The Committee on Agriculture and Rural Development will adopt an opinion on the 2023 general budget on 29 September. Members will also discuss the legislative proposal on geographical indications, and the changes to the industrial emission directive. They will also consider the draft implementing report on the school's scheme for fruit, vegetables, milk and dairy products foreseen in the Common Market Organisation Regulation.
Highlights - Sakharov Prize: Presentation of the nominees - Committee on Development

Each year, the Parliament awards the Sakharov Prize for Freedom of Thought to honour exceptional individuals and organisations defending human rights and fundamental freedoms. In 2021, the prize was awarded to Alexei Navalny, Russian activist and political prisoner. The nominees for this year’s edition will be presented by the political groups in a joint meeting of the Committees on Development and Foreign Affairs and the Subcommittee on Human Rights in Brussels on 26 September, 15.00-16.30.
DEVE and AFET Committees will vote on a shortlist of three finalists on 13 October and the Conference of Presidents will take a decision on the final laureate on 20 October.

Highlights - Public Hearing on Protecting Indigenous Peoples' Rights in Brazil - Subcommittee on Human Rights

On 26 September the Subcommittee on Human Rights will hold a hearing on Protecting Indigenous Peoples' Rights in Brazil. The hearing will follow up Parliament's call for indigenous peoples' rights to be fully protected, including their land, territories and resources.
The focus will be on the challenges the EU should tackle as a priority, including criminalisation and systematic attacks against indigenous leaders, grabbing and environmental destruction, as well as participation by indigenous peoples in decisions that affect them.

Briefing - Computerised system for communication in cross-border judicial proceedings (e-CODEX) - 20-09-2022

The e-CODEX system is the technological backbone of the digitalisation of EU judicial cooperation in both civil and criminal matters. It comprises a package of software products that allow for secure digital communication between courts, and between citizens and the courts, in particular enabling the secure exchange of judicial documents. The project, launched in 2010 with EU funding, has until now been managed by a consortium of Member States and other organisations, and coordinated by the Ministry of Justice of the German Land of North Rhine-Westphalia. However, it has so far lacked an explicit legal basis in EU law. To remedy this situation, in 2020 the Commission put forward a proposal for a regulation laying down the legal framework for e-CODEX and entrusting its management to eu-LISA (the EU Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice) seated in Tallinn, Estonia. The final text of the regulation, agreed by the co-legislators in April 2022, introduces new provisions safeguarding the rule of law, in particular judicial independence and separation of powers, and fundamental rights, in particular the right to a fair trial, the right to data protection, and the right to privacy. The assignment of a claim refers to a situation where a creditor (the assignor) transfers the right to claim a debt from the debtor to another person (the assignee) who then becomes a creditor vis-a-vis the debtor (replacing in this role the original creditor). This mechanism is used by companies to obtain liquidity and access credit. At the moment, there is no legal certainty as to which national law applies when determining who owns a claim after it has been assigned in a cross-border case. The new rules proposed by the Commission will clarify which national law is applicable for the resolution of such disputes. As a general rule, the law of the country where assignors have their habitual residence applies, regardless of which Member State's courts or authorities examine the case. This proposal will promote cross-border investment and access to cheaper credit, and prevent systemic risks. Both Parliament and Council have adopted their positions, and the proposal is currently the subject of trilogue negotiations. Second edition. Highlights - Monetary Dialogue with Christine Lagarde, President of the European Central Bank - Committee on Economic and Monetary Affairs

On Monday 26 September 2022, from 15:00 to 17:00, ECON Members will hold the third Monetary Dialogue of the year with the ECB President.
This Monetary Dialogue will take place in a particularly challenging environment, marked by strong inflationary pressures (the euro area annual inflation reached 9.1 % in August 2022). It will be the first Monetary Dialogue since the Governing Council decided to raise twice the key ECB interest rates for the first time since 2011. Moreover, the Governing Council approved the Transmission Protection Instrument on 21 July 2022. The two specific topics of discussion as chosen by ECON are: 1) Assessment of the ECB's current monetary policy stance; and 2) Anti-fragmentation: new tool in the toolkit.

The TRAN Committee will hold an exchange of views with Mr Mustafa Nayyem, Ukrainian Deputy-Minister of Infrastructure.
Since his last visit on 27 June, Deputy-Minister will bring more updates on the current logistics situation in Ukraine, including the new 'grain corridor' via the Black Sea signed on 27 July 2022 with Russia in Turkey and under the auspices of the United Nations.
The Exchange of views will take place on Monday 26 September 2022 from 15.00 to 15.50 in room JAN4Q1. It will be also webstreamed.
