This study provides a broad perspective of the main trends in intra-African migration, emphasising its regional variations and complex drivers. The analysis is focussed on mapping and describing the structures – routes, hubs, settlements and sites of migration within the continent – as well as identifying the relevant infrastructures that facilitate these movements – ranging from road, railway and transportation networks to social connectivities and brokerage. The analysis not only of spaces and flows, but also of infrastructure within these networks shows that there is a multiplicity of interrelations, interconnections and interdependences that need to be captured and understood in order to address both the potential and problems for intra-African migration. By grasping the ‘big picture’ of intra-African migration, policies and activities generated by both the African Union and the European Union will be capable of providing comprehensively integrated and tailored responses. Recommendations are directed towards: improving knowledge of the many structures and infrastructures, along with their articulations and functioning; identifying the negative and positive aspects of migration conducive to sustainable development; and addressing the present Africa-Europe polarisation of views through diplomacy and monitoring.

On 29 October 2020, the Heads of State or Government met by video-conference to exchange information and coordinate efforts to defeat the pandemic, placing testing, tracing and vaccines at the centre of their strategy. EU leaders stressed the urgency of ensuring mutual recognition of rapid tests so as to enable the free movement of persons and to maintain open borders within the EU, as this is key to preserve a functional internal market. They condemned recent terrorist attacks in France and have also discussed the tense situation in the Eastern Mediterranean.

The Joint Comprehensive Plan of Action (JCPOA), spearheaded by the European Union (EU), was a successful multilateral non-proliferation agreement. The hope was that it would also pave the way for dealing with other outstanding issues over which the EU and United States (US) were at loggerheads with Iran. Instead, with the election of President Trump, the main focus has been to save the JCPOA. As Iran has decreased its compliance with the deal and regional friction has intensified, particularly as a result of the US maximum pressure campaign, the EU has faced increasing challenges to maintain a working relationship with Tehran and to pursue its strategic objectives on Iran – a tall order even in more conducive circumstances. While the outcome of the US presidential elections in November 2020 will affect developments thereafter, the EU should shape its policy independent of a rturn to constructive multilateralism in Washington. It must further develop its strategic autonomy, enhance and expand its interaction with Tehran to ensure the JCPOA’s survival, while also taking a more proactive role in mitigating and mediating conflicts in the region.

KEY FINDINGS Open office spaces are introduced for the following reason: - Saving costs on real estate. Real estate expenses are the second largest costs for a company. By creating more workplaces in the same amount of square meters costs can be reduced on buildings and maintenance. - Increase communication. If people are in closer proximity from one another and move around freely communication will increase. - Improve team work. As teams are now sharing the same space knowledge sharing will increase both within the same team and across different teams. The following arguments oppose the introduction of open office spaces: - Loss of productivity. Employees are distracted faster because of noise or colleagues moving around. It takes on average 25 minutes to resume a task after distraction. In an open office space employees are distracted faster because of phone calls, people walking by or nearby conversations. - Problems with noise, temperature and fatigue. As said before, noise is one of the main distractions in an open office space. Temperature is managed centrally and it could therefore be too cold of one person and too warm for another. Fatigue is a side effect from noise and temperature and the fact that people have a constant overload of information with the introduction of multiple screens like phone, tablets and computer. - Increase of sickness. As employees are in closer proximity of one another diseases can spread faster. The spread of diseases raise the amount of sick days taken in a company. - Decrease of overall well-being of employees. The main cause for the diminishing of well-being is the level of stress. The idea of being watched all the time increases the levels of stress in an open office space.

The coronavirus pandemic has had an unprecedented impact on air transport in the European Union and the rest of the world. During the first wave, most Member States imposed entry or flight bans and other travel restrictions, bringing passenger flights almost to a standstill. However, many airports serving major cities stayed open for limited scheduled, humanitarian, repatriation, and cargo flights, and for aircraft parking. The drop in passenger flights has meant that the air freight sector has had to adjust to the situation by occasionally carrying cargo in passenger compartments. As the industry looks for ways to cut costs, it has announced job cuts and/or reduced work patterns, wage reductions and hiring freezes. A number of airlines have already declared bankruptcy. With the public health situation improving in the EU by the summer of 2020, Member States started to lift some travel restrictions, allowing airlines to slowly resume operations while leaving in place numerous inconsistent and constantly changing travel rules and guidelines, limiting air travel significantly. In addition, airlines and airports apply strict health and sanitary measures that entail higher costs both for the industry and passengers. The International Air Transport Association (IATA) forecasts that airlines would lose about 66 % of their passengers and see total revenues drop by US$419 (€357) billion in 2020. The final impact of the crisis on air transport will depend on factors such as its duration and magnitude, the level of consumer confidence, and the stringency of the containment measures. In all likelihood, the sector will feel the effects well beyond 2020. The EU has worked on several levels to help the sector meet the challenge, whether by publishing guidelines (e.g. on passenger rights) and recommendations, or by legislative work. One of the first measures it took was to change EU rules on the allocation of airport slots, so as to help airlines avoid flights with very low load factors. However, a lot of work still lies ahead, in particular regarding the coordination of travel restrictions. The European Commission has also authorised several national aid schemes for airlines and airports. However, this raises questions about fair competition and whether the aid should be linked to environmental considerations.

