Secretary of State Antony J. Blinken spoke today with Russian Foreign Minister Sergey Lavrov to follow up on the U.S written response to Russia’s security proposals. The Secretary emphasized the U.S. willingness, bilaterally and together with Allies and partners, to continue a substantive exchange with Russia on mutual security concerns, which we intend to do in full coordination with our partners and Allies. He further reiterated the U.S. commitment to Ukraine’s sovereignty and territorial integrity, as well as the right of all countries to determine their own foreign policy and alliances. The Secretary urged immediate Russian de-escalation and the withdrawal of troops and equipment from Ukraine’s borders. He emphasized that further invasion of Ukraine would be met with swift and severe consequences and urged Russia to pursue a diplomatic path.

Secretary of State Antony J. Blinken met today with Republic of Cyprus Foreign Minister Ioannis Kasoulides today in Washington, D.C. Secretary Blinken congratulated Foreign Minister Kasoulides on his return to the Ministry of Foreign Affairs and reiterated the U.S. commitment to deepening cooperation with the Republic of Cyprus, including through the 3+1 mechanism with Greece and Israel. The Secretary and Foreign Minister discussed a range of bilateral and regional issues, including the importance of coordinating actions in support of Ukraine’s sovereignty and territorial integrity. They also underscored the importance of increasing scientific collaboration on issues such as climate change and emerging technology through the upcoming signing of a bilateral Science and Technology Agreement.
The Secretary expressed continued U.S. support to Cypriot-led, UN-facilitated efforts to reunify the island as a bizonal, bicommunal federation with political equality to benefit all Cypriots.

Counselor of the Department Derek Chollet will lead an interagency delegation to Sofia, Bucharest, and Brussels from February 7 to 11 to engage with our partners in Europe on a range of issues, and to consult with NATO Allies and the European Union partners on Russian aggression towards Ukraine. Counselor Chollet’s trip is a continuation of the extensive diplomacy undertaken with our European Allies and partners in support of a united approach to Russia’s unprovoked military build-up along Ukraine’s borders and our joint efforts to encourage Russia to choose diplomacy and de-escalation.
Counselor Chollet will meet with members of Bulgaria’s new government to continue the strategic dialogue talks begun in January 2020 on security, energy, and the rule of law. In Romania, the Counselor will reaffirm the importance of the U.S.-Romania Strategic Partnership in addressing common threats and challenges, particularly with regard to U.S. troop deployments to help defend European allies in light of Russia’s military buildup on Ukraine’s borders. Following both countries’ recent invitations to begin accession to the Organization for Economic Cooperation and Development, he will offer U.S. support to the governments in their economic reform and anti-corruption efforts.
Counselor Chollet will then travel to Belgium to meet with NATO and European Union officials to discuss recent diplomatic engagements with Russia and joint efforts to deter further Russian aggression against Ukraine, including Allies’ and partners’ readiness to impose massive consequences and severe economic costs on Russia. Throughout his trip, the Counselor will reaffirm our ironclad commitment to NATO and our Allies and discuss how the United States can continue to support NATO countries, particularly on the eastern flank.

Secretary of State Antony J. Blinken met today with Polish Foreign Minister Zbigniew Rau in Washington, D.C., as part of the U.S.-Poland Strategic Dialogue. Secretary Blinken and Foreign Minister Rau discussed collective security and regional issues, including the shared commitment to Ukraine’s sovereignty and territorial integrity in the face of Russia’s unprovoked military buildup. The text of the following statement was released by the Governments of the United States of America and Poland on the occasion of the U.S.-Poland Strategic Dialogue.

The Governments of the United States and Poland held the U.S.-Poland Strategic Dialogue in Washington, D.C. on February 4, 2022, which included consultations between Polish Foreign Minister Zbigniew Rau and U.S. Secretary of State Antony J. Blinken. February 4 marks the birth date of General Tadeusz Kosciuszko, a Polish General who two centuries ago fought for American freedom. The United States and Poland have a historic friendship. But today we are more than that. We share not only common values, but also an awareness of shared responsibilities for humanity’s future.
This Strategic Dialogue comes at a critical time. It demonstrates the strength and importance of the bilateral relationship as the United States and Poland focus on the security challenges on the Eastern Flank of NATO due to Russian aggression. U.S.-Polish cooperation addresses our shared goals of ensuring security and supporting the democratic aspirations of the Belarusian people as well as the objective of European and Euro-Atlantic integration of Ukraine.
Polish Deputy Foreign Minister Marcin Przydacz and Counselor of the Department of State Derek Chollet opened the Strategic Dialogue.
The United States and Poland emphasized the importance of the U.S.-Poland partnership in addressing common threats and challenges. The Strategic Dialogue focused on shared values and interests, reaffirming the strong, steady, and deepening bilateral cooperation between the United States and Poland and our joint commitment to enhance cooperation on a broad range of topics.
The working groups of the Strategic Dialogue discussed bilateral cooperation on regional and collective security; political military issues; energy security, including climate change and nuclear energy cooperation; economic prosperity; cooperation in the framework of Three Seas Initiative and strengthening democratic values and institutions through the OSCE in Europe and Eurasia and in our own countries. The United States and Poland consulted on the importance of Poland’s leadership in the OSCE in reaching diplomatic resolutions to regional conflicts. Both parties expressed firm dedication to the sovereignty and territorial integrity of Ukraine and committed to coordinating to deter any further Russian aggression.
The Strategic Dialogue was hosted by the U.S. Department of State and included interagency and inter-ministerial representatives from both governments. The meeting featured senior U.S. representatives from the Department of State, Department of Defense, Department of Energy, Department of the Treasury, Department of Commerce, and the National Security Council, and from the Polish side, the Ministry of Foreign Affairs, Ministry of National Defense, Ministry of Economic Development and Technology, Ministry of Climate and Environment, and Ministry of the Interior and Administration.
Both sides expressed a strong interest in deepening the bilateral strategic partnership in the year ahead and through future strategic dialogues. The parties plan to hold the next annual meeting in Warsaw in early 2023.
