital technologies are being used on a massive scale to keep people connected while in isolation, allowing them to telework, follow online courses, shop online or consult health professionals from home. As a result, internet traffic has increased substantially since confinement began. According to EU Member States' national regulators, operators have so far been able to manage this surge, while also introducing many exceptional measures, such as temporarily removing broadband data caps and making extra data and free online content available. The current crisis has highlighted the importance that upgraded telecoms networks and 5G will have for societies and economies. Furthermore, now that confinement has started to ease, it is increasingly clear that digital technology will continue to play a very important longer-term role in controlling the spread of the coronavirus. The scope of contact-tracing apps is likely to expand, and teleworking, telehealth and e-learning are likely to become more prevalent than before. However, the most popular digital apps, whether for e-commerce, social media, videoconferencing or contact tracing are not of EU origin, posing concerns for the EU's digital dependency, competitive advantage and data privacy. In fact, the coronavirus crisis has further consolidated the existing dominance of 'Big Tech'. The pandemic has further exacerbated existing issues; for instance, the digital divide has broadened further and there has been a global rise in cybersecurity incidents. The EU is poised to tackle these issues, while at the same time embracing the digital transformation in our lifestyles and allowing the internet to play a critical role in defeating the virus.

On 14 January 2020, the European Commission published its proposal for a Just Transition Mechanism, intended to provide support to territories facing serious socioeconomic challenges related to the transition towards climate neutrality. This report provides a comprehensive analysis of how the EU can best ensure a ‘just transition’ in all its territories and for all its citizens with the tools at its disposal. It provides an overview and a critical assessment of the Commission's proposal, and suggests possible amendments based on best practices from other just-transition initiatives.

Most countries recovering from the first – and hopefully last – wave of the coronavirus pandemic are now in limbo. Confinement measures are being cautiously relaxed while short-term assessments on the impact of the virus on the economy and society are being refined. Meanwhile, analysts are now also looking at the medium- to long-term implications of the disease and also assessing the situation in the developing world, as well as in Russia, where, notably, they see the crisis working against President Vladimir Putin. This note offers links to recent commentaries and reports from international think tanks on coronavirus and related issues. Earlier publications on the topic can be found in the previous item in this series, published by EPRS on 15 May.

The euro is the second most important global currency after the US dollar. However, its international role has not increased since its inception in 1999. The private sector prefers using the US dollar rather than the euro because the financial market for US dollar-denominated assets is larger and deeper; network externalities and inertia also play a role. Increasing the attractiveness of the euro outside the euro area requires, among others, a proactive role for the European Central Bank and completing the Banking Union and Capital Market Union. This study evaluates four measures discussed by the European Parliament, the European Commission and others, to improve anti-money laundering policy. First, identifying high-risk countries through blacklisting. Second, reducing laundering through letterbox or shell companies. Third, harmonising EU AML policies through regulations. Fourth, strengthening the European executive, e.g. through a European public prosecutor, a European FIU, a European supervisor, or a European police also in the light of COVID-19. This survey, provided by the Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the AFCO Committee, looks into the legal and administrative framework in which parliamentary committees of inquiry operate in the EU Member States. It focuses, in particular, in the investigative powers these committees have at hand to assist national parliaments in exercising parliamentary control. It also examines the role of Member States’ parliamentary committees of inquiry in guiding the action of the government, enhancing transparency and eradicating contraventions and maladministration.

The benefits of international currency status are found to likely be limited and the effects on monetary policy to be ambiguous. The international role of the euro could be strengthened by policy initiatives in specific markets or as a by-product of improvements in the soundness of euro area economic and fiscal policies. One of Parliament’s main tools of political control vis-à-vis the EU executive is its capacity to establish Committees of inquiry. This possibility, now formally recognised in Article 226 TFEU, has existed since 1981 but it has been scarcely used by Parliament. This study provides an analysis of Parliament’s right of inquiry as it stands after the entry into force of the Lisbon Treaty, and examines how it has evolved since it was first introduced. It also compares Parliament’s right of inquiry with the investigatory powers of other European Union institutions and bodies, and with the rules governing the right of inquiry of Member State parliaments. The study concludes with some proposals for reform.

Conducting in-depth investigations is an ancient and essential right of parliaments in Europe. Yet, despite a provision of the Lisbon treaty, the European Parliament still has a limited institutional capacity to conduct inquiries. This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the AFCO Committee, discusses the theoretical basis of parliamentary investigation, compares recent committees of inquiries and develops recommendations for up-grading the European Parliament’s capacity.

The novel coronavirus outbreak is an unprecedented public health crisis with far-reaching consequences. It has highlighted the EU’s long-existing structural problems related to the supply of medicines, and the dependency on third-country import for certain essential and critical medicines and ingredients. While public health policy, including the organisation of the delivery of healthcare and the sales of medicines remains in the competence of the Member States, it has also become clear that cooperation with the pharmaceutical industry, amongst the Member States, and with the Commission and the Europan Medicines Agency, is key in resolving the problems of medicine shortages in these extraordinary times This paper looks into the causes of medicine shortage during the novel coronavirus pandemic in the Union, and the responses and solutions at European level.

The report summarises the discussion that took place at the workshop on “E-commerce rules, fit for the digital age”. The E-commerce directive was elaborated twenty years ago and has been key in regulating online services. However, the role of the internet has drastically evolved over the last two decades. The Chair of IMCO Committee Prof Dr Petra de Sutter and the Rapporteur for the Digital Services Act (DSA) Mr Alex Agius Saliba co-chaired this workshop in order to discuss which areas of the E-commerce directive are no longer fit for purpose and need reforming in the DSA.