This study analyses the role, organisational structure, tasks and financial and human resources of the Agency for the Cooperation of Energy Regulators (ACER). ACER plays an important role in the development, integration and functioning of the electricity and gas systems and markets in the EU, and its responsibilities in these domains have since its establishment in 2011 substantially increased. Although its resources have also significantly grown, ACER is facing a structural budget shortage and had to deprioritise, delay or cancel some tasks in recent years. Collection of fees from 2021 should alleviate these limitations. ACER’s request for a higher budget appears reasonable and appropriate given its important contribution to major energy policy priorities, and the fact that its functioning seems efficient and effective.

The President and Vice-President of the United States of America are not elected directly by US voters, but rather by the Electoral College, a representative body composed of 538 electors chosen by voters in parallel contests in each of the 50 US states and the District of Columbia. This body emerged during the Constitutional Convention of 1787 as a compromise designed to ensure the continuing pre-eminence of the states in the US federal system, as well as to temper what were seen then as potentially dangerous democratic passions. At first, state legislatures chose the electors, and it was only in the 19th century that state authorities began to appoint electors on the basis of the result of a popular vote. The operation of the Electoral College and the process by which it chooses a presidential 'ticket' has attracted growing attention in recent decades, on account of an increasingly polarised US political landscape and a changing electoral map. The existence of the Electoral College poses a number of basic questions about the fairness of the electoral process and popular representation in the United States. Moreover, there are many questions about how precisely the Electoral College process should be carried out, in order for it to be considered legitimate, especially as regards the behaviour of electors and their political parties during the election period. Two elections in the past two decades – those of 2000 and 2016 – have resulted in the victory of a candidate who received fewer votes nationwide than their opponent. Calls for the abolition of the institution and the introduction of a direct election of the President by all citizens have become more frequent. Polls show a consistent majority in favour of this change, although this majority has narrowed and opinion has become more polarised along partisan lines as evidence has emerged of a structural advantage in the Electoral College for the Republican Party candidate. Nevertheless, this institution has endured for over two centuries of republican government, and a number of arguments are put forward in its defence. US public opinion is also more divided on the detail of proposed alternatives.

This briefing, prepared for a scrutiny session of the ECON Committee, provides background on the International Financial Reporting Standard (IFRS) 17 Insurance Contracts which will have a major impact on the accounting of insurance companies. IFRS 17 was issued by the IASB in 2017; the Parliament adopted a resolution on 3 October 2018. As some remaining issues were raised at EU level, the IASB has issued amendments to IFRS 17 on 25 June 2020. The next step for endorsement was the EFRAG's consultation on its draft endorsement advice of 30 September 2020 (closing on 29 January 2021). The scrutiny session feeds ECON's views into this process.

This paper provides a first review of Cohesion Policy measures in response to the COVID-19 pandemic, including preliminary insights on their uptake and reflections on their impact. It concludes with policy pointers on how to use the measures as accelerators for structural change.

The fisheries agreement with the Republic of Seychelles is the most financially significant EU tuna agreement. During the November I part-session, Parliament is due to vote on giving its consent to the conclusion of a new agreement and implementing protocol, ensuring EU vessels' continued access to one of the richest fishing grounds in the western Indian Ocean. The agreement aims to enable further EU-Seychelles cooperation to promote a sustainable fisheries policy and responsible exploitation of fisheries resources in the waters of Seychelles.

During the November I part-session, Parliament is due to vote on approving a provisional agreement with the Council enabling financial support for permanent cessation of fishing activities under the European Maritime and Fisheries Fund for certain Baltic Sea fisheries. The agreed text extends the scope of the Commission proposal to include not only those fishermen affected by the eastern Baltic cod closure, but also cod and herring fishermen in the western Baltic who are faced with a major reduction in fishing opportunities.

On 7 October 2020, the European Parliament approved by an overwhelming majority the appointment of Mairead McGuinness as European Commissioner for Financial Services, Financial Stability and Capital Markets Union, as well as the change of portfolio of Commission Executive Vice-President Valdis Dombrovskis, to become the new Trade Commissioner. Mairead McGuinness was subsequently appointed by the Council (Article 246 of the Treaty on the Functioning of the European Union, TFEU) on 12 October and thus ceased to be a Member of the European Parliament as well as its first Vice-President. Parliament is expected to hold a vote on the election of a new Vice-President during the November I plenary part-session.

On 28 May 2020, the European Commission adopted a proposal for a regulation on the establishment of a programme for the Union's action in the field of health for the 2021-2027 period (EU4Health programme). It was announced as part of the Next Generation EU recovery instrument, aimed at countering the impact of the coronavirus pandemic. The July European Council meeting reduced the programme's budget from the initially proposed €9.4 billion to €1.7 billion. In its report, European Parliament's Committee on the Environment, Public Health and Food Safety proposes, inter alia, to restore EU4Health's initial budget. Parliament is expected to vote on the report during the November I plenary session. This would open the way for trilogue negotiations.

During the November I part-session, Parliament is due to vote on giving its consent to the conclusion of the EU China agreement on cooperation on, and protection of, geographical indications (GIs), i.e. distinctive signs attached, mainly, to agri-food products that have a given quality, reputation or other characteristics that are attributable to their specific geographical origin. The agreement adds a new element to the legal framework for EU relations with China that is currently based, in particular, on the 1985 European Economic Community–China Trade and Cooperation Agreement. It seeks to protect 100 EU GIs and 100 Chinese GIs in each other's territories against imitation and usurpation, and to bring the principle of reciprocity to bear in EU-China ties.

The European Commission proposed to extend and improve the European network of such services, through, inter alia, cooperation with other labour market stakeholders and adaptation to the challenges related to digitalisation, technological developments in the world of work and to demographic changes. The European Parliament is due to vote at first reading during the November I plenary session on the text agreed in trilogue with the Council.

During the November I plenary session, the European Parliament is due to decide on amendments to the Council's position on the draft EU budget for 2021. The Parliament is preparing its reading in the extraordinary situation of a lack of agreement on the forthcoming multiannual financial framework (MFF) for 2021-2027 and in the context of the far-reaching consequences of the coronavirus crisis. The report of the Committee on Budgets reverses many of the reductions proposed by the Council. Furthermore, it proposes a considerable increase in the contributions of the 2021 budget to Parliament priorities, in particular the 15 EU flagship programmes, in line with the ongoing MFF negotiations.

The protocol allows EU vessels to fish in Senegalese waters, while aiming to promote a sustainable fisheries policy and sound exploitation of fishery resources in the area, and to support Senegal's efforts to develop its fisheries sector.

On 15 September 2020, in a White House ceremony, the United Arab Emirates (UAE) and Bahrain signed the 'Abraham Accords' with Israel, normalising pre-existing relations between them that have grown stronger mainly over fears of an expansionist Iran and loss of faith in the US's role as security provider. The accords, brokered by the US, mark a diplomatic breakthrough in the Middle East, which has seen a growing number of Arab League states strengthen ties with Israel. However, the Palestinian Authority and all Palestinian factions denounced the agreements, on which they were not consulted and which make no reference to ending Israel's occupation of Palestinian land. The accords are expected to generate important economic benefits for the participating states.

This in-depth analysis, commissioned by the Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the Committee on Legal Affairs in the context of the Workshop to mark the 40th Anniversary of the Hague Convention on the Civil Aspects of International Child Abduction, examines the way in which subject children feature within Convention proceedings. It considers the aims of the Convention, and the lack of supranational control of its application. It draws on empirical research relating to the effects and consequences of child abduction to discuss the opportunities for children and young people to participate within Convention proceedings, and highlights the international obligations for such participation within the United Nations Convention on the Rights of the Child, The Charter of Fundamental Rights of the European Union, and other regional instruments. Different jurisdictional approaches are explained, and the role of culture in this context is probed. The impact of COVID-19 on abducted children is also explored.

This in-depth analysis has been commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the JURI Committee in the context of the workshop to mark the 40th Anniversary of the Hague Convention on the Civil Aspects of International Child Abduction. It looks into the implementation of the 1980 Convention, as regards the respect of autonomy of parts, validity of agreements and mediation, and describes, from a practitioner’s point of view, how the parents and children see the process. The paper concludes that in order to protect the interest of the child, the 1980 Convention should be maintained with restricted exceptions, but more should be done in terms of prevention. The new measures should include, in particular, harmonisation of the relocation proceedings and principles, enforceability of mediation agreements, and increasing of the autonomy of the parties through the inclusion of residence and custody plans in prenuptial agreements.

The paper discusses the policy implications of the Wirecard scandal. The study finds that all lines of defense against corporate fraud, including internal control systems, external audits, the oversight bodies for financial reporting and auditing and the market supervisor, contributed to the scandal and are in need of reform. To ensure market integrity and investor protection in the future, the authors make eight suggestions for the market and institutional oversight architecture in Germany and in Europe.

It also attempts at providing some recommendations aimed at possibility developing a comprehensive and structured approach to CSR for the whole of the EU.

A wide range of events are planned, reaching out to the general public, to demonstrate the challenges and opportunities offered by rail, and promote it as a sustainable, innovative and safe mode of transport.
